(b) the objectives of the establishment of PDF?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) An amount of USD 1.5 billionwas provided by a friendly Muslim country in two tranches of $ 750 million eachon 19th February, 2014 and on 7th March, 2014 respectively. The total amountwas deposited in Pakistan Development Fund (PDF) Account opened with StateBank of Pakistan on 19th February, 2014.

(b) The objective of the establishment of PDF is to finance differentDevelopment projects in various sectors viz. Energy, Infrastructure, Railways,Communication and Transportation.

Will the Minister for Planning, Development and Reform be pleasedto state whether there is any proposal under consideration of theGovernment to start Metro Bus Project in Quetta during the nextfour years; if so, the details thereof?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):There is currently no such proposal to start Metro Bus Project in Quetta underconsideration by the Federal Government as Provincial Governments are primarilyresponsible to prepare, finance and implement such a proposal.

113. *Mr. Muhammad Muzammil Qureshi:(Deferred during 11th Session)

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) whether it is a fact that a project to install Water FiltrationPlants at Union Council level under Clean Drinking Water forAll was initiated by the previous Government;

(b) whether the said subject has been transferred to PlanningDivision after the Constitution Eighteenth Amendment;

(c) whether it is also a fact that the Ministry has failed to makeideal coordination with provinces to execute the said project inletter and spirit and consequently the project is suspended atpresent; and

(d) if the answers to part (a), (b) and (c) above are in affirmative,the budget earmarked/released and utilized for the said projectduring the last six years by the Government;

(e) the steps being taken to streamline the said project by making abetter coordination among the Government and provinces?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) The Project “Clean Drinking Water for All” was initiated in 2006 by the thenGovernment and not by the previous Government.

(b) In December, 2010 the Project was transferred to Planning.Development and Reform Division after Eighteenth Constitutional Amendment forclosure and transfer to the provinces before 30th June, 2011 by the previousGovernment.

(c) In pursuance of the Council of Common lnterestis (CCI) decision ofApril 26, 2011, the project was transferred to the provincial governments by theDevolution Cell established in the Cabinet Division for this purpose. There was nofailure or the part of Ministry of Planning, Development and Reform.

(a) whether it is a fact that Cartels exist in various industries of thecountry at present; if so, the name of industries thereof; and

(b) whether there is any law that regulates/deals with such Cartels;if so, the details thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) During the period from April,2008 to April, 2013 the names of industries/sectors of the economy in whichcartels have been found in the country are Banking, Accountancy, Print Media,Stock Exchange, Cement, Sugar, Telecom, Jute Bags, Poultry, Power Equipment,Ghee and Shipping.

(a-i) Cartelization is a civil offence in Pakistan. The existence of cartelscan only be proved on basis of evidence after an inquiry is conducted under theCompetition Act, 2010. Cartelization may be suspected due to some indicators.

(b) Yes. There is a Competition Act, 2010 which provides for freecompetition in all spheres of commercial and economic activity to enhance economicefficiency and to protect consumers from anti competitive behavior.

(b-i) Section 4 of the Competition Act 2010, inter alia, prohibitscartelization by competitors. This section is generally enforced ex post facto byCompetition Commission of Pakistan (CCP). Cartelization is a civil offence in Pakistanand carries a maximum penalty of up to Rs. 75 million or ten percent of the annualturnover of the undertaking under Section 38 of the Competition Act, 2010.

(b) Main features of terms and conditions of agreement reached betweenNational Bank of Pakistan and Arab National Bank are as under:—

1. Agreement is executed on pricing mechanism. For all transactionsequivalent to USD 100 or greater; NBP shall give Arab NationalBank (ANB) Saudi Arabia Riyal (SAR) 15 out of the SAR 25 rebatereceived from SBP. NBP’s share shall be SAR 10.

2. ANB’s obligations include obtaining all necessary approvals, consentsand licenses for service operation from competent authorities in theKingdom of Saudi Arabia. ANB shall meet all expenses incurred forimplementation of signed agreement in Kingdom of Saudi Arabia.

3. ANB shall open a Non-Resident Rupee (NRR) account with NBP.Home remittance arrangement between NBA and ANB is executedon secured basis where ANB shall pre fund their aforementionedNRR account for disbursement of remittance payments tobeneficiaries in Pakistan. Overdraft in the account shall not be allowed.

