Item 2.d - Approve posting of TADS Automatic Outage Metrics and Data – 2008 Updated Reports.

Updates of the calendar year 2008 NERC/Region Entity reports are complete. Following the publication of the 2008 Report on June 30, 2009 and during preparation of 2009 data, a number of errors were found by several Transmission Owners relating to both 2008 inventory and outage data.  As this was the first year of reporting data, the TADS Working Group (TADSWG) carefully evaluated the impact of the changes on the reported metrics and identified improvements to the data collection process.  The errors were of sufficient magnitude to warrant a one-time republishing of the 2008 calculated results in this Updated Report.  The TADSWG has since implemented several improvements to the data collection and validation process.  This will be the only update to the 2008 Report.  All numerical metric and summary tables (including diagrams where appropriate) have been updated.  There are no other substantive changes to the text.  The Updated 2008 Reports may be found on the TADSWG website at the following link: http://www.nerc.com/filez/TADSWG.html .

Item 2.e - Approve PC three-year work plan changes

The System and Protection and Control Subcommittee added activity # 103.01 “Develop power plant Generator Control Coordination Technical Reference Document” and activity 103.6 “Support PRC Standards Under Development: PRC-002 Disturbance Monitoring Equipment.” These were the only changes. The proposed work plan is posted at http://www.nerc.com/filez/pcmin.html along with the June 15-16, 2010 PC meeting material.

Real-time Application of PMUs to Improve Reliability Task Force (RAPIRTF) Report

BackgroundThe Operating Committee's RAPIRTF has completed a report on synchrophasor technology and applications to support and improve real-time grid operations and planning.1 This presentation will focus primarily on the use of phasor data for off-line planning applications. Update on Performance Measures Task Force

BackgroundUnder the direction of the Compliance and Certification Committee (CCC), the Performance Measure Task Force (PMTF), initiated in September 2009, is developing a concepts document that includes:2

1) Recommendations for reliability risk-based compliance metrics and,2) Proposed framework to measure reliability trends and provide feedback to industry

from the compliance program.PMTF adopted the open development process used by the Reliability Metric Working Group3 (RMWG) and agreed on a set of compliance principles (CP). Besides its monthly conference calls, PMTF has coordinated with the RMWG, reached out to the Regional Compliance Implementation Group (RCIG), and sought feedback from the three technical standing committees (the Critical Infrastructure Protection Committee, Operating Committee and Planning Committee). At the March CCC meeting, PMTF proposed the following compliance performance measures and has prepared its preliminary report to seek feedback from CCC as well as the three technical committees (CIPC/OC/PC) in June, desiring CCC’s approval in September 2010. Event Analysis and Investigation Processes

BackgroundThe Planning and Operating Committees, through the Event Analysis Working Group (EAWG), as well as the Regional Entities’ and NERC operations and engineering staffs, are working to develop improved processes and procedures for analyzing and investigating events on the bulk power system in order to identify lessons learned that will lead to improvements in bulk power system reliability.In an effort to leverage and coordinate the several efforts underway, NERC has developed the attached draft plan (Attachment 1) for developing consensus on the high level policy issues and questions on which ERO enterprise-wide event analysis and investigation processes should be based, and is seeking input from the Planning and Operating Committees.The development plan is intended to:

1. Reach near-term agreement on key principles, components, and issues that need to be considered in developing these processes and procedures;

2. Take advantage of work already done or underway by the EAWG and NERC staff;3. Determine the right approach for an ERO enterprise-wide effort and an appropriate

timeline;4. Reach agreement on how to categorize events for analysis and investigation purposes;

and5. Build trust and confidence in all aspects of the process by registered entities, Regional

Entities, and applicable governmental authorities.

Given the Effective Model for Self-Regulation of Bulk Power System Reliability — A Vision for the Electric Reliability Organization (ERO), presented by Gerry Cauley, NERC president and CEO, this effort is a broad-based “call to arms” to the registered entities, Regional Entities and NERC itself for reliability improvement.David Hilt, NERC vice president of Operations and Engineering, Jacquie Smith, chair of the EAWG, and Ed Schwerdt, president and CEO of NPCC, will lead a discussion by each of the Planning and Operating Committees on this development plan. In addition to input offered at the meetings, members of the committees are encouraged to provide written comments to Dave Nevius, NERC senior vice president, at [email protected] by June 23, 2010..

