The challenges and opportunities of banking industry in Afghanistan

After the 9/11 event and the formation of interim government, some important steps were taken for establishment of a good economic and political system in Afghanistan. For example it was

almost for the first time that Afghanistan accepted some modern values such as power transition through election system, freedom of media, social equality and so on. In terms of economy, significant changes happened in the Afghan banking and money system. With accepting the free market system and the principle of competition among all businesses, the Afghan economy strived to expand, the business environment thrived to gener-ate more employment and more importantly dozens of private banks emerged in the country. In recent years, modern banking system has made dramatic improvement as at least seven types of debit cards are used in bank deposits and trans-actions in the country. More than 15 percent of Afghans have access to banking services, of which eight percent have full acquaintance with elec-tronic banking system. Meanwhile, a number of residents stress the need for expansion of banking services throughout the country. They call on government to increase banking services in remote areas of Afghanistan. In past years, salary payment was a hard task in the country but now most salaries are paid through banking system even in the most remote areas. Now, there are about 16 or 17 banks which include 3 state banks, 10 private banks and several branches of foreign banks. They provide financing to various sectors of the economy to uplift the economic situation of the coun-try through real sectors of the economy. The contribution of the banking sector in economic growth of both developing and developed countries is very important. The research shows that stock market and bank financ-ing engender positive impact on economic growth and development in the surveyed countries. Overall, Afghanistan witnessed strong economic growth and development in banking system comparing to two decades before. Growth in the financial sector, specifically within the banking sec-tor was considerable in quantity. Thus, national income increased mani-fold, especially in the first decade of new era. For example, most of the macroeconomic indicators, including exchange rate, inflation, balance of payments, government revenues, investment, international trade, indus-trial production, and employment level promoted in the country. Despite these achievements, there are some challenges and weakness in many areas of banking system including personnel capacity, internal con-trols, accounting, credit analysis, corruption and compliance with regu-lations. Unfortunately, some bank loans and credits have a political and non-economic uses in Afghanistan. One of the main reasons for domestic bank crisis rooted in the political loans and lack of financial security. Thus, the four decades of persisting conflicts and Kabul bank crisis have caused people to lose their credence on banking system, especially electronic banking which is a new phenomenon in the country. If such environ-ment continues it will not have good consequences for domestic produc-tions. Therefore, the Afghan banking industry should restore its credibility because the real capital of banks is not money it is public trust.In addition to revival of the people’s trust, the banks should increase their investment in the country so that banking culture is further promoted. Thus, the Afghan banking system cannot respond to demand of the time, especially if we compare to the developed or developing countries of the world. Given the diversity of specialized businesses and intensifying eco-nomic completion, the Afghan banking industries need to be specialized in order to successfully respond to the current demand of market. The spe-cialized banking can be implemented in two different ways: the first way is that commercial bank opens specialized branches to work in specific areas such as housing, business and so on. The second way is establishment of new banks to work in specific fields such as agriculture, housing or trade.Other changes need to be occurred is provision of variety of banking fa-cilities and services. Money creation is the most important strength of the banking system while it is increased through expansion of credit facili-ties and loans. Therefore, diversification of banking facilities will expand productions and businesses through enabling people to obtain loans and repay to the bank. This kind of money circulation will not only benefit the people but also the banks as it creates more money and the created money will be transferred back to the banks. In the other words, the more money circulates in a country, the more economic productivities will happen. Given the fact that banking and bank industry is becoming an inevitable part of individual and social lives, the requirement of today’s financial market and the economic interaction of the modern world necessitate the need to move from traditional financial markets to complex and comple-mentary financial markets. In the new money system and financial mar-kets, the new financial needs of companies and businesses are not fulfilled without credible banking system. Responding to these needs are only feasible if new financial markets and banking systems are developed. Ex-panding these markets will lead to greater entrepreneurship and creativity of the people in producing better products, increasing the level of com-munity production and boosting the market, and ultimately more money circulation.Money like other commodity follows the principle of supply and demand. The price of money depends on the bank’s interest rate. In the absence of the financial market, real interest rates cannot be determined. Dynamic banking system plays a vital role in economic development. Thus, it must be emphasized that the fledgling economy of Afghanistan needs to transform the financial system for its rapid development. A dy-namic and active private financial system considered as a complementary to the public financial system. The existence of opportunities in the finan-cial and banking sectors of our country will encourage the private sector and economic movement, provided that it’s primary platforms are pro-vided as earlier mentioned.

