National Council for Hotel Management & Catering Technology having its campus at A-34, Sector-62, Noida

Eligibility Criteria & Document submission: The agency should have the capacity to take entire job of Civil, Electrical and Electronic requirements and to

execute the job in all 22 locations.

The Agency should either be a Government or PSU.

3. Pre-Bid meeting: A Pre bid meeting will be conducted at NCHMCT as per the “Timelines” Interested bidders who would like to seek clarifications may attend the meeting.

4. Other Requirements: SITE VISIT AND COLLECTING LOCAL INFORMATION

Before tendering, the tenderers are advised to visit the site, its surroundings to assess and

satisfy themselves about the local conditions such as the working and other constraints at site,

approach roads to the site, availability of water & power supply, application of taxes, duties and

levies as applicable & any other relevant information required by them to execute complete

scope of work. The tenderer may obtain all necessary information as to risks, weather

conditions, contingencies & other circumstances (insurgencies etc.) which may influence or

affect their tender prices. Tenderer shall be deemed to have considered site conditions whether

he has inspected it or not and to have satisfied himself in all respect before quoting his rates

and no claim or extra charges whatsoever in this regard shall be entertained

APPROVAL OF TEMPORARY / ENABLING WORKS

The setting and nature of all offices, huts, access road to the work areas and all other

temporary works as may be required for the proper execution of the works shall be subject to

the approval of the concern IHM. All the equipments, labour, material including cement,

reinforcement and the structural steel required for the enabling/ temporary works associated

with the entire Contract-shall have to be arranged by the Contractor only. Nothing extra shall

be paid to the vender. Contractor on this account.

In respect of this project, the Independent External Monitors (IEMs) would be monitoring the

bidding process and execution of contract

5. Other Terms and Conditions: NCHMCT reserves the right to accept or reject any or all the tenders or cancel

this process at any time without assigning any reason whatsoever.

a. The bidders, who do not meet the eligibility criteria; or do not submit all the necessary documents in support

of the eligibility criteria; or do not submit documents that are complete and valid - shall be disqualified and

they would not be invited for participating in the bidding.

b. The bidder is expected to read all instructions, terms and conditions in the tender document. Failure to furnish

all information required or to submit a bid not substantially responsive to the tender document in every

respect will be at the bidder’s risk and may result in the rejection of the bid. Incomplete bids, bids received

late, bids not conforming to the specifications and instructions contained herein, will be rejected summarily.

c. Prior to detailed evaluation, NCHMCT will determine the substantial responsiveness of each bid to the tender

document. A substantially responsive bid is one which conforms to all the terms and conditions of the

bidding/tender document and is without any material defects and deviations. If a bid is not substantially

responsive, it will be rejected by NCHMCT and may not subsequently be made responsive by the bidder by

correction of the non-conformity. NCHMCT will award the contract to the successful bidder who has been

determined to have qualified in the Techno-Financial evaluation based on L-1 price.

d. Any form of canvassing/influencing will attract rejection of bid submitted by the bidder and the NCHMCT

reserves the right to take such penal action (e.g. blacklisting the Bidder for the present and future etc.) as it deems

fit. Not with standing anything contained above, the NCHMCT reserves the right to reject all or any bid as

recommended by the Tender Committee and is not bound to divulge any reason to the unsuccessful bidders.

6. Statutory Requirements:

i) The vendor shall be solely responsible to comply with all Acts, Laws, Rules and Regulations, as may be

applicable from time to time in respect of contract and shall pay all taxes, debts and / or levies as may be

levied by the appropriate Government / Local Bodies and other authorities in this regard, and the vendor shall

indemnify the NCHMCT against all claims, loss, damage and costs thereof in case of any breach of any of

these Acts, Laws, Rules and Regulations.

ii) The vendor shall be allowed to sublet, transfer or assign the contract or any part thereof without the prior

written approval of the NCHMCT.

7. Bid Submission:

Techno-Financial Bids should be submitted as per Performa Annexed with the Tender Document.

A Demand Draft of Rs. 500 on account of Tender Document fee (NON REFUNDABLE) should be enclosed

alongwith Bid should be in favor of NCHMCT, Payable at Noida.

8. Tender fee : Interested bidders are required to submit a non-refundable Tender Cost / Tender Processing fee of Rs. 500/- (Rupees five hundred only) in f/o NCHMCT payable at Noida.

