88.01 CALL TO ORDER - MODERATOR TE TOM CLYMERCommissioners and observers convened at St. Giles EPC, Charlotte, NC, and Moderator TE Tom Clymer called the meeting to order at 12:00 p.m. Moderator Clymer invited Commissioners and observers to worship God throughout the Presbytery meeting.

88.08 RECOGNITION OF FIRST-TIME COMMISSIONERS, CORRESPONDING MEMBERS, OBSERVERS, GUESTS – MODERATOR CLYMERThe Moderator welcomed all present and called for the introduction and recognition of first-time Commissioners and for any Corresponding Members present. Several first-time Commissioners were introduced and welcomed by the Presbytery. Missionaries present were also introduced and will address Presbytery during the World Missions Committee report. Corresponding member Marty Taylor (ARP) was welcomed and granted the privilege of the floor.

PLANNING FOR THE 88th STATED MEETING JANUARY 26-27 ST GILES EPC CHARLOTTE NC. Council members reviewed plans for the 88th Stated Meeting, the theme being “Church Revitalization.” The meeting will open with a “Concert of Prayer.” The “Order of the Day” presenter for Friday, January 26will be Dr. Ken Priddy (Executive Director, GO Center) along with pastors and elders who have been impacted by the GO Center. Missionaries present will be introduced after prayer, near the beginning of the meeting. TE Nate Atwood (Pastor, St. Giles/Charlotte) will be asked to preach. TE Atwood and the Ruling Elders of St. Giles will serve the Lord’s Supper. An offering will be received for the “Allman-Fisher” Fund [named in honor and memory of the PMA’s first Chaplain, the late RE John Allman (Kempsville EPC, Virginia Beach, VA) and the late RE Llew Fischer (Roanoke, VA), former Stated Clerk of the PMA. Both were instrumental in the pastoral and organizational growth of this Presbytery and provided significant leadership during their time of service. This fund is designed to be a supplementary emergency fund for Teaching Elders (TE’s) of the Mid-Atlantic Presbytery]. Moderator Clymer and Dr. Shockley will draft the Proposed Docket.

ADMINISTRATIVE DIRECTOR AND STATED CLERK REPORT – DR HOWARD SHOCKLEY. In the excused absence of Dr. Shockley, there was no report. Council continued to pray for Dr. Shockley’s health.

ON MOTION, $1,300 to go toward costs of turning Presbytery office in Dr. Shockley’s home back into a bedroom to be paid in full immediately.

RESOURCE COMMITTEE REPORT – DR MITCH WHITE. Dr. White reminded Council that this was his last Council meeting. He will be stepping down as Chair of Resource after the January 2018 Presbytery meeting. Council expressed its gratitude for Dr. White’s tireless service. Pastor Networks continue to grow, but need follow-up and encouragement in order to become more effective.

STEWARDSHIP COMMITTEE REPORT – NO REPORT. In the excused absence of RE John Johnstone, Chair of the Stewardship Committee, there was no report.

MINISTERIAL COMMITTEE REPORT – TE TOM PITMAN INTERIM GREENVILLE DONALDS SC. Dr. Pitman informed Council that the Ministerial Committee continues to work on improving how they serve our pastors and churches by becoming more proactive. The Ministerial Committee has formed three teams, Candidates Care, Pastoral Care, and the Exam Team. The Ministerial Committee and the Church Development Committee are going to co-host a training for Transitional Pastors, to be held in February 2018 at River Oaks Community Church, Clemmons, NC.

CHURCH DEVELOPMENT COMMITTEE – DR BUCKY HUNSICKER CHAIRMAN AND CHURCH DEVELOPMENT DIRECTOR. Dr. Hunsicker updated Council on the three teams within the CDC, Church Planting, Revitalization, and the Z4:10 Network (small church initiative, from Zechariah 4:10, “…despise not the day of small beginnings”). He continues to receive inquiries from churches seeking to come into the EPC. The CDC is excited to now be working with a “missional budget” that will support church planting and revitalization efforts along with initiatives by the Z 4:10

Network, including Seminary interns for smaller churches. Dr. Hunsicker continues to visit churches throughout the PMA.

GO CENTER – DR KEN PRIDDY EXECUTIVE DIRECTOR. Dr. Priddy updated Council on the on-going training, consulting, and coaching through the GO Center. In addition, curriculum has been expanded and new assessment materials have been developed. Dr. Priddy and the GO Center will present at the Order of the Day at the January 2018 Presbytery.

WORLD MISSIONS COMMITTEE REPORT – TE DON NEIGHBORS CHAIRMAN. TE Neighbors informed Council of some of the missionaries who may be present at the 88th PMA. Those present will be introduced near the beginning of the meeting.