Reliability Assessment Subcommittee (RAS) Report

Background1. RAS has worked jointly with the Resources Issues Subcommittee (RIS) and Transmission

Issues Subcommittee (TIS) to develop Emerging Issues for the 2010 LTRA and the combined effort has generated the following list:a. Uncertainty of Sustained Participation in Demand Response {RAS}b. Transmission Siting and Construction {RAS}c. Changing Resource Mix (more natural gas, more variable generation, less coal, new

nuclear…) {RAS}d. Diminishing Frequency Response (in the Eastern Interconnection) {RAS}e. Consistent Modeling of Remote Resources {RIS}f. Lower Inertial Response (behind long transmission) {TIS}

Emerging Issue templates for the items above are included as Attachment 1.

Additional information on the Emerging Issue development process is available in Chapter 9 – Scenario Assessment of the Reliability Assessment Guidebook).

2. 2010 Scenario Assessment Report: Potential Reliability Impacts of Rapid Demand Growth after a Long-Term RecessionThis scenario reliability assessment identified potential effects on planning reserve margins due to rapid demand growth after a long-term recession for the years for 2009-2017. The assessment includes modeling of the 2009 demand and resource forecast until 6 years from 2009. At that point, rapid growth in demand is modeled by modeling the 2008 demand forecast with the 2009 resource projections as it is assumed there would be little time to respond within the remainder of the assessment horizon. It was previously submitted to PC members for comments on April 13, 2010. The report may be viewed here: https://www.nerc.net/datastore/assessment/ (User name: assessment; password: SS99!!aa).

Status Report1. The RAS met in April 2010 to discuss the aforementioned action items and upcoming

reliability assessments.2. 2010 Scenario Reliability Assessment Report: Potential Impacts of Environmental

Regulations: Early Fossil-Fired Unit Retirements; Phase I: Impact on Planning Reserve Margins.a. Phase I of this study assesses the impacts on planning reserve margins due to four

regulations promolgated by the U.S. Environmental Protection Agency for the years 2009-2017:

i. Coal Combustion Residuals Surface Impoundments with high Hazard Potential Ratings Rule (CCR)

ii. Clean Air Interstate Rules (CAIR)iii. Maximum Achievable Control Technology (MACT)iv. Clean Water Act – 316b, Cooling-Water Intake Structures

b. This scenario is designed to assess the impacts on planning reserve margins from each of these environmental regulations and all four in composite, which may result in accelerated retirements of power plants due to the cost of compliance. The second phase of this assessment will address deliverability of resources, expected completion set for the December 2010 PC meeting.

3. 2009/2010 Post-Winter Operational Reliability Assessmenta. This report is focused on an operational assessment, rather than traditional planning

reports produced by the RAS. The goal of this report is to assess planned operating/mitigation strategy implementation, document new strategies developed during the season, document actual operational experiences and share lessons learned.

b. Data collection and Self-Assessment narratives have been performed by the Regional Entities and Reliability Coordinators which provide an assessment of the performance during the 2009/2010 winter season.

c. A peer review of the self-assessment narratives was performed by the RAS. Data checking and validation was performed by the Data Coordination Working Group.

d. Preliminary highlights include:i. Reliable system operations were observed through the 2009/2010 winter season. All

Regions/subregions/Reliability Coordinators met required operating reserve margin requirements to support and maintain reliability.

ii. Colder than expected temperatures in the northwest and southeast (including Texas, Florida, and the southeastern parts of SERC) resulted in actual peak demands greater than 110% of the seasonal forecast. Operational procedures and mitigation strategies were implemented successfully and ensured reliability throughout the winter season.

4. The RAS is on schedule with all three-year work plan items. (No changes submitted.)

Reliability Assessment Guidebook is a PC guideline, following the PC’s approval of Version 2.0, it was posted for a 45-day industry-wide comment period, as called for in the reliability guideline process outlined in the Planning Committee Charter, Appendix 4. Suggestions received during the comment period have been incorporated into the document and reflected in the updated version of the report. A majority of the comments received enhanced the overall structure and were editorial in nature; no substantive enhancements were made since version 2.0.

Integration of Variable Generation Task Force (IVGTF) Report

Background1. The PC and OC reviewed Standard Models for Variable Generation in March and received

comments that were included in the cu0rrent version of the report. The report addresses standard, valid, generic, non-confidential, and public power flow and stability models (variable generation) needed and must be developed, enabling planners to maintain bulk power system reliability. 2. The report Flexibility Requirements and Metrics for Variable Generation and their Implications on Planning Studies addresses resource adequacy and transmission planning approaches must consider needed system flexibility to accommodate the characteristics of variable resources as part of bulk power system design. Status Report1. IVGTF1-1: Team Lead Pouyan Pourbeik (EPRI) (“Standard Models for Variable

Generation”): The group had a conference call with the standard drafting team (SDT) for MOD 24/25/26/275 on 5/6/10.  The IVGTF 1-1 agreed to start to wind down after the report is published by NERC (pending PC approval). Members in IVGTF1-1 will be able to join the SDT as observers for the appropriate MOD standards to work with them to incorporate VG adequately into those standards.