9. Evaluation of Bids: Bids will be opened and evaluated by an expert committee appointed by NCHMCT

10. Contract Period:

a. The work towards creation of 22 Smart Classrooms be completed by 6 months time from the date of providing initial Advance amount.

b. During the contract period, NCHMCT will not entertain any request for revision of rates.

11. Arbitration: In case of any dispute arising out of the terms and conditions of contract or assignment, the

matter shall be referred to the Sole Arbitrator to be appointed by the Chairman, BoG, NCHMCT as per the

relevant Act and the award of the Sole Arbitrator will be binding on both the parties. The cost of such

arbitration shall be shared by both the parties equally. Further, any legal dispute arising shall be settled in the

court of competent jurisdiction located within the local limits of Noida.

Deployment of Touch Technology

The bidder should not give any wrong information or try to mislead in order to attain higher marks. The

available features and other information shall be cross-checked by NCHM. Any mismatch between the

provided information may lead to the rejection of the bid.

The total point shall be calculated as follows:

Total points = 70 * T(s)/100 + 30 * LEC/EC

where

T(s) = Technical score obtained by the bidder as per above criteria which is the sum-total of score of

“Presentation of proposed solution” & “Complying technical specification in a live demonstration”

EC = Total cost quoted by the respective bidder in the tender

LEC = Lowest cost amongst all the bidders who have passed the technical evaluation.

Ratio: Technical and Commercial at 70:30

8. Vendor should also ensure the Other Bidder Criteria:

i. Bidder should have executed a turn-key project involving supply and implementation of video training system along with interiors, lighting, ceiling, tables, chairs, fire alarm, air conditioning and civil work if required.

ii. Bidder to show a sample of suite having the capabilities of video training/learning. Also, the bidder should have implemented a similar set up in any of the government sector clients. Bidder will need to arrange a site visit to the customer place for evaluating the setup.

iii. Bidder to show a sample of Telepresence training suite implemented by bidder having a minimum capacity of 45-50 people in Government/PSU sector.

iv. Bidder to demonstrate a sample training room which should connect to at least 3 other similar training rooms i.e. ability of creating a mode where the trainer see’s all the distant trainees in the left and right back displays and the seeing active speaker/trainee in life like real size image in the centre screen. Similarly, the trainees should be able to see all the distant location trainees in left and right screens placed at the top and the active speaker on the centre screen.

v. Bidder to show a sample suite of having seating capacity of 48 people which should connect to at least two other locations in which bidder to demonstrate the life size images of each active trainee whenever he/she ask a question by pressing a button.

vi. Bidder to demonstrate a room in learning format wherein trainer is at some other location and is always seen in real life size image whether he/she is at lectern or at the whiteboard. Also, bidder needs to demonstrate that when some other distant trainee asks a question by pressing a button, he/she is seen in real life size image to all the trainees.

vii. Bidder should also demonstrate how trainer can simultaneously share laptop content as well as he can explain from whiteboard at the same time. Trainees at distant locations should be able to see both the content (laptop and whiteboard) as well as the trainer teaching at the whiteboard in near life size image.

8.1. Vendor should also ensure Other Terms & Conditions as under: 8.1.1 Solution:

1. Bidder should submit complete proposed layout drawings of the video training suite including the furniture layout, interiors, acoustics, lighting for review of the technical committee. The proposed layout must include all the room, equipment and infrastructure mentioned in the tender. 2. Bidder should submit complete technical details of the solution and Equipment working procedures at the time of tender submission. 3. Bidder should submit complete engineering drawings and Electricals layout of the room at the time of tender submission. 4. Bidder should provide training for operation to at least four persons designated by NCHM. 8.2 Vendor should also ensure Compliance/ Non-compliance Statement a. For convenience of evaluating the proposals from different firms, the Bidder should submit in a tabular form, a detailed compliance/ noncompliance statement pertaining to all clauses of the specifications. The Bidder should indicate compliance or otherwise item-wise. The Bidder may, however, provide additional details / information, if any. b. The Bidder should provide brief description of how compliance is made in their compliance statement is to adhere to the tender specifications, without which the offer will not be considered. c. The compliance statement should be accompanied by technical Brochure and statement should match or better of technical specification given in the Bid document
