According to the Ministry of Earth Sciences’ air qual- ity monitor, SAFAR, the share of stubble burning in Delhi’s pollution rose to 40 per cent on Sunday, the maximum so far this sea- son. It was 32 per cent on Sat- urday, 19 per cent on Friday and 36 per cent on Thurs- day, the second-highest this season so far. “We have been saying it again and again that stubble burning is a major reason behind severe levels of pollu- tion in Delhi around Diwali, but the BJP and the Con- gress say the share of farm fires in Delhi’s pollution was just 4 to 6 per cent, whereas statistics show it has in- creased to 40 per cent,” Rai told reporters. He said the Delhi govern- ment has been doing every- thing possible to curb bio- mass burning, and vehicular and dust pollu- tion, “but what should we do about stubble burning?” Last year, the stubble con- tribution to Delhi’s pollu- tion had peaked to 44 per cent on November 1, ac- cording to SAFAR data. NASA’s satellite imagery showed a large, dense clus- ter of fire dots covering Punjab and parts of Haryana and Uttar Pradesh. Rai said strict action on the ground was more im- portant than creating new commissions. The Centre introduced a new law recently through an ordinance that put in place a powerful Commission for Air Quality Management in the National Capital Region and Adjoining Areas to curb air pollution. The protest called by the Gurjar Aarakshan Sangarsh Samiti entered its second day. Movement of roadways buses was stopped on Dausa, Bharatpur, Karauli, Dholpur and Hindaun routes, and road traffic movement entering from Uttar Pradesh was also af- fected due to the agitation. A North-Western Rail- ways spokesman said the Railways had cancelled three trains and diverted 29 trains in the wake of the Gurjar agitation. According to police, youths in large numbers blocked a rail track in Bayana and also damaged tracks. According to ministry offi- cials, Kota-Hazrat Niza- muddin, Dehradun-Kota and Hazrat Nizamuddin- Kota trains have been can- celled. Hundreds of protesters from the Gurjar community have blocked railway tracks in Rajasthan to demand reservation in jobs and ed- ucational institutions. Due to the protest, trains on the Delhi-Mumbai route have been stopped. The issue was also raised in the Rajasthan Assembly session. As soon as the session be- gan, Deputy Leader of Op- position Rajendra Rathore sought a reply from the state government on the is- sue, saying the cabinet sub- committee held talks with Gurjars but members of the community were still block- ing railway tracks. Rathore said Internet ser- vices were suspended in various districts and rail- road traffic had also been stopped. “The state government should inform the House on the issue,” he said. Speaker CP Joshi then asked the state government to give a reply on it after passing three bills to negate the effect of farms bills passed by the Centre re- cently. Health Minister Raghu Sharma said the door was always open for holding talks and any problem can be solved through a dia- logue. “We have made an agree- ment and if there are any deficiencies... they can be solved through a meeting. The door is always open for holding talks. The state gov- ernment provided five per cent reservation which was pending from years,” Sharma told reporters out- side the assembly. He said taking the law into one’s hands and dam- aging property is not a solu- tion to any problem, and added that the people should understand it causes losses to the country. The major Gurjar organi- sation started the agitation over reservation on Sunday, a day after community lead- ers held talks with the Ra- jasthan government and reached a consensus on 14 points. The convenor of the or- ganisation, Colonel Kirori Singh Bainsla, on Sunday asked state Sports and Youth Minister Ashok Chandna to come to Bayana from Jaipur. Later, Chandna reached Hindaun to meet Bainsla and the members of the Samiti but meeting did not take place due to Bainsla’s health and blockade on Hindaun-Peelupura route. “The agitation will affect traffic on the Delhi-Mumbai rail route. The movement of traffic was disrupted on the Bayana-Hindaun road,” po- lice had said. Earlier on Saturday, Gur- jar leader Himmat Singh said the talks with the gov- ernment were positive. Mobile Internet services continue to remain sus- pended in many districts. The Home Department had evoked the National Secu- rity Act (NSA) in Bharatpur, Dholpur, Sawai Madhopur, Dausa, Tonk, Bundi, Jha- lawar and Karauli districts. Gurjar agitation: Railways cancels 3 trains, diverts 29 others; Rajasthan govt says open to negotiations with Gurjars NEW DELHI, NO- VEMBER 2: India contin- ues to occupy the top posi- tion globally in terms of COVID-19 recoveries while the total number of active cases have witnessed a sus- tained downward trend with its percentage having reduced more than three times in just two months, the Union Health Ministry said on Monday. With 53,285 people recu- perating from the infection in a day, the total number of recoveries have surged to 75,44,798 on Monday, while at the same time the country recorded 45,231 new cases. There are 5,61,908 active cases of coronavirus infec- tion which comprises only 6.83 per cent of the total caseload in the country, the ministry said. The number of active cases remained be- low six lakh for four days in a row. “In a span of just two months, the percentage of active cases have reduced more than three times. On September 3, the percent- age of active cases was 21.16 per cent,” it highlighted. India has demonstrated an exponential increase in the number of COVID-19 cumulative tests since Janu- ary 2020. Expanded testing has led to early identifica- tion and appropriate treat- ment of COVID-19. It has crossed the landmark of 11 crore total tests so far, the ministry said. The country’s testing ca- pacities have multiplied manifold with 2,037 labora- tories across the country and with collaborative ef- forts of the Centre, states and union territories, it said.The higher number of recoveries is also reflected in the continuous increase in the national recovery rate, which is at present 91.68 per cent. Of the new recovered cases registered in a day, 78 per cent are from 10 states and Union Territories. Kerala and Karnataka have contributed the high- est number to these with more than 8,000 cases. Delhi and West Bengal recorded more than 4,000 recovered cases each. The Ministry said 80 per cent of the 45,231 new infec- tions are concentrated in 10 states and UTs. Kerala surged to first place with 7,025 new cases while Delhi and Maharashtra, both re- ported more than 5,000 daily new cases. Also, 496 deaths have been registered in a day with 10 states and Union Territories accounting for 82 per cent of new fatalities, the ministry said, adding 22 per cent of deaths reported are from Maharashtra with 113 followed by West Bengal with 59 fatalities. The COVID-19 caseload mounted to 82,29,313 on Monday with 45,231 people testing positive for the in- fection in a day, while the death toll climbed to 1,22,607 with 496 new fa- talities, the data updated at 8 am showed. "Who gives you the power to determine who is the leader of the party. We stay this order. You have no such power...," a Bench headed by CJI SA Bobde told the Commission while staying its October 30 order. While a political party pays for the expenditure of its star campaigners, indi- vidual candidates pay for the expenditure of other campaigners. On behalf of the EC, se- nior advocate Rakesh Dwivedi submitted that the matter had become infruc- tuous because the election campaign was already over. However, the Bench chose to issue a notice to the EC. "How can the EC deter- mine who will be a leader (campaigner) of the party?" it wondered. He had urged the court to direct the EC to frame ap- propriate guidelines for speeches by star campaign- ers/campaigners, “keeping in mind the right to free- dom of speech and expres- sion and concept of democ- ratic elections”. “It is submitted that the impugned order is illegal, arbitrary, unreasoned, passed in complete viola- tion of basic canons of nat- ural justice and in the nega- tion of fair play and therefore, deserves to be quashed. Further, no notice has been issued to the peti- tioner (Kamal Nath) with regard to the impugned or- der in complete violation of principles of natural injus- tice,” his petition read. SC stays EC order directing Kamal Nath's removal as 'star campaigner' for violating model code of conduct MUMBAI, NOVEM- BER 2: Bollywood actor Deepika Padukone’s man- ager Karishma Prakash, who is being probed by the Narcotics Control Bureau in a drug-related case in connection with Sushant Singh Rajput’s death, has been “untraceable” after she was summoned by the NCB for questioning, offi- cials said on Monday. An NCB source said as Prakash failed to appear before the NCB or reply to the summons, the agency has now handed over the summons to her mother and owners and colleagues of Kwaan talent agency. “It is true that Prakash has gone untraceable after being summoned for ques- tioning,” an NCB official re- lated to the probe told IANS. The official said she was asked to appear before the NCB on October 27. The official, however, said it was not verified if the employees of Kwan Talent Management had been summoned for question- ing. The fresh summons were issued after the NCB recov- ered 1.7 gm of ‘charas’ and some bottles of CBD oil from her premises last month. Earlier Deepika and Prakash appeared before the NCB for questioning once. Besides Deepika, the NCB has also questioned Bollywood actor Shraddha Kapoor and Sara Ali Khan in connection with a drug- related case to Sushant’s death.The NCB has also seized the phones of these three actors and sent them to the forensic department. The drug law enforce- ment agency had regis- tered a case on the request of the Enforcement Direc- torate (ED) after some al- leged chats discussing drugs came to the fore in August. An NCB source said asPrakash failed to appearbefore the NCB or reply tothe summons, the agencyhas now handed over thesummons to her motherand owners and colleaguesof Kwaan talent agency.