4. ANB shall transmit home remittance transactions on mutually agreedelectronic file format from ANB’s secured website. Access detailsshall be provided by NBP upon commencement of services. Termsand conditions are defined on the website for secured processing.

5. ANB shall market and promote Telemoney service in the Saudi Arabiaby way of brochures, leaflets, posters, advertisements etc.

6. NBP’s obligations include obtaining all necessary permits andapprovals from competent authorities with respect to businessoperations.

7. NBP shall opena Non-Resident Rupees account on ANB’s requestfor disbursement of home remittance payments. Providing all thenecessary account statements and transaction actively feedback.

8. NBP & ANB agree comply with Anti Money Laundry (AML) rulesand regulations of respective Central Bank / Regulator as applicablefrom time to time. Both parties shall submit to the other, the necessarydocumentation pertaining to AML & Know Your Customers (KYC)monitoring.

9. Agreement shall be valid for a term of one (1) year from the date ofsigning and shall automatically be renewed on the same terms &conditions as agreed by ANB and NBP.

(c) Target of the amount to be collected during the last quarter of currentfiscal year is Rs. 700 billion.

(b) Depreciation of PKR during the period under consideration wasprimarily a reflection of weak overall balance of payment position. Themacroeconomic situation deteriorated significantly in FY08 and the first four monthsof FY09 owing primarily to large exogenous price shocks (oil and food) in theinternational markets, global financial turmoil, adverse security developments, andpolicy delays during the political transition to the new government.

The external current account deficit widened to about $13.9 billion oraround 8.2 percent of GDP in FY08. With the surplus in the financial account ofthe balance of payments declining to $8.3 billion, from $10.3 billion in FY07, thisled to a decline in the gross international reserves of the State Bank of Pakistan(SBP) of $4.8 billion, to $8.6 billion at end-June 2008. Reserves dwindled furtherto $3.5 billion as of end-October 2008. These factors kept the PKR under pressurethat depreciated by 11.7% during FY08 and 16% during first four months ofFY09.

Government entered into the IMF (SBA) program in November 2008,which gradually improved the reserves level and eased the depreciation on PKRsignificantly. During FY11, SBP’s foreign exchange reserves touched the highestlevel of US$14.8 billion and PKR depreciated against US$ by 0.5 percent only.

While the deficit in the external current account remained low, capital andfinancial accounts continued to decline after FY10. These capital and financialinflows proved insufficient even to finance the small current account deficits inFY12 and FY13. This along with large repayment of IMF (SBA) loans, startedsince FY12, led to pressures on SBP’s foreign exchange reserves and furtherfueled the negative sentiments reflecting on depreciation of the exchange rate duringFY12 and FY13.

To address the difficult situation prevailing during the initial months of currentfiscal year. Government has taken a number of steps. These steps include enteringinto an IMF program, effort to realize official inflows from different sources,including CSF money, 3G license fee, receipts of Euro bonds and inflows frommultilateral and bilateral sources as planned in the budget.

In addition to significant inflows from multilateral and bilateral sources,$1998 million has been received from Euro bonds, $1,500 million as capital grant,$1,406 million from World Bank & ADB and $1050 million from CSF. As on27th June 2014, total foreign exchange reserves of the country stood at $13.990billion, after touching the low of $7.578 billion as on 10th February 2014.

Aforementioned measures have already started yielding positive results;capital and financial flows from multilateral, bilateral and other official sourceshave started realizing, which are reflected in calming of market sentiments andrecent strengthening of PKR to around Rs. 98.33 per US Dollar in the interbankmarket.

(c) The depreciation of PKR against US dollar has primarily beendetermined by reflection of weak overall balance of payment position and worseningof sentiments of the market. The stressed external position was mainly on account ofweak capital and financial inflows that were insufficient to finance even low externalcurrent account deficit. This alongwith, large debt repayments predominantly thoserelated into a drain in the foreign exchange reserves and has further fueled the negativesentiments reflection on depreciation of the exchange rate. This situation also led tobreed some speculative tendencies putting further pressure on the value of Rupee.

(a) the impacts of SRO issued by Establishment Division on 10thFebruary, 2014 regarding the performance of the Customs andExcise and Income Tax Groups; and

(b) whether the Ministry was consulted before issuance of said SROif so, the details of recommendations forwarded therefor if not,the reasons thereof?

