The purpose of this report is to provide the update on the current operations undertaken after TC Winston. This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0800-1600 hour, 06/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions.
1.0 HIGHLIGHTS OF LAST 12 HOURS
PA Tailevu and Education Officer (Nausori) visited schools that were used as evacuation centres and confirmed their closure. A separate team consisting Divisional Education Officer and CO (CCD) took 6 tarpaulins and 2 tool kits to other school as detailed in appended table.
A separate team from DVEOC consisting Roko Veivuke Tailevu & Police Officer revisited Naduru Village, Kuku to hold a Special Village Meeting in order to identify the Police Vehicle stoning incident culprits. This is the second stoning incident from the division.
According to DVEOC SIT REP 42 a reliable source confirmed that few cyclone victims are re-selling food rations which they received as Food Assistance. DVEOC has been requested to follow through and provide further update.
Chinese community donates for cyclone relief- The Chinese community in Fiji has donated $91,188.88 to the Prime Minister's National Disaster Relief and Rehabilitation Fund.
Preliminary damage currently stand at $343.3 million- $343.3 million is the current preliminary damage assessment figure caused by cyclone Winston. The number of completely destroyed homes around the country is 7,043. The number of partly damaged homes is 11,111.
1.2 STATUS SUMMARY
Number of deaths in the four divisions remains the same. The number of evacuation centres has increased in the Eastern division.

The above graph illustrates the number of active Evacuation Centres as recorded from SITREPS 18 to SITREP 56. Note that the EC number for the Eastern Division remains constant after SITREP 42 whereas a drop was noted for the other division with the Central Division now recording zero active EC.
The above graph illustrates the number of the trending of EC occupancies in the four divisions. It is noted that there was some major fluctuations in the numbers from the Western Division which recorded a drop at SITREP 32 and a drastic increase at SITREP 34. There is however fluctuations also for the Northern and Eastern Division with numbers remaining steady from SITREP 49. The Central Division has no active EC after SITREP 50.
1.3 WEATHER BULLETIN
Issued from the National Weather Forecasting Centre Nadi on Sunday the 6th of March 2016 Situation: A weak trough lies slow moving just to the north of Fiji. Associated cloud and showers affect the group. It is expected to affect the group till later today. Forecast to midnight tonight for the Fiji group: Cloudy periods with some showers over Yasawa group, Lomaiviti group, the eastern parts and interior of the larger islands. Showers easing tonight. Elsewhere, fine apart from afternoon or evening showers. Moderate easterly winds, fresh at times. Moderate to rough seas. Outlook for Monday: Brief showers over the eastern parts and interior of the larger islands. Fine apart from afternoon or evening showers elsewhere.

2.0 DIVISIONAL UPDATES
Brief summary of updates for each divisions are given below.
2.1 EASTERN DIVISION
Communications on the islands affected has generally been restored for the island of Gau and Vanua Balavu. There is however weak signals registered for some villages in Nairai otherwise the TFL network is working fine in the villages of Waitoga and Vutuna. Digicel network only is now available in Gau. Vodafone is also accessible in the villages of Mua and Yavu in Batiki.
Water supply to all villages, schools and government station on Gau Island are normal as village communities have already replaced and repaired damages to water pipes and have cleaned their water source. Priority areas identified are as follow:
Naigani and Manuku – Need for a water tank as water supply is still not fully restored to the two villages. A second round of food ration is also pending.
2.2 NORTHEN DIVISION
Food ration distribution continued for the Savusavu areas. Distributed items are
detailed below. Total Adults – 551 Total Child – 301 Long Grain Rice (50kg) – 63 bags Flour (50kg) - 29bags Split peas (25kg) – 29bags Canned Corned Beef (48/ctn) – 117 ctn Rewa powdered Milk (24/ctn) – 12 ctn Sugar (50kg) – 29 bags Punjas Soya bean oil (20/ctn) – 14ctn
10% of the Savusavu rural areas have had their power restored as of today.
2.3 WESTERN DIVISION
Food ration deliveries to Tavua and Ba continues from Punjas Bulk Store.
HMRS Kiro now berthed in Lautoka Wharf (2030hrs), returning from Yaro and Tavua
Village, Malolo delivering food rations.
Distribution of food rations continued during the day with inspection of Evacuation
Centres for Tavua, Ba, Nadarivatu and Rakiraki.

2.4 CENTRAL DIVISON
The division as of today [Sunday 6 Mar 16] achieved its target in terms of food
distribution (Phase 1) in all the red zone area in conjunction with Provincial Council
consultation to all the communities that were not affected. Teams continued to
distribute supply of tarpaulins to affected schools that needs to be re-opened
tomorrow (Monday-7/3/16).
Summary of damaged houses for the division is tabulated below:

3.0 AGENCY UPDATES
3.1 Ministry of Education
The following schools have been confirmed by DIVEOC to resume classes tomorrow [Monday 07/03/16] in the Central Division:

4. St. Vincent Catholic Primary school 5. Dakuivuna Primary School 6. Dawasamu District School Primary Schools

Also visited were the already opened Verata schools [Tailevu] which includes Ucunivanua District Schools and Vunibokoi Primary School only, however, the following damages were observed hence recommend the followings.

3.2 Fiji Council of Social Services
1. An attached summary of the relief activities undertaken by FRIEND Fiji sent through the Executive Director of FCOSS by the FRIEND Fiji Executive Director Ms Sashi Kiran. Table is appended.
2. The Executive Director of PIANGO and the PIANGO Technical Officer had 30 minutes at FBC Radio station from 9-9.30am on Friday morning (4th March 2016) on the Fijian Vernacular programme explaining to listeners about the role of played by NGOs in the TC Winston relief efforts, the current work being carried out, the CSO mapping and the information being shared. We gave the FCOSS number and the lifeline toll free number and also welcomed any feedback or questions they have about any NGOs. We were able to share examples of how the information sharing was leading to closer collaboration. I had a listener calling my mobile phone (she knew me) immediately after to thank us for the information and suggested we follow up with progress on another session.
3. The All Nations Christian Fellowship UK and Europe Branches are packing loads of relief items bound for Fiji and this will be addressed through the Government of Fiji for Tax Exemption purposes. It will take time for this shipment to arrive and hopefully, it will be part of the later phase of the relief activities that are now in full force
4. The Ratu Kadavulevu School (RKS) Old Scholars, Parents and Teachers Association posted a successful outing at the school working in the farms and doing much needed repairs.
3.3 Water Authority of Fiji
WAF SITREP 35 covered areas they are working on around the country and a notable feature of the report is the restoration of water supply in the Eastern Division especially for Vanua Balavu which is now fully restored 100%. A table to the above effect is appended.

CONCLUSION
The above concludes this report. It is noted from the divisional reports received and analysis of information provided that there have been some major changes in all divisions. The distribution of food ration has covered all affected villages and communities with the Tikina’s of Nasau and Lawaki covered today. Malolo Island was also covered today by the RFNS Kiro Of concern are the two stoning incidents recorded in the Central Division this week where and FEA contracted vehicle was stoned in Logani and a Police vehicle stoned in Kuku. With such incidents occurring, the safety of the officers in the district levels can be compromised. DVEOC (C) have also been notified to follow through on the report they submitted regarding the sale of food ration by some recipients.
