pg. 1 NCI ACADEMY INTERIM FACILITY STUDENT INFORMATION Located in the outskirts of Lisbon in what people refer to as the “Portuguese Riviera”, the ACADEMY INTERIM FACILITY (AIF) Building is the tip of the spear in the relocation and establishment of the new state of the art NATO CIS Academy in Portugal. This facility will break ground, providing AMDC2 training as of 2018 and paving the way for the NCISS relocation in 2019. The NCI Agency has established NCI Academy to provide individual and collective training on NATO Communications and Information systems (C&I), including AirC2, to support the Military Training and Exercise Programme (MTEP), and assist to NATO and National Commands preparing for NATO operations. It also provides E&T services for internal Agency staff in support of professional and personal development, and mission (post) specific requirements to ensure that the Agency has the necessary skills to meet customer requirements. More than 240 courses are offered by the NATO CIS School (NCISS) in Latina, ITA, AirC2 Training Group in Oeiras PRT, and Mons, BEL, as well as Agency courses held in Mons, BEL and The Hague, NLD. It equally includes courses organized by the NCI Agency, but provided by commercial parties. The aim is to deliver these trainings under the umbrella of the future NCI Academy in Oeiras. NCI ACADEMY INTERIM FACILITY

STUDENT INFORMATION

Located in the outskirts of Lisbon in what people refer to as the “Portuguese Riviera”, the

ACADEMY INTERIM FACILITY (AIF) Building is the tip of the spear in the relocation and

establishment of the new state of the art NATO CIS Academy in Portugal. This facility will

break ground, providing AMDC2 training as of 2018 and paving the way for the NCISS

relocation in 2019.

The NCI Agency has established NCI Academy to provide individual and collective training

1. WELCOME

Welcome to the NATO Communications and Information Academy Interim Facility (AIF) in Oeiras, Portugal. This introductory letter is intended to give you some information on the location and guide you through the transit arrangements and arrival process.

Before arrival all students accepted on to the courses should ensure that they satisfy the pre-requisites as defined in the course description.

Before attendance students are to send proof of Security Clearance by utilising an Attestation of Security Clearance to [email protected]. Original or copies of Personnel Security Clearance Certificates (PSCCs) are NOT to be sent. These should be sent as soon as you are confirmed on the course or at least 10 working days prior to course start.

2. YOUR ARRIVAL

What happens on your first day?

The in-processing takes place in the morning of the first day of training. It starts right at the reception at the main gate with the identification checking. Afterwards, a short briefing will be provided to you at the AIF addressing Admin points and emphasizing some

Security aspects. On the same day you will receive a welcome package including a student badge and more in-processing information.

The student’s badge is to provide access to the training building and training classroom and is to ensure that personnel can be identified in the compound as a student.

Your classes are scheduled to start at 09:00, so students are encouraged to be at the gate NLT 08:30

What do you need to bring?

Please bring with you your NATO ID card, or national equivalent as a eg. passport. Also hand carry your Attestation of Security Clearance (Not Personal Security Clearance (PSC) Certificate or Copy) as a backup if not already sent.

If you bring your private vehicle make sure you have given your car details to the Training

team in advance to avoid delays at the gate.

On the first day of the course Admin support will be present for the in-processing, at 08:30 in front of the gate.

The in-processing will be:

Confirmation of Identity and confirm that a Security Clearance has been received.

Distribution of badges.

Handover of the Welcome package.

Courses are normally scheduled from 09:00 to 16:00. Last course day the course will end around 13:00 to give everybody time to travel.

Lunch breaks and coffee breaks are managed by the instructors.

If by any reason you are unable to be on time the first day, you need to report that to student administration office as soon as possible:

3. SECURITY

To be accepted to enter the RGF Compound/AIF Building you need to send in advance (10 working days prior to course start date) an Attestation of Security Clearance signed and sent by your Security Officer or Designated Authority in your organization. This Attestation is in Annex to the JI.

You will need to show your identification card/badge to the Training Admin situated at the RGF Main Entrance; only in the morning of first

day and it will be cross-referenced with the Attestation of Security Clearance received by the NCI Agency, Site Security Manager (SSM), Oeiras via:

On the arrival day, during the in-processing, a student badge will be issued to you to use around the compound during your stay.

All vehicles (including rental vehicles) will be required to be booked onto the RGF and car pass obtained. For visitors less than one week, visitors will be required to do this on a daily basis.

There are parking spaces situated next to the AIF Building that you should use (see map). This is on a first come, first served basis. Alternative parking can be made on the main RGF car park.

While security incidents are relatively rare, you are encouraged to adhere to the following security advice when travelling and in the area:

Exercise vigilance when in public places, or using mass transportation.

Be aware of immediate surroundings and avoid crowded places.

Follow the instructions of local authorities, especially in an emergency.

Monitor media and local event information sources and factor updated information into your travel plans and activities.

Be prepared for additional security screening and unexpected disruptions.

Stay in touch with your family, have a plan if you are separated and ensure they know to reach you in the event of an emergency.

The emergency number "112" is the only emergency number you can call for free in all European countries if you need urgent help from the fire service, a medical team or the police.

In case of an emergency/accident situation on the RGF, emergency services can be summoned via 222. The RGFs duty Sergeant must also be notified via the following mobile number: (+351) 912 041 533.

Other security instances can be reported to the SSM if available, or any full time member of staff who will direct you the correct reporting chain.

4. TRANSPORTATION

There is no transportation arranged between the Hotels and NCI Academy Oeiras.

