XTEK ARMOUR TECHNOLOGY TO BE EVALUATED BY THE US DEFENSEDEPARTMENT

Recently XTEK announced that its XTClaveTM Armour Technology had beenselected by the United States (US) Department of Defense for testing andevaluation in FY 2013. The testing and evaluation process will be sponsored bythe US Army and will be conducted as part of the US Department of DefenseForeign Comparative Testing (FCT) Program.

XTEK’s participation in the FCT Program will focus on the evaluation of SmallArms Protective Inserts (SAPI) body armour plates that are fabricated using anisostatic high-pressure processing technique that is unique to XTEK’s novelXTclave™ armour technology process. lighter armour technology for use by our troops. XTEK continues to engage withthe ADF to facilitate adoption of this leading edge technology. More particularlythrough recent successful ballistic testing XTEK is on a path to satisfy therequirements of the ADF Land 123 Phase 3B Protection Elements Project, aproject designed to provide upgraded body armour to the ADF by 2014.

XTEK has extended its capacity to produce commercial volumes of bodyarmour with a joint venture with Australian armour manufacturing companyArmor Australia.

MESSAGE FROM THE PRESIDENT

Hello again from the NSW chapter.

With Christmas closing on us quickly and the year almost done, I thought it wastime to reflect on what we have achieved this year for the membership. Thehighlights include:

A reinvigoration of our monthly Networking Breakfast series with moremembers taking advantage of the excellent networking opportunities thatthese present.Project management training undertaken with the assistance of the DMO’sSADI Program. We will soon be in touch to discover what trainingopportunities would best suit you for 2013.Workshops undertaken with the assistance of the DIIC.A reinvigorated Young Achiever Award, thanks to the efforts of committeemember Peter Marinovic and sponsorship by Goal, Living Planit andSnap-On Industrial.Another highly successful Anniversary Dinner, thanks to the efforts of theFunctions Sub-Committee and Russell Maddern in particular. Thosepresent were rewarded by the frank, open and supportive words of DMOCEO Warren King who made a couple of new announcements on theevening, andThe AIDN NSW initiative to pull NSW industry organisations together toprovide united assistance and support to the NSW Government in itssupport of the defence industry.

Consolidated like this, it is an impressive list and the membership can be proudof the achievements the committee has made on your behalf. And at time ofwriting, we are by no means done; we still have our Breakfast at GHD and theever-popular Christmas Function at HMAS Penguin to go.

As this will be the last newsletter for the year, I and the NSW management teamwould like to take the opportunity to wish you, your colleagues and your familyall the very best for the festive season, and trust that we will see you back in theNew Year with improved business prospects.

THALES TO UPDATE COLLINS SONAR

Thales has been awarded a $22.2 million contract to update sonar equipmentfor the Royal Australian Navy’s Collins Class submarines. The contract willinvolve replacing obsolescent electronic components to improve reliability andhelp to reduce space, weight and power requirements. The majority of specialistengineering and logistics work will be performed in the Thales facility atRydalmere, NSW.

Thales currently holds the contract for in-service support for the Collins sonarsystem and is the original manufacturer of the equipment. The government hasallocated an additional $700 million over the next four years for Collins Classsubmarine sustainment.

NSW Member Epica Solutions celebrated its 10th Anniversary in September.The business started with two partners in September 2002 and now employs ateam of 23 people. The prime business is Data Management ensuring accuracyand integrity of the data. Epica also provides in-house developed SoftwareApplications to assist in clients cataloguing and codification projects. Epica’sclients include major Mining Companies, Government departments, defenceindustry and several manufacturers. The company recently won a further 5 yearcontract with the ADF to assist the National Codification Bureau with its NATOData Codification requirements.

Development of an operational model to integrate the JSF into theAustralian Defence Environment, andCompletion of the decade long project to upgrade 431 M113 ArmoredVehicles. Work included stretching the hulls, integration of new sub-systemsand improvements to firepower, protection and habitability.

ANNIVERSARY DINNER - 20th SEPTEMBER

More than 100 people attended the Dinner on Thursday 20th September at theFour Seasons Hotel, The Rocks. Keynote speaker and DMO CEO Warren Kingspoke on the favourable performance of the DMO when compared to industrybenchmarks, and called on everyone to assist in countering the publicperception that many projects are failures when in fact they are significantsuccesses. NSW Member for Newcastle Tim Owen spoke on the NSW Govtsupport for defence projects in NSW and Chris Jenkins, CEO of PlatinumSponsor Thales, continued the saga of his aquarium, or was he still talking ofthe Australian defence industry.