(a) whether 90 thousands Computerized National Identity Cardshave allegedly been issued to Afghan Refugees; if so, thejustifications thereof; and

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Computerized National Cards (CNICs) are not issued to Afghan Refugees.As per NADRA policy, CNICs are issued to only genuine Pakistani citizens onthe basis of valid documents i.e Parent’s CNICs, Birth Certificate, Naturalization/Citizenship certificates etc. If any fraudulently alien/unregistered Afghanrefugee has succeeded in obtaining CNIC and is reported by any authorized sourceor found alien during investigation the card is blocked in NADRA database.

(b) Inquiries are conducted and if any NADRA employee found isinvolved in facilitating aliens, necessary action is taken.

11. *Mrs. Shahida Rehmani:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the country-wise Passport Offices established abroad by theGovernment so far; and

(b) the total number of employees working in said offices at presentalongwith the criteria adopted therefor?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan): (a) Toresolve the problems of overseas Pakistanis regarding issuance of Passport andVisas, the Government has installed Machine Readable Passports (MRP) Systemat 33 Foreign Missions (Annex A). Besides, MRP System at 04 Foreign Missionsis in the process of deployment /installation and will be completed by30-06-2014. Currently, the Government is providing MRP facilities to over 80%of Pakistani Community residing abroad. The government has also planned todeploy MRP at 50 Foreign Missions in the financial year 2014-15 and 22 inFinancial Year 2015-2016 in a phased manner.

(b) Total Number of Directorate General Immigration & Passports(IMPASS) employees posted at Pakistan Missions are 52. List is attached at(Annex B).

The criteria adopted for posting of IMPASS staff at Pakistan Missions isas under:—

i. A Committee comprising of 03 to 05 officers of the Ministry of Interiorand IMPASS finalizes the selection of IMPASS officers/officials forposting at Pakistan Missions.

ii. The performance of the IMPASS staff is evaluated on the basis offitness cum seniority. Professional qualification and experience areprimary factors in selection of employees.

However, 15 new projectslocated in Karachi costing about Rs. 18 billion have been budgeted in PSDP2014-15 approved by National Economic Council (NEC) on 29-05-2014. Theprojects such as Greater Karachi Water Supply (K-IV), Revival of Karachi CircularRailway (KCR), Greater Karachi Sewerage Plant (S-III), Lyari Expresswayincluding Resettlement, etc. have also been budgeted in PSDP 2014-15.

Minister In-Charge of the Prime Minister’s Office: (a) It is not afact. No massive corruption has ever been pointed out by any Government ornon-government agencies.

(b) In order to preempt any corrupt practices in the Organization, astrong Internal Audit and Control mechanism has been placed on ground. In additionfor implementing the financial discipline, ERRA Financial Rules have beenpromulgated. It may be of interest to point out that accounts of ERRA are annuallyaudited by the Auditor General of Pakistan, besides third party audit, internationalauditing and verification are regularly carried out. The ERRA is also holding ISOcertification for the transparency of functioning and systems.

(c) The funds allocated by the Government of Pakistan since 2005 areRs.98.24 Billion, whereas Rs.59.48 Billion were spent by the Foreign donors’ /sponsors on their projects where ERRA facilitated and monitored their completion.It may be of interest to mention that donors / sponsors directly release paymentsto contractors and consultants. In Rural Housing Program international consortiumprovided Rs.76 Billion for the reconstruction of about 600,000 houses. The fundsutilization was under their supervision, auditing and validation regime. The successof the Program was recognized by UN through award of prestigious SasakawaAward.

(d) ERRA has completed 600,000 houses and about 9,700 projectsout of 14,513 projects planned. Currently over 3,100 projects are under variousstages of construction, whereas about 1700 projects have not yet been launcheddue to shortage of funds. It has been decided that projects having progress ofmore than 50% should be assigned priority

I. Broadening of Tax Base through budgetary measures:The non-reporting and under-reporting of income is a matter of grave policyconcern. The budgetary measures proposed in Finance Bill 2014 strive to bringmore people in the tax net by:

1. Increasing the cost of non-compliance with tax laws, by requiringthe non-complaint to pay adjustable advance income tax at a higherrate forcing them to either file returns and subject their income to taxor bear a higher rate of tax as a cost of non-compliance, in respectof following transactions:

• Income from Dividend

• Income from profit on debt above Rs.500,000

• Purchase of International First Class air tickets

• Purchase (above Rs.3. Mn) and sale of immovable property

• Purchase, transfer or renewal of registration of motor vehicle

2. Bringing huge personal expenses on assets and personal expenditureinto the tax net through adjustable advance income tax, providingincentive to persons out of tax net to file returns and subject theirincome to tax or to bear a higher tax a cost of non-compliance.