2. IVGTF1-4: Team Lead John Adams (NYISO) (“Flexibility Requirements and Metrics for Variable Generation and their Implications on Planning Studies”): The group coordinated at least 12 calls from inception 2009 to current; the objective is to address the system flexibility with reference to diverse technological use and how this flexibility can be implemented into planning studies. Methods of resource adequacy relative to flexibility were covered. Future activities include validating data and charts from responsible contributors and a meeting scheduled on May 28, 2010.

3. IVGTF1-5: Team lead Daniel Brooks (EPRI) (“Potential Reliability Impacts of Emerging Flexible Resources”): The group has held numerous conference calls and a meeting in Portland since March to prepare the draft report. The report will be reviewed by the IVGTF in the coming weeks and provided to the PC for review in September. The report addresses the integration of large amounts of plug-in hybrid electric vehicles, storage, and demand response programs may provide additional resource flexibility and influence bulk power system reliability and should be considered in planning studies.

Resource Issues Subcommittee (RIS) Report

Action RequiredApprove a method for addressing demand response in the NERC Reserve Margin calculation.

Background:The RIS made a recommendation at the March 2010 PC meeting that CCDR resources that could be activated, directly or indirectly, by a Balancing Authority (BA) should be consistently treated as a resource, similar to generating capacity, in NERC Reserve Margin calculations. If CCDR cannot be activated by a BA, it should be considered a load reduction in the NERC Reserve Margin calculation.  Emergency measures such as voltage reduction should be excluded altogether. This recommendation was not approved by the Planning Committee, and the RIS was asked to:1. Provide examples of how its proposed method would be used in several areas:

ERCOT, PJM, MISO, NYISO, and others deemed appropriate.2. Reevaluate its equations and use new terminology if needed.3. Review the Reliability Standards and identify any that are related to the reserve

margin definition or demand response.

A RIS report (posted at http://www.nerc.com/filez/ris.html) answers these questions. The RIS still recommends that BA-controlled CCDR be treated as a resource in NERC Reserve Margin calculations. However, additional rationale and definitions are provided in the report to support this recommendation

report.2. The RIS submitted a metric template for Expected Reserve Margin (formerly termed

Status Report1. The LOLEWG held its first meeting on April 27-28, 2010 at the Northwest Power

2. A full presentation on the meeting is planned for the September 2010 PC meeting. Significant topics from the first meeting include:a. The group’s focus is on sharing efforts in performing industry LOLE assessments

among members. This group’s focus is a practical sharing of LOLE techniques and information exchange rather than one that takes on assignments.

b. Action items indentified at the Portland meeting to bring to the PC’s attention, with a consensus that efforts to perform technical comparisons of the LOLE tools is useful.

c. The WG is discussing establishment of a private Web site area to facilitate sharing of initial technical ideas before public items are posted. Initial feedback indicates this will facilitate and encourage an increase of WG member’s participation.

System Protection and Control Subcommittee (SPCS) Report

BackgroundAt its December 2009 meeting, the PC approved A Technical Reference Document: Power Plant and Transmission System Protection Coordination. Since its approval, the SPCS has received comments from industry that it feels are valid for incorporating. In addition, the revised document will, in part, address relay loadability issues raised by FERC in Order 733 that approved PRC-023-1. SPCS proposes the following plan to revise the document:1. Chair John Ciufo will present a brief overview of proposed edits and modifications at the

meeting.2. Once these edits are incorporated, a revised document will be distributed to PC members for

their approval via an e-mail vote. The urgency of approval in this manner (as opposed to requesting approval at the September 2010 meeting) is that the document is being used now and should be updated as soon as possible.

Status Report1. Reliability Fundamentals

a. Assignment: Develop a Protection Chapterb. Status: An SPCS Sub-Team has been assembled to lead the SPCS in the development of

this work, members are: Phil Tatro (Lead), Joe Spencer, Eric Udren, Baj Agrawal, Charlie Rogers, and John Ciufo. Joe Spencer, who is a member of the Reliability Fundamentals Working Group (RFWG), is the SPCS’s liaison with the RFWG. At the May SPCS meeting, the SPCS reviewed the first draft and used the format and template provided by the RFWG.

c. It is the intent of the SPCS to present the final draft to the PC at their December meeting2. Knowledge Transfer of the Power Plant and Transmission System Protection

Coordination Document to Industrya. SPCS has developed a series of seven Web presentations. It will be conducting weekly

Webinars commencing on May 28, 2010 to disseminate the generation and transmission coordination how to principles to industry.

b. In addition, a one-day workshop was offered subsequent to the March Planning Committee meeting; on March 17 (afternoon), and March 18 (in the morning). The workshop was well attended and received.

