INVITATION FOR BIDS

Bidding Document No. CPP-04M-2016

1. National Transmission and Despatch Company (NTDC), a corporate entity

constituted after restructuring of WAPDA intends to procure material for following

500kV transmission lines:

i. 500kV D/C Quad Bundle transmission line from HUBCO Power Plant to

Matiari Sub-Station.

ii. 500kV D/C Quad Bundle transmission line for looping In/Out of Jamshoro-

Dadu Transmission Line at Matiari Sub-Station.

iii. 500kV D/C Quad Bundle transmission line for looping In/Out of one circuit

each of two proposed Lahore South to Lahore North transmission lines at

proposed Lahore HVDC Switching/Convertor Station.

through open tender financed under NTDC’s own resources. Bidding is open to all eligible Bidders.

2. The Purchaser invites sealed bids, under Single Stage-One Envelope bidding

procedure, from eligible firms or persons as defined under clause IB-3 of

Instructions to Bidders. The bidding is open to International Competition as per

policy of the government. National Transmission and Despatch Company now

invites sealed Bids from eligible Bidders for Procurement of material for

aforementioned 500kV D/C Quad Bundle transmission lines in Nine (09) lots given

below. The bidder may quote for any number of lots.

3. Eligible Bidders may obtain further information, inspect and acquire the Bidding

Documents from the Office of the Purchaser, as below:

4. A complete set of Bidding Documents may be purchased by an interested bidder on

submission of a written application to the above office and upon payment of a non-

refundable fee of Rs. ---------- from 23 January, 2017.

5. The Supplier/manufacturer must have at least 5 years design /manufacturing

experience of similar Equipment/Goods with 380kV or higher rating (as applicable)

and capacity and 3 years satisfactory operational experience of such goods/material.

The bidders, who are not manufacturers themselves, shall furnish an authorization

from the concerned manufacturer to submit a bid for supply of their goods to

Pakistan against this tender. Moreover, in case of foreign manufacturer, 100%

quantity of Equipment/Goods with 380kV or higher rating (as applicable) and

capacity covered in the respective lot should have been manufactured & supplied

in any two years (continuous period of 24 months) during the past five years by

the manufacturer of that Equipment/Goods as on the date of opening of Bid. A

minimum of 25% of the said quantity must have been supplied either to

NTDC/DISCOs in Pakistan or to any entity outside the country of manufacturer with

in last five years as on the date of bid opening.. In case of local manufacturer, the

past performance and supply record shall be taken into consideration for

determining the capability of the manufacturer to perform the contract to the

satisfaction of Engineer as per supply requirement of the bidding documents.

6. All bids must be accompanied by a Bid Security of not less than (2%) of total bid

price in the form of bank guarantee on the format of bid security form provided or in

the form of deposit at call or from a foreign bank duly counter guaranteed by a

Scheduled Bank in Pakistan or an insurance company having at least AA rating from

PACRA/JCR..

7. The bids must be delivered to the above office on or before 27 March, 2017 at

11:00 am. Bids will be opened at 11:30 am on the same day, in the presence of

Bidder’s representatives who choose to attend at the same address.

8. The bidders are requested to give their best and final price as no negotiations are

expected.

9. The bidder must quote for one or more complete lots. Bid covering only a part of the

lot will be rejected.

NTDC reserve all its rights regarding rejection of bids as defined in Clause 33(1) of

PPRA Rules 2004.

IB 3.1 (b) Delete IB 3.1 (b) and replace it with the following:

The invitation for Bids is open to all Bidders with qualification as described

below:

1. The Bidder shall be a manufacturer or Supplier legally registered for at

least five years. A copy of legal registration certificate shall be

submitted along with the Bid.

