There were 31.58 million people in work in the January to March 2016 quarter, 44,000 more than for October to December 2015 and 409,000 more than for a year earlier. See ONS (May 2016)

New Government publication with interesting statistics

The Government has published the first ‘Learner Participation, Outcomes and Level of Highest Qualification’ statistics. Some of the key headlines from this report are:-

There has been a decline in the participation of government-funded adult further education in 2014/15. The number participating was 2,613,700.

905,600 adult learners participated in English and maths courses 2014/15 (a decrease of 4.9% on the previous year).

Between October to December 2015 and March 2016, the number of people in work increased, the number of unemployed people was little changed, but the number of people not working and not seeking or available to work (economically inactive) fell.

There were 499,900 Apprenticeship starts in the 2014/15 academic year (an increase of 13.5% on the previous year).

There were 75,400 learners with a 24+ advanced learning loan in 2014/15 and increase of 27.5% on the previous year.

In 2014/15 there were 609,700 adult learners participating on a community learning course (a decrease of 7.2%) and 101,600 offenders (over 18), in the prison system participating in learning (an increase of 6.6%).

How many future jobs will require higher level skills?

UKCES are expecting employment growth to continue up to 2024 with over 14 million job openings. Interestingly, 13 million of these are due to replacement demand and 1.8 million will be newly created jobs. According to UKCES 46% of employment will exist in the highly skilled occupations (7.6 million) of the 14 million additional openings, and account for over 70% of all newly created jobs in the UK economy. Automotive skills shortage to be tackled via apprenticeships

An automotive apprenticeship matching service has been launched by Bentley, BMW, Ford, GKN, Honda, Jaguar Land Rover, Nissan, Toyota and Vauxhall in collaboration with the Department of Business Innovation and Skills.

The service has been designed specifically to tackle the skills shortage in the automotive sector and will help up to 10,000 candidates a year secure an automotive apprenticeship. See The Recruiter for more details.

Letters and numbers mix for 2017 GCSE grades

Grades for GCSEs in England are changing. Letter grades from G to A* are being replaced with numbered grades from 1 to 9. Grades 8 and 9 are about equivalent to the lower and upper halves of the existing A* grade, and grade 5 is like a C-and-a-half.

So where ‘five good GCSEs’ meant five at grade C or above including English and maths, that will become five at grade 5 or above, which is a bit higher. The first GCSE subjects to move to the new system will be examined in 2017, and the rest will follow in 2018 and 2019.

So in 2017 and 2018, students in England will have some grades in letters and some in numbers. See Careersoft for more details.

Working for Aldi

Aldi are offering apprenticeships, industrial placements and graduate programmes. There are two kinds of Apprenticeships: Stores and Logistics. Their Store opportunities provide a pathway to

becoming a Store Manager, whilst the Logistics Programme facilitates learning about the flow of goods from supplier to store. See Aldi’s website for more details.

Food and Farming degree Apprenticeships

Food sector experts and employers, led by The National Skills Academy for Food and Drink (NSAFD) – are developing apprenticeships to degree level in food and farming to enhance the sector’s productivity.

Last year the Government announced a target to treble the number of apprenticeships in food and farming by 2020 and the Food and Drink Federation (FDF) has estimated 109,000 new recruits are needed by 2022 in the food industry alone. See .Gov.uk for more details.

Transport Apprenticeships

The Strategic Transport Apprenticeship Taskforce (STAT) has been launched as an employer-led group to help address skills challenges and take forward the plan to create 30,000 apprenticeships in the transport sector by 2020.

The task force will also be actively encouraging young people and mid-career changers and returners to consider a rewarding career in transport, dispelling the outdated stereotype that work in the sector necessarily means men in hard hats and hi-vis, and highlighting the full range of cutting edge roles that will appeal to a diversity of people. Its work will support the Institute for Apprenticeships, to ensure consistency with other sectors. See .Gov.uk for more details.

London job growth

The latest NatWest Regional Economic Tracker, which monitors employment levels in 12 regions across the UK, shows that there have been 500,000 new jobs in the capital since 2008, representing a 14.4% increase and equating to a third of all new jobs created in the UK over the same period. The figures also highlight that London was the only city in the country to see a rise in employment of 8.2% amongst 16-24 year olds in the last 12 months.