AD HOC COMMITTEE TO STUDY THE STATE OF THE PMA. Council discussed the fact gathering group recently formed to study the current state of the PMA in order to bring that information to Presbytery.

Dr. Shockley expressed his gratitude to the Presbytery for their prayers for him and his wife Margaret during his recent illness, which led to some hospital time. Dr. Shockley encouraged Commissioners to continue to give thanks for God’s work in and among our pastors and churches. God is doing his work in the PMA. He directed those present to the documents available on the PMA website.

ON MOTION, the AD/SC’s report is approved as a whole.

88.11 WORLD MISSIONS COMMITTEE REPORT – CHAIR TE DON NEIGHBOURS The Moderator recognized TE Don Neighbors (Pastor, Northampton EPC/Northampton) who led in prayer and gave his report as follows.

TE Neighbours asked all World Outreach missionaries present to come forward and introduce themselves. TE Neighbours asked all additional missionaries present to stand and led Presbytery in prayer for them. He also encouraged Commissioners to consider serving on the World Missions Committee. He encouraged Teaching Elders to take advantage of the funds available to assist them in taking a short-term missions trip.

ON MOTION, the World Missions Committee report is approved as a whole.

88.12 PMA MULTIPLICATION STUDY TEAM – DR BILL ENNSDr. Enns, Chair, led in prayer and offered his report as follows. He reminded those present that four years ago the PMA had a conversation about the boundaries of the PMA and the effectiveness of our work together. At the time, the PMA consisted of 40 churches. At present, there is close to 110 churches! For every 20% change in the size of an organization it requires an adjustment in structure. When an organization hits 50% growth it must completely restructure. Council has led us in some restructuring as we have added some staff, but now we have more than doubled.

This Multiplication Study Team has been tasked to research the following and make recommendations to the PMA. Should we multiply as a Presbytery? What changes need to be made in our structure? What changes in staff? How we conduct our meetings? Our goal in all of this is to make sure that we are the most effective we can be in order to accomplish the mission God has given us. God’s mission in the world has a church and God’s mission has never changed, to redeem lost people. We must maximize our efficiency in order to implement God’s mission in the world.

Dr. Enns encouraged prayer for their work. He also encouraged pastors and elders to contact him at [email protected] with any questions they may have.

The Moderator examined the applicants in accord with G.11-2C. (The Ministerial Committee had previously examined the applicant and recommends approval.) In accordance with G.11-j2C, the Presbytery heard his personal testimony and reasons for pursuing a call to ordained ministry. The examination was arrested and the applicant and his family were excused from the meeting to allow Commissioners to consider his examinations further.

ON MOTION, in accordance with G.11-2I Darian Whitaker, Kevin Kyle, and Micah Voraritskul are received under care.

ON MOTION, Presbytery approved the examination of the Candidates Under Care. They were invited back into the meeting and received with enthusiastic applause. The Candidates responded affirmatively to the questions posed by the Moderator in accord with G.11-2C. The Candidates knelt and prayer was offered for them by several of those gathered around them. TE Dane Deathridge (Pastor, Concord/Sumter) gave a charge to the Candidates. Moderator Clymer prayed for them and made the declaration of their being received under care in accord with G.11-2C. The new Candidates were welcomed with handshakes and hugs by several Commissioners.

ON MOTION, Advisors for Candidates are appointed as follows: TE Powell Sykes, Advisor for Candidate Darian Whitaker; TE Dane Deatherage Advisor for Kevin Kyle, Micah Voraritskul, and Dr. Thom Provenzola.

88.20 CHURCH DEVELOPMENT COMMITTEE – DR BUCKY HUNSICKERThe Moderator recognized TE Dr. Bucky Hunsicker (Church Development Director) who led in prayer and presented his report as follows.

Dr. Hunsicker is exited to report, “The Kingdom of God is breaking in!” He encouraged pastors and elders to continue the good work. Dr. Hunsicker introduced TE Jon Gibson (Associate, Restoration/Mechanicsville) who presented an update from the Church Planting Team.

TE Gibson shared that Grace Brevard church plant launched in November 2017 and will be starting their second service this weekend. TE Brian Land is the Evangelist. He also spoke about The Well church plant in Suffolk, VA led by evangelist TE Cron Gibson. Lake Forest Church will be planting a Spanish speaking church. TE Gibson encouraged churches to work together on church planting. He mentioned that his

father was a pastor for forty years. Also, King David could have become bitter when God did not allow him to build the temple, instead he made sure the next generation had all of the tools they needed.

ON MOTION, Rev. David Goneau to serve as co-Evangelist at The Well pending his examination by the Ministerial Committee and transferring his ordination from the PCA.