2. Manufacturing Experience Criteria

i. To be awarded a contract for any number of lots, the

Bidders/manufacturers must have at least 5 years design/manufacturing

experience of similar Equipment/Goods with 380kV or higher rating (as

applicable) and capacity. Details in this regard should be submitted in

the prescribed format given in QF-2, Section-V of Volume-1.

ii.(a)The foreign manufacturer shall demonstrate that it has supplied a

minimum of 100% of Equipment/Goods with similar or higher rating (as

applicable and above) and capacity covered in the respective lot in any

two (2) consecutive years (continuous period of 24 months) within the

last five (5) years as on the date of the bid opening.

(b) A minimum of 25% of the quantity on order must also have been

supplied either to NTDC/DISCOs in Pakistan or to any entity outside the

country of manufacturer with in last five years as on the date of bid

opening.

(c) In case of local manufacturers, the past performance and supply record

shall be taken into consideration for determining the capability of the

manufacturer to perform the contract to the satisfaction of Engineer as

per supply requirement of the bidding documents.

iii. Copies of contract agreement for verification of above mentioned

manufacturing/supply record shall be submitted with the bid.

iv. The purchaser or its two (02) Nos. representatives may visit the

works/manufacturing facilities of any of the bidder(s) during evaluation of

bids to determine to its satisfaction whether the Bidder is qualified to

satisfactorily perform the contract. The Purchaser shall be the sole

judge in this regard and the Purchaser’s interpretation of the

Qualification Requirement shall be final and binding. Bidder shall be

responsible to arrange such visit and all relevant costs in this regard shall

also be borne by the bidder.

3. Performance Criteria

i. The Equipment/Goods supplied by the Bidder should have been in

satisfactory operation for a continuous period of at least three years on

the date of Bid opening.

28.2 Bidders and their respective agents, manufacturers/suppliers,

representatives and anyone else on behalf of the Bidder will not

communicate or attempt to communicate directly or indirectly with the

Purchaser, including any employees, directors, officers, agents or

representatives of any of them during any part of the Competitive

Bidding Process, except as expressly directed or permitted by the

Purchaser. Bidders will also not engage in any form of political or

other lobbying whatsoever with respect to their Bids, or otherwise

attempt to influence the outcome of the Competitive Bidding Process.

In the event of any such communications or lobbying, Purchaser may

at any time reject the Bid of that Bidder without further consideration.

Section VII. Particular Conditions of Contract 7-13 R6


GCC Sub Clause 26.1 a. The Goods shall be subjected to the type, sample and routine

tests as described in the Specifications. The Supplier shall

provide free of charge all such assistance, instruments,

machines, labor and materials as are normally required for

carrying out such tests. All reasonable facilities as provided in

the specifications or followed by Trade & Industry in general

shall have to be offered to the Inspecting officers, by you at

your expense for carrying out Testing and Inspection.

b. To ensure the manufacture of Goods to be in conformity with

Contract requirements, the Supplier shall institute and follow

regular procedures for quality assurance during

manufacturing. The Supplier shall maintain an independent

quality control department, which shall be responsible for

enforcing the quality assurance programme. Upon Award of

the Contract, the Supplier and the Engineer(s) shall establish

mutually acceptable quality control and inspection procedure.

GCC Sub Clause 26.2 (a) Pre-shipment/FAT shall be carried out at the works of

manufacturer.

(b) Type testing shall be carried out at one of the STL member

Laboratories. The type tests that are not available with STL

Labs, shall be arranged at any independent lab accredited by

ISO/IEC 17025 outside the country of the manufacturer.

(c) All work covered by the Contract shall be subject to

surveillance, testing and inspection by the Chief Engineer

Design (NTDC) or his two (2) Nos.

representatives/Inspectors. The Chief Engineer Design

(NTDC) or his representatives/Inspectors may require

witnessing any or all the tests to be carried out. For such

purpose the Supplier shall provide free access at all times

during manufacturing, assembly and testing to the premises in

which the work is being carried out.

(d) Purchaser reserves the right for carrying out any of the tests as

specified in Volume-2 “Technical Provisions” at any laboratory/research institute after shipment to Pakistan at the

cost of the purchaser to satisfy that the material complies with

the intent of contract specifications.