Nationally there are 5% less young people in part-time or full-time work than eight years ago. See Bdaily for more details.

The future of the Construction Industry

The Construction Products Association have highlighted their Spring forecast which states that Construction output is forecast to rise by 3% in 2016 and 3/6% in 2017. The highest increase is likely to be in infrastructure work which is anticipated to rise by 56.3% by 2019. Warehouses activity also has a high forecast at 23.7% by 2019. According to research undertaken by recruitment consultancy Robert Half Management Resources, the majority (90%) of Chief Financial Officers and Financial Directors are planning to work with experienced interim managers over the next year. The study, based on more than 200 interviews with senior finance executives from companies across the UK, found that the need was strongest for project management skills (46%), followed by business transformation skills (34%). Management and leadership enhancement (27%), business continuity (23%) and change management (9%) were also areas cited as requiring interim managers. See HR Magazine for more details.

More women to be encouraged to become Chefs

Contract catering firm Compass Group UK, who, with a workforce of 60,000, is one of the UK’s largest employers, has committed to ensuring that 50% of all its chefs are women by 2020. Currently of its 4,393 chefs, 35% are female. The industry average is 18.5%.

As part of Compass’s drive to increase the number of women chefs, the firm has launched a ‘Women in Food’ initiative to encourage women in the profession and to support female chefs with opportunities, development and training.

The contract catering industry offers an alternative as a result of the various shift hours and types of work available in a number of sectors including schools, healthcare, defence and business. See The Recruiter for more details.

New guide available for those with a newly acquired disability or health condition

Disability Rights UK have launched a new information guide ‘Get back to where we do belong’ on the education, training and employment options available to people with a newly acquired disability or health condition. It includes what to expect from employers; advice and signposting on careers, education, training opportunities and welfare benefits; coping strategies and resilience. Skills mismatch

An article from ONS which looks at the educational attainment of individuals within the UK workforce and how this differs from the average education level for their occupations. In 2015, there was a slightly higher percentage of overeducated workers in the UK than undereducated. This is partly attributable to younger workers having higher average levels of education compared to older workers and that younger workers are typically not yet in occupations that matched their level of education. What would be interesting is to know which occupational groups have skills mismatches. Office of National Statistics (ONS)

BME Workers in the Labour Market

Although levels of BME employment are higher than they have been since 2001 the Government is still concerned about career progression for BME workers. A consultation has been launched to examine the obstacles BME workers face in the labour market. See .gov.uk for more information.

Young Men and Higher Education

The Higher Education Policy Institute (an independent think tank on HE), has published a report on the under achievement of young men in HE. " Young men are significantly less likely to enter higher education than young women, and they are

also more likely to drop out and less likely to achieve a highly-graded degree. There are many causes and the disparity in educational achievement starts long before higher education."

Mary Curnock Cook - CE of UCAS stated (in the foreword to the report) "Many commentators, including me, have suggested that the dominance of women in the school workforce may play a role in boys’ underperformance relative to girls. While this report does not find evidence to support the theory, I remain instinctively convinced that, as in any other area of life, gender imbalance will itself generate further imbalance." The Graduate Labour Market

The Department for Business Innovation and Skills (BIS) has released information on the employment outcomes for students whose permanent home is England) graduates and post-graduates compared to non-graduates.

The BIS analysis is based on a summary of the quarterly Labour Force Survey (LFS) data for 2015 which is a sample survey of 60,000 households in Great Britain, asking people about their education and employment.

The headline findings (see the tables below) are that graduates:-

are more likely to be in work are more likely to be in high-skill employment are less likely to be unemployed and have higher salaries than non-graduates

Other findings include that STEM subject graduates are more likely to be employed in higher skilled jobs and earn more, than other graduates. See .Gov.uk for the full report.

Manufacturing and Construction industries are slowing economic growth

According to the Office of National Statistics (ONS), UK industry fell back into recession for the second quarter in a row and for the third time in eight years.

Manufacturing and construction is helping slow UK economic growth from 0.6% in the last three months of 2015 to 0.4% between January and March, according to the ONS. Oil and gas industries, however, saw sharp gains, increasing production 17% in February, and 10.9% in March from the same months a year earlier.

