BACKGROUND
NRM is a party of greatness and aims to retain power for as
long as the desire exists. On this note, it is a sprain on the
backbone when the desire is apparent but the pillars are
crumbling to the ground because on in-fights, corruption and
intrigue. This brief report to you Your Excellency outlines
the points to show how NRM has skidded from the path that
retains power to a more vigilant opposition comprising of
the youth in the face of NRM intrigue.
THE NRM CORE VALUES
(a) mobilize the people of Uganda to support and work
for the attainment of the vision of NRM;
(b) consolidate democracy and constitutional
governance in Uganda;
(c) Consolidate peace, security, protection of persons
and property, and eliminate all forms of terrorism;
(d) consolidate national unity and patriotism;

(e) devolve power from the Central Government to the
regions as another tier of governance provided this
does not compromise the wider goal of economic
and political integration of East Africa;
(f) defend national sovereignty, territorial integrity and
independence of Uganda;
(g) build an integrated, self-sustaining and independent
national economy;
(h) develop and continuously maintain socio-economic
infrastructure and amenities and ensure balanced
regional development
(i) strengthen the capacity to eradicate corruption;
(j) build capacity for disaster management and
resettlement of displaced people;
(k) pursue economic and political integration of East
Africa;
(l) Implement a strategy of private sector led growth
and export oriented production;

(m) generate employment, create wealth, widen
the tax base, and develop infrastructure ,
(n) implement a policy of socio-economic infrastructure
development using internal long term borrowing in
addition to external sources of funding;
(o) Implement a focussed Human Resource
Development policy and capacity building in the
technical and public service sector;
(p) apply science and technology in all aspects of
development for the transformation of society;
(q) Preserve and develop our culture;
(r) consolidate programmes which are responsive to
gender and marginalized groups;
(s) Undertake exploitation of natural resources for the
good of the people and to preserve, protect and

manage the environment to ensure sustainable
development;
(t) Pursue a policy of Pan-Africanism, promotion of a
common African market and pursue the realisation
of African Union;
(u) Foster regional and world peace, democracy and
social justice;
(v) cooperate with other organizations in pursuing the
purposes of this Constitution and for the benefit of
humanity;
(w) Undertake any other activity for the
attainment of the objectives of this Constitution and
vision of NRM.
OUTLINE OF CONSTITUTION OF THE
NATIONAL RESISTANCE MOVEMENT
PREAMBLE:
Whereas the National Resistance Movement was founded as
a Liberation Movement and waged a successful protracted
people's struggle that liberated Uganda from fascist and
dictatorial regimes;

Whereas the National Resistance Movement restored
political stability, respect for human rights, national unity,
peace, security, law and order, Constitutionalism and the rule
of law;
Whereas the National Resistance Movement launched and
executed a minimum economic recovery programme through
rehabilitation and development of socio-economic
infrastructure, reduction and control of inflation, promotion of
local and foreign investment, promotion of private sector led
growth and export oriented production;
Whereas the National Resistance Movement introduced
democracy and enfranchised the people of Uganda through
restoration of the vote in regular, free and fair elections;
Whereas the National Resistance Movement politically
empowered previously marginalized sections of our society,
namely women, youth, elders, people with disabilities and
workers to play their rightful role in management of public
affairs:
Whereas the National Resistance Movement established
participatory democracy through a policy of decentralization
and self-governance through local councils, leading to
political empowerment of the people and social harmony;
Whereas the National Resistance Movement established and
operated the Movement Political System, that enhanced the
people's participation in the political, social and economic
development of the country;

Whereas the National Resistance Movement restored cultural
institutions and pursued a policy of reconciliation; and
Aware that the Movement forms of governance is the best
system for a pre-industrial society like Uganda;
Further Aware of the Resolutions of the 4th meeting of the
National Conference of the Movement adopted on the 31st day
of March 2003 at Uganda International Conference Centre,
Kampala;
Cognizant of the vision, mission, principles and programmes
of the National Resistance Movement as a Liberation
Movement; and
Committed to the advancement of the vision, mission,
principles and programmes of the National Resistance
Movement as a Liberation Movement:
NOW, THEREFORE, WE, the persons whose names and
addresses are appended to this Constitution, being part of the
wider membership of the National Resistance Movement
Organization, do adopt this Constitution, to execute the
mandate herein mentioned and to implement the aims and
objectives of this Constitution.
NRM AND THE PRESIDENCY
Just like Rt. Hon Amama Mbabazi thought, there are senior
NRM officials who desire to be president and in this case,
they are members of the first family. According to reports,

