We just returned from the League’s Forum in Washington DC and I believe it was a good trip this year, especially since

we had 3 first timers with us, Mindy Barnwell, Dala Crosby and Julie Peterson. They experienced discussing Postal

Issues with Michigan’s Senators and Representatives, expressing opinions on the needed changes. Also at Forum, PMG

Pat Donahoe spoke to us about the Postal Service and then opened the floor for questions. Without knowing the big change of 5-Day Delivery was to be announced, I questioned 5-day delivery eliminating Saturday delivery, with the

possibility of losing parcel customers that were targeting Saturday’s for delivery of their product and he answered that he

would like the name of the lost customer. The customer I spoke of very interested in mailing small parts which would have been mailed First Class and I cannot verify this, but don’t believe his parts would be those which would be included

to be delivered on Saturday. This leads me into what I took to the Hill: Posing questions to our Representatives - Have

all the savings and losses been truly explored and addressed? Have all potential losses, expenses not only for the Postal Service been explored but what about the effect it will have on the private industry – paper producers, printers, sales

personnel in advertising, . We have had some changes in delivery standards, yet we continue to pay overtime and POT to

deliver standard mail on Mondays due to requirement of color code/delayed mail. What will happen when we eliminate

Saturday delivery of letters and flats? Remember we all have a voice, let your Representative know what you believe – write, call and visit them. The League’s National webpage on Legislation has a large amount of helpful information

Now more than ever we need to provide our customers with the very best service possible, being friendly and courteous at

our sales counter – explaining the features of our products and letting the customer choose what is best for them. Then

“delivering” what was promised at the sales counters or on USPS.com : scanning those packages, on the date promised with delivery before 5 PM . This we help us retain the position of most loved and respected branch of the government –

the customers love their carriers and clerks.

I learned of more shortages resulting in “Letters of Demand” issued to Postmasters, OIC’s and supervisors. I am again including some “must do” to help eliminate shortages. It is very important not to take short cuts when it comes to

financial responsibility of Stamp Stock. I believe the most important is #1.

1. Unit Reserve stock transfers to Retail, use PS Form 17, the clerk must

verify the stock , signs the PS 17 and returns to you immediately. Do NOT let

them accept the stock later or sign the PS Form 17 or POS receipt later.

2. Each time you issue or receive stock (resulting in any change in balance) -Print out the inventory reports for the Unit reserve and Retail.

3. Do not give out your POS password or combination to your safe to

anyone. 4. Don’t ever leave the door to your Unit Reserve Stock safe unlocked

when you are not within view of it.

5. Do not have clutter near your safes, too easy to lay a pack or single sheet of stamps down, not “see” them and they end up in Retail or the wrong

hands.

Strong. Also attending each meeting will be members of the NLPM Michigan Board along with the 3-Digit

Coordinator.

For those in the Upper Peninsula who cannot travel to Lower Michigan in March, please plan on attending the

Michigan State Convention in Sault St Marie in June to spend time with National League President Mark

Strong.

Hope to see all of you at one of the meetings in Michigan.

First Timer at Forum: How many legs on your desk?

By Julie Peterson Attending a League of Postmasters forum in Washington D.C. has been on my bucket list long before the phrase became popular. I come from a family of people who want to be involved, care about their issues, and are willing to have their opinions known. If that sounds at all like you attend next year's forum. If it doesn't, attend anyway. I am sure there will be plenty to talk about and we need to share our experiences and knowledge with Congress.

Forum consists of 3 days of orientation, training and presentations. We heard from experts on current postal issues going around on Capitol Hill, League positions on issues and points to make when speaking. We had folders to leave with each member of Congress with facts and figures and position papers to study and learn. No League of Postmasters function would be complete without additional and useful classes. There was an opportunity for role-playing which prepared people to talk to Congress. Workshops were held on APO/RMPO duties, adverse actions, interviews, legislation and retirement. There were booths and postal exhibits too.

On Monday we heard from including our attorney John DiFalco, PMG Pat Donahoe, PRC Commissioner Nancy Langley, Senator Bernard Sanders of Vermont and Representative Gerald Connoly of Virginia. Each brought a different perspective and gave us support as we got ready to speak with Congress.