The biggest fall in output came from the basic iron and steel sector which saw production drop in March by 37.3% percent compared with a year earlier. See BBC News for more details.

Post Office to cut jobs

The Post Office is to shed more than 500 jobs. Staff affected are those who deliver cash and valuables to post offices and those who process cash. See BBC News for more details.

Future Teaching Scholars

Future Teaching Scholars is a new route into teaching for exceptional maths and physics students. It offers students a £15,000 grant plus a guaranteed place on an initial teacher training (ITT) course after graduation and support to get a maths or physics related degree. New Cyber Security Apprenticeship

A new apprenticeship standard for Cyber Security Technologists has been published by the Tech Partnership and BIS, helping to tackle the growing threat of cyber crime in the UK. The tech partnership report that recent figures show 86% of employers believe there is a shortage of cyber security professionals, and 83% say that cyber-attacks are among the three biggest threats facing organisations today. The Department for Education has produced five careers videos which are available on YouTube. The videos feature game design, electrochemical engineering apprenticeships, mechanics apprenticeships, technology project management and farming. See YouTube.

1 UK Business Counts 2015

Focus on the Finance Sector

There are approximately 3,990 Financial and Insurance businesses in the South Central region which accounts for 1.88% of the total businesses in the region1. Surrey has the highest number with 1,485, closely followed by Hampshire with 1,010.

As can be seen from the growth graphs below Finance and Investment Analysts and Advisers are expected to increase between now and 2022 by 2,232 in the South East and 1,090 in the South West. Financial Managers and Directors are also set to increase by 5,296 in the South East and by 2,822 in the South West. The requirement for Financial Officers, however, looks set to decrease by 1,207 in the South East and 141 in the South West.

For the 3 months ending March 2016, the highest employment rate in the UK was in the South East (78.3%)

For the 3 months ending March 2016, the highest unemployment rate in the UK was in the North East (7.9%) and the lowest was in the South East (3.7%).

For April 2016, the lowest Claimant Count was in the South East (1.2%).

For the 3 months ending March 2016, the lowest inactivity rate in the UK was in the South East (18.6%).

Between September and December 2015, the largest increase in workforce jobs in the UK, was in the South West, at 30,000.

DORSET, BOURNEMOUTH AND POOLE

No of Dorset companies is growing

7,785 companies were registered in Dorset last year – up from 6,326 in 2014. Poole led the way, with more than 1,000 companies created, up more than a third on the previous year, according to the analysis of official data by Company Formations 24.7. There were 3,729 companies dissolved, down 3.4 per cent.

That left the total number of companies registered in Dorset at 47,428, up 9.3 per cent. Dorset moved from 20th to 18th in the national rankings for the total number of companies registered.

There were only two parts of the county where company registrations were down – Christchurch, down 28 to 369, and East Dorset, down 110 to 529.

The Company Formations 24.7 – based on Companies House data and other sources including CreditSafe – showed there were 62.4 companies per 1,000 people in Dorset, up from 57.5. There were 10,059 company directors, up 17 per cent. See the Daily Echo for more details.

Chickerell plans for a supermarket

Up to 50 new jobs will be created if planning permission for Chickerell’s first supermarket is approved. DJ Property has announced that permission for an Aldi supermarket has been submitted to be built at Link Park site on the Granby Industrial Estate which is expected to open in 2017. HAMPSHIRE AND THE ISLE OF WIGHT

Aspers to run Southampton’s new casino

Aspers has been announced as the operator of a planned large casino on Southampton's redeveloped waterfront. The casino will create 180 new jobs. The development which is due to be completed by 2021 will also include 730 apartments, restaurants, up to 50 shops and a 250-bed hotel. See BBC news for more details.

Marks and Spencer to open in Eastleigh in October

Marks and Spencer will be opening a food store in Eastleigh this autumn which will create 50 new jobs. See Hampshire Chronicle.

The new Solent Marine Academy at Highbury College has been launched. From September, students will be able to study for a Level 3 Apprenticeship in Marine Engineering in classrooms and workshops in Boathouse 4. For more information see The Portsmouth News.

A new Lidl supermarket employing up to 40 people has been given the go-ahead in Wellworthy Way, Ringwood. See Bournemouth Echo for more details.

