Inside this Newsletter is a listing of all the NEREA members and NEREA Chapters that have contributed to the NEREA Scholarship Fund during 2018. We appreciate your contributions and the good will that accompany members and Chapter contributions. We encourage you to continue your annual support to our Scholarship Fund. By the time you receive this Newsletter the 2019 major league baseball season has already started with the ivy in Wrigley Field starting to turn green and the people working in the green monster in Fenway Park

NEW ENGLANDThe New England Chapter of NEREA held their first meeting for 2019 on 28 January at Gregg’s with 15 members attending. Four Connecticut retirees attended with others still in Florida. With the cold weather we have been having I don’t blame them.

A 50/50 and an auction were held. The 50/50 was won by Darlene Crow. Neta Perry made and donated a red bead necklace & earring set. Just in time for Valentine’s Day. Terry Morning out bid several members. A silver serenity bracelet was donated by Pat Taylor and Katie (retiree Kathy Pridgen’s daughter) out bid several others for the bracelet. Terry Morning donated a $25.00 gift card to the Coddington Brewery. This was won by Pat Taylor.

On the last Chapter Chatter I told about how a suggestion was made for each member to wear a name tag and name tags were created. Guess what! We all forgot to wear them at this meeting. Is that Alzheimer setting in?

Questions were raised regarding the consolidation of the exchange and commissary and the effect on our pensions. Our President, Pauline Schobert, is going to contact Bill Harper for clarification and should have some answers for the next meeting.

Each attendee received a goodie bag for Valentine’s Day.

OAKLANDA SF Bay Area Navy Exchange icon....Matt Tello....passed away in December 2018.

Matt devoted his life to the NEX and the NEREA for 65 years. Matt was the Administrative Officer for the Navy Exchange West Coast Branch and when he retired, President of NEREA Oakland.

A celebration of life was held for Matt in January 2019 for family and friends.

Our next NEREA Oakland lunch will be held on Friday, June 7 2019 at Pier 29 Alameda.

PENSACOLAThe rejuvenated Pensacola Chapter enjoyed the company of 23 members at its holiday meeting at the Golden Corral on December 20. This more than doubled the previous meeting as we shared great fellowship, re-acquainted with several retirees and had a terrific meal. In attendance we even had a Christmas elf (or was that Alf !!). Newcomers were recently retired Linda Green and Charlene Gilbert, plus Nick and Becky Krauss, Sha Alf, Mary Kensler, Jacqueline

Basilio, Brenda Watson, Joan Norris, Jimmy Lee McKinistry, Linda Migues, Evelyn Murray and her son. They had the pleasure of joining our ‘regulars’ Olena and Carey Dobbins, Tom Lehane, Murray Kramer, Edward Korolenko, Ted Prendergast and former NEO Dan Flahiff and his wife Mary. The group was hosted by Frank Miller and C. Ray Jones, who introduced our special speaker and member Pete Peugeot. From his position on the National NEREA Board Pete provided an amazing and definitive update regarding the ongoing study to merge the various resale and commissary programs—a topic very dear to our retired future! We are so fortunate to have Pete back in our midst and appreciate all the time he invested to give us the very latest information. Pete also provided news from the National Board on membership , scholarship funds, and retirement account. C. Ray Jones, Treasurer

TIDEWATER We had a great Holiday Luncheon, approx 96 people attended. Gave away over 200 door prizes. Our members baked, donated all kinds of good stuff. We had 50/50 raffles, bottles of wine and dinner gift cards as prizes. A good time was had by everyone. Congratulations to Harvey and Jeri Kislow who celebrated their 50th anniversary by celebrating with friends and family in Atlanta and Texas. Jim and

Claire Carbone celebrated their 50th anniversary by going to Hawaii. They all got married when they were 8and 9 years old.

We recently added to our order of business each month a Q&A on insurance. Peggy Vitola answers questions and researches when necessary to answer retirees questions. Thank you Peggy, this has proven to be helpful and is appreciated by our members.

March we did a soup drive for our local food bank. Our chapter donated 131 pounds of soup, $60.00 in cash which is enough to feed 280 people. A big thank you to Al and Sue Hardy who collect the donations and delivery them to the food bank.

Wishing for winter to leave and a big welcome to spring and summer.

