Primary cause for not meeting the target, as per consensus among stakeholders represented within theHRDC ATD-TTT, is that the target was set too high by Social Partners during NEDLAC Skills Accord Process.Due to data validation necessitated by classification of occupations as tradesin Gazette 35625, 31 Aug 2012, the actual figures were restated August 2013.

NSF supports NewGrowth Path

The Minister has approved a new framework for the allocation of funds from the NSF tosupport NSDS III and other priorities of government. This framework incorporates funding tosupport goals of the New Growth Path.To date the NSF has made funding allocations to 30 multi-year projects (1-5 years) in supportof the NGP to the amount of R1436 mil. Learners targeted - ±23,450 mainly in artisan dev,learnerships, etc.2011/12 : Expenditure – R166,3 million2012/13: Expenditure – R222,1 millionIn 2012/13 a total of 9818 learners were skilled

Other programmes supported are inter alia –(1) NARYSEC programme for rural development for ±7500 learners at an NSF allocation of

R190.5m. To date 1230 learners benefitted at a cost of R22,0 m.(2) EPWP projects to support 40 000 at a commitment of R310m by 31 March 2016 (training of

unemployed people for the identified EPWP projects). To date at total of 10,748 peoplewere skilled at cost of R106m.2010/11: 613 unemployed learners trained. Expenditure – R1,4 m2011/12: 10,094 trained cumulative. Expenditure – R52,9 m2012/13: 10,748 trained cumulative. Expenditure – R106 m.

• Business spend 3-5% ofpayroll on training;10% of Mandatory Grantutilized for FET & UoTGraduate workplacetraining.

• Other programmes supported (continue):(3) Monyetla Work Readiness Programme (DTI programme in

support of Business Process Services sector). In 2010/11 morethan 3000 unemployed youth learners were trained (10 months),2865 assessed as competent after the skills programme (50 werepeople with disabilities), and 2467 were employed (86%) at a costof R56,5m.In 2012/13 more than 3000 unemployed youthlearners were trained (10 months), 2633 assessed ascompetent after the skills programme, and 2132 wereemployed (80,9%) at a cost of R63,4m.

• The Minister gazetted the SETA Grant Regulations on 3December 2012. The Regulations came into effect on 1 April2013.

Targets ProgressNew SSP aligned to IPAP &NGP; Revised SSPsubmitted to DHET by 30Sept 2011

The process of strengthening SETA SSP development capacity was begun. Themain activities that were undertaken are that

a) Support visits were paid to SETAs prior to the development of the firstdraft to clarify DHET expectations of the SSP and to discuss issues raisedby each SETA in its continuous improvement plan (CIP)

b) Business and Labour were invited to participate in the SSP evaluationprocess outside of the SETA processes.

c) Feedback was given to SETAs on their draft SSPs prior to their submissionof their final draft in November.

d) A requirement that SETAs build their own research capacity was alsointroduced as a major requirement in SSP development and SSPimplementation measurement.

e) SSP development and implementation was made an integral part of theLabour Market Intelligence Project.

f) The grant regulations also introduced a new SSP development cycle thatwill result in Workplace Skills Plans and Annual Training Reports submittedin April (and not in June). This will give SETAs more time to analyse theWSP and ATR data for the development of the annual SSP update.
