CALL TO ORDER: President Lartz called the meeting to order at 7:00 p.m. CALL TO ORDER PLEDGE OF ALLEGIANCE PLEDGE OPEN MEETINGS COMPLIANCE CHECK: Compliance met. OPEN MEETINGS ROLL CALL: Present: Evenstad, Johnson, Lartz, Urbanchek, Gardner ROLL CALL Absent: None BUDGET HEARING: Lartz announced that the General Fund line item 10623010 BUDGET HRG DPW Capital Expense will be increased to $50,000 to allow for a new DPW garage with funds from the Fund Balance and the General Fund Capital Outlay as shown on the Budget Summary will be increased by $50,000. Lartz moved to open the budget hearing. Second, Urbanchek. VOICE VOTE: Motion declared carried. Budget hearing opened at 7:04 p.m. Cynthia M. Pfeifer, Administrative Director/Clerk/Treasurer presented information on the proposed budget and noted the sewer, garbage, yard waste and recycling fees will remain the same for 2017. BUDGET HEARING: Lartz announced that the General Fund line item 10623010 BUDGET HRGDPW Capital Expense will be increased to $50,000 to allow for a new DPW garagewith funds from the Fund Balance and the General Fund Capital Outlay as shownon the Budget Summary will be increased by $50,000.

Lartz moved to open the budget hearing. Second, Urbanchek.

Barb Reinders, N38W32930 Lake Country Drive, asked if the county had toapprove any Smart Growth plan changes.

Tim Barbeau, Village Engineer, presented information on the Smart Growthplan and process and explained the proposed land use change and planapprovals.

PUBLIC HEARING: Lartz moved to open the public hearing on the proposed PUBLIC HRGzoning map and text amendment – LCCA property/Skipper Buds, petitioner. ZONING & TEXTSecond, Urbanchek. AMENDMENTS

VOICE VOTE: Motion declared carried. Public hearing opened at 7:11 p.m.

Village Engineer, Tim Barbeau, explained the proposed rezoning of the parcelsto B-2, General Business, and the proposed text amendment to add the word“storage”.

Being no comments, Lartz moved to close the public hearing. Second, Johnson.

E. NEW BUSINESS: NEW BUSINESS

1. Review and action on proposed secondary DPW garage. DPW GARAGE

Lartz presented information on the need for the secondary DPWgarage and explained the proposed location, dimensions and use.

Lartz moved to approve construction of a new DPW garage in 2017in an amount not to exceed $50,000 with funds from the FundBalance and to direct the Village Engineer to proceed with plans,bid specifications and any required zoning approvals. Second, Urbanchek.

VOICE VOTE: Motion declared carried.

2. Request to adopt the 2017 budget. 2017 BUDGET

Lartz moved to adopt the 2017 budget with the amendment to increaseline item 10623010 in the amount of $50,000 and the amendment to increasethe General Fund Capital Outlay Expense by $50,000 and approve the taxlevy amount of $715,982. Second, Gardner.