OCTOBER BREAKFAST AT QUICKSTEP

More than 30 people attended a highly successful and informative breakfastvisit to Quicksteps new premises at Bankstown. The visit included a briefingfrom CEO Philippe Odouard and a tour of the new, state-of-the-art carbon fibremanufacturing facilities where parts are being made for the JSF and several carmanufacturers. A new process under development has the potential tosignificantly reduce the price of carbon fibre parts, with volume parts for cars inthe companies sights.

Due to pressures from his own business and the high level of commitmentexpected, NSW President Alan Rankins will be sharing duties with othercommittee members for the balance of his appointment until June 2013.Governance procedures have been improved with new travel arrangementsendorsed.Despite a high number of members leaving the organisation in 2012,membership overall remains healthy with only a slight downward trend andmembership income expected to exceed the 2011 figureA new contract was endorsed for Administration Officer Jenny Pitt.

2012 has come and gone in the blink of an eye. For the Northern Territorydefence support industry it has been a year of significant change includingreduced budgets and a multitude of studies pointing to the possibilities in theTop End. Darwin has had its first rotation of 250 Marines through with barely aripple felt. Some local businesses were fortunate in securing work to support theMarine’s activities, however they were very niche services.

More pertinent at this point in time is the continued support of the NorthernTerritory Government into the future. We will know by December 13 the makeupof the anticipated mini-budget which is being handed down on December 4.How this will affect AIDN-NT for future funding remains unknown. We arepositive, however, that with the recent engagements between the Minister forBusiness, The Hon Peter Chandler, MLA and AIDN-NT we have already

established a strong ongoing relationship.

Member News

WEST Australian shipbuilder Austal is expanding its presence in Darwin, buyingan engineering firm with significant business supporting Navy and borderprotection operations and the oil and gas sector.

Austal chief executive Andrew Bellamy said the company would acquireHydraulink NT and its associated business KM Engineering (HKME), mergingits Darwin operations with HKME.

It will take an 80 per cent stake for $8 million in cash and equity. Austal will paya further $2 million subject to the business meeting agreed performance-basedconditions.

Mr Bellay said the acquisition signalled Austal's commitment to supporting RANand Customs and Border Protection operations which were core to its longtermsuccess.

Minister for Defence Materiel Jason Clare recently announced that Australianaerospace company TAE has manufactured and delivered their first parts forAustralia’s first two F-35A Lightning II Joint Strike Fighters.

Mr Clare said Brisbane-based TAE will supply advanced liquid cooledelectronics chassis assemblies for the F-35A.

"This work is potentially worth in excess of $15 million over the life of the JointStrike Fighter Program," Mr Clare said.

CADGILE AWARDED LARGEST DEFENCE CONTRACT

CAD service supplier Cadgile has been awarded stage 2 of a key defencecapability upgrade for ASC. The awarding of stage 2 makes it the largestdefence contract awarded so far for the Adelaide based computer aided draftingservice supplier.

The project, project managed by Cadgile, includes a seven person in-housedesign team and involved close collaboration with local suppliers LevettEngineering, and Bureau Veritas.

Teleport business grows as satellite launch approaches.

Australian satellite communications provider NewSat has signed their largestindividual teleport contract, a two year US$8.59 million contract with BAESystems which will provide hardware and satellite communications servicesthrough NewSat’s Perth teleport.

The contract will deliver offshore satellite communications to enable high-speedconnectivity between the customer’s Perth office, offshore platform andproduction facility in Onslow. The solution has been designed to withstand thecyclonic conditions unique to the region.

SITE WORKS START FOR TITANIUM FACILITY

South Australian Premier Jay Weatherill launched the site works for Australia’sbiggest titanium manufacturing facility in early August.

Collaboration between the State Government and BAE Systems, this projectwill utilise South Australian advanced manufacturing skills to supply long thintitanium components for the Joint Strike Fighter program.

BAE Systems Chief Executive David Allott said the investment would deliverlong-term benefits.

“It reinforces the South Australian Government’s long-term commitment for ourstate to become an advanced manufacturing leader with an important role in theF-35 supply chain over the next 20 years,” he said. “This new facility will allowus to address a significant capability gap in advanced manufacturing inAustralia.”