As a first timer you can be paired with a PM who has more experience and been to the hill before. I got going by taking notes for my mentor of what was said and how aides or the Senators and Congressmen responded. I found them all to be polite, bright, eager to learn from us, and willing to take issues back to their members of Congress. Soon I was comfortable discussing problems myself. Thanks Judy.

But forum is not all work and no play. A large group of us took a nighttime tour of local sites. The beautiful memorials of lit marble brought our leaders, veterans and activists back to life in my mind. Our League contingent went to Arlington Cemetery and the Tomb of the Unknown Soldier. Four of our PM veterans laid a beautiful wreath at the tomb. So many have paid a high price to keep us free. We owe them more than gratitude; we owe them commitment to keep democracy strong.

Because this session of Congress has just begun many offices were not in full operation. As we travelled from one building to another I passed a long row of desks waiting to be moved. Many were upside down. I could not help but notice their desks have 4 legs too; just like yours, mine and everyone else’s. In other words they are people like us and need to hear what we are experiencing and thinking.

Forum does not end when you leave D.C. Use the latest issue of our magazine to locate your congress. Write a simple letter; make your voice heard. As postmasters we have a unique and important perspective. Come to the next forum. You will be glad you did.

eMoves Offices

I know many of my fellow Postmasters are struggling with meters, eMoves and keeping their offices in balance and SOX compliant. The League has a Power Point presentation available to you to help with these and other issues. Do you need help with your meter? Do you know how to check your meter against EDW to make sure it is in balance? Can you correctly prepare your 3602? If not, please send me an email at [email protected] with your issues and I will help you!

I also have computer programs available for your use. I have an electronic PS 3957X Daily Office Recap and an electronic automatic Main Stock PS 3295 for your use. Send me an email and I will send you these programs. I am usually available via phone to walk you through these programs. I am glad to assist you with these and any other eMoves issues! It is essential that we keep these offices in order! I am a phone call or

email away!

IMD Scanner Time Saving Tip For more efficient scanning please read the following procedure. To get the IMD scanners to scan labels without having to hit the scan key for every scan do the following. While the scanner is in regular scan mode press the 123/abc and the C keys at the same time. A (C) will appear at the top right of the screen. Press the scan key and the red read light will start flashing. This light stays on and will scan your labels without you having to press the scan key for each label. When you are done scanning press the enter key and select the proper function. To get the scanner out of this mode press the 123/abc and the C keys again. This process will speed up your scanning process and decrease the repetitive action of pressing the scan key before every scan.

eCareer Accomplishments

Just the other day I was afforded the opportunity to have a face-to-face interview for a higher level Postmaster

position. The very first thing the selecting official said to me was and I quote “I was one of the few people

applying who could address the accomplishments”. My first thought was “oh, good at least I have a shot at this

office” my second thought was “wait a minute, the League has done many, many classes on eCareer’s at

convention; we must not be doing enough to educate prospective Postmaster’s on how to fill out an eCareer’s

application”. So here is my attempt at educating you in how to fill out your eCareer application.

1. Each EAS 18 and above eCareer’s Postmaster position has nine (9) Qualification/Requirements that

you need to write a narrative addressing how you have handled that situation in the past. The nine

qualifications are:

a. DECISION MAKING/PROBLEM ANALYSIS

b. BUDGET OPERATIONS

c. PLANNING AND SCHEDULING OF WORK

d. SAFETY AND HEALTH

e. CUSTOMER AND COMMUNITY RELATIONS

f. LABOR RELATIONS

g. EQUAL EMPLOYMENT OPPORTUNITY

h. EMPLOYEE DEVELOPMENT

i. SUPERVISION

2. For the EPM 55 and below eCareer Postmaster position the first five need to be addressed.

3. Write your narrative so that you show your KNOWLEDGE, SKILLS AND ABLILITY, better known as

your KSA’s. The best way to completely address each qualification is to write it in a STAR format.

STAR in this case stands for SITUATION, TASK, ACTION AND RESULT.

