Organic certification system is a quality assurance initiative, intended to assure quality, prevent fraud and promote commerce, based on set of standards and ethics.
It is a process certification for producers of organic food and other organic products

To provide a focused and well directed development of organic agriculture and quality products, Ministry of Commerce and Industry, Government of India, launched the National Program on Organic Production (NPOP) in the year 2000, which was formally notified in October 2001 under the Foreign Trade & Development Act (FTDR Act).
NPOP provides information on standards for organic production, systems, criteria, and procedures for accreditation of Inspection and Certification bodies, the national organic logo and the regulations governing its use.
The standards and procedures have been formulated in harmony with international standards such as those of Codex and IFOAM.
NPOP is implemented under AGMARK by Ministry of Agriculture for the domestic market (voluntary).
The NPOP standards for production and accreditation system have been recognized by European Commission*and Switzerland* as equivalent to their country standards.
USDA has recognized NPOP conformity assessment procedures of accreditation as equivalent to that of US.
With these recognitions, Indian organic products duly certified by the accredited certification bodies of India are accepted by the importing countries.
*Processed products are at present not covered under the equivalency
agreement with EU and Switzerland

Govt of Bihar has been promoting Organic Farming through following activities:
1. Promote Vermicompost production with maximum 50% Govt Subsidy.
2 District wise set up of Gobar gas/Biogas industries where 100% subsidy allocated to public sector and 50% to Private sector
3. Distribution of Vermicompost to farmers with maximum 50% subsidy.
4 Set up of Biofertilizer production units and promotion of Organic Agriculture under RKVY Scheme

• The State has the natural endowment of fertile soil, good rainfall, plenty of water resources, and agro-climatic conditions suitable for growing three crops a year and almost all types of crops.
• Agriculture is not only the source of livelihood but also it generates raw material for the agro based industries which has immense potential in the state.

• Apiculture: Bihar is one of the leading honey producing states in India. The main regions in which beekeeping are done are the districts of Muzaffarpur, Vaishali, Sitamarhi, East & West Champaran,Madhepura, Katihar and Begusarai.
• Animal Husbandry & Dairy: Animal Husbandry & Dairy is the subsidiary income generating activity for the landless poor of the State.
• Fisheries and Aquaculture: Bihar is blessed with vast
and varied fisheries and aquaculture resources. However, despite such natural resources and fish as highly preferred food item, aquaculture and open water fisheries resource remain highly underutilized
• Silk: Bihar is known for ‘tassar’ Silk produced in Bhagalpur area.

Govt initiatives under various schemes for promotion of Organic farming
Vast prospects for cultivation of various fruits and vegetables which can be grown organically for better returns.
Other enterprises like Apiculture, Aquaculture, Animal husbandry and dairy products can be covered under Organic Certification

• Small and fragmented land holdings.
• State initiatives for promotion of organic farming was project based. Hence it lacked sustainability.
• The subsidies provided for organic farming are mainly for organic inputs.
• Lack of Marketing and infrastructure facilities.