FUTURE SUBMARINE SYSTEMS CENTRE TO OPEN INADELAIDE

Minister for Defence Stephen Smith, Minister for Finance and DeregulationSenator Penny Wong and Minister for Defence Materiel Jason Clare announcedAustralia’s Future Submarine Systems Centre will be based in Adelaide. TheCentre, to be the home of the Future Submarine program, will eventually houseseveral hundred personnel from the Navy, the Defence Materiel Organisation,the Defence Science and Technology Organisation and defence industry.

The Systems Centre is a similar facility to the one that was established for theAir Warfare Destroyer project. It will undertake a variety of tasks includingevaluation of options, design work, program management, engineering, logisticsand production planning.

The Government has previously committed to assembling 12 submarines inSouth Australia.

GIPPS AIRVANS TO BE ASSEMBLED BY SOLOY INUSA

The GippsAero GA8 Airvan is to be assembled in the US by Soloy AviationSolutions in Olympia, Washington state. The deal, which also includes technicalsupport for the eight-seat single, will cover all Airvans for the North Americanmarket. The agreement may be extended later to include the GA18 (N24Nomad twin) and the Rolls-Royce 250 powered GA10 ten-seat single. Theassembly by Soloy will remove the requirement to ship the aircraft’s US madeengine, propeller and instruments to the GippsAero facility at Latrobe ValleyAirport at Morwell, about 180kms east of Melbourne, Australia. Gipps says thereare about 35 GA8s in the US.

AUSTRALIAN PARTS FOR AUSTRALIAN FIGHTERJETS

Minister for Defence Materiel Jason Clare today unveiled the first Australianmade part for the first Australian Joint Strike Fighter AU-1.

The precision component is part of the structure that attaches the aircraft’swings to its fuselage.

It was manufactured by Lovitt Technologies in Melbourne.

It will now be shipped to Lockheed Martin in Fort Worth, Texas where it will becombined with parts from all over the world to assemble Australia’s first F-35AJoint Strike Fighter.

After a detour to Arizona for training and testing, it will be transported back toAustralia in 2018 as the first of a fleet of next generation fighter jets.

“It leaves as a part and comes back as a plane – one of the most advancedfighter planes in the world,” Mr Clare said.

“Australian companies have been manufacturing parts for Joint Strike Fightersfor 10 years, but these are the first major parts that have been made for anAustralian Joint Strike Fighter,” Mr Clare said.

“This is an important day for Lovitt Technologies and dozens of other Australiancompanies that are currently involved in the production of the Joint StrikeFighter.”

“Australian companies have already won more than $300 million worth of workon the JSF Program,” Mr Clare said.

NEW WORLD-CLASS DESIGN HUB FOR RMITUNIVERSITY

A new $80 million centre for design research and teaching will help increasecross-disciplinary collaboration with industry in Australia and on the internationalstage.

Opening the state-of-the-art Design Hub at RMIT recently, Federal Minister forTertiary Education, Senator Chris Evans, said the massive 10-storey, 13,000square metre centre was built with $28.6 million from the AustralianGovernment through the Education Investment Fund.

"Design is a building block for innovation, it contributes to local industries andincreases economic productivity," Senator Evans said.

"The Design Hub provides the research space needed - at a scale neverpreviously available at RMIT or elsewhere in Australia - to increase researchand postgraduate teaching in design.

Bruck Textiles will install and commission new equipment to reduce the carbonintensity of specific textile manufacturing processes whilst increasing capacity.

The project is expected to reduce the carbon emissions intensity of BruckTextiles’ weaving operations by 55% and result in savings of $168,000 in energycosts per year.

Townley Drop Forge will install two new SPZ-160 Induction Heating Systemsto heat raw material in preparation for fabrication in its forging hammers.

BMT’S YOUNG ENGINEERS WIN INDUSTRY TROPHY

BMT Defence Services, a subsidiary of BMT Group Ltd, has celebrated firstplace at this year’s Industry Powerboat Challenge organised by QinetiQ. A teamof eight young engineers from the Bath-based engineering consultancydemonstrated their engineering prowess and claimed the top spot with their‘Flipper 2’ design. The event saw 16 teams from the maritime industry test theirmarine design, integration and project planning skills against one another andbuild a radio controlled model powerboat.