and growth of any country depends to a large extent on the quality and number of trained manpower available in different areas. It is an instrument as well as a catalyst of social transformation and is expected to bring qualitative change in man’s perception, attitudes, habits, priority and goals. With the development of society edu-cational system develops and with the development of education society develops. In the sense education and society are inter-de-pendent. It is a two-way traffic in which while education preserves, transmits and stimulates the wholesome culture, the society also, according to its changed conditions expects the school to review and plan its work as per demands and aspirations of the changing society. Education as in the WestThe word ‘Education’ currently used in English is, in fact, derived from the Latin word Educare, which is further originated from Educere and in its basic spirit, is the manifestation or expression. In further depth it will become apparent that it reveals the inner capability of man that guides him continuously throughout at vari-ous levels in all walks of life. In the context, as to the meaning of education even there is no contradiction between the Western and Indian viewpoints. In the West the two great Greek Philosophers-Socrates and Plato remained identical from the meaning and pur-pose of education. Socrates has categorically said that education is to draw out what are already within while Plato states that it is the acquisition of virtue by child. In particular, Plato has written extensively on education and his views, despite being relevant in circumstances of his own time have importance more or less, in one way or the other, in current perspective all over the world. His views on education occupied a significant role in his vision of the ideal Republic, wherein the individual could serve the best by be-ing subordinated to a just society. Plato saw the development of an individual in a just society and therefore focussed on his plan of education accordingly. However, after Plato, Aristotle gave new dimension to education in theoretical perspective and stressed that education must not serve any mean or vocational activity as these activities are the functions of slaves. He laid emphasis on obedience and responsibility for those who are designated to rule in times to come. For the purpose he stressed on the curriculum of the Acad-emy to impart the four type of education-basics, related to natural science, physical and humanities. In his view the development of character-building right from the childhood is an important aspects of personality and for the purpose he advised to censor that aspect of education, which could, obstruct the way to character building. Even at the time the dimensions of education could not be confined to Plato and Aristotle and throughout the West thinkers, philoso-phers, scholars and educationists accorded new horizons from time to time through their ideas, suggestions and works.Education in the Eastern countriesLikewise, in the East and India in particular, the education systems existed in the Vedic and later Vedic periods were different to one-another. During the time of Tirthankar Mahavira and Siddhartha Gautama the education system seemed to be receiving a new di-mension. Again at the time of Chanakya when in the Mauryan Em-pire the world renowned universities like Takshila, Vikramshila and Nalanda were flourishing, the basic spirit of education was im-

The Taliban delegation met with Pakistani high-ranking offi-cials – including the director-general of Pakistan’s prime intel-ligence agency, the Inter-Services Intelligence (ISI), Lt. General

