The US and Europe must turn the crisis of today's transatlantic relations into an opportunity and build a real global partnership. The European 'pillar' of the alliance must be based on a unified European foreign policy - and on enough defense outlays, wisely spent, to produce a usable instrument. That mandates acquiring C4ISR force multipliers that can turn 20th-century 'legacy forces' into 21st-century units that can deploy shoulder-to-shoulder with American forces. The end result should be 'mutually indispensable partners who respect one another'.

The author states that NATO's defence policy during the Cold War was guided by a strategy. Since the end of the 'long war' in Europe in 1989, NATO conducts a much more demanding security policy, but without a strategy that guides the core business of the Alliance. The new American national security strategy should not fill that gap, because it is too one-sided and almost exclusively addresses military-strategic questions. In building a new world order, the West, including NATO, should also have a political strategy aiming at the strengthening of stability, democratic order and the rule of law. The latter is part and parcel of the 'new' Europe and subject to further enlargement towards the East. NATO missions in areas further afield, such as in the Middle East and possibly Iraq, must be guided by a more even-handed strategy than the present American policy implies and the European allies should insist on a comprehensive security policy leading to the enlargement of the security community NATO represents. Without such a common strategy, the United States and Europe are likely to drift apart, undermining the essence of that community and risking new divides in the world order.

NATO's new Strategic Concept is a document that attempts to placate competing factions on several major issues. Indeed, the carefully crafted language barely conceals the depth of discord on such matters as NATO's commitment to out-of-area missions or the functional relationship between the alliance and the European Security and Defense Identity. As a political and public relations document, the Strategic Concept has been a solid success in preserving at least the facade of alliance unity. Yet the underlying substantive disagreements continue to roil. Thus, as a coherent strategic blueprint the Concept is not, and likely will not be, terribly relevant.

Since its 50th anniversary summit meeting at Washington in April 1999, NATO has a new Strategic Concept. The Alliance's Heads of State and Government - for the first time at 19 - adopted this Concept as a pivotal element to advance, after almost ten years, the process of the Alliance's adaptation to the new security environment since the end of the Cold War. After the Washington Treaty, the Alliance's Strategic Concept is the key policy document of the 'new NATO'. It defines its purpose and missions, and it contains the guidelines for the future orientations of its armed forces.

At the same time it is, however, a sufficiently workable conceptual basis which contains all important statements about the terms of reference and role of NATO on the road to the 21st century - in part it leaves room for interpretation so that diverging positions are possible to be reconciled with each other - and which gives a sufficiently precise guidance for the further development of the NATO forces with regard to the accomplishment of their overall task spectrum.

Meeting in Madrid in July 1997, NATO leaders announced that the Alliance Strategic Concept would be reviewed in line with 'Europe's new security situation and challenges'. In this article, Dr. de Wijk argues that, in revising its strategy, the Alliance should not be bound by traditional thinking. Not only must the Alliance's strategy be adapted to reflect the reality of NATO's new missions of crisis management and conflict prevention, but a bold step should be taken to link these new missions to an initiative to give greater substance to the concept of cooperative security within the OSCE. The alternative, he suggests, may be obsolescence of the Alliance.

While some adjustments to the Strategic Concept are called for to bring it up to date, the main focus of energy should be on making the new, adapted NATO work as effectively as possible.

As early as 1991, NATO adopted a new Strategic Concept to address the emerging security challenges of post-Cold War Europe. At its heart, this new Strategic Concept recognizes that security in Europe, as everywhere, depends on more than just military power. Indeed, security must be underpinned by stable societies, which in turn depend on efficient, competitive economies that reliably provide for the well-being of their citizens. This formula is particularly relevant to today's Europe, as NATO leaders recognized.

- Twigge, Stephen Macmillan, Alan Britain, the United States, and the Development of NATO Strategy, 1950-1964. JOURNAL OF STRATEGIC STUDIES, vol. 19, no. 2, June 1996, p. 260-281. The authors build on recent research by considering in some detail the role of Britain in the evolution of NATO strategy. In particular, they focus on the argument that British policy towards NATO strategy reflected a consistent and firmly held commitment to a massive retaliation strategy. They argue that the compromises which characterised the evolution of NATO strategy in the 1950s and 1960s are as much the result of the uncertainties in the policies of the British government as a direct clash between clear cut but opposing strategic positions. Serious divisions among the services and differences between military and civilian leaders are identified. Although the British government did press for an enhanced role for nuclear weapons, especially from 1952 onwards, the authors argue that its policy was in many ways ambiguous in its approach to the balance between nuclear and conventional weapons.

This article examines the importance of operational space - room for strategic maneuver to thwart an aggressor - in contemporary German politics, in German military history, in Cold War operational planning, and in current strategic and operational planning within the German government.