3. Withdrawal of exemption from Income Tax bringing a number ofexempt areas including foreign news agencies, suppliers to largetrading houses, recipients of bonus shares, and foreign institutionalinvestors in to tax net.

II. Broadening of Tax Base through administrative efforts:

(i) In addition, FBR is collecting data regarding person purchasing realestate property in posh areas, expensive motor vehicles, incurringheavy utility bills and school fees and engaging in taxable businessactivities.

(ii) So far notices requiring filing of return have been issued to 98,000potential taxpayers during current financial year. In response to theseNotices more than 13,000 persons have filed returns. Provisionalassessments in cases where the person did not respond to the noticehave been framed in more than 19,500 cases. A tax demand of Rs.7,100 Mn has been raised in such cases.

(iii) The government aims to bring 100,000 potential taxpayers in the netduring the current financial year and an additional 100,000 in each ofthe following years.

(iv) The efforts of the government to create a deterrent against non-payment of tax has resulted in increase in number of persons filingreturns of Income Tax for Tax Year 2013 by more than 100,000 ascompared to preceding year.

17. *Sahibzada Tariq Ullah:

(a) the minimum pension fixed by the Government at present;

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Government has fixedminimum pension as Rs. 5000/- p.m and minimum family pension as Rs. 3750/-p.m. to all the civil pensioners of the Federal Government including civilian paidfrom Defence Estimates as well as to Armed Forces Personnel with effect from1st July, 2013.

(b) Under section 19 of Civil Servants Act. 1973, a Civil Servant onretirement from service, shall be entitled to receive such pension/gratuity as maybe prescribed. Pension is computed on the basis of length of qualifying service andemoluments drawn at the time of retirement. Gross Pension of the retiringGovernment employees is calculated @ 70% of the pensionable emoluments drawnby them at the time of retirement provided they have completed 30 years qualifyingservice. In case of early retirement, proportionate reduction is made. Autonomous/Semi Autonomous Bodies/Corporation adopt their own pension rules/formulaewith the approval of Finance Division keeping in view their financial constraints/resources.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):It is mandatory to provide biometric fingerprint since 2005 for issuance ofComputerized National Identity Cards (CNICs). However, in certain cases ofamputation or flat fingers, CNICs were issued after special verification procedure.Similarly, picture is mandatory for male applicants in CNIC. However, in SmartNational Identity Card (SNIC) picture is mandatory for all applicants irrespectiveof gender. NADRA is contemplating the provision of picture for female applicantsto be made mandatory.

CNIC issued prior to 2005 on manual forms are also valid and biometricfingerprints/photographs where missing will be obtained at the time of renewal ofthese cards.

22. *Shaikh Rohale Asghar:

Will the Minister for Interior and Narcotics Control be pleased tostate the type of support being provided by the Federal Governmentto the Provincial Governments to control law and order situation inthe country alongwith details thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):Although, Law and Order is a provincial subject, however Government of Pakistanis doing everything to assist Provincial Governments. In this context the followingsteps have been taken for monitoring/ controlling and improving Law and Ordersituation in the country :-

• Enhanced intelligence Sharing. 456x Threat Alerts and 165x InformationReports have been issued since January 01, 2014.

• 60 organization have been proscribed, 03 under watch.

• Promulgation of Protection of Pakistan Ordinance, since passed by theNational Assembly.

• Ordinance No. VII and VIII for amendments to Anti-Terrorism Act 1997,to empower law enforcement agencies and effective checks on terroristfinancing.

• Oversight of Karachi operation lunched since September 2013.

The Government has prepared a new policy for strengthening internalsecurity and to improve law and order in the country. Implementation of the policyis in hand. Directorate of Internal Security (DIS) under NACTA is being establishedwhere thirty three civilian and military intelligence and operational agencies shall berepresented having clear articulation of command and control by integrating all gridsof tactical, operational and strategic intelligence, civil and military, under one roof.

Directorate of Research and Coordination will work on national narrative,rehabilitation, reconstruction, integration, mosques and madrassa mapping, legalreforms and policies related to internal security.