1910 – The first ships stores were established as of July 1 1909, by a general order from the Secretary of the Navy. The first commissary store opened in 1910 at the Washington ,D.C. Naval Shipyard. 1930 – By the late 1930’s, ships service stores had become so extensive that their space and weight requirements drew criticism and concern within the Navy. Larger crews and increased armament left less room for retails activities. 1946 – By July, after being formed on 1 April 1946, Navy Ship’s Sore Office (NSSO) had an onboard count of 90, most of whom were concerned with the creation of procurement, inventory, pricing and stock-related standards. 1955 – The increasing number of commissary stores prompted NSSO to officially establish a Commissary Store Division at headquarters in 1955. The division’s primary mission was to provide military personnel with essential food items at the lowest possible cost. 1966- The best selling toys during the holiday shopping season were Matchbox miniature cars and collector’s case, Tonda Trucks, G.I Joe, Twister, Jewel-tone handbag kits and Ouila Boards. 1971 – The Federal Energy Administration placed a limit on the savings Navy Exchange service stations could offer. FEA price controls required exchanges in the continental United States, Guam and Puerto Rico to survey the 20 nearest commercial service stations and price comparable grades of gasoline no lower than 2 or 3 cents per gallon below the commercial selling price. 1986 – Highlights of the private label program included the introduction of Navy Exchange brand hosiery. 1990 – The Value Pricing and Super Value programs were born. The Super Value program replaced the Budget program and offered savings on regularly stocked merchandise. The Value Pricing program set prices at, or below, the lowest price being charged by nearby commercial retailers. 1994 - 050-132 was the activity # assigned to the NEX, Naval Air Field, Monogram Field, Driver VA. After a name change to Naval Transmitter Facility (NRTF) the command operated as a high and low frequency radio transmitting facility for the U.S. Naval Atlantic Fleet. In 1993, the NRFT was designated for closure pursuant to the Defense Base Closure and Realignment Act of 1990, and operational closure occurred in March 1994. 2009 – The NEREA Scholarship Fund awarded fourteen scholarships to children and grandchildren of NEREA members and Navy Exchange Associates. 2017 - The Edward E. Carlson Award is given each year to the Navy Lodge that is rated the highest in guest and associate satisfaction, operations, quality assurance assessment and financial performance. Navy Lodge of the Year for 2017 was Navy Lodge Sasebo, Japan.

The current Defense Authorization Act prohibits the spending of appropriated funds to implement any consolidation plans prior to 1 October 2019. The final step to consolidation requires DoD to submit a report to Congress which must include the BCA input from the Service Secretaries.

NEREA will hold our annual business meeting in Virginia Beach on a Saturday in October 19th 2019. Additional information on

this meeting will be published in the Summer 2019 Newsletter due 15 July 2019.

FINANCIAL RESULTS OF YOUR TRUST FUND

The year 2018 had surprises for all investors, increased volatility, with a market decrease that at one point was equal to the downturn in 2008. Yet, because you have a Defined Benefit plan, your retirement was safe and secure from all the scary things the financial talking heads on TV and cable TV do to keep folks glued to their screens and to keep folks worried. As seen below the total Fund results were negative for the year as a result of a 20% correction in Oct/Nov combined with a Dec correction of about 11% (the worst month since 2008). This drove all of our funds into negative territory, less cash which was positive. The difference between the EOY 2017 and 2018 was stunning for the portfolio; last year the Fund had returns of 11.4% and in 2018 a negative 5.27%. Overall the market declined 6% for the year which meant that we were in line with the market, but slightly better.

So, is there good news? Yes!

You get your earned benefit no matter how the market or investments perform. You don’t have to worry about it. The Trustees work to make sure that fund assets are allocated well to maximize return and limit risk. That your fund “beat” the overall market was testament to this effort.

In mid-January, U.S. stocks rallied, ending higher for a fifth consecutive week. The market made up for all of 2018’s losses—on a total return basis—and gained about 0.7% over where 2017 ended. The DOW in Jan was 24,737 about the same as it was in Jan 2017: 24,746. Bottom Line: The Trust rode the market down in 2018 and it rode the market back up in early 2019. Our passive investments are doing what they are supposed to be doing: matching the market and our active managers are buying into to the downturn to be ready for the upticks in the future. To the casual observer 20128 may look “bad” but as members of our Defined Benefit Plan, it is but one data point in a 30 years investment horizon that has seen the Trust increase in value over the years.

P. S. Given the 2018 results, I wanted to bring you up to date with the Jan numbers which show a completed turnaround for the Fund.
