SESSION 1: SETTING THE CONTEXT

BACKGROUND TO NCCAS

• Serves as South Africa’s National Adaptation Plan as setout in Goal one of South Africa’s NDC

• Considers the various implications of climate change

• Physical, social, environmental and economic context

• Defined by nine strategic interventions

• Aim:To address and encourage climate changeadaptation through

NATIONAL CLIMATE CHANGE ADAPTATION STRATEGY (NCCAS)CONTEXT

• Aligns with National Climate Change Response White Paper;

• 2018 Global Risk Report highlights climate risks and the failure to respond effectively to climate

change as among the top global risks;

• South Africa is a signatory to the Paris Agreement and is required to compile a set of Nationally

Determined Contributions (NDCs) that outline the country’s plans to reduce GHG emissions and

adapt to climate change;

• The Disaster Management Amendment Act, No 16 of 2015, is a critical piece of legislation that

directly responds to climate change adaptation.

• Directed at government, non-governmental entities including the private sector, the research

community and civil society;

• Divided up into a set of strategic objectives, strategic interventions and strategic outcomes with

associated actions;

Socio Economic Impact Assessment

Theory of Change• Rate of temperature change in Africa more than twice

the global estimates

• South Africa is faced with: • Increased variability in rainfall

• Numerous developmental challenges

• Climate change (CC) adaptation must consider: • Local response for local impact of CC

• Integrated approach to addressing CC effectively

• Co-benefits and opportunities that could contribute to other developmental challenges.

• In this regard, the NCCAS aims to:

Transition to a climate resilient South Africa, which will follow a sustainable development path guided by anticipation and recovery from a changing climate and environment to achieve our

development aspirations.
