La Mesa improvements will lower energy bill, save money

Several home-improvement projects for La Mesa Village will begin soon.

Housing Manager Gregy Murphy said the projects will enhance the current main­tenance program, reduce energy consump­tion and improve facilities.

A housing office will be built across the street from the village store. The 2,800-square-foot building will have office spaces, a self-help locker and a conference room.

Townhouse and Capehart units are scheduled to receive energy-efficient fluorescent light fixtures to replace incan­descent fixtures. Wherry, Capehart and 65 Townhouse units with forced-air furnaces will have furnace gas pilot lights replaced with an intermittent ignition device. Both these projects are designed to reduce the La

Mesa utility bill. Since the annual utility bill represents 40 percent of the annual housing budget, any savings in this area can be re-programmed into improvements to the units, according to Murphy.

Capehart units on Biddle, Gillespie, Mervine, Revere and Shubrick roads will be painted. Additionally, townhouses on Bergin and Ricketts will be painted. Walls will be pressure-washed before painting. Residents are reminded to trim grass, shrubs, and bushes away from exterior walls, and remove vegetation growing on walls.

Individual contractors are required to give notice to residents before work is started on a particular project. The housing office will follow-up with more helpful information to residents on each contract

Parking lot 'K' closure tomorrow The construction contractor work­

ing on the llbrary addition and the new cr~room b uilding will fence off a portion of Parking Lot "K" for ex­clusive use by the contractor's workforce.

The Third Street Gate area will be used only by the contractor, fire de­partment, base security and other emergency vehicles.

Safety award nominations due

The Naval Postgraduate School's Occu­pational Safety and Health Office is ac­cepting nominations for the superintendent's Departmental Safety Award

The departmental safety award consists of a letter of commendation and a plaque. It is presented annually to one small (39 per­sonnel or less) and one large ( 40 personnel and more) department demonstrating the best safety program at the Naval Post­graduate School.

The award also recognizes safety con­sciousness. The award should not to be confused with recognition received for safety improvements such as suggestions, inventions or special achievements under the provisions of the Incentive Awards Program.

All departments nominated will be con­sidered for the award based on awareness of and consistent commitment to the NPS safety program. Nominations must be submitted in accordance with Naval Post­graduate School Instruction 5100.4 of May 1, 1990, by Nov. 1 to the Occupational Safety and Health Office, Code 005. Safety Office gives advice to 'trick-or-treating' children

Halloween is traditionally a night for children to dress up in gaudy costumes, gather treats and have fun. Unfortunately, not all children have such a good time; they fall, get hit by cars, are burned or cut, or get deadly tricks in their treats.

Before you let your children go trick-or­treating this year, make sure they are safe by observing the following guidelines: 1. Give your children flashlights to use so they can see and be seen. Caution them to look both ways before crossing streets and to avoid crossing between parked cars. 2. Use flame-resistant costumes. Tell your children to stay away from open flames in jack-o-lanterns or candles: wigs and long-flowing costumes can easily catch fire.

3. Children should wear well-fitting, easily seen costumes and safe walking shoes, not high heels. Reflective materi­als make children more visible. Trick-or­treat bags should be small and made of reflective material. Don't let children carry sharp or pointed accessories, but make such accessories out of cardboard. 4. Use makeup for face decoration In­stead of a mask, which reduces vision. 5. Don't let your children eat any treats unless you thoroughly Inspect them. Discard unwrapped or partially wrapped items. If you find something wrong with a treat, call the police and alert other parents in the neighborhood.

For the adults who celebrate this holi­day, keep an eye out for the little ones and DON'T DRINK AND DRIVE.

Asbestos survey scheduled for NPS

Ecology and Environment, Inc. will con­duct a bulk asbestos survey at NPS for the Department of the Navy.

The project is designed as a comprehen­sive survey and assessment of asbestos­containing material in designated build­ings.

The information collected wil be used to develop an asbestos management plan for NPS. During a 60-day period this month and next, E&E personnel will survey about 500 buildings on campus and in La Mesa Village. E&E will inform La Mesa resi­dents of the study and when to expect a sampling team.

According to the Environmental Protec­tion Agency, exposure to small amounts of airborne asbestos fibers can be harmful.

The cooperation of all concerned during this study is appreciated. Residents can contact the base housing office at ext. 2321 for more information.

Health plan open season comes Nov. 13 - Dec. 10

The 1990 Federal Employee's Health Benefits Open Season will be Nov. 13 -Dec. IO.

Employees who would like to enroll or change health plans may do so then.

The Civilian Personnel Office said that the following health benefit plans will not be available in the FEHBP in 1991:

Postal Supervisors, GEBA, NFFE, AFGE and NAGE.

Employees enrolled in these plans, which terminate coverage on Jan. 12, 1991, can change plans during open season. New health plans will become effective Jan. 13, 1991.

Fire alarm change

Due to the installation of a new fire alarm system, the fire pull boxes, fire evacuation horns and smoke detectors for Herrmann Hall, Bldg. 220, will be out of service until further notice.

Beginning Monday, Oct. 29, in the event of an emergency, you must first call the fire department at ext. 2333, then notify the quarterdeck at ext. 2441. The quarterdeck will then sound an airhorn device to alert the occupants of an evacuation.

School fundraiser

The Foundation to Support the Monterey Peninsula Unified School District will host its annualfundraiser, "JumpinPumpkins," from 8 to 11 p.m Saturday, Nov. 10, at the Monterey Conference Center.

The event includes an evening of fine wines, beverages and food donated by local restaurants, hotels and wineries. The Bow

NASA has announced the start of its two­year selection cycle for astronaut candi­dates.

-------------------NPS golfers win Central Pacific Sports Conference championship

The 11-man Naval Postgraduate School golf team won the Central Pacific Sports Confeence Championship recently with an overall season record of 11-1.

After losing the season opener to Naval Air Station Moffett Field at Moffett's home course, NPS went on to win its next IO matches. A defeat of Moffett here handed Moffett

their second loss, enabling NPS to capture its 4th straight championship.

Team captain Scott Bethmann attributed this year's success to the depth of the squad, and said that any of the top 10 players could have competed as the team's number one golfer.

NPS finished the season with a 76.0