they have infiltrated the NRM structures through the
structure’s pivots to embed themselves there with
ideologies similar to the core values of NRM but breaching
the NRM constitution. Below is how it is done;
NRM MOBILIZERS
Mr. Odrek Rwabogo traversed the country meeting NRM
Structure Mobilizers and teaching them what he calls the
NRM ideology. The notes he give tune the youth to ignoring
the old politicians and put focus on young leaders who
above all are non-military.
Mr. Odrek Rwabogo further trained Mobilizers at district
level to work as trainers of trainers in NRM ideology. Hon
Sam Kutesa and the First Lady fund the training programmes
from district to constituency up to sub county level.
NRM CANDIDATES
There is evidence that Hon Sam Kutesa and Mr. Odrek
Rwabogo usually sponsor NRM independent candidates
against NRM flag bearers at all levels. It even happened in
major LC1 positions in major cities, towns and
municipalities.
The current August House has 21 candidates directly
sponsored by Hon Kutesa and Mr. Rwabogo and reports
reaching my office show that they have already mobilized
over 60 candidates to be sponsored as independent
candidates. There are also allegations that there are 15

opposition candidates sponsored by Hon Kutesa and they
also contest as independent candidates.
THE RESIDENTIAL DISTRICT COMMISSIONERS (RDCs)
Your Excellency, you requested my office to nominate 332
names of RDCs and their deputies putting focus of NRM
cadres who have either served in senior party positions,
political novices or retired security novices. My office did as
directed by you and the names were forwarded to the office
of the Director General Internal Security Organization
None of the 332 names came out. Instead, Ms Molly
Kamukama connived with Hon Kutesa and made a fresh list
which came to your attention without any vetting and the
names were published on social media and in the press
media. ISO did not vet them. The approved names comprise
of individuals under the mentorship of Mr. Odrek Rwabogo
who above all else desires power.
NRM POSITION BY RWABOGO’S DOCTRINE
GOOD METHODS OF WORK BY NRM LEADERS
The good methods of work by NRM Leaders shall include:
(a) Democratic Methods of Work
(i) use of persuasion rather than command.
(ii) listen to other peoples’ opinion.
(iii) tolerance and patience when handling
situations.
(iv) respect for others.

(v) should accept the dominant view if adopted
without resorting to grudges.
(b) Openness and Transparency
NRM leaders shall be open and transparent,
provided they are in the right forum.
(c) Non – Sectarian Approach
NRM leaders shall promote issues that unite rather
than divide people.
(a) Honesty
NRM leaders shall never engage in corrupt and
dishonest activities.
(e) Respect for knowledge
NRM leaders shall have love and respect for knowledge,
information and study.
(f) Regular meetings
NRM leaders shall encourage and attend regular meetings
for self and collective appraisal.

THE CHAIRMAN’S GRANT TO NRM
BENEFICIARIES OF THE SPECIAL GRANT
The grant to be conveyed to the most Vulnerable of PWDs.
These include;

Groups and associations of PWDs at Community level’
Parents and care givers of Children with Disabilities uni-
disability groups are legible to benefit from this grant.
KASESE EFFECT
The politics by Mr Rwobogo during his secret visits and
meetings in Kasese gave birth to a situation he could not
control and therefore abandoned his projects leaving behind
a growing wave of resistance.
Introduction
In Kasese district, support for the NRM has weakened since
the NRM primaries in the district, giving the FDC
advantages. The NRM might only send Dr Crispus Kiyonga
(incumbent Bukonzo West constituency) and Jane Asiimwe
Muhindo (Woman seat). Kasese Municipality parliamentary
seat, currently represented by James Mbahimba, might fall
to FDC flag bearer, Robert Centenary Baluku, while
Busongora South, currently represented by Boas Kafuda,
might be taken by Jackson Kathika Mbaju (FDC), giving the
opposition two (02) of the six (06) parliamentary seats in the
district.
The declined support for the NRM is attributed to the
following:

1.0 THE PARLIAMENTARY FACTORS CRAFTED BY
RWABOGO AND KUTESA
(A) Bukonzo West constituency
The incumbent, Dr Crispus Kiyonga, is being challenged
mainly by his nephew, Capson Sausi, who resorted to go
independent, after being suppressed by Kiyonga’s camp
which tried to disenfranchise him by deleting his name the
NRM register in the constituency. About two (02) weeks ago,
he shocked residents at one of his campaigns when he said
he was wondering why Sausi was still living because
Sauisi’s head had stopped working.
(B) Bukonzo East Constituency
The major candidates in this constituency are Dr Kiyonga’s
nephew Fred Businge Police (NRM flag bearer), Robert
Baluku Syaipuma aka Finance (indepdent) Harold (FDC).
Dr Kiyonga and Maj. Gen Wilson Mbadi are accused of having
imposed Businge on the constituency. During the primaries
Mbadi camped in the constituency and threatened those
who spoke negatively about Businge. During the counting of
the votes, Robert Baluku was molested when he tried to
access the tally room and Munkunyu Subcounty
headquarters when he tried to access the room, yet Businge
and his agents had been allowed in
This has since angered the residents who accuse Kiyonga of
trying to turn the politics of the area into a family affair. The
residents will either votes for Robert Baluku or Harold “to
punish” Kiyonga and therefore, the NRM

In Bukonzo East, the residents accuse Kiyonga of having
rigged his nephew, Fred Businge into becoming the NRM flag
bearer against a fellow NRM candidate, Robert Baluku. They
have vowed to vote the opposition. The incumbent Bukonzo
East MP is Yokasi Bihande, who is also husband to the district
woman MP, Winfred Kiiza, is not contesting following a court
order that ejected him out of parliament. When he tried to re-
contest the seat, he lost in the FDC primaries and conceded
defeat.
(c) Busongora South Constituency
Contestants here are the incumbent MP, Kafuda Boaz (NRM),
a Musongora and Johnson Kathika Mbaju (FDC), a Mukonzo.
In 2011, Kafuda enjoyed support from the majority Bakonzo
partly because his father was a member of the Rwenzururu
House of Representatives, which he later quit when
Mumbere resisted the minority Basongora attempt to have
their own cultural leader.
Kafuda is likely to suffer because of the tribal conflicts
between the Bakonzo and the Basongora. These Basongora
have been striving to have their traditional leaders
recognized by government. This move is being resisted by
the Obusinga Bwa Rwenzururu that interprets it as an effort
to undermine their authority and influence. The Basongora
argue that the Government has favoured the Bakonzo
against them. So they will “punish” the NRM by voting the
opposition.

(C) Busongora North
The parliamentary race here is between the current
Secretary for Works in Kasese District Local Government,
Mike Asiimwe Mbakania (NRM) and the incumbent PM,
William Nzoghu. William Nzoghu has an upper edge over
Mbakania, partly because despite the many government
interventions there, Busongora North is an FDC stronghold
and a strongly pro-Rwenzururu, which is generally
dominated by members of the opposition and its leader has
remained doubled-edged as will be seen later in this brief.
(D) Kasese Municipality
Parliamentary candidates are the NRM flag bearer, Ferigo
Kambale “Papa”, former Kasese District Chief Finance
Officer, who is standing against Robert Baluku Centenary
(FDC), a grandson to the Yofesi Masereka family who are
staunch NRM supporters.
Factors working against Ferigo Kambale include his strong
ties with some families in D.R Congo. He is the brother of
Simon Kasereka, the Kasese District Commercial Officer,
who recently confessed that he has dual citizenship with
Uganda and Congo and votes in both countries. Ferigo’s
integrity is also doubted because he has sexual
relationships with many men’s wives and daughters. When
residents complain to him, he says the women flock to him
because of their relatively poor conditions and because he is
handsome and dresses expensively.