4. The eCareer’s application tells you what you should take into consideration for each qualification.

These are taken right from the eCareer’s application.

a. Decision Making/Problem Solving is the ability to carry out operational plans and procedures

within the framework of policy. Ability to obtain and interpret relevant facts; analyze problems,

complaints, and suggestions and then devise effective plans and procedures and take

appropriate action. Ability to analyze problems and to devise improvements.

b. Budget Operations is the ability to prepare a budget and maintain financial records. Ability to

carry out operations economically and efficiently. Ability to maintain operating cost and

expenditures in proper relationship to the authorized budget.

c. Planning and Scheduling of Work is the ability to plan operations over appropriate time periods,

taking into account variations in workload and available resources. Ability to adjust work

activities and schedules to meet emergency operations.

d. Safety and Health is the knowledge of safety procedures needed to ensure that safe working

conditions are maintained. Knowledge of procedures and techniques established to avoid

injuries to self, employees, and customers. Knowledge of normal accident prevention measures

and emergency procedures. Knowledge of a postmaster's safety and health responsibilities.

Knowledge of the relationships of safety and health considerations to efficient operations,

including absenteeism and operating costs.

e. Customer and Community Relations is the ability to conduct operations in an attitude of

responsive service to customers. Ability to present a favorable Postal Service image to the

community. Ability to be active in community life. Ability to comprehend and communicate

information, both orally and in writing. Knowledge of operating procedures and standards, postal

rates and classes, and commonly encountered customer needs. Ability to sell ideas, positions,

and recommendations to others. Ability to interact tactfully and relate well with others.

f. Labor Relations is the knowledge of labor relations policies, including management's rights, the

rights of employees and their representatives, national and local labor agreements, and

applicable laws and regulations. Ability to negotiate effectively with employee groups.

g. Equal Employment Opportunity is the knowledge of policy pertaining to equal employment

opportunity and affirmative action. Ability to deal sensitively with minority groups. Ability to deal

fairly with all employees, customers, and business contacts.

h. Employee Development is the ability to train and develop employees. Ability to delegate work to

subordinates according to their current ability and capacity for growth.

i. Supervision is the ability to define assignments or projects clearly. Ability to delegate authority,

and to work with and through others effectively. Ability to direct or coordinate individual or group

action in order to accomplish a task or goal. Ability to motivate and lead employees of varied

backgrounds and skill levels. Ability to deal fairly and objectively with subordinates,

Now that you know what you are supposed to be addressing in your qualifications, how do you go about writing

it out? I know that this seems like an impossible task, Lord knows I stared at a blank screen for hours thinking

about what I want to write. But my tip for you is take nine pieces of blank paper, write the qualification in big

letters across the top, underline it. Then along the left side write in capitals “SITUATION”, a few inches under

that write “TASK’’, a few more inches down write “ACTION’’ and then write “RESULT”. For example:

DECISION MAKING/PROBLEM SOLVING

SITUATION, while I was OIC/Postmaster/204b/rural carrier/city carrier/clerk/mail handler or whatever in

“BLANK” office, I came across a situation….

TASK, I knew that my task was to do………..

ACTION, the action I took was ………

RESULT, my result was……….

I’m told that it is always best to have a number as the result, for example “eFlash/CSV/SOV went from a ….. to

….. in just whatever time period you want to make it to show the action you took provided a good result.

Sometimes it is not possible to find a number to give as the result, always give the best result that you can.

Remember, we ALL have done good work, you just need to figure out how to get it from your brain through

your fingertips on to the paper in a way that someone else can understand what you have written.

DO NOT try to address you accomplishments in your eCareer’s WORK EXPERIENCE. Work Experience is

where you provide an OVERVIEW of your duties.

Finally, get your mentor to read and comment on your profile before you submit it. You also should always be

working on making it better. Don’t submit a profile you haven’t looked at since you did it in 2009.

LEAGUE members by the hundreds took to the legislative offices of senators and representatives on Tuesday, February 5, 2013, to inform both new and continuing members of Congress of the important concerns and issues in regard to legislation needing to be passed to enable the Postal Service to continue to provide universal service to all Americans in the most timely and efficient way given changes needed due to economic circumstances.

In encouraging LEAGUE members in their efforts, Sen. Bernie Sanders (I-VT) spoke at the general session Monday at the Crystal Gateway Marriott Hotel in Arlington, noting, “We are not fighting for the status quo … the Postal Service has got to change … but let’s grow the business, not do layoffs, and adapt to the changing era. Postal reform should not close post offices and distribution centers, but give us tools to succeed in the 21st century.”

