Namibia introduced a reform to the education sector targeting education for the knowledge-based economy by improving access, quality and coverage in all education levels, specifically vocational, tertiary education and lifelong learning.

We don’t have a OER policy in place. The institutions offering open and distance and lifelong learning (UNAM

-CES, PON-COLL, NAMCOL and Directorate of Adult Education) are co-signatories to the Paris Declaration.

Further involvement in OERs was made possible through interventions and projects initiated by COL and UNESCO.

- For example NAMCOL as part of COMOSA is guided by the COMOSA’s OER draft Policy. NAMCOL also launched OER materials

- Launching of NotesMaster Portal – open learning resources for Sec education

- PON and UNESCO signed an agreement on the OER Portal . One of the main focus areas in the reform is the incorporation of ICTs in

Education which will increase access to open learning and OERs.

The use and re-purposing of OER materials will definitely enable Namibia to solve some of the educational challenges, for example:shortages of textbook in schoolslimited capacity of the tertiary system to absorb learnersOur ODL draft policy is currently under review and it will serve as the best opportunity to advocate the use of OERs.
