    n April 25, 2008, the Food and DrugAdministration (FDA) published

    a nal rule in the Federal Registerentitled Substances Prohibited rom Usein Animal Food or Feed. Tis rule nalizesa proposed rule that the FDA issued orpublic comment in 2005 regarding someadditional eed ban requirements, which

    according to FDA, are intendedto urther strengthen ex-

    isting saeguards againstBovine Spongiorm En-cephalopathy (BSE).

    Te current U.S. eedregulation prohibits theuse o certain mamma-lian-origin proteins inruminant eed but allowsthe use o these materialsin eed or non-rumi-

    nants. Tis nal rule will ban certain cattle-derived risk materials rom all animal eed.Specically, the banned material will be thebrain and spinal column rom cattle overthe age o 30 months. Tis rule will requirerenderers to develop and maintain writ-ten procedures or determining the age oand/or removing brain and spinal cord romdead cattle (or separate such animals basedon whether or not they are 30 months o ageor older) and to make written proceduresavailable or FDA inspection. Renderersthat process cattle materials or animal eedmust document that such material must beree rom the banned materials.

    Since the original proposal was publishedin 2005, NC and NCBA have opposed this

    rule due to its ailure to pass a cost/benetanalysis and its lack o statistically valid im-provements to animal health and ood saety.Te miniscule potential gains in saety arear outweighed by the negative consequenceso cost and the exacerbation o preexistingdisposal problems. Additionally, the robustUSDA BSE surveillance has demonstratedthe U.S. cattle herd has an extremely low levelo risk rom BSE. Furthermore, the incidenceo BSE worldwide has dramatically declineddue to the many measures put into place,

    including a series o interlocking saeguardsand science-based mitigation practices.

    Te nal rule was to be eective on April27, 2009; however, President Obama issueda reevaluation o all nal rules that werepublished within 60 days o Jan. 20. NC isalready seeing negative consequences due tothis rule. Renderers are making hard busi-ness decisions because o the negative rami-cations o this rule. Beginning as early asFebruary 2009, many renderers in Nebraskahave discontinued picking up dead livestockbecause o the severe economic realities othis proposal. NC is hearing rom produc-ers across the state who no longer have legalmethods to dispose o dead livestock.

    NC has sent a letter to FDA requestingthat the comment period or the rule bereopened under the guidelines o PresidentObamas reevaluation order so that produc-ers who now know the hardship caused bythe rule can oer rsthand comments. Atpress time or this article, FDA had notmade a decision concerning the reevaluationo this rule. NC leadership made a trip toWashington in mid-February to discusswith our elected ocials many bee industryissues including this one.

    In anticipation o FDA reopening thecomment period, NC is preparing a tem-plate comment sheet that producers canutilize to provide individual comments toFDA. NC is also working with renderingcompanies in Nebraska to ashion user-riendly documents (adavits, etc.) thatproducers can provide to their renderer tohelp comply with this rule. NC is planning

    a series o educational eorts to help pro-ducers better understand this rule and theopportunity to comment i applicable.

    Over the past two decades, industry andgovernment have worked together to putin place science-based measures that haveproven successul in preventing and reduc-ing the spread o BSE in the U.S. We mustcontinue to look to the science to avoid over-regulating the industry and creating policythat doesnt meet our objective o a saeranimal health system.     worked very well with NC in establishing policy. NHS CEOJudy Varner has routinely reached out to work with NC oncommon legislation and interests. As the daughter o a ormerUniversity o Nebraska chancellor and president, Ms. Varnerrecognizes that agriculture and its producers are the liebloodo the state.

    An issue that NC has and continues to work on is trichomo-niasis. richomoniasis is a cattle venereal disease that can be asilent killer to a cow-cal producers herd. Te only remedy or

    aected bulls is slaughter. Cows may cycle out o the disease. NCCow-Cal Council Chairman Paul Davis has worked with manyindividuals and groups to develop a plan to improve oversighton this issue. Davis is as knowledgeable on this issue as anyonein the state. LB 585, introduced by Sen. Cap Dierks, starts theprocess to benet cow-cal production in Nebraska and not havetrichomoniasis become a bigger problem. NC thanks Sen. Dierksor his introduction o LB 585 and willingness to include NCsinput to make this legislation eective.