Rep. Gerald Connolly (D-11-VA) spoke earlier about where the House was on developing new legislation following the failure of “flawed” legislation in the last Congress. “You can close every single rural post office and not save a billion dollars … closing post offices destroys communities and the bill formerly proposed would have done that.”

Both Sen. Sanders and Rep. Connolly encouraged LEAGUERs to make contact both in the home district and on the Hill to make sure the legislators get the real facts on what is needed, i.e., resolving the prefunding and the retirement benefit issues. As to the Postal Service’s look to eliminate Saturday delivery, both legislators commented on it as not a good proposal when, they felt, other avenues to reduce costs were available. (More specifics on their ideas coming in the March Advocate.)

Challenge conventional wisdom, they encouraged, “Build on your momentum … on the need to make changes … these are not insurmountable …”

PMG Patrick Donahoe addressed many Postmaster concerns of what was happening in the field and/or going wrong as POStPlan went forward. He was optimistic that legislation could be passed this year but that it needed to be comprehensive and not just on the prefunding and retirement issues. He said the Postal Service continues to pursue taking over health insurance in-house, stating that it would provide better coverage and save money. He also talked about revenue options with a number of new products on the table and new opportunities, such as beer and wine delivery.

“We’re looking to create more opportunities for secure digital messaging for what people want and will pay for and that whatever we do, it falls in the realm of protecting our brand,” said PMG Donahoe.

President Mark Strong noted that the LEAGUE visits to the Hill came at a critical time … to educate legislators on the Hill of the facts. “We’re starting here,” he said, “and I hope that after being on the Hill and preparing here, we can go back home and make a difference with local legislative contacts as well.”

“Our time has come to grow,” said President Strong. “We will bend, we will not break and we will weather the storm.”

On Friday, January 25, the LEAGUE office received a memo from Postal Headquarters releasing the temporary suspension of Delivery Unit Optimization (DUO). On January 11, 2013 DUO was temporarily suspended while adjustments to the financial worksheets for DUO were completed and changes to the process were made that would require approval of the Area Vice President prior to dates of implementation assigned. These changes have been completed.

On Thursday, January 24, training was completed with the Areas and Districts on the new financial worksheets and approval process. LEAGUE leadership received this training and overview and has been involved in the changes presented.

With this training completed the temporary suspension has been lifted and DUO activities will resume. It is our hope that the changes will improve the process.

The LEAGUE office also receive letter on Friday giving notice of the second posting of 6-hour offices under POStPlan. The first 540 offices previously posted, some of which Postmasters have requested placement in was effective January 26, 2013.

The second list of postings will be available in eCareer starting on March 5 and closing on March 20. This posting will be generated from offices where POStPlan has been implemented, making them 6-hour offices effective either February 9, February 23, or March 9, 2013. For those Postmasters requesting placement, the effective date will be May 4, 2013.

The attachment shows the timeline for future postings that will occur between April 24th and June 29, 2013. The attachment also has language concerning eligibility and pay. In every posting of newly implemented 6-hour positions the process repeats itself and are made available in eCareer to EAS and EPM Postmasters, District-wide or Area-wide under a Limited Area of Consideration (LAC).

Emphasizing that, although summary disposition of EEO affirmative defenses is permissible, MSPB

judge’s must exercise that authority with care. On appeal from her removal, Davis alleged that the agency’s

action was discriminatory and in retaliation for her EEO activity. The AJ struck appellant’s affirmative

defenses of discrimination by simply noting that Davis “failed” to allege facts, which, if proven, would establish

a prima facie case of either claim.

The Board found the AJ’s handling of Davis’ affirmative defenses to be in error. First, the AJ erred by

requiring that Davis provide comparator evidence to establish a prima facie case of disparate treatment

discrimination. Second, noting that an AJ must make finding of fact and conclusions of law on all material

issues of fact and law presented in an appeal, “the administrative judge also erred because he did not perform

the requisite substantive analysis necessary to dispose of a discrimination claim without a hearing.”

Finally, the AJ’s dismissal of Davis’ affirmative defenses was premature. The Board remanded,

ordering the AJ to provide Davis with proper instructions on how to avoid dismissal of her discrimination

claims and to allow Davis an opportunity to provide evidence and argument on her discrimination claims.