Possible new conference centre for Southampton

Southampton’s City Council’s leader has proposed that Southampton gets a new conference centre

which could feature events with bit names, similar to those held by the Bournemouth International Centre. A devolution deal for the Solent will be announced this summer and could include a new conference centre, which, if successful would create dozens of jobs. Solent University amongst the best for graduate start-ups

Hampshire’s Solent University has been named among the best in the UK for graduate start-ups for the third year running by the Higher Education Business and Community Interaction Survey (HE-BCI). The university had 46 graduate start-ups in 2014-15, double the sector average of 22. The survey includes more than 200 higher education institutions. See Daily Echo for more details.

Guildford is thriving

The growing population of Guildford is now over 66,000 and is a viable alternative to London for business locations. The University of Surrey is one of Guildford’s key assets as it is one of the UK’s leading professional, scientific and technological universities and contributes to the boom in science and technology start-ups. Burgess Hill regeneration project to go ahead

The re-development of the Martlets shopping centre in Burgess Hill has been given the green light. The build will include a multiplex cinema, a Travelodge and 5 restaurants as well as a library and a gym. The construction work will commence in early 2017. Jobs for Selsey in 2017

Selsey, near Chichester is to have a new Asda which could be constructed by Christmas, with the store opening later in 2017. The plans which were approved in May 2015 include 139 houses, a hotel and a petrol station and are likely to create many jobs. See Chichester News for more details.

BRIGHTON AND HOVE

Higgidy to expand

Higgidy, the well-known pie-maker is to undergo a major expansion with an expected 150 new jobs to be created.

In the space of 10 years, Higgidy have expanded from a kitchen start up in Shoreham to employ more than 250 people. It is forecasted that the planned expansion to their facilities will bring in the additional 150 jobs over the next 5 years. See The Argus for more details.

Construction work to create jobs for Brighton

It is estimated that a new project for Brighton Marina will create around 385 operational jobs once completed and 375 jobs and 565 indirect jobs during its eight year construction phase.

Tenants Land Securities has announced its plans for 1,000 new homes as well as new leisure facilities while the existing multi-storey car park would be replaced by an underground facility. It is anticipated work will begin once the ongoing and neighbouring Brunswick Development project to build 853 flats is completed. See The Argus for more details.

Preston Barracks redevelopment to create many new jobs

The redevelopment of the University of Brighton’s Preston Barracks in Brighton are likely to create 1,065 new jobs, including 280 during construction, with 710 at the new Central Research Laboratory and additional retail and building management roles.

The redevelopment over three sites will include a new centre for hi-tech manufacturing start-up companies, 1,300 student rooms, 350 homes and shops, cafes and workshops. See The Argus for more details.

Brighton Pharmaceutical company expansion

Custom Pharmaceuticals, a 200 strong pharmaceutical product company in Brighton is seeking

planning permission to convert Beacon Bingo in Moulsecoomb Way into a new operations centre

with manufacturing, R&D, office and warehousing space. If successful the proposed scheme will

create about 50 new jobs. See Insider media for more details.

LEP NEWS

Jump Factory expansion Following the opening of a trampoline park in Basingstoke in February, Jump Factory are planning to open two more in 2017. See Enterprise M3 for more details. Inland Homes plans for job creation Inland Homes are planning a business development at Southampton's Chapel Riverside site by 2022, which could create up to 700 jobs. Dorset’s BIG programme

Dorset LEP has officially launched the Bournemouth International Growth (BIG) programme, an ambitious economic growth plan focused on employment and development around Bournemouth Airport.

It will create the single largest employment opportunity in the south east Dorset conurbation with the potential to create up to 10,000 new highly-skilled jobs. Dorset LEP believe that by making the infrastructure improvements it makes the workspace much more attractive and sites will be developed within that workspace over the next 10 years. Coast to Capital region Main Points:

Coast to Capital regional Employment Rate remained 76.8% - the second highest rate since June 2008

941,100 residents in the Coast to Capital region are now in employment – a 3,200 increase since last quarter

Coast to Capital regional Unemployment Rate fell by 0.4%, to 3.6% - the lowest rate since March 2008

The number of unemployed residents in the Coast to Capital region is 35,600 – a fall of 3,300 since last quarter and also the lowest number since March 2008.
