Determines the long-term directions of socio-economic development of the country;
Considers the existed problems of the nationaleconomic sectors;
3 development scenarios are considered in NDS2030: (1) inertial (2) industrial (3) industrial-innovative.
MAIN CHARACTERISTICS OF THE NDS-2030
(1) First stage (2016-2020) – based on investments anddevelopment of export-oriented and importsubstitution production;
(2) Second stage (2021-2025) – fast growth of investmentsin the real sector and infrastructure;
(3) Third stage (2026-2030) – the transition frominvestments based industrial growth strategy toknowledge and innovation based development.

• Need for focused development efforts to address the key and corss-cutting priorities having catalytic effect on achievement of NDS/SDG goals (including but not limited to):
• Equal access to energy for all,• Food security and quality nutrition, • Balanced regional development, • Decent and productive employment, • Children and youth education and development, • Women economic empowerment.
• Lack of robust data to assess the baseline and progress of SDGs implementation• Need for in-depth mainstreaming SDGs in sectoral strategies and local development plans
and budgets• Low level of public awareness about SDGs and NDS. • Need to continue capacity building of the Government officials for planning and
monitoring of development strategies. • Deficiency of state finance to boost achievements of national priorities and SDGs,
dependence on ODA and private sector investments.• Need for coordinated ODA and increased private sector investments to fund the NDS/SDG
priorities
CHALLENGES AND OPPORTUNITIES
• Finalize establishment of the NDS/SDGs cross-sector coordination mechanism (clear division of responsibilities and accountability framework)
• Continue mainstreaming of NDS and SDGs priorities in sectoral strategies and local development programs
• Review national policies and legislative base to promote enabling environment for NDS/SDGs accelerators
• Development of robust M&E framework for SDGs and NDS-2030• Preparation of SDGs Country Report and presenting results at the global
level• Increase engagement of different stakeholders (incl. Parliaments, civil
servants, civil society, youth) into the process of SDGs implementation and monitoring
• Implementation of innovative solutions for mobilization of financial resources for Agenda 2030
