About National Safety Council (NSC)

National Safety Council (NSC) was set up by the Ministry of Labour, Government of India on 4th March, 1966

to generate, develop and sustain a voluntary movement on Safety, Health and Environment (SHE) at the

national level. Its mission is building capacity, developing material, methods, procedures and strengthening

the national movement (including unorganized sector) on Safety, Health and Environment to prevent and

mitigate the loss of life, human suffering and economic losses.

NSC provides a number of services to various industries. These include specialized training courses,

conferences, seminars & workshops; conducting consultancy studies such as safety audits, hazard

evaluation & risk assessment; designing and developing SHE promotional publications; facilitating

organizations in celebrating various campaigns e.g. Road Safety Awareness Week, National Safety Week,

Fire Service Week, World Environment Day etc.

Introduction

National Safety Council

Electricity distribution is a huge sector and it is spread out over the whole

country. Huge quantity of distribution line, cables, electrical equipment,

workers and general public are involved in the system.

Majority of electrical accidents happen due to because of not taking proper

safety measures which pose a threat to personal safety by causing electrical

shocks, burns, explosions and fires.

Death due to electrical shock is as usual news published in most of the Daily

Newspapers.

Electrical Safety play a vital role for the safeguard of men and machinery while

working in power stations and Industry.

CEA Regulations 2010, (No.36) / NBC

The owner or occupier of a multi-storied building shall ensure that electrical

installations and works inside the building are carried out and maintained in such a

manner as to prevent danger due to shock, and fire hazards, and the installation

is carried out in accordance with the relevant codes of practice.

CEA Regulations 2010, (No.12)

All electric supply lines and apparatus shall be of sufficient rating for power,

insulation and estimated fault current and of sufficient mechanical strength, for

the duty cycle which they may be required to perform under the environmental

conditions of installation, and shall be constructed, installed, protected,

worked and maintained in such a manner as to ensure safety of human

beings, animals and property.

Generation, transmission, distribution and utilization of electrical energy in India are governed

by Electricity Act 2003 / Central Electricity Authority Regulations 2010 / National Building Code

etc.

CEA Regulations, 2010 - Measures relating to Safety and Electricity Supply

CEA Regulations, 2010 have been covered in ten chapters. These Chapters are applicable for general safetyrequirements and cover the general rules applicable to all class of electrical installation, low and mediumvoltage installations supply, high and extra high voltage installations. It also provides the provision of rulesapplicable to over head lines and underground cables, mines and oilfield.
