Dear Members:

Welcome to the 2017-2018 program year! We have a newly elected Board of Directors with a good combination of new ideas and seasoned veterans. We are all servant leaders here to help our members advance their careers in contract management. We have put together a great program for this year.

we have a workshop on Protecting Your Federal Contract Data. In November, we will have a new perspective, “A view from the top”, with top contract management executives presenting.

Next year we will have six seminars, including two all day educational events:

Government Property Myths will be addressed by Dr. Doug Goetz in February. Then in April, Baker Tilly will present a day-long seminar on Cost Proposals.

Please join us for several free events including the Contract Administrator Round Table (CART) meetings, held on the second Wednesday of each month at KES. Our Holiday party will be on December 13, 2017 from 5:30 to 8:30pm at the Admiral Baker Clubhouse. These are great networking events to get to know other contract management professionals in San Diego.

Cybersecurity Workshop

NCMA San Diego Chapter welcomed Mr. Curt Parkinson of the Defense Contract Management Agency(DCMA) to speak to the latest requirements regarding Cyber Security and what this means to you as a Government Contractor. Mr. Parkinson came to discuss the recent updates implemented to DFARS Part 239 entitled, “Acquisition of Information Technology” under DFARS 239.71 entitled, “Security and Privacy for Computer Systems” and subsequent updates to 22.204-7001, 252.239-7012 and 252.239-7010. Additional key points of discussion were “Cybersecurity Contracting”, “Adequate Security”, “System Security Plan (SSP)” regarding what is required under these clauses and what the DCMA will be looking for. These clauses have been implemented primarily to provide adequate security over government programs, to provide guidelines for reporting a breach or a cyber incident and to ensure continuity of these protections down the supply chain.

A strong take away from this presentation if any of these clauses are in a Request for Proposal (RFP) they should be addressed during the negotiation process as you will be required to be in compliance with the clause at the time the contract is signed. The clause was initially released in November of 2013 and has had several updates to include preventative measures. If the latest version (October 2016) of DFARS 252.204-7012, entitled “Safeguarding Covered Defense Information and Cyber Incident Reporting” is included in your contract(s), you as the supplier must comply with the 14 Security Controls which includes 110 requirements under this clause no later than December 31, 2017. If an earlier version of the clause in your contract, DCMA can only uphold the clause in currently in the contract. However, it was stressed that the contractor should work with the cognizant Contracting Officer in effort to update the contract to the latest version of the clause. It should be noted that DCMA is not and will not be performing a technical assessment of the cyber-security standards, i.e. NIST SP 800-171 but rather, ensuring contractors are in compliance by requesting specific certifications in accordance with the clauses of the contract. At the time of this presentation, a letter was being drafted to provide further guidance for the implementation of DFARS Clause 252.204-7012, entitled “Safeguarding Covered Defense Information and Cyber Incident Reporting”. Contract Management Leadership Development Program (CMLDP)

Do you want to become a future leader in the Contract Management field? Do you want to build a network with top government and industry leaders, receive career mentoring, and position yourself for leadership roles? Then CMLDP is the program for you.

What is CMLDP? The CMLDP is a year-long educational journey in fundamentals of leadership, volunteerism at the local and national NMCA level, and career development in Contract Management. The program is hosted by NMCA free of charge for selected participants.

Steps to CMLDP:

1. Visit https://www.ncmahq.org/learn-and-advance/contract-management-leadership-development-program-(cmldp) – read what the program is all about, the benefits, and qualification criteria. Determine if you and the program are a fit. When in doubt, apply.

2. Ask your employee to sponsor you. The program is free to participants – materials and registration to the four on-site seminars are covered by NCMA. However, the cost of travel, food, lodging, and time off work will be the responsibility of the participants. The employer may elect to pay for all the aforementioned cost. If the employer does not pay or does not cover all of the anticipated expenses, then determine if you can cover the rest of the cost.

3. Apply to the program by Spring 2018. The program runs from August to July of each year. Applications are usual due end of May of each year. Be sure to check the above website for due date and access to the application. The application requires you to answer a few questions regarding yourself and your goals, obtain a letter of recommendation from the local NCMA chapter’s president and from your manager, and a copy of your resume.

NCMA are looking for highly motivated individuals who will put 100% dedication to the program. Be ready to work hard and meet government and industry leaders who are shaking and shaping the field of Contract Management. I was fortunate to have been selected by NCMA to participate in the CMLDP this year I look forward to sharing my experience in the CMLDP with you in future newsletter articles. Meet the new Secretary of the NCMA San Diego Board of Directors, Ms. Jill Haynie

Prior to joining MGO in 2005, Ms. Haynie was Vice President of Finance for two small Government contracting firms where she was responsible for implementing a job cost accounting system, the Government property systems, serving as the FSO and systems administrator, and supervising the accounting, human resources and contracts departments

Ms. Haynie received her Bachelor of Business Administration degree, with an emphasis in Accounting, from Southern Methodist University in Dallas, Texas. She obtained a Professional Certificate in Unix Operating Systems Programming from the University of California, San Diego.
