Challenge of Identity Management in Nigeria
• Identity Management in Nigeria: − Contemporary Era- Legislation-induced − Multiple ID Schemes: Focus: ID document ≠ ID − Result: Absence of ‘Core’ identity sector infrastructure
• Identity Management is at the heart of FGN initiatives to: – Further develop the consumer credit sector; – Facilitate the enforcement of existing/extant laws & meet Global
Standards; – Facilitate financial inclusion and development of commerce generally
• Harmonization of Identification Schemes Committee in 2005.; • The NIMC Act No. 23 2007 established the NIMC and
provides the legal framework for the reforms in the sector.
NIMC Reform Mandate
• Collect basic demographic and biometric data;
• Create, operate and manage a National Identity Database;
• Provide unique Identification numbers for citizens and legal residents: – Guarantee uniqueness through biometric de-duplication;
– To enable individuals prove their identity in a dependable manner;
• Provide on-line/off-line cost effective verification and authentication infrastructure in Nigeria;
• Be integrated with existing ID schemes;
• Provide standardized identity attributes
• Foster the orderly development of an identity sector in Nigeria.
NIMC: The legal frame work
It has the mandate to establish and maintain A Unique National
Identity Database in Nigeria
Register persons covered by the Act, assign a Unique National Identification Number (NIN)
Issue General Multi-Purpose Cards (GMPC)
Create and Manage PIDVS
Harmonize and integrate existing identification databases in
Nigeria.
Established by the NIMC Act No. 23 of 2007.