Ferigo has so far dodged two radio debates and one public
debate where other candidates appeared thus giving the
opposition opportunity to popularize their agenda.
Ferigo is also regarded as a poor public speaker. He
performed badly while translating H.E campaign speech on
17.01.2016 at Nyakasanga Playground. People in the
audience kept on translating some words for him in
Lukhonzo while H.E also corrected him.
In a brief dated 13.1.2016 from this officer, it was reported
that during the NRM primary elections, the Minister of
Defence and MP Bukonzo West Constituency, Dr Crispus
Kiyonga, was given money by the NRM Secretariat to give to
the District LC 5 and the Kasese Municipality Mayoral
candidates. But Dr Kiyonga instead omitted the incumbent
MP, James Mbahimba in favour of former Kasese District
Local Government Chief Finance Officer, Ferigo Kambale. Yet
Mbahimba has been very loyal to the NRM and has helped the
NRM achieve various projects in the Municipality. Moreover,
to many people, especially from Busongora North, where
Mbahimba hails from, he is perceived as their representative
in government more than they consider Kiyonga. Moreover,
the people regard Ferigo as more of a Congolese than a
Ugandan.
Following James Mbahimba’s defeat in the parliamentary
elections, his supporters, including the family of his in-laws –
the Yofesi Masereka , a.k.a “Richman” – are son angry that
they have vowed to punish Ferigo seen as Kiyonga’s imposed
man, by voting for Robert Centenary Baluku, who happens to
be a grandson to Yofesi and betty Masereka.

2.0 THE OBUSINGA BWA RWENZURURU FACTOR
On 4th February, 2016, the Rwenzururu cultural leader,
Charles Wesley Mumbere Irema Ngoma, hosted the FDC
Presidential flag bearer, Dr Kiiza Besigye and uttered
statements that are inclined to showing his indirect support
to the DFC. During Besigye’s campaign in Bukonzo east
constituency on 3rd February, 2016, the Rwenzururu loyalists
wanted to hoist the Obusinga flag at Besigye’s campaign at
Kisinga but Uganda when Uganda Police consulted the
Rwenzururu Prime Minister, Noah Nzaghale on phone
(0772950938), he advised that it was not advisable because
the function was political where Rwenzururu symbols or
other materials associated with the institution should not be
used. The Rwenzururu later tuned the issues against Fred
Businge Police, Kiyonga’s nephew who is the NRM flag for
Bukonzo East Constituency, alleging that he had influenced
the exclusion of the flag at Besigye’s rally in the area. At a
press briefing on 2nd February2016, Nzaghale re-emphasized
that hoisting the Rwenzururu flag at a political party
function would imply that the Rwenzururu supports that
party.
However, on the same day, the Rwenzururu king, in a radio
message, disagreed with is prime minister, arguing that the
flag must be hoisted as a way of popularising the institution,
adding that after all it is recognised by government.
Mumbere said failure to hoist the Rwenzururu flag is a sign

of disobedience to the Rwenzururu and also a sign that
either the cultural leader is dead.
On 4th February, 2016, the Besigye visited the Rwenzururu
king at the king’s palace on Kijongo Road, Kasese
Municipality. The meeting was organised by one of
Mumbere’s protocol officers, Florence Kabugho, who also
works at the South Rwenzori-owned Messiah radio 97.5 FM.
During his meeting with the FDC leader, Mumbere said he
had warned H.E to retire honourably or get forced out of
office by Ugandans.
At Besigye’s main campaign rally at Nyakasanga Playground
in Kasese Municipality on 5th February, 2016 (Photo earlier
sent), the Rwenzururu flag was hoisted alongside the
Uganda flag. The FDC supporters also sung the Rwenzururu
anthem. Besigye also addressed them as “Banya
Rwenzururu and banya Rwenzururu kali (men and women of
Rwenzururu), exciting them at the mention of the title.
But in a press statement dated 8th February 2016 to the
editor, New Vision and radio stations and signed by his
personal assistant, David Bradford Nguru, (Scan attached)
Mumbere denied having said he H.E would be forced out of
power.
Parts of the letter which is attached, read as follows:

1. The Omusinga made a passionate appeal to all Presidential
candidates to respect the verdict of the electoral process
so that Uganda can remain peaceful. When probed further,
His Majesty assured the citizens that he believed that even
President Museveni would comply if he lost – given his
undisputable sacrifice to liberate Uganda through the 5-
year bush war.
2. The allegation suggesting that Omusinga had assured
support for the FDC flag-bearer and a promise to mobilize
support for the FDC party is a speculation and an
imagination of a malicious mind bent to discredit the
neutrality of His Majesty Omusinga and calculated to
categorize him partisan.
3. Courtesy calls on His Majesty Omusinga by politicians does
not make him partisan. He receives them without
discrimination and wishes all of them good-luck. He has
been visited by aspirants and candidates from all parties,
as long as they wish to do so through the Royal Protocol.
The Palace is open to all equally.
4. The Omusinga wished all Ugandans a Free & Fair Election.
3.0 Minority Banyabindi factor
At Besigye’s campaign at Nyakasanga on 5th February, 2016,
a group claiming to be Banyabindi, handed over their NRM
cards accusing the NRM of failure to defend them against
Mumbere who has vowed that no other cultural institution
should even be recognised in his kingdom, especially in
Kasese.
4.0 De-campaigning H.E’s promised district in Kasese

While campaigning at Nkaiga Primary School, Maliba trading
Centre, Maliba subcounty, Kasese district on 16th February
2016, H.E announced that creation of a new district for the
people of Busongora North. But the opposition politicians
have started de-campaigning the President’s promise
brushing it off as a mere political tool to get votes.
The opposition politicians led by William Nzoghu (Busongora
North), Kasese woman MP Winfred Kiiza (FDC), Bukonzo east
MP, Yokasi Bihande and others contesting the local seats
including Sibendire Bigogo (for LC V) and are misinforming
the Bakonzo that government intends to demarcate the
proposed district along the Rwimi-Kasese-Bwera-Mpondwe
highway to give the lower part of the road to the Basongora
hence denying the Bakonzo resources of Queen Elizabeth
national parks and lakes George and Edward including the
oil said to be located in those areas.
Following President’s announcement, the district leadership
has downgraded the zeal and morale to work for the entire
district. They are positioning themselves to benefit from the
new proposed districts. This has impacted negatively on
mobilisation efforts in the district. For example, the District
Chairman's focus is on his home area of Bwera where he is
likely to contest for the same seat in this month’s elections.
Note that all the above were works of Sam Kutesa and his
son Odrek Rwabogo. These activities still happen as of 15th
December 2018.
5.0 Night campaigns
Trucks blaring with campaign music and messages of
candidates have gone on unchecked so much that the

trucks, mounted with Public Address Systems (PAS) are
increasingly moving in towns and some villages even at
night. On the night of 9th February, some of these trucks
moved around various parts of Kasese Municipality and
others were reported in Isule, up in the mountainous villages
of Maliba Subcounty, Busongora North.
COMMENTS
The above situation is impacting negatively on the current
mobilisation hence creating an avenue for increased support
for the opposition. This is also a possible fertile ground for
the ADF rebels who could take advantage of the confusion
to spark of election or post-election violence in the Rwenzori
sub-region.
The enemy could take advantage of the gap being offered by
the night-moving trucks to attack. Residents are also
wondering whether government has lost control of law and
order.
The Rwenzururu response contained in the letter to New
Vision regarding Besigye’s visit to Mumbere fails to cover
the impressed already created in the public mind.
RECOMMENDATIONS
This is an in-house conflict of interest within the ruling
family, Your Excellency can carry out your own
investigations using your secret intelligence services to dig
to the core of the matter. That is above the belt of the party

Set up a team to undo the NRM ideology by Odrek Rwabogo
before the National Delegetes Conference happens.
Your Excellency, you need to meet the independent
candidate by yourself and re-orient them to think along party
lines than Rwabogo and Kutesa lines.
For Kasese, there urgent need to review the situation
because the enemy could use this confusion to ignite
election or post-election violence in 2021. I strongly
recommend that during his next mop-up campaigns in
Kasese, H.E. brings together key personalities that could
reverse the trends in favour of the NRM, especially
reconciling the Ferigo-Mbahimba factions.
It is also strongly recommended that a delegation of
carefully selected people from central government and
Kasese district be facilitated to meet the Rwenzururu
cultural leader to neutralize his pro-FDC stance.