Collection, analysis and dissemination through integrated qualitativeintelligence gathering efforts having direct bearing on Internal Security to developoperational capability of conducting ‘Intelligence Based Operations’ to containpre-empt and eliminate terrorism and other threats to public safety.

In addition to above, the following steps have also been taken to improvethe law and order situation in the country:-

• Pakistan Automated Fingerprints Identification System (PAFIS) hascollected more than 1.9 million fingerprints of suspects.

• 6.32 million Un-verified SIMs has been blocked. Cellular Mobile Operators(CMOs) have initiated Biometric Verification. System according to agreedtime lines.

• Ban has been imposed on issuance of arms licenses.

• More than 500 Million Fingerprints and 116.5 Million Facial Images havebeen collected by NADRA and 95.2 Million Identity Cards Issued.NADRA is assisting in providing identification services in matters of CounterTerrorism and crime which is helpful for maintaining law and order in thecountry.

iv. Availability of allied facilities. like Bank, Electricity, Telephone etc.

(b) NADRA has established 552 NADRA Registration Centers (NRCs)all over the country. In addition, where NRCs are not available the population ofthat area is covered by Semi Mobile Registration units (SMRUs). Currently, 238Mobile Registration Vans (MRVs) and 60 SMRUs are deployed across the countryin this regard.

The above approving forums haverepresentation from all Provinces and Special Areas.

(b) Development Plans are prepared in the light of available data /information in consultation with all stakeholders to determine sectoral / regionalpriorities. These plans are then considered and approved by the national competentforums like Annual Plan Coordination Committee (APCC) and National EconomicCouncil which are properly represented by the Provinces and Special Areas.

National level major projects yield benefits to people irrespective of theirphysical location such as dams, transmission lines & highway.

Resources are allocated to development projects / programmes underfederal PSDP accordingly to achieve development objectives envisaged in theplans.

(b) Pakistan Bureau of Statistics has completed preparations and is readyto conduct 6th Population and Housing Census with a notice of ten months. Asummary for holding of Population and Housing Census in the country wassubmitted to the Council of Common Interests (CCI) for decision. As soon as adecision of the CCI is conveyed, the Pakistan Bureau of Statistics will conduct 6thPopulation and Housing Census in the country.

Will the Minister for Finance, Revenue, Economics Affairs, Statisticsand Privatization be pleased to state the steps being taken by theGovernment to broaden the tax base by imposing direct tax insteadof indirect taxation?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar):Broadening of Tax Base and increase in share of Direct taxes throughbudgetary measures:

i. It has been a priority of the government to increase the share ofdirect taxes in the tax revenues of the country and to bring personsliable to pay taxes in to the tax net and make them compliant to thetax laws in order to make the tax laws and revenue collection moreprogressive and equitable.

ii. Several measures were taken in this regard in the Finance Act 2013.In Finance Bill 2014 the focus is even sharper. Two-third of thebudgetary measures proposed relates to direct taxes and, if approved,this will increase the share of direct taxes in total tax revenues byabout one and a half percentage point.

iii. The budgetary measures proposed increase the revenue from directtaxes and broaden the tax base by:

a. Increasing the cost of non-compliance with tax laws by requiringthe non-complaint to pay adjustable advance income tax at a higher

rate forcing them to either file returns and subject their income to taxor bear a higher rate of tax as a cost of non-compliance, in respectof following transactions:

• Income from Dividend

• Income from profit on debt above Rs.500,000

• Purchase of International First Class tickets

• Purchase (above Rs.3. Mn) and sale of immovable property

• Purchase, transfer or renewal of registration of motor vehicle

b. Bringing huge personal expenses on assets and personal expenditureinto the tax net through adjustable advance income tax, providingincentive to persons out of tax net to file returns and subject theirincome to tax or to bear a higher tax a cost of non-compliance.

c. Withdrawal of exemption from Income Tax: bringing a number ofexempt areas including foreign news agencies, suppliers to largetrading houses, recipients of bonus shares, and foreign institutionalinvestors in to tax net

Broadening of Tax Base through administrative efforts:

i. In addition, FBR is collecting data regarding person purchasing real estateproperty in posh areas, expensive motor vehicles, incurring heavy utilitybills and school fees and engaging in taxable business activities.

ii. So far notices requiring filing of return have been issued to 98,000 potentialtaxpayers during current financial year. In response to these Notices morethan 13,000 persons have filed returns. Provisional assessments in caseswhere the person did not respond to the notice have been framed in morethan 19,500 cases. A tax demand of Rs. 7.100 Mn has been raised insuch cases.

iii. The government aims to bring 100.000 potential taxpayers in the net duringthe current financial year and an additional 100,000 in each of the followingyears.

iv. The efforts of the government to create a deterrent against non-payment oftax has resulted in increase in number of persons filing returns of Income Taxfor Tax Year 2013 by more than 100,000 as compared to preceding year.