    NC continues to work on substantive property tax relie.Given the state o the nations economy, Gov. Heineman and

    the Legislature have been very prudent in how new legislation isviewed as Nebraska manages its way out o these trying economictimes. Te Governor is adamant he will oppose any proposedlegislation that increases unding or taxes. Gov. Heineman doesntwant any new taxes and many senators share that view. What

    Born and raised in Holt County on the amily ranch nearStuart, Ramm now ranches in Atkinson. His grandparentsand parents started and built Valley View Angus Ranchin Stuart where they specialized in producing Angus bredheiers and two-year-old bulls, along with eeder steers thatwere usually marketed in January.

    As a youngster, Ramm remembers loading the steercalves on a train and shipping them to Redding, Penn., toa buyer who has been a good customer and riend since the1960s. While the marketing and transportation methodshave changed over the years, the path Ramm started downearly on never wavered.

    Ramm was involved in 4-H as a youngster and graduatedrom UNL with an animal science degree in 1971. Duringcollege he was on the varsity livestock judging team and amember o the Block and Bridle Club.

    Ater graduation, Ramm spent three years teaching

    vocational agriculture at Wood River. All the while, hisdream was to return to ranching, which was realized in1974 when he went home to ranch with his ather andbrothers. Ater losing his brother Mike in an auto accidentand the passing o his ather, Ramm, his brother Jon andsister-in-law Rose all leased portions o the ranch romRamms mother. While they are all individual operators,they collaborate in dierent production phases.

    Ranching is a great place to live and raise a amily,Ramm says, noting that he was able to raise his daughterson the ranch. ypically, armers and ranchers look at their

    primary roles as building a nest egg or the next generation.However, Ramm would advise those starting in the busi-ness to enjoy the liestyle or what it oers and appreciatethe opportunity to be surrounded by nature and amilyin everyday work.

    I youre looking to become a wealthy man by ranch-ing, Ramm says, its rare, but the other benets cant bebought.

    In 1992, Ramm established JR Angus Ranch and movedhis headquarters to a place near Atkinson, using it as a baseto background calves and develop bred heiers. Due to the

    I eel most ranchers need to look at theresources their ranch provides and adapttheir cattle operation to that environ-ment, he says. Ramm continues to lease

    out some cows, working either on a sharebasis or cash deals.

    Ramm saves his top heiers plus he buysAngus heiers rom reputation herds todevelop and sell as bred heiers. Although JRAngus Ranchs cattle arent registered, theyvealways been straight-bred Angus.

    Ive sold Angus bred heiers all my lie,Ramm explains. He appreciates the An-gus breed or its carcass quality, maternalcharacteristics and winter hardiness.

    In addition, the ranch purchases 500- to600-pound calves in the spring and growsthem to around 850 pounds. Dependingon the market, calves are either sold asyearlings or sent to a eedlot. Most o theranch cattle are marketed by private treatyor through area sale barns.

    Holt County is located in the heart ocenter pivot arming in Nebraska, butRamm himsel is pretty much a grass andcattle guy. Te pivot quarters on the ranch

    are leased to neighboring armers with thecrop residue used in the winter to run theall cows on or to background calves.

    ime permitting, Ramm contributes toorganizations benetting his chosen pro-ession. He became involved in NebraskaCattlemen in the mid-90s when he wasasked to serve as the Holt-Boyd area cattle-men president, a post he still holds today.

    He has become involved on the statelevel, serving as chairman o the Nebraska

    Cattlemen Animal Health and Nutri-tion Committee and two-term Region 4director.

    Legislative trips to Washington, D.C.,ollowed, along with an appointment tothe NC Research and Education Foun-dation or which he is currently servingas president.

    Teres satisaction in knowing that Imgiving back to the industry thats given mea livelihood, Ramm says. Mingling with

    people o broad vision who are on the cut-ting edge o developing new programs inthe industry is exciting.

    Ramms local involvement includes be-ing president o the Lions Club and mem-bership in St. Josephs Catholic Churchand the Sons o the Legion. He encour-ages high school sports rom the sidelines,ollowing his nieces and nephews games,

    and he looks orward to the day he cando so with his grandchildren. He has aspecial passion or horses and serves on

    the county 4-H horse advisory board, andhas had the privilege o announcing theAk-Sar-Ben horse show each year.

