Navy Sponsored, DA G34 FEMA ICS G-300&400 CourseFED Fire, HI 23-27 JUNE 2014

Objectives• To conduct Incident Command System

(ICS) training in accordance with FEMA Emergency Management Institute guidelines for ICS 300 - Intermediate ICS for Expanding Incidents and ICS 400 – Advanced ICS - Command and General Staff – Complex Incidents.

• To conduct subject training to meet standards in accordance with DoDI 6055.17 (Installation Emergency Management Program) and specific service and installation directives which mandate training of individuals who require advanced application of the Incident Command System.

Highlights• A diverse group of 8 instructors

provided this training and included representatives from Navy Region Hawaii, Joint Base Pearl Harbor Hickam, Naval Health Clinic Hawaii, Federal Fire Department Hawaii, and Tripler Army Medical Center.

• Instructors completed Department of the Army/FEMA L-449 bridge training course the week of 9-13Jun2014.

• Classes were comprised of a diverse group of 26 active duty and civilian military affiliated students from joint services including 13 from Navy, 8 from Army, 2 from Marine Corps and 3 from Coast Guard.

Outcome/Assessment• Course was coordinated and instructor schedule

led by Mr. Kevin Brannigan of Navy Region Hawaii Training & Readiness Department.

• All registered students had FEMA SID number and their completion of course pre-requisites (ICS 100, 200, 700 & 800) was verified.

• Utilized ‘Army Delivery’ student guides, handouts and exercises since the relationship between military installations (joint base, garrison, USMC or USCG base, etc.) is similar.

• Activities included reading, instructor presentations and active student participation including in-class discussions & team Table Top Exercises during training modules, including development of an Incident Action Plan utilizing multiple FEMA ICS forms.

• Tours & briefs reinforced and help demonstrate how ICS is conducted and coordinated at various levels including: Incident Command Vehicle, FEDFIRE Department Operation Center , and JBPHH Emergency Operation Center.

• Students completed written tests for ICS 300 & ICS 400 course materiel and all passed with minimum grade of 70% or better.

• Course request and completion paperwork submitted via USARPAC Emergency Manager (EM) to Department of the Army (DA) G34 for documentation and issuance of course completion certificates.

• USARPAC EM - Mr. Tony Allen conducted a verification visit to monitor that training standards were being complied with as part of the self-policing DA G-34 FEMA Pacific program.
