• NES (Public Employment Service of the Republic of Serbia) is a public service NES provides services to unemployed persons and employers;
• since May 2007, under the competence of the Ministry of Economy and Regional Development
• NES was founded in 1921 by the Law on Worker Protection (one of the first laws in the area of employment)
Present legal framework:
- Labour Law (2005),- Law on Employment and Unemployment Insurance (2009),• Law on Vocational Rehabilitation and Employment of Disabled
Persons (2009)

- High unemployment rate (in October 2010, the official unemployment rate was 26.20% )- Large regional disparities in unemployment/employment rates- Structural and long-term unemployment- Low labour force mobility- Redundant workers in state and socially-owned enterprises- Obsolete knowledge and skills of employed and unemployed persons- Education system unable to keep pace with labour market changes and needs- Lack of system for monitoring and forecasting of labour market trends

The role of the NES is defined trough the following activities:

- support to the labour market research and processing of collected data;- support to the reform of curricula by providing relevant data on the number and structure of unemployed graduate philologists, current situation and labour market forecasts; - NES will be involved in dissemination activities - a certain number of relevant NES staff will be involved in the language study programmes of the National Centre for Language Learning and IT Literacy; - Monitoring and evaluation of project activities (NES will monitor recruitment of unemployed philologists);- NES will participate in the Project Management - Dissemination and sustainability of the Project results