LHD 01 ARRIVES IN AUSTRALIA

The hull of the RAN’s first Landing Helicopter Dock (LHD 01) has arrived atLascelles Wharf in Geelong and will be towed by tug to the BAE Systemsshipyard at Williamstown for consolidation of the superstructure and fitoutworks. The hull was constructed in Spain by shipbuilder Navantia and wastransported on the Blue Marlin heavy-lift ship for its nine weeks, 13,000nmvoyage. LHD 01 is expected to enter service with the RAN as HMAS Canberrain 2014, and will be the largest ship to have ever served in the Navy. The hull ofsecond ship, LHD 02, was launched in July and is due to arrive in Australia in2014, and is expected to enter service with the RAN in 2016 as HMASAdelaide. BAE Systems is the prime contractor for delivering the twoCanberra-class vessels, with Navantia, Saab and L-3 Communications assubcontractors.

CHEMRING UPGRADE NEARS COMPLETION

A major upgrade of Chemring Australia’s facilities near Geelong in Victoria isnearing completion, with SAGE Automation installing new automated equipmentand processes as part of the $11 million project. Chemring Australia has acontract with the ADF to supply airborne countermeasures designed to drawmissile attacks away from aircraft, and has initiated the project to increase itsmanufacturing capacity and expertise.

As part of the project, SAGE was engaged to develop and integrate 18 differentprocess cells, 13 of which were required to be completely automated.Integration of the overall facility under a common Siemens WinCC SCADAsystem was also a requirement. “This is a very important contract for us and thisproduction line in Lara complements a similar Chemring facility in the UK,” saidMichael Flowers, Managing Director of Chemring Australia. “Working withSAGE Automation has proved to be an effective partnership and they havedelivered a difficult project with many potential challenges.”

SENTIENT AND INSITU TEAM TO OFFER KESTREL ONUASs

Sentient has announced that it has signed a long-term licensing agreement withInsitu to integrate the Kestrel land and maritime automated detection softwaresystem into Insitu’s Unmanned Aircraft Systems (UAS). Kestrel is currentlyoffered as a separate product. A company statement says the incorporation ofKestrel software into Insitu’s UAS will enhance operator effectiveness to utilise amuch larger field of regard.

“Kestrel is an important capability multiplier for our UAS to provide ISR overextended periods,” said Insitu President and CEO Steve Morrow. “Kestrel’s

ability to detect very small targets within the field of view significantly increasesthe coverage of ScanEagle and Integrator offering substantial value to thecustomer.” Kestrel software provides an automated target detection capability inboth land and maritime domains, and Kestrel Land MTI specialises in detectingmoving targets within the field of view of an electro-optical (EO) and infrared(IR) sensor, and the system has been used extensively in Afghanistan and Iraqwith the US and other services.

NEW SECRETARY FOR DEFENCE DEPT

Prime Minister Julia Gillard has announced that Dennis Richardson will beappointed Secretary, Department of Defence with effect from 18 October2012. He has been the Secretary of the Department of Foreign Affairs andTrade since December 2009.

Following the appointment of Dr Brendan Nelson as Director of theAustralian War Memorial, Duncan Lewis, Secretary to the Department ofDefence, has been nominated as Ambassador to Belgium, the EuropeanUnion and Luxembourg, and also Australia’s Ambassador to NATO.

Peter Varghese, who is currently Australia’s High Commissioner to India will beappointed Secretary, Department of Foreign Affairs and Trade. He will takeup his appointment as Secretary on 3 December 2012. The appointments ofRichardson and Varghese will be for terms of five years.

THE MILITARY IS FINALLY REPLACING THE HUMVEE

The U.S. Army and Marine Corps on 22 August awarded Humvee maker AMGeneral as well as Lockheed Martin Corp and Oshkosh Corp contracts valuedat $56 million to $66 million to work on prototypes for a new truck to replace theworkhorse Humvee.

The multibillion-dollar Humvee-replacement program is one of few newdevelopment programs available to U.S. companies as the Pentagon preparesfor up to $1 trillion in cuts to planned spending over the next decade.

Lockheed, privately held AM General and Oshkosh beat out NavistarInternational Corp, General Dynamics Corp, and Britain's BAE Systems, whohad also bid for the 27-month Joint Light Tactical Vehicle developmentcontracts.