Dr. Howard Shockley clarified that the CDC has oversight of all mission churches. Rev. Goneau will come before the MC and the floor at the April 2018 Presbytery meeting.

Chair Hunsicker introduced TE Rob Westlund (Pastor, Englewood/Rocky Mount) the leader of the Revitalization Team. TE Westlund encouraged the churches of the PMA to take advantage of several training opportunities to assist in leading their churches through revitalization. On March 3, 2018 there will be a GO Center Vitality weekend at Garden Memorial EPC, Charlottee, NC from 9:00 a.m. to 3:00 p.m.

Chair Hunsicker introduced Dr. Rob Buchanan (Assistant Stated Clerk) leader of the Smaller Church Network Team. He encouraged the pastors and elders of smaller churches to take advantage of the grants being offered through the CDC for smaller church. He also reminded Commissioners of the network lunch for leaders of smaller churches held on the Fridays of Presbytery meetings.

Dr. Hunsicker asked RE Bob Johnson from Wayside Church to come forward so that the body could pray for him and the church as they go through the transition process into the EPC. Dr. Hunsicker led in prayer.

88.21 RESOURCE COMMITTEE – DR MITCH WHITEThe Moderator recognized TE Dr. Mitch White, Chair (Associate Pastor, Lake Forest Church/Huntersville), who led in prayer and presented his report as follows.

Dr. White informed Presbytery that the Resource Committee is in need of new members. The purpose of the Resource Committee is to shape the Order of the Day trainings on Friday afternoons at Presbytery meetings. The April 2018 Order of the Day will center on racial diversity. In September, Dr. James Choung will be the presenter on the subject of generational diversity. The PMA Women’s Ministry is hosting a gathering at Buffalo EPC, Greensboro, NC in March 2018. Recently, $890.00 was given to go toward Maurine Brunson, wife of Pastor Andrew Brunson who remains unjustly in jail in Turkey.

Dr. White introduced TE Jeff Lee (Pastor, Restoration/Mechanicsville) as the new Chair of the Resource Committee effective at the close of this meeting. Dr. Lee addressed Presbytery, encouraging all to work at connecting in a network and the benefits of doing so. There are twelve Networks for pastors in the PMA.

88.23 GEOGRAPHIC ADMINISTRATIVE COMMISSION REPORTS The Moderator recalled Presbytery earlier action to create five administrative commissions to receive transitional local churches from other denominations and to lead in training, examination of officers of these churches, culminating in the formal reception service for churches dismissed by their former denomination(s). The Moderator stated that these commissions submit their reports in writing unless there is need for an oral report.

Moderator Clymer reminded Commissioners that additional reports are available online (password required) at the PMA website, www.pmaofepc.org.

ON MOTION, the reports of the Commissions are approved as a whole.

Dr. Schwab offered prayer and explained that the Ministerial Committee and the Committee’s Exam Team have examined all of the following extensively.

JON STACEY MILLER, a Ruling Elder of Myrtle Grove EPC, Wilmington, NC, seeks to be commissioned as a Commissioned Pastor to serve the Myrtle Grove Church. Stacey is a graduate of Southeastern Baptist Theological Seminary, Wake Forest, NC (MA in Christian School Administration). He and his wife Montica have three children and reside in Wilmington, NC.

FOR TRANSFER FROM REFORMED TRADITION (Examined on views only & pending transfer):

DR DAVID WOOD seeks to transfer from the PC (USA) to pursue a call as Stated Supply Pastor for Wylliesburg EPC, Wylliesburg. VA. David is a graduate of Auburn University (BA), Reformed Theological Seminary/Jackson (MDiv) and Union Theological Seminary/Richmond (DMin). He and his wife Jennifer have one adult child.

While each affirmed their acceptance of the Westminster Confession and Catechisms, Commissioners judged their exceptions to be acceptable. They were all examined in the required areas in accord with G.12-2; 12-3. The examination was arrested; each was excused, along with their family members, while Presbytery discussed and reviewed the examination.

ON MOTION, approve the examinations of the above and receive them into Presbytery membership.

All returned to the room to a standing ovation of the body. Moderator Clymer asked TE Tom Pitman to pray for the new members, their families and their respective ministries within the Presbytery. Each examinee has signed the Ministerial Obligation form that is on file in the Stated Clerk’s office.

88.28 ANNOUNCEMENT OF NEXT STATED MEETING & ADJOURNMENT WITH PRAYER Moderator Clymer stated that all business for this meeting is concluded. He announced the 89th Stated Meeting is planned for April 27-28, 2018 at First EPC, Roanoke, VA. Commissioners were reminded that the packet for the meeting would be posted on Presbytery’s website, www.pmaofepc.org , about ten days to a week before the meeting.