It has already been reported that US Special Representative for Af-ghanistan Reconciliation Zalmay Khalilzad met Taliban chief nego-tiator and co-founder Mullah Abdul Ghani Baradar in the Pakistani capital of Islamabad, their first meeting since Trump declared talks dead. This essentially means that Washington has not only decided to restart the stalled peace process, but has effectively endorsed Pak-istan’s complete involvement in this regard.An oddly lengthy statement from Pakistan’s Foreign Office which referred to the visiting delegation as TPC or the Taliban Political Commission, carried only one paragraph from the Taliban in which the latter “appreciated Pakistan’s support for peace in Afghanistan”. While in the past Pakistan has denied having plausible influence over the group, Khalilzad and the Taliban’s decision to visit Paki-stan to hold the first meeting after the collapse of the talks under-scores the country’s significant clout over the group and its role in the peace process.As the Taliban were meeting Pakistan’s foreign minister in Islam-abad, the Afghan government in a statement said that “Taliban’s visit to Pakistan will not help in restoring the Afghan peace pro-cess and that Islamabad should deny the use of its soil to Taliban and other terrorist groups.” Basically, the Afghan government in its statement equated the Afghan Taliban’s visit to Islamabad with a terrorist group using Pakistan’s soil – a policy line that even the US doesn’t adhere to anymore. Moreover, the statement indicates that the government in Afghanistan is not pleased with the visit as it fur-ther undermines the legitimacy of the Afghan government and other opponents of the potential peace deal.With $780 billion spent in US military operations and economic as-sistance, the sacrifice of nearly 2,400 US soldiers and countless Af-ghan lives, the welcoming reception of Taliban delegations is likely to construct Taliban identity as a force that has a critical role to play in Afghanistan’s future. Even at the time Kautilya-the great scholar declared education to be the best friend and says further, ‘An edu-cated person is respected everywhere and education beats beauty and the youth. In modern India several contemporary thinkers-Vi-vekananda, Rabindra Nath Tagore and Sri Aurobindo have men-tioned that education is the manifestation of the perfection already in man. Tagore while describing the scope of education includes the high head, free knowledge, truth coming from the depth, tireless striving stretching arms towards perfection….within it. In line Au-robindo has talked about the integral education which must help flourish the very best in a human being-the unique and exquisite, something, which every individual is born to offer to the world. Further Aurobindo has also pointed out that education is meant to bring out the best in man, to develop his potentialities to the maximum, to integrate him with himself – his surroundings, his society, his country and humanity to make him the complete man – the integrated man.Gandhi’s blue print of educationHowever, the blue print of educational system given by Mahatma Gandhi, the father of the nation, is more relevant as it is job cen-tered, value based and mass-oriented. It provides for manual work along with intellectual exercise a central place in the curriculum at all stages. From the beginning Gandhi realised that education is the pivotal activity on which not only the progress of the indi-vidual but moral, economic and political progress of the entire so-ciety depends. In his own words, ‘Education must be of a new type for the sake of the creation of a new world.’ Elaborating the idea he added, ‘Our system of (Basic) education leads to the develop-ment of the mind, body and soul. The ordinary system cares only for mind.’ His educational theory is “original”, “new”, and epoch making. ‘By education I mean an all round drawing out of the best in child and man’s body, mind and spirit….I would therefore begin the child’s education by teaching it a useful handicraft and enabling it to produce from the movement it begins its training.’ The aim of education in society is determined by the nature of society and man we cherish. Gandhi’s education aims apart from its social and economic bearing, transformation of the individual as well as the whole society. For him education is a means for the upliftment not only of the individual but of the entire society. The new scheme of education which Gandhiji launched in 1937 and avocated widely in India was named “Basic Education” “Nai Taleem” or “Wardha Scheme.” Inaugurating the Wardha Con-ference on 2 October 1937 Gandhiji said, ‘I am convinced that the present system of primary education is not only wasteful but posi-tively harmful.’ Basic stands for fundamentals and means that this scheme of education was based on the national culture and civiliza-tion of India. Its important features includes : i. Free compulsory education, ii. Craft as the centre of education, iii. Self-supporting aspect of education, iv. Cult of non-violence, Education for demo-cratic values, etc. Thus, basic education as conceived and explained by Mahatma Gandhi is an education which aims at creating a social order free from violence and injustice. Therefore, creative, socially useful and productive work in the schools in which all boys and girls may participate, irrespective of any distinction of caste and class is placed at the core of basic education.