The decision by the two military services, posted late on 22 August on agovernment contracting site, foresees initial funding of $99.5 million on theprogram, with the remaining funds to be spent in fiscal years 2013 and 2014.The Army issued a request for proposals on January 26 for the program.

AM General's overall contract was valued at $64.5 million; Lockheed's wasvalued at $66.3 million and Oshkosh -- which also built a mine-resistant,all-terrain vehicle for the military's use in Afghanistan, was valued at $56.4million.

Current plans call for the Army to buy up to 50,000 of the new vehicles, with theMarines set to buy 5,000 more.

AM General welcomed the announcement, saying it would produce 22prototypes of its "Blast Resistant Vehicle - Off road" or BRV-O, which it said wasbased on over a decade of the company's investment in research, developmentand testing.

AUSTRALIA’S BIGGEST TITANIUM FACILITYMILESTONE

Site works for Australia’s biggest titanium manufacturing facility started recentlyin Adelaide.

South Australian Premier Jay Weatherill turned the first sod of dirt on site at aground breaking event held at BAE Systems Edinburgh Park site.

BAE Systems Chief Executive David Allott said the investment would deliverlong-term benefits.

“It reinforces the South Australian Government’s long-term commitment for ourstate to become an advanced manufacturing leader with an important role in theF-35 supply chain over the next 20 years,” he said.

“This new facility will allow us to address a significant capability gap inadvanced manufacturing in Australia,” he said.

“Also, the investment may lead to new opportunities in defence and othersectors like commercial aviation.”

Site works are expected to be finished late July 2013, with manufacturing of thelong thin Joint Strike Fighter components expected to begin early in 2014.

SUSTAINMENT GOES LOCAL

Lockheed Martin and the Ground Telecommunications Equipment SystemProgram Office (GTESPO) have recently signed in Newcastle, NSW, anagreement to novate the TPS-77 TADRS sustainment contract from the U.S. toits Lockheed Martin Australia business.

The contract, which originally started in 2005 following the delivery andacceptance of the fourth TPS-77 radar to the Australian Department of Defence,has to date been managed by the company’s Mission Systems & Sensors(MS2) business in Syracuse, N.Y., with Lockheed Martin Australia in support.The Lockheed Martin Australia office in Newcastle has now matured, gainingAuthorized Engineering Organization status, and is capable of assuming thelead on the sustainment contract.

CONSTRUCTION BEGINS ON RAN’S FIRSTHOBART-CLASS AWD

Construction on the Royal Australian Navy's (RAN) first Hobart-class air warfaredestroyer (AWD) HMAS Hobart has been marked by the keel laying ceremonyin Adelaide.

It follows the previously awarded $8bn contract to ASC Alliance for theconstruction of three AWDs for RAN in HMAS Hobart, HMAS Brisbane andHMAS Sydney.

AUSSIE WING CONCEPT FOR JDAM NEARINGPRODUCTION

A winged version of the Boeing Joint Direct Attack Munition (JDAM) that willtriple the weapon's glide range to more than 40 miles is a step closer toproduction after completing wind tunnel tests at a US facility in June.

Developed in partnership with the Commonwealth of Australia, the 500-poundJDAM Extended Range (JDAM-ER) features a modular add-on wing kit that willunfold in flight. The kit can also be coupled with other modular enhancements,such as laser sensors.

The wings were first integrated with the Boeing JDAM during DSTO's Capabilityand Technology Demonstration program, which successfully completed flighttests in 2008.

Boeing will produce and integrate the JDAM-ER wing kits for the RoyalAustralian Air Force (RAAF) under a contract awarded in 2011. The kits will bebuilt in Australia, with initial deliveries expected to begin in early 2015. Courtesyof ADM

Earlier this month G-Wagons were put through their paces at the Janowen 4WDPark near RAAF Base Amberley at a media day for the new vehicle. Units havebeen replacing their Land Rover fleets with eight variants of the Mercedes BenzG-Wagon since July 2, but this was the first opportunity for staff from the ProjectLand 121 Operator Training Facility to demonstrate the vehicles’ capabilities forguests.

Australian Defence Magazine through its publisher Yaffa Publishing Group PtyLtd has been appointed to the Standing Offer Panel for the provision ofelectronic information resources and related services to the Department ofDefence.

RECOGNITION FOR DEFENCE'S SAFETY LEADERSHIP

The Department of Defence has shown it leads the way in workplace health andsafety, receiving an award and two high commendations at the 2012 ComcareWork Health and Safety Awards.

