About PEARL

Since 2007, an initiative of Peer Experience and Reflective Learning (PEARL) was initiated by

the Ministry of Urban Development (MoUD) to create manageable networks between

JNNURM cities for cross learning and sharing knowledge on projects, urban reforms and city

governance. Under the PEARL cities network cities are grouped based on their

characteristics and level of development. Such groups are as follows.

Group A- Mega Cities, with Global Character in Socio-Economic Profile

Group B – Industrial Mega Cities

Group C – Mixed Economy Cities Service/Trade/ Institutional functions

Group D –Cities of Cultural and Religious Significance

Group E – Hill Cities

The first PEARL workshop for the Group C – Mixed Economy Cities Service/Trade/ Institutional functions was held on 6th July, 2012 at Bhopal, Madhya Pradesh. The conference was organized by MoUD, NIUA and CEPT University. The Conference held at the Hotel Noor Us Sabah was attended by city officials from Bhopal, Indore, Raipur and Jabalpur. Three representatives from CEPT and NIUA including the project coordinator and director were present at the conference. The conference was designed as an interactive session for a day covering different aspects

of PEARL initiatives, city- city learning, use of information technology and many others. Each

sessions of the conference addressed issues of knowledge sharing and management.

Inaugural Plenary

Inaugural session was graced by Honourable Mr. Babulal Gaur, Hon’ble Minister, Urban

Development, Govt. Of Madhya Pradesh, Ms. Nisha Singh, Joint Secretary, Ministry of Urban

Development (MoUD), Mr. Sanjay Kumar Shukla, Commissioner, Urban Administration

Development Department (UADD), GoMP, Prof. V.K. Dhar from National Institute of Urban

Affairs (NIUA) and Prof. Saswat Bandyopadhyay, CEPT University.

Prof. Saswat Bandyopadhyay welcomed all dignitaries and participants and briefly outlined

the workshop background and agenda.

Prof. V.K. Dhar, NIUA gave a brief overview of the PEARL Programme and role of NIUA and

knowledge partners such as CEPT. Ms. Nilanjan Sur, NIUA, made a presentation on various

initiatives under the PEARL programme. She further highlighted how cities could tap the

platform for information and knowledge sharing.

Mr. Sanjay Kumar Shukla, Commissioner, UADD, in his speech, highlighted the various urban

initiatives by the Madhya Pradesh mission cities. He gave a brief overview of various good

and emerging practices, PPP initiatives by Indore and Bhopal municipal corporations.

Ms. Nisha Singh highlighted the capacity development challenges of Indian cities and how

important it is for the cities to share and learn from each other. She also gave a detailed

overview of various Capacity Building initiatives by the MOUD and urged cities to make best

use of the PEARL platform.

Mr. Babulal Gaur, Hon’ble Minister, Urban Development, Govt. Of Madhya Pradesh thanked

MOUD for selecting Bhopal as the workshop venue and welcomed all participants. He

further highlighted various urban development challenges and initiatives in Madhya Pradesh

and the role leadership plays in sustainable development.

Prof. Saswat Bandyopadhyay of CEPT delivered the vote of thanks and invited the dignitaries

and participants for tea.

Technical Session /Presentation by cities

Indore:

Presenter:

Mr. Yogendra Sharma,

Municipal Commissioner, Indore

The Municipal Commissioner, Indore

and his team presented several

initiatives that Indore Municipal

Corporation is undertaking currently.

The presentation covered most of the

ongoing E-Governance initiatives in

Indore.

Some of the issues shared by Mr.

Yogendra Sharma were as follows:

Online services for Indore

citizen’s such as property tax,

water tax, rent property,

business licenses, birth and

death certificates, building

permissions, citizen grievances, water tanker booking, etc.

Commissioner mentioned about the citizen’s satisfaction levels.

A survey was carried out, which indicated that the satisfaction level had improved

from 81% to 91 % after various online services were introduced.

Boundary less service delivery: A unique analysis done by Indore Municipal

Corporation, wherein they updated the number of people investing in various

services from outside India, outside Indore and from within Indore.

Corporation Communication Framework (CCF): A service to update citizens

regarding the amounts paid for property tax, water tax, etc. by sending an SMS or

email.

E-commerce solution: Initiated in the year 2008, this service allows citizens to make

online payments using their credit cards, debit cards, internet banking, etc. An

analysis showed an increase in online payment growth. The statistics also revealed

that 62% birth certificates and 79% death certificates were made online.

Other Issues:

A promotional aid of Rs. 20,000 was given for the development of garden in

collaboration with Rahvasi Sangh.

Rebate of 5% in property tax was provided for promotion of solar energy and green

buildings and tree plantation.

PPP model developed for green belt development on major roads of Indore.

Under this concept of making city more liveable, the Eastern Ring Road of 15kms is

proposed to be developed by private agencies. The development would include

green development along the road, street furnishing, footpaths, signages, etc. It is

planned to be completed in two years i.e. before 2013 elections.

Comments and Suggestions:

Ms. Nisha Singh, Joint secretary, MoUD commented on the Municipal Solid Waste

Management practice in Indore and added that the city is expected to be the first to ban

plastic in Indore and further explained that there needs to be a strong political will to take

this major step. She appreciated the concept “Aao Banaye Apna Indore” for better

development and planning.