3. Backup Protection Technical Reference Document Based on the Florida Event team recommendations regarding autotransformer backup protection, and further to the work on the development of the redundancy white paper, it has been decided that the SPCS will develop a backup protection technical reference document. A SPCS sub-team was formed to lead the SPCS in the development of this document. The sub-team members are Bill Miller (lead), Rich Quest, Phil Winston, Hank Miller, Tom Wiedman and Jon Sykes.

A second draft was presented at the SPCS’s May meeting and this work continues, with a final draft completion date of September 2010.

4. Power Plant Controls CoordinationSPCS will be working on the development of a scope of work for this project and it is expected to be completed by the end of September. Once completed, a sub-team including industry experts on power plant controls will commence developing the technical reference document.

5. Assessment of Existing PRC StandardsInterpretation of PRC-004 and PRC-005 for Y-W Electric and Tri-State G&T. SPCS with Darrel Richardson, NERC Staff Coordinator for this project, discussed the recent ballot on the subject interpretation. The updated interpretation passed with some negative comments. The SPCS reviewed a summary of the comments and will be drafting responses.

6. Proposals for New Standards and SARSa. Project: 2009-07 Reliability of Protection Systems

The SPCS is continuing to provide support to the SAR drafting team.

b. Project: 2008-2 Undervoltage Load Shedding A sub-team has been assigned that is tasked to lead the assessment: Phil Tatro (Lead), Baj Agrawal, John Ciufo. This assessment should be completed for the September PC meeting

7. Status of SPCS-Related Standards Activitiesa. PRC-023 – Transmission Relay Loadability . Support for the NOPR.b. PRC-005 – Protection System Maintenance and Testing. The Standard Drafting Team

has met several times and is preparing responses to 124 pages of comments.c. PRC-001 – Protection System Coordination. The Standard Drafting Team has released a

first draft for comments. They are presently working on the responses to 76 pages of comments.

d. PRC-024 – Generator Performance during Frequency and Voltage Excursions. The Standard Drafting Team has released a draft for industry comment, and they are preparing responses to industry comments.

e. PRC-006 – Automatic Underfrequency Load Shedding. The Standard Drafting Team is finalizing responses to comments and is ready to release a third draft for industry comment.

None of the current members have volunteered to serve as DCS Vice Chair. The DCS Chair requests that Paul Kure, current PC member representing the RRO sector for RFC and chair of the G&T Reliability Planning Models Task Force, be added to the DCS as a member and approved as Vice Chair.

2. The DCS has completed a draft white paper, Planning Data Issues and Recommendation, which addresses numerous planning data topics. Transmission Availability Data Systems Working Group (TADSWG)Report

BackgroundDuring second quarter, TADSWG completed preparation of a proposed change in the current TADS Event Type Number definitions. Based on the historical TADS reporting, the WG found the information for “Type 50 – Other” outages does not present a clear picture of event types. The change request notice was prepared and is ready for PC for review and approval. This change request follows NERC Rules of Procedure Section 1600, including advance notice to FERC and request for comments from NERC stakeholders. This process also follows the TADS Change Process and Associated Lead Time Requirements document previously approved by the Data Coordination Subcommittee. Using the timeline described in this document, the proposed changes would be implemented in 2012. Using preliminary documentation and examples, instructions for the proposed changes were prepared for a pilot test. The pilot test by the Transmission Owner (TO) members of the WG was completed. The results of the pilot test were used to refine the documentation included in the above request for PC to approve the change request notice. The change request notice seeks public review of the proposed changes to the TADS Event Type Number definitions.

Status Report1. There are no changes to the TADSWG three-year work plan.2. In its status report for the March 2010 PC meeting, the TADSWG stated it was developing a

questionnaire for use in (a) assessing and improving TADS reporting by TOs, (b) determining the effectiveness and interpretation of the TADS reporting instructions/forms, and (c) determining the thoroughness of the NERC TADS training. The draft questionnaire was pilot tested during first quarter 2010 by the TO members of the WG. The results were reviewed and refinements to the questionnaire are being incorporated. Distribution of the questionnaire will begin once the 2009 data reporting and analyses are completed. NERC will coordinate the distribution of the questionnaire through the eight TADS Regional Entity coordinators (RECs). The questionnaire will be sent to about 20% of the reporting TOs each year. It is anticipated that the first questionnaire will be released to the RECs for distribution on August 1 (or sooner).