“It is true that Prakashhas gone untraceable afterbeing summoned for ques-

tioning,” an NCB official re-lated to the probe toldIANS.

The official said she wasasked to appear before theNCB on October 27.

The official, however,said it was not verified if theemployees of Kwan TalentManagement had beensummoned for question-

ing.The fresh summons were

issued after the NCB recov-ered 1.7 gm of ‘charas’ andsome bottles of CBD oilfrom her premises lastmonth.

Earlier Deepika andPrakash appeared beforethe NCB for questioningonce.

Besides Deepika, theNCB has also questionedBollywood actor ShraddhaKapoor and Sara Ali Khanin connection with a drug-related case to Sushant’sdeath.The NCB has alsoseized the phones of thesethree actors and sent themto the forensic department.

The drug law enforce-ment agency had regis-tered a case on the requestof the Enforcement Direc-torate (ED) after some al-leged chats discussingdrugs came to the fore inAugust.

Sushant was found deadin his flat on June 14. Be-sides NCB, the CBI and EDare probing separate casesin connection with thedeath of the late actor.

"People don't understand my degree.I get respect and they sit and talk to meonly because I am a teacher," says Barri-arr, 44, an MBA who provides coach-ing in finance and mathematics tomanagement aspirants in Patna.

He also visits management and tech-nical institutes in other parts of thecountry to give lectures.

Last year, he fulfilled his dream of go-ing to Oxford for the OrganisationLeadership programme at the SaidBusiness School.

Some of his students had gone toprestigious universities abroad while

he had to bottle up his own desire foryears because there was never enoughmoney during his student days.

His opportunity came 15, 16 yearslater.