(b) At present, there are 133 villages (having population about 700,00)administratively consisting of 12 Union Councils, in rural area of ICT Islamabad:—

1. Total number of Villages/Towns = 61having Water SupplySchemes in Rural Area of ICT.

2. Total villages where Water = 49Supply Schemes are functional.

3. Total number of Water Supply = 65Schemes in Rural Area of ICT.

Out of the above mentioned 65 Water Supply Schemes, 55 schemes arefunctional whereas 10 Water Supply Schemes are non functional.

(c) During the last five years, 05 new water supply schemes have beenimplemented whereas 08 existing water supply schemes were up-graded/rehabilitated at the total cost of Rs.439.974 million. In addition, small water supplyprojects i.e. installation of hand pumps and motorized pump boring, have alsobeen implemented during the said period, in scattered/isolated dhokes/villages ofICT. Detail of these schemes is attached as Annexure-“B”.

Future Plans

During the current financial year 2013-14, 07 number of new water supplyschemes will be launched and 02 on-going schemes will also be implemented.Besides, 03 number of existing schemes will be Upgraded / Rehabilitated. For thispurpose funds amounting to Rs.276.421 million have been allocated in the PSDP2013-14 to be released on quarterly basis. A list of the schemes to be launched /upgraded is at Annexure- “C”.

The proposal for construction / completion of new water supply schemesas well as up-gradation / rehabilitation of the existing schemes in future has alsobeen prepared. The said proposal will cost Rs.1012.974 million. Detail of theseschemes is at Annexure- “D”.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):Securities & Exchange Commission of Pakistan (SECP) refers documents ofproposed private security companies to the Ministry of Interior for NOC. Thesedocuments are forwarded to Intelligence Agencies (ISI, Ministry of Defence (MI),IB & Special Branch of Police) for necessary security clearance. After clearancefrom all agencies, the case is placed before a Committee for recommendation tothe Secretary Interior for approval/issuance of NOC to SECP. The case is rejectedin case of non-recommendation of any one of the four agencies.

(b) After incorporation with SECP, the company applies for license tothe provincial governments/ICT Administration for operation in their respectivejurisdiction.

As per information provided by executing. agencies/Ministries /Divisions. Rs. 20.077 billion were spent upto 30th June 2013 on theseprojects. Details may be seen as annexed. Physical progress on each scheme isbeing obtained from the executing agencies and would be placed before NationalAssembly subsequently.

(b) No development project/scheme of federal subject is pending.However. to increase the pace of work on on-going development projects quarterlyreviews, are conducted to solve implementation issues, if any.

(c) The new projects for these areas would be considered at the time offinalization of next year’s budget.

(a) whether it is a fact that the Kellar Syedan Road, Rawat hasbeen excluded as per advertisement made in newspaper duringrecent years with regard to charge of adda/parking fee; if so,the justification to charge such fee therefrom;

(b) whether it is also a fact that public transport is being charged anew parking fee under the name of Army Champing Ground atthe same place;

(c) if so, the reasons thereof; and

(d) the steps being taken by the Government to stop the chargingof parking fee and take actions against those who has imposedsuch fee?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The contract for the main Lari Adda Rawat has been advertised excluding theKallar Syedan Road because this Road has been in possession of the StationHeadquarter Rawalpindi for the past many years. The Adda Fee , / Toll Fee ischarged as per Section 64 of Local Government ordinance 1979, read withSchedule II clause 13 of the 1979 Ordinance.

(b) It is a fact that the public transport is being charged a new parkingfee under the name of Army Camping Ground on the Kallar Syedan Road Adda.The fees is being charged by the Contractor on behalf of the Station HeadquarterRawalpindi. Besides, the Contractor is charging higher rate of fee from all types ofpublic transport and has entered into a three years contract with the StationHeadquarters Rawalpindi.