A supplemental analysis report based on TADS calendar years 2008 and 2009 data is being developed. Only a NERC level supplemental analysis reports will be developed. A final report will be released to the DCS and PC for review/approval at the December 2010 PC meeting. If approved, the report will be available for distribution by December 31, 2010. The TADSWG identified the following two guiding principles in the development of the scope of this report based on the intended uses and limitations of data and metrics presented in the TADS Phase I

Transmission Availability Data System Revised Final Report dated September 26, 2007: Comparisons between Regional Entities are inappropriate. Data trend analysis will be done on a minimum of 5-years of data collection. In the

interim, this does not preclude plotting multiple years of data side-by-side, but does preclude making conclusions about the trend of the data.

3. Training sessions for calendar year 2011 data collection will be conducted during 4th quarter 2010. The dates will be announced soon.

4. TADSWG previously sent comments (see Attachment 4 to the TADSWG report in the December 2009 PC meeting agenda package) to the Data Coordination Working Group (DCWG) regarding the proposed new Form EIA-411 that was announced in the Federal Register on October 15, 2009. The DCWG is coordinating NERC’s work with the EIA. The TADSWG continues to monitor the status for its implications to NERC reporting TADS data directly to the EIA beginning January 1, 2011 for calendar year 2010.

5. The TADS 2010 calendar year report, which will be the first to include both Automatic and Non-Automatic Outage data, is targeted for completion by June 2011. The TADSWG will begin developing the report’s format later this year. Note: The 2010 reporting period began January 1, 2010; The TADS Data Reporting Instruction Manual is being applied; and the necessary webTADS 2010 updates and training sessions were completed during 4th quarter 2009.

Demand Response Data Task Force (DRDTF) Report

Status Report1. A mandatory data request was submitted to the PC per the Rules of Procedure: Section 1600-

Request for Information or Data. The data request was submitted to FERC and then posted for a 45-day public comment period. Suggestions received during the comment period have been incorporated into the final report and reflected in the updated version of the report.

2. On May 17, 2010, the NERC Board of Trustees unanimously approved the Rules of Procedure: Section 1600-Request for Information or Data: Mandatory Collection of DADS Phase II Data included in the report entitled: Demand Response Availability Data System (DADS): Phase I & II Final Report. Data Coordination Working Group (DCWG) Report

Status Report1. The DCWG along with members of RAS participated in a conference call on April 27, 2010

to review the Post Winter Seasonal Assessment data. Data checking was performed and discussions on future improvement reviewed.

2. The next DCWG meeting will be on June 7-8, 2010 to discuss future activities, including:a. Begin collecting and validating data for the 2010 Long-Term Reliability Assessment

Reliability Fundamentals Working Group (RFWG) Report

Background1. The RFWG requested feedback from Planning Committee in March-April on the draft

Reliability Concepts Document and posted it for a 45-day public comment period. Along with addressing any comments, the RFWG developed an enhanced Reliability Concepts Statement example (see section 3.3 Protection) in collaboration with the System Protection and Control Subcommittee (SPCS. The RFWG presents this document with two content examples (2.1.1 Frequency and 3.3 Protection) for approval. Event Analysis Working Group (EAWG) Report

Background1. The EAWG scope was approved at the March 2010 PC meeting, with the understanding the

scope would be modified to the scope will be modified in the near future to focus on the four deliverables (Process, Categories, Lessons Learned, and Links to Compliance) and development of a work plan. 2. One of the EAWG’s duties under the present scope is to review the categorization of events and the description of those categories. The draft NERC Event Categories and Levels of Analysis document is posted at http://www.nerc.com/filez/pcmin.html with other the June 15-16, 2010 PC meeting material. The EAWG requests feedback by June 30, 2010 sent to [email protected].

EAWG is focusing on the Identification and Triage, and Event Analysis and Findings stages of the “NERC Event Analysis and Investigations Process Flow Chart”. The EAWG process will consider; what happened, why did it happen, what did we learn, and how do we share what we learned.

5. The EAWG has developed an interim process for reviewing Lessons Learned submitted by NERC.

6. EAWG leadership met with the Disturbance and Sabotage Reporting Standard Drafting Team leadership to present an overview of each group’s efforts and identify possible areas for coordination. Ben Deutsch from the Midwest ISO is a member of both groups.

7. John Johnson is the EAWG liaison with the NERC Reliability Metrics Working Group.