    Feed Inc., Cozad, was recognized with the 2009 Bee QualityAssurance Award, sponsored by the Bee Checko Program,Saeway and Cargill.

    Nebraska Feeder Brings Home

    National AwardWearing many hats at the eedyard, including eeding oreman,

    environmental steward and marketing manager, has providedBurkholder with excellent on-the-job training or her ultimaterole as customer service manager. Burkholder oers her eedyardcustomers ranch-to-rail data and insight by tracking their calvesthrough the eedyard and into the packing plant. Because shealso heads the processing team and takes down weight and tagdata while vaccinating, she can ollow the calves gain individuallythrough the eedyard, then compile carcass data to complementthe eedyard perormance.

    Will Feed Inc., is very ocused on implementing BQA inevery aspect o the eedyard, Burkholder says. I ask that my

    veterinarian, pharmaceutical reps, nutritionist and anyone elsecontributing to the operation are BQA certied.

    I work with the transporters o the livestock coming in andgoing out o the eedyard to ensure proper cattle handling tech-niques and I also make sure that they are aware o the rans-portation Quality Assurance (QA) program that is available,explains Burkholder. I also have monthly crew meetings todiscuss our reatment Protocol Book and other BQA issues.

    Te eorts o producers like Burkholder dont go unnoticed ur-ther down the production chain. BQA helps assure that, thanksto quality animals, were able to operate at the highest levels in our

    plants, says Ken Bull, vice president o cattle procurement at Car-gill. Its a system-wide devotion that consistently assures the bestbee or the tables o consumers throughout the United States.According to Drew Ganey, NC BQA coordinator and award

    nominator, Burkholder has played avital role in the development o Ne-braskas BQA Program. Anne has beena driving orce and key spokespersonor the Nebraska Cattlemen and thestates BQA program, Ganey says.Anne has been very instrumental in

    producing and promoting BQA meet-ings throughout the state.

    In 2007, Burkholder and Ganeyteamed up to develop Nebraskas rstBQA cattle auction, held at the NorthPlatte Livestock Auction Market. Sincethen three more BQA sales have beenconducted.

    NC was successul in modiying NCBAchecko policy by adding a statement toallow checko dollars to promote U.S.bee.

    NC deended policy that allows pro-ducers to utilize non-ambulatory cattle,

    such as a steer with a broken leg, orpersonal use. NC supports not allowingnon-ambulatory cattle in the commer-cial ood chain.

    Te NCBA Environmental WorkingGroup met in Phoenix, and NC wasrepresented by Chuck Folken, JohnYoung and Duane Gangwish. Te dis-cussion, led by NCBAs Chie Environ-mental Council amara Ties, let mostattendees wide eyed and very concerned

    about the current and uture environ-mental landscape. Discussion topicsincluded particulate matter litigation,cap and trade legislation, an Oklahomaattorney generals lawsuit claiming ma-nure is a toxic waste under SuperundLaw (CERCLA), emissions reportingunder EPCRA, regulation o green-house gases (GHG) under the CleanAir Act, the carbon ootprint o pro-duction agriculture, CAFO regulations

    under the Clean Water Act, potentialchanges to the denition o Waters othe United States by Congress underthe Clean Water Act and the potentialeect on states, reactive nitrogen leg-islation and the EPAs investigationsinto endocrine disrupters (estrogenicand androgenic compounds such asestrogen, testosterone and trenbolone)in surace waters. Ater the meeting,Chuck Folken made the comment that,i or no other reason but their ghtingor our interest in environmental issues,every cattleman in the country shouldbe a member o NCBA.

    NC input was part o a 16-item listo perormance requirements recom-mended by a Governance ask Forceand approved by the NCBA Board.Te list outlines the expectations othe governance structure includingsuch items as membership will have a

    On the heels o NCs Legislative Com-mittee meeting and Board meeting in lateJanuary, there were a dozen bills NC lead-ers and sta testied on at hearings duringthe rst week o February.

    LB 297 would enact a linked depositprogram to beginning armer and smallbusiness operators. Te program wouldallow qualiied recipients to receiveup to $250,000 loan at a 2 percentdiscounted loan rate rom current es-tablished rates. Te same parameters

    would exist or an individual to meetthe lenders requirements to gain a loan.Te bill would have $20 million romexisting state unds dedicated to thisprogram. NC sta testied in supporto the bill during its Feb. 2 hearing.