By: Hujjatullah Ziathe constitutionally elected government(s) in Kabul, and their reluc-tance to condemn terrorism and groups such as al-Qaeda, the Taliban have gained recognition and are being dealt with on a par with the Afghan government in some countries. The head of Taliban delegation to Moscow, She Muhammad Abbas Stanikzai, was interviewed by the Kremlin-funded RT network. In this interview, he warned of the Taliban fighting for a “100 years” if the US failed to reach an agreement on Afghanistan peace. Iranian media, on the other hand, quoting the country’s Foreign Min-istry spokesman Abbas Musavi, reported that a “Taliban political delegation” discussed the “latest developments in Afghanistan” with Iranian officials. While the Taliban’s legitimacy has been challenged by Afghani-stan’s political groups, the group continues to benefit by engaging with the world over the exclusive issue of Afghanistan’s nonviolent future. Arguably, an agreement with the US remains not only a priority for the Taliban, but also one for Islamabad and Washington. For Islamabad, a potential agreement not only helps Pakistan in keep-ing Washington interested in the issue of Kashmir and diminishing pressure elsewhere, but it also keeps Pakistan’s influence central in Afghanistan in a situation where the Taliban return to power. For Trump, an agreement between the US and the Taliban can offer nec-essary support domestically as the country prepares for the 2020 presidential election. The Taliban, for their part, want the conversa-tion over their role in Afghanistan’s political future to continue.In the meantime, Afghan officials have reiterated on several occa-sions that any peace deal without the inclusion of the Kabul govern-ment cannot become successful. Afghanistan’s international allies and regional stakeholders, which host Taliban delegations, have to broker intra-Afghan dialogue. That is, since there are three parties to the conflict – the government of Afghanistan, the Taliban, and the US and NATO – there must be trilateral negotiations and the peace agreement should be approved by all sides. The peace agreement with the Taliban should be another brick in the current democratic order established at the Bonn conference.

She said a self-ordained policy should be avoided because the victims of the war were Afghans and the Afghan government and its public representatives should be part of every meeting on peace and reconciliation.Speaker Mir Rahman Rahmani said: “We support every effort that could ensure peace in the country but every effort that excludes public representatives is unac-ceptable and not valid.”He said the government should respect the powers and authorities of all institu-tions and claimed the unity government was not in a position currently to repre-sent Afghanistan on international forums.Rahmani said as the Beijing meeting had been delayed, all national and interna-tional stakeholders in the peace process should respect public mandate of Afghan-istan and not enter any political agree-ment without the presence of Afghani-stan’s public representatives. An intra-Afghan meeting in China has been delayed for a few days, sources said on Saturday. The intra-Afghan talks were to be hosted by Beijing on October 27 and 28. (11) Iraqi Forces Fire...it called saboteurs.Iraqi police had fired tear gas, rubber bullets and live shots on Friday to break up protesters who had gathered at Tahrir Square and later tried to cross a major bridge leading to the heavily fortified Green Zone, home to the U.S. Embassy and Iraqi government offices.In the southern town of Diwaniyah, the torched building belonged to a powerful militia, according to a senior official said. Iraqi TV said 12 charred bodies were re-moved from inside the building Saturday.Meanwhile, hundreds of protesters, in-cluding young men, gathered again in Tahrir Square and on the Jumhuriyya Bridge in Baghdad on Saturday, as heavy security forces deployed around the Iraqi capital.Police also erected blast walls leading to the square. Young women appeared among the crowd for the first time, some handing out water to the protesters.By the afternoon, men tried to remove the blast walls, prompting the security to fire tear gas pushing them back.The rallies have mainly been by young, unemployed men who are protesting against the government and demanding jobs and better services. The rallies are a continuation of the economically-driven demonstrations that began in early Octo-ber and turned deadly as security forces cracked down, using live ammunition. At least 149 people were killed in the pro-tests earlier in October.Of the 42 killed on Friday, eight died in Baghdad.A security official said protesters torched the offices of at least three militias in the southern province of Maysan.