Minister for Defence Science and Personnel, Warren Snowdon, congratulatedthe 6 Battalion Royal Australian Regiment, for winning the ‘rehabilitation andreturn to work’ category for casualty management.

HMAS Penguin’s Transient Personnel Management Cell was highlycommended for personnel rehabilitation. Captain Shane Sarlin, NORFORCE,was highly commended for best individual contribution to health and safety.

Defence’s 2012 winners and finalists play a valuable role in decreasing the riskof injury to Australia’s soldiers, sailors and airmen and women.

BAE SYSTEMS AWARDED CONTRACT TO DEVELOPMODEL FOR INTEGRATION OF JSF IN AUSTRALIA

BAE Systems Australia has been awarded a contract from the New Air CombatCapability (NACC) Program to develop an operational model to integrate theJoint Strike Fighter (JSF) into the Australian Defence Environment.

Under the nine month contract BAE Systems will work closely with theAustralian Defence Force and NACC to develop a model that outlines all

requirements for JSF operations and sustainment including maintenance,supply, training needs and fleet asset management.

Director Aerospace John Monaghan said: “This contract will play a critical rolein ensuring that Defence, industry and our ADF men and women are ready andprepared for a smooth transition when the JSF comes into service.

“Our team will work to define the processes and information that will be requiredto ensure that the aircraft achieves its maximum operational effectiveness inany deployed environment.”

The company has leveraged its global experience and appointed an employeefrom the UK JSF team to lead the project. F-35 Tech Specialist Dave Harrisonhas more than 10 years experience with the aircraft and played a pivotal roleworking with the British Joint Combat Air Project to support the integration of theaircraft into the UK defence force.

The project also requires plans for follow-on phases that will support thecontinued integration of the aircraft through to achievement of its InitialOperating Capability in 2019/20.

AWARD FOR HYPERSONICS COLLABORATION

A Defence Science and Technology Organisation (DSTO) team, investigatingthe properties of hypersonic flight with Australian and international partners,was today presented with the prestigious von Karman Award for InternationalCo-operation in Aeronautics by the International Council of AeronauticalSciences (ICAS) at a ceremony in Brisbane.

The award was presented to Dr Allan Paull (DSTO), Mr Doug Dolvin (US AirForce Research Laboratory), Dr Michael Smart (University of Queensland) andDr Kevin Bowcutt (Boeing Research and Technology, USA). They represent themajor partners in the Hypersonics International Flight ResearchExperimentation (HIFiRE) program.

Knowledge gained from this technology will be applied to the development offuture HIFiRE flight vehicles and testing of advanced air-breathing hypersonicpropulsion engines, known as supersonic combustion ramjets (scramjets).

Dr Bill Schofield, a former laboratory director at DSTO, was presented with theICAS Daniel and Florence Guggenheim Memorial Lecture award for hisenduring contribution to aeronautical science in Australia.

FINMECCANICA JOINS THE GLOBAL SUPPLY CHAINPROGRAM

Minister for Defence Materiel Jason Clare signed a Global Supply Chain Deedwith Finmeccanica at the Land Warfare Conference in Melbourne. The deedwas co-signed by CEO Finmeccanica Group Services, Riccardo Napolitano, onbehalf of the Finmeccanica Group. "Finmeccanica is a big addition to our GlobalSupply Chain program and I'm pleased to welcome them on board," Mr Claresaid.

"Australian small and medium businesses have a range of quality products andservices. This Deed will help them get access to more work acrossFinmeccanica’s global supply chain." Finmeccanica joins other companies whohave signed GSC agreement including Boeing, Raytheon, Thales, LockheedMartin, BAE Systems and Northrop Grumman. The Minister says that throughthese agreements, the government funds multi-national Defence companies tohire a team of people to identify and certify Australian companies as part of theirglobal supply chains.

RHEINMETALL SIMULATION AUST ACQUIRES SYDAC

Rheinmetall Simulation Australia has announced it has entered into anagreement to acquire the defence operations of Sydac Pty Ltd, givingRheinmetall additional presence in the Australian market. Rheinmetall says “themove represents another step in Rheinmetall Defence’s progressiveinternationalisation and systematic expansion into key markets.”

