Administrative functions Regarding the administrative functions, it allots them skills of provincial interest covering large areas or the whole inter-provincial in the following areas:
• Soil conservation, protection and enhancement of the environment and disaster preparedness;
• Protection and enhancement of water resources and energy;
• Promotion of cultural heritage; • Roads and transport; • Protection of flora and fauna parks and nature
reserves; • Hunting and inland fishing; • Organization of waste disposal at the provincial
level, detection, regulation and control of discharges of water and air emissions and noise;
• Health services, public hygiene and prophylaxis attributed by national and regional legislation;
• Tasks related to the secondary education level and artistic and vocational training, including school construction, allocated by national and regional legislation.
In addition, the province, in partnership with municipalities and on the basis of its proposed programs, promotes, coordinates and carries out activities and works of great interest both in the provincial economy, production, trade and tourism, and in the social, cultural and sports. With regard to the tasks of programming, the Province must:
• Collect and coordinate the proposals made by the municipalities, for the purpose of economic, territorial and environment of the region;
• Contribute to the determination of the regional program of development and other programs and regional plans according to rules laid down by regional law;
• Formulate and adopt, with reference to the provisions and objectives of the regional development program, its multi-Annual programs both general and sectoral and promotes the coordination of a planning of the municipalities;
• Prepare and adopt, affect the powers of the
municipalities and implementation of legislation and the regional programs, the Territorial Coordination Plan that establishes the general guidelines for spatial planning.

Proposal for Territorial Plan for Provincial Coordination (PTCP) The proposal of Territorial Coordination Plan of the Province of Naples is the result of a long development project, marked by constant and repeated confrontation with all local actors and with the stakeholders widespread in the area. In fact, in addition to the consultations provided for under legislation (LR 16/2004 and Legislative Decree 152/2006) this Directors has decided to develop a pre-investigation, articulated on a territorial basis, in order to consider further contributions from the municipalities, institutions cultural and professional associations. In addition it has activated the Standing Conference of Planning (LR 13/2008, art. 5), aimed at achieving the Institutional on key issues affecting the compatibility check PTCP to PTR. The resulting changes to the design documents were submitted to the joint assessment by the competent Regional Environmental and territorial government (respectively 05 and AGC AGC 16) on 29 April 2013. At this meeting the Administrations have agreed defined specifically the 'procedural process aimed at the process of Strategic Environmental Assessment (SEA) and Impact Assessment (VI) of the PTCP, in the light of both the regulatory framework occurred, that the same changes made to the draft plan. Therefore, it is drawing up a new Environmental Report Preliminary, which will be placed at the base of the scoping phase, expected to legislative decree 152/2006. The Environmental Report Prelimanare was implemented by the Provincial Government with its resolution no. 483 of 19 July 2013, and sent to the Campania Region, as the Competent Authority for the restart of the SEA procedure of the PTCP.

Plans Sector In addition to the Territorial Plan for Provincial Coordination Plan (TCP), which is the tool aimed at the general definition of the discipline of protection and land use for the entire area of responsibility, the national and regional legislation also provides for specific sectoral plans Provincial regulating specific interests and activities involving land use. The station Napoli-Afragola is considered, in fact, as a large infrastructure-equipment of metropolitan character, the engine for the implementation of measures aimed at developing dellarea, according to principles of environmental restoration.
Joint urban plan To this end, the Ministry of Environment, for the Protection of the territory and the environmental impact that this infrastructure can cause, required the preparation of an urban plan land extended to the five municipalities most affected by the intervention (Acerra, Afragola, Casoria, casalnuovo, Caivano). The study tries to make up for deficiencies resulting from local planning, fielding consistent forecasts in a strategy that uniform details and addresses of provincial planning. This plan is proposed as a programming tool for the integration of major infrastructure rail-road-air-sea, interrelated factors with the environment and territory. It promotes, in terms of consultation, compensation and reconstruction and the rehabilitation of the environment that is modified by the realization the Opera. The plan defines, in fact, a continuous system of protected areas of supra within which the agricultural land to perform a strategic role in structuring and reconnection of parks and sports facilities: the environment becomes productive resource. Study area
The Areas of implementation For some areas located in a strategic position in relation to HS station is assumed a transformation through education sector; these areas are identified by geographical areas 1 and 2. Scope 1: Intervention and proposal for transformation Tavola P2 A32 The field covers an area of about 474 ha, including in the town of Afragola, which is currently characterized by a predominantly agricultural soil, mixed with residential subdivisions abusive, more or less consolidated. This area should be seen territorially in the cone of free areas to be protected between Naples and Caserta. These areas, mainly agriculture, should be included in a larger design is needed to integrate the park Sebeto proposed by General Variation to the PRG of Naples, the new railways linked to the high speed project, the proposed nature park, technology and service, Park Agricultural Caivano, the Archaeological Park of Suessola, the recovery of the hydrographic network Bourbon, particularly of Regi Lagni. This empty, connecting geographically the catchment area of the Regi Lagni-Volturno and countryside of Earth Work with the coast, becomes the central place of the metropolitan city: the natural park, technology and service creates a green door, consists of unbuilt areas integrated into a system of services and activities related to the construction of the rare new rail infrastructure. The Plan therefore classifies the surface in the first largely (72.5%) as area Fc (naturalistic park, technology and service), in part as a surface to be assigned to industrial ERP (ZTO C), and for remainder as areas B1 (residential retrained) and G (Standards urban). Scope 2: Intervention and proposal for transformation The scope coincides with brownfield sites and areas occupied by railway facilities, located in the area of municipal and Casalnuovo in Acerra. The possible sale of a portion of the surface areas of the railway line Naples - Gate, would recover urban land central ranging to configure a tape with variable section. The aim is to create a new plug of services, equipment and green through to urban areas of the abutments of the railway line Naples-gate and surrounding areas, the riambientalizzazione landlocked areas in connection AV - Line Mount Vesuvius, relocation number of industrial areas.