(c) Union Council Rawat, Islamabad is collecting Adda Fee/Parking feeof main Larri Adda Rawat, Islamabad as per Section 64 of Local GovernmentOrdinance 1979, read with Schedule-II, clause 13 of the Local Government hasbeen taken up with the Station Headquarter Rawalpindi to ascertain the actualownership of the same after demarcating the subject land.

(d) The residents of Rawat and the public transporters have brought theissue of increased Adda Fees being charged at the Kallar Syedan Road and thesame has been taken up with the competent Authority at the Station HeadquarterRawalpindi. FIR No.219/13 dated 29-9-2013 was also registered against theContractor. Currently, the Contractor is collecting Toll Fees at Kallar SyedanRoad Rawat, Islamabad.

Consequently, Administrator Union Council Rawat had requestedAdditional Deputy Commissioner (Revenue), ICT to demarcate the Army CampingGround Rawat and its adjoining land to ascertain the true ownership and to resolvethe dispute with the Station Headquarter Rawalpindi. The resolution proceedingsare in process.

91. Ms. Parveen Masood Bhatti:(Deferred during 11th Session)

Will the Minister for Interior and Narcotics Control be pleased tostate the step being taken by the Government to make the prescribedprocedure easy for issuance and delivery of Computerized NationalIdentity Cards in the country?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):NADRA is taking all possible steps to provide ease and convenience to the citizensin obtaining CNICs without compromising on adherence to rules & regulations inthe same pursuit. In this regard, following measures have been taken to facilitategeneral public:—

a. Formulation’of easy/customer friendly SOPs/procedures alongwith

ensuring the aspect of authenticityof applicant.

b. Issuance of free of cost CNICs to the general public (Fresh CNICs).

c. 857 Data Acquisition Units (DAUs) are operating nationwide to offerregistration services to the citizens.

d. Evening shifts at 53 NADRA Registration Centres (NRCs) areinitiated which draw in large crowds.

e. Covering left over population who is residing in suburban, rural andremote areas through a network of Mobile Registration Vans (MRVs)and Semi Mobile Registration Units (SMRUs).

j. NADRA Offices has been instructed to give attention with utmostcare to disable/special persons on priority. Wheelchairs at all NADRAcenters have been provided. Disability insignia is also printed on theCNICs for such persons.

k. installation of air-conditions/cold drinking water and sunshades at allNADRA offices for public convenience.

l. Lifetime validity of CNICs for senior citizens on attaining the age of55 years.

m. Separate Fast Track NRCs are established where applicants don’thave to wait in the queue and their applications are processedinstantly.

n. Timely delivery of CNICs through Mobile Delivery Van.

o. Call centers are operating round the clock to provide guidance andinformation to the citizens.

p. NADRA Facilitation Cells (NFC) have been established at allRegional Head offices and in HQ NADRA with automated ticketingsystem for efficient applicant’s complaints / resolution.

q. SMS service for guidance/instant update of application to SmartNational Identity Card applicants.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Yes. The Department of Immigration & Passports hired the building for openingof Regional Passport Office at Mianwali about two years ago. Payment of rent ofbuilding of Regional Passport Office, Mianwali is being disbursed after fulfillmentof codal formalities. Necessary equipment and furniture has been installed in thehired building for opening of Regional Passport Office, Mianwali.

(b) As far as posting of staff at Regional Passport Office Mianwali isconcerned, the department has not posted staff due to acute shortage of humanresources. It merits mentioning that the Department is currently working at 70% ofthe approved strength. Since the ban on recruitment has been lifted quite recently,necessary process of recruitment is being initiated to complete the same on fasttrack. However, three (03) officials Mr. Muhammad lmran, DEO, Ms. ShaguftaKanwal, DEO and Mr. Abdul Rahim, LDC have been posted at Regional PassportOffice, Mianwali on 6th May, 2014.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) ICT Police started its automation under the project titled “E-Enablement ofIslamabad Police” in 2006. The project was conceived by ICT Police andsponsored by Ministry of IT & telecom. The scope of project was automation ofPolice Stations, registers and to process under PROMIS (Police Record andOffice Management Information System) applications and automation of backoffice processes under ERP (Enterprise Resource Planning). Computerization ofdriving license is also a part of it. Establishment of centralized data centre, localarea networking and inter connectivity of remote offices within main data centrewere also included in the scope. Total 22 offices: (out of those 14 are PoliceStations) are covered in the scope. Historical record of FIRs and issued DrivingLicenses have been transferred. Detail of scope of automation viz-a-viz its statu

Planning Commission from 09 to12 to enable it to coordinate and under take reforms.