Bhopal:

Municipal Commissioner, Bhopal

The Municipal Commissioner, Bhopal and his

team presented several initiatives that the

Bhopal Municipal Corporation is undertaking

currently. The presentation covered most of

the ongoing E-Governance initiatives in

Bhopal.

Some of the issues shared by Mr. Rajneesh

Shrivastava were as follows:

Commissioner discussed the Municipal

Administrative Systems (MSA), an

ongoing initiative of E-Governance for

city of Bhopal.

The presentation started with a brief overview of the website and its main

components and facilities that they are planning to bring in. The presentation

illustrated different services that it would offer. Presentation illustrated user

interface, how data can be used and managed.

He also referred that Bhopal will be introducing double accounting system and also

make the building permissions online.

He also mentioned about the other future initiatives such as linkages to GIS and tax

database.

In the end he mentioned about the second phase of web services such as vehicle

tracking and other similar services for residents of Bhopal.

Raipur:

Presenter:

Mr. S. K. Sindrani,

Addl. Municipal Commissioner, Raipur

The Addl. Municipal Commissioner, Raipur

presented a case of innovative technologies

and ideas that Raipur has implemented for their

solid waste management. In his presentation he

also shared the process of how Raipur has

manufactures special vehicles and machines for

waste segregation and transportation.

Some of the other projects and issues discussed

were as follows:

Dhamtari MSW Model: Dhamtari has

around 1 lac population and generates

about 30-40 tonnes of waste. They

segregated every part of the garbage

and convert it the bio-degradable part into rich bio manure with the help of a

machine. The machine costs Rs. 1.48 lacs. This rich bio manure is sold to farmers at

Rs. 90/ bag and is mainly used for growing vegetables.

Mobile Bio Manure Plant: The Bio manure plant is made mobile by adding wheels to

the machine. This thereby reduces the cost of transportation.

Debris Washing Machine: In this machine debris and inert materials are washed

away and is converted into aggregates that were used for construction of

Plastic recycling unit

Waste water is treated to generate biogas for lighting purpose.

Tyre dams have been used to sustain water supply.

Toll free No 1100: This no is specially started for public grievances. It is a toll free no

wherein citizens can call and inform their grievances like no electricity, no water

supply, etc and immediate action is taken by the concerned authority

Suggestions:

Ms. Nisha Singh, Joint Secretary, MoUD was quite impressed by the efforts and

innovation and announced that for future workshops and similar platforms, she

would want to concentrate more on small and medium size towns to give them

change to showcase their initiatives.

Prof. V. K. Dhar, NIUA also appreciated the initiatives by Raipur city and requested

Raipur to present one page document to be added in list of best practices for PEARL

web-portal.

Jabalpur:

Presenter:

Mr. N. B. S. Rajput, Municipal Commissioner, Jabalpur

The Municipal Commissioner, Jabalpur presented the E-Governance cases that Jabalpur has

been able to introduce successfully.

Some of the other projects and issues discussed were as follows:

Commissioner Jabalpur made a presentation on aspects of e-Governance, Property

Tax Reforms, HR Development, Finance and Financial Reforms. He also mentioned

about the Document and Record Management System (DRMS) that Jabalpur is

undertaking.

The presentation covered different initiatives under E-Governance such as

development of integrated MIS application, citizen’s mobile Van.

WI-FI Networking of Municipal Corporation, vehicle tracking and management

system, file tracking system and E-Tendering were also mentioned.

Presentation also covered tax reforms and HR Reforms such as implementation of

performance management system, biometric technology, records and document

management, training and establishment of citizen service centres.

The last section of the presentation focused on finance and accounts and social

development reforms such as construction of community toilets through

participatory planning methods.

Other issues discussed were as follows:

o E- governance

o Citizen Mobile Van

o Social Development

o File tracking System

Comments and suggestions:

Ms. Nisha Singh, Joint Secretary, MoUD commented on the tax collection reforms

and suggested that Jabalpur’s non-revenue water is about 35% and it should be

reduced.

She also mentioned about a policy that she is working on for small and medium size

towns to come up with a “handholding support policies for cities” for 5 years starting

at 75% and then reducing the support to 50%.

General comments

Ms. Nisha Singh, Joint Secretary,

MoUD, congratulated Raipur for their

great initiatives for waste

management and asked NIUA to

document it for the web- portal.

She suggested that knowledge sharing

platforms such as PEARL should be

bigger and should include small and

medium towns along with larger cities.

She suggested that for next workshop

30 Cities should also be included in

such knowledge sharing platforms.

Mr. Sanjay Kumar Shukla,

Commissioner, UADD, GoMP

congratulated all the cities, who

presented at the forum and pointed

out that small and medium towns in

Madhya Pradesh have done

exceptionally well in implementing

reforms.

It was also proposed to update the

PEARL website in terms of reforms.

A bigger platform should be provided

and at least 30 cities should be invited

to share their experiences.

Small towns should be invited so that

they can share their best practices

with other cities.

Solid waste management models

initiated in small towns should be

brought in forefront through PEARL network.