You are required to make your own travel arrangements as per guidance below:

Transport from Airport to Hotels

Taxis from Lisbon airport are relatively expensive therefore the following options are proposed for students:

Uber – the Uber service works well from Lisbon airport and will cost in the region 25 EUR to hotels in the Cascais to Oeiras area.

Public Transport – Aerobus/Train: o Aerobus – from Lisbon Airport to Cais do Sodré: The timetable is available on

the Aerobus website - https://www.aerobus.pt/en-GB/Home-2.aspx. A single ticket is 3.60EUR or a return ticket 5.40EUR.

o Local train services Cais do Sodré - Cascais: The timetable is available on the Comboios de Portugal website - https://www.cp.pt/passageiros/en/train-times. Current timetable is available here and prices available here. The purchase of a rechargeable card is 0.50EUR and a single journey approximately 1.95EUR.

Public Transport – Metro/Train: o Metro – from Lisbon Airport to Cais do Sodré (changing at Alameda) – details on

routes is available on the Metropolitano de Lisboa website - https://www.metrolisboa.pt/en/. The purchase of a rechargeable card is 0.50 EUR and a single journey 1.45 EUR

o Local train services Cais do Sodré – Cascais: The timetable is available on the Comboios de Portugal website - https://www.cp.pt/passageiros/en/train-times. Current timetable is available here and prices available here. The purchase of a rechargeable card is 0.50EUR and a single journey approximately 1.95 EUR.

Transport from Hotels to NCI Academy Interim Facility

Local train services are accessible from all hotels on the Cascais – Cais do Sodré railway line. The timetables are available on the Comboios de Portugal website - https://www.cp.pt/passageiros/en/train-times. Current timetable is available here and prices available here. The purchase of a rechargeable card is 0.50 EUR and a single journey approximately 1.60 EUR or the purchase of 10 tickets for 14.40 EUR.

Students should take the train to Oeiras. Options to reach NCI Academy Interim Facilities at RGF Oeiras are:

Taxis are readily available outside Oeiras Train Station – taxi rank is on the opposite side of the railway station.

On Foot - students may proceed on foot from the station to RGF Compound – approximately 1,500 m / 20min walk.

5. DRESS CODE

Students both military and civilians will wear civilian clothes, business/smart casual. Sportswear, t-shirts, shorts, flip flops/sandals are not acceptable. This remains extent for military and civilian students whilst on the base. Daily travel to the compound from home units and from hotel or private accommodation remains subject to National regulations.

The Academy Interim Facility has no changing rooms.

6. ACCOMMODATION

Students must book their own accommodation.

You will receive the list of 3 and 4 star hotels to your email adress that has been registered in STUDABA. The hotels are within NATO Per Diem Rate, have available Wi-Fi and are close to public transportation.

Booking method: Students book directly the hotel using the web link with promo code or sending email to the hotel mentioning the NATO rate to be applied. The links and email addresses are provided in the document Hotels List Oeiras. The document is sent to you together with this Joining Instructions. Student should book hotel latest 3 weeks prior the course starts. Rates are based on single occupancy, per room night, including breakfast, WIFI and free access to amenities.

All hotels listed will guarantee a number of rooms until 21 days prior to the start of the

course. Once past this date, all un-reserved rooms will be released.

7. PERSONAL BAGS & LUGGAGE

Any bags or luggage should be left in your accommodation. You are advised that students are NOT permitted to bring personal luggage or any type of large bags into RGF Compound.

8. MESS, BAR & CAFETERIA

Students and instructors can have lunch in the mess facility but also in the bar/cafeteria. Lunch tickets for the mess can be bought at the cashier at the main entrance of the mess room. The payment is made in cash only. There are two Mess rooms. Officers’ Mess (Officers and Civilians Grade A) and General Mess (NCO’s and Civilians Grade B).

The need for a diet meal should be individually booked on the previous working day until 13:30, at the cashier next to Mess room. There is also a possibility to have lunch in the cafeteria.

Working hours of the compound’s Mess: Lunch: from 12:00 until 14:00 (last entrance until 13:30) Dinner: from 18:30 until 19:30 (last entrance until 19:15) and it should be individually booked during the lunch time.

Lunch Meal of the day 4.77€

Diet e.g. Grilled Steak 4.77€

Alternative Steak (JFC) (Grilled) 5.50€

9. IT, MOBILE DEVICES and PHOTO RESTRICITONS

IT IS STRICTLY FORBIDDEN TO TAKE PHOTOS WITH THE CAMERA AND/OR MOBILE DEVICE at the RGF Compound. Cameras are not to be utilized on the Compound nor inside NCI Agency Oeiras.

Authorized laptops, tablets (or equivalent) and mobile phones are permitted in the compound by students, but are NOT permitted in ANY

class or syndicate room, unless permission is granted by NCI Academy Training Management Team.

Students are advised to bring an Authorization of Transportation and Use of Official Equipment.

Private devices are to be switched off and secured when not in use. There are available lockers to store the mobile phones and laptops.

10. SPORT FACILITIES

Students may use the sport facilities and all the sport equipment available. Some equipment and facilities are subject to previous booking or availability.

11. SMOKING

Smoking is permitted in the designated area in the compound (see map). No smoking is allowed inside the buildings.

12. ATM MACHINE

There is currently no available ATM machine inside the compound, so the students need to carry their own cash in case of lunch payment in the Portuguese mess. The currency used in all facilities is EURO.