• Reform is an ongoing process. The new direction for the PlanningCommission has been determined and in due course of time reformswill be implemented in the light of revised resolution after due diligenceand consultation.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) There are 43 churches within Islamabad whereas, no Mandir is located in theterritory of Islamabad.

In view of current security scenario and suicide bomb attacks adequatesecurity arrangements are made by the ICT Police at the Churches during Sunday

services. For this purpose a weekly security order is being issued by the SSP,Islamabad. As per the said security order 140 Police officers/officials i.e. 04Superintendents of Police, 06 Asp/Dsp, 07 Inspectors, 15 Upper Subordinatesand 108 Lower Subordinates have been deployed.

Moreover, following steps have been taken by the ICT Police to ensuresanctity of Churches, Safety and security of Christian Community:—

The security at the Churches located within Islamabad has beenbeefed up and commando vehicles have also been deployed at allimportant places to tackle any untoward situation.

To provide security to the worship places i.e. churches and otherreligious places, meetings are held at Police Station level with therepresentatives of all the Sects/ Minorities to discuss the securityissues in the light of present security scenario / threats.

Religious Scholars of various sects are being strictly advised to adhereto an acceptable code of conduct and renounce such practicesincluding distribution of hate material from their respective religiousplaces against the Christians and other Minorities.

They have further been directed not to criticize Christians and otherMinorities during Khutba’s and disassociate themselves against anysuch activity and bring harmony amongst the Sects.

During current year, 2014 with the blessing of Almighty Allah, no untowardincident took place in any Church at Islamabad.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The road between the Awami Markaz and HBL Sector has been closed sincelong due to security reasons.

(b) No complaint has been received form any of the citizens residing inthe Gulshan-e-Jinnah Colony due to closure of the road.

(c) The checking of vehicles and persons is carried out for security inorder to avoid any unpleasant incident. In 2008, an unfortunate incident (MarriotHotel Bomb Blast Case FIR No.127 dated 20-09-2008 u/s 302/324/436/427/109 PCC, 7 ATA and 3/4 EA of the P.S. Secretariat) occurred causing loss toprecious lives / property of citizens of federal capital. Moreover, trained staff ofIslamabad Police has been deployed at different Nakas for checking. An SOP hasbeen issued by the department for performance of duty in the said area and everyone deployed for duty are strictly bound to follow the standing operating procedureand remain polite with the public.

(d) No such proposal is under consideration from Islamabad Police.

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) *The project titled “Greater Karachi Water Supply Scheme K-IV Phase-I 260 MGD” was considered by CDWP in its meeting held on 15-8-2012 andrecommended to the ECNEC at a rationalized cost of Rs 25,551.77 million. Itwas inter alia also decided that the cost of land would be borne by the Govt. ofSindh. However, the remaining cost would be co-shared on 33:33:33 cost sharingbasis by Federal Govt., Govt of Sindh and City District Govt. Karachi.

Subsequently Govt. of Sindh submitted modified PC-I in June 2013on 50:50 cost sharing basis between Govt. of Pakistan and Govt. ofSindh.

As the modified PC-I was not inconformity with the CDWP decisionof 15-08-2012, therefore, the PC-I was returned by the PlanningCommission in September 2013 with the direction that a case maybe submitted afresh to the M/o. Planning, Development and Reformfor the consideration of CDWP / ECNEC.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The following steps have been taken by the Government against the personsinvolved in cyber crimes:

i. Establishment of National Response Centre for Cyber Crimes(NR3C) under FIA in 2007, with five zonal offices at the provincialcapitals and Rawalpindi having jurisdiction all over Pakistan;

ii. NR3C deals with technology based law enforcement, digitalforensics, assistance to other departments and police. Research &Development and cyber crime awareness for governmentdepartments, judicial officers and academia;

iii. It is state of the art expertise and capabilities for investigation of Hi-tech crimes including those committed through the use of Computer,Internet. Mobile Phone, VOIP and many more. Digital Forensic,Information, Security Audits, Database Audits & Recovery are otherspecialties of NR3C.

iv. FIA is regularly conducting awareness workshops and seminars foracademia and government departments.

(b) During the last five years 370 persons have been arrested for thesaid crimes and 55 persons have been convicted and awarded punishment as perdetails at Annex-I and Annex-II.