South Australian Treasurer and Minister for Defence Industries Jack Snellingwelcomed the announcement, saying “this announcement strengthensRheinmetall's presence in South Australia and signifies there is a long-termfuture for them in our state. Having met with Rheinmetall in Germany inSeptember and seen first-hand their advanced simulation-based trainingproducts as well as other aspects of their business I am confident there areopportunities for them to continue to expand their simulation and trainingbusiness in Australia's ‘Defence State’."

GOVT RELEASES ASIAN WHITE PAPER

The federal government has released its Australia in the Asian Century WhitePaper which emphasises that Australia’s future “is irrevocably tied to thesustainable security of our diverse region.” A ministerial release says the WhitePaper “outlines a long-term strategy to position Australia to benefit from theopportunities of the Asian century, while managing future challenges,” and that it“outlines the government’s national objectives and pathways to buildingsustainable security in our region.”

A number of national objectives outlined in the document will be reflected in thepolicy goals and priorities to be set out in the 2013 Defence White Paper, whileit also identifies new opportunities for Australia to pursue deeper strategic andsecurity partnerships. The release says “the government will continue toincrease its efforts in the period ahead to deepen Defence cooperation,including joint exercises and other forms of engagement, with our friends andpartners in our region.

PERSONNEL CHANGES

The ADF’s most senior female officer has been appointed to head AirservicesAustralia as the air traffic control provider rolls out a five-year, $1 billionspending program. Air Vice-Marshal Margaret Staib will take over asAirservices CEO on October 15, replacing acting chief Andrew Clark. FormerAirservices CEO Greg Russell abruptly resigned in May amid a flurry of newsreports over his high salary and expenses spending.

The ADF’s senior logistician, AVM Staib serves as Commander Joint Logisticsand played a key role in implementing a $2.4 billion logistics reform programunder the 2009 Defence White Paper, Federal Transport Minister AnthonyAlbanese said in a statement announcing her appointment.

Mr Bruce Carter as the new chairperson of the board of ASC ProprietaryLimited.

Mr Bruce Carter replaces Vice Admiral (retd) Chris Ritchie, who served as thechairman of the ASC Board for more than three years and also served on theAir Warfare Destroyer Principals Council.

INDONESIA TO PUT OFFSET REQUIREMENTS INTOLAW

Indonesia’s secretary general of defense, Air Marshal Eris Herryanto, says apolicy mandating offsets in defence acquisitions will be put in to law and thelegislation is due to pass parliament this year. The offset is expected to be 30%,an percentage similar to India.

The Air Marshal said that an unofficial requirement for offset now exists butsome vendors have avoided it.

An innovative and portable plastic microchip sensor that can quickly detect toxicchemical substances in the field has won the 2012 DSTO Eureka Prize.

The Minister for Defence Science and Personnel Warren Snowdon said the$10,000 prize was presented to Professor Yonggang Zhu from theCommonwealth Scientific and Research Organisation (CSIRO) at the AustralianMuseum Eureka Prize awards function in Sydney.

“I congratulate Professor Zhu for developing an innovative solution for the fastand reliable analysis of chemical warfare agents outside the laboratory,” MrSnowdon said. “The prototype chemical sensor that Professor Zhu has createdhas significant potential to benefit Defence as well as law enforcement, securityand counter terrorism agencies. “It will allow them quickly and accurately toidentify toxic chemicals at the scene of the incident without using the services ofa dedicated laboratory or specialist staff.”

The hand-held device, suitable for identifying individual chemicals as well as thesimultaneous detection of multiple chemicals, is a significant improvement oncommercially available products which are bulky in size and costly to use.

“The most remarkable aspect of this innovation is the plastic micro sensor chipthat does the sampling, detection and identification of the chemicals in onedevice,” Mr Snowdon said.

The sensor is also capable of separating chemical warfare agents fromharmless substances like soft drinks and petrol, which could be used to maskdangerous chemicals. It could also be applied to detect other substances suchas explosives, pesticides, food contaminants and drugs.

“Given further development, this Australian-owned technology will result in alow-cost, portable system that could be mass produced using existing facilitiesin this country,” Mr Snowdon said.

“This work has the potential to play a vital role in protecting Australia fromterrorism and threats to national security."

Mr Snowdon said Professor Zhu’s research was a world leading development inthe growing field of microfluidics. Professor Zhu is Research Group Leader,Materials Science and Engineering at CSIRO.
