National Waiting Times Centre BoardTerms and Conditions of Service

The terms and conditions applicable to this post are those of all NHS Scotland Employees.

1. Superannuation

You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension.

Employees contributions to the NHS Scheme range from to 5.2% to 14.7% of salary (depending on rate of Pensionable Pay) and the employers’ contribution equates to 13.5% of salary. Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance contributions. Employees who choose to participate in the State Earnings Related Pension Scheme pay the higher rate of National Insurance contribution. A Stakeholder Pension is also available.

2. JOB PURPOSE

The post will play a central role in the following areas:

To function as the lead for development and maintenance of the Board Corporate Balanced Scorecard and manage all coordination for the Board Performance and Planning Committee

To lead the development of the Local Delivery Plan (LDP) and Board Annual Review self assessment

To lead and manage a designated portfolio of health care projects. Ensuring that they are coherent and balanced with a strong focus on delivery and implementation.

4. DIMENSIONS

Budget responsibilities: Allocated budget for specific projects and associated resources.Staffing: Day to day management for Performance and Quality Lead and Performance and Planning Programme Administrator.The post holder will report to the Performance and Improvement Manager.

5. MAIN DUTIES

Performance Analyse and interpret complex organisational performance data in relation to delivery of the

corporate key performance indicators and identify organisational challenges and improvement opportunities.

Responsible for the preparation of the Performance report for the NWTCB based on the content of divisional reports and discussions at Performance and Planning Committee. This involves using judgement on the content of such reports, liaison with a range of key Senior Management stakeholders and working to tight deadlines.

Oversee the development and maintenance of the Corporate Balanced Scorecard, ensuring that data is accurate and available for each reporting period and reporting on performance against KPIs to the Board Performance and Planning Committee and the Board. Scoping new and updated KPIs as part of the annual review of Board Performance priorities.

Leads on developing specific policies for the Organisation that relate to the implementation and monitoring of the Board performance framework and Board approach to project management

Contribute to the development and implementation of policies specific to Performance, Planning and Project Management.

To lead the production of the Board Annual Review self-assessment Develop and maintain appropriate performance management databases to enable

intelligent planning and monitoring of, and reporting on, service performance and improvement.

Maintain an understanding of the application of Equalities legislation relevant to own role

Planning

Contribute to the development and maintenance of strategic plans e.g. Local Delivery Plan and other Board strategies and ensure collaborative working and delivery of projects in line with project plans and National timescales.

Support the development of plans to enable delivery of key Organisational priorities Provide highly specialist expertise in the production of strategic plans and progress

monitoring. Develop and maintain robust and highly effective relationships with Directors and other

Senior Managers that result in connected and coherent planning processes and outputs. Development of the Board’s Winter Plan, including attendance at relevant SGHSCD

meetings and coordination of internal responses with key stakeholders Lead and develop business cases, seeking out relevant information on current and

proposed services to assess affordability of project. Determine relevance of information provided, ability to probe relevant personnel on the accuracy of data provided. Use of benchmarking data where appropriate e.g. in relation to service delivery costs / resource

requirements. Co-ordinates capacity and capability, requires working closely with line managers and the

Projects

Co-ordination of a range of complex project activities, including submission of regular progress reports to the Senior Management Team and Performance and Planning Committee.

Create and maintain comprehensive project documentation Develop detailed project plans to track progress of the various workstreams related to the

project Regularly undertakes complex surveys and audits relating to projects e.g. analysis of

current service delivery / provision. Establish and maintain effective working relationships with clinical and support functions

and other agencies whose input to the planning process is required to ensure delivery of improved services

Staff

Manage, motivate and develop staff in accordance with the NHS Scotland Staff Governance Standard, to ensure staff have the necessary knowledge, skills and attitudes to contribute to the achievement of organisational objectives.

6. SYSTEMS AND EQUIPMENT

The post holder should have an understanding of information systems in general, particularly the storage and retrieval of electronic reports and spreadsheets. They should be able to collate information and produce reports.

On a regular basis post holder is required to use general information technology systems/packages including Intranet and Internet, Microsoft Word, Microsoft Outlook (email system), Power Point and Microsoft Excel, Microsoft Project.

Post holder is required to utilise paper files and simple filing systems (manual and computerised) for notes/reports.

Post holder responsible for professional obligations in terms of the Data Protection and Freedom of Information Acts.

7. DECISIONS AND JUDGEMENTS

A significant element of the workload will be self- directed and will rely on the post holders ability to establish effective working relationships with key contacts both within and outwith the Board.

Work will be assigned and measured by the Performance and Improvement Manager and on occasion via direct commission from Executive Directors. Under broad guidelines as determined by the Head of department, the postholder is expected to prioritise and manage their own workload in accordance with the objectives and timescales of their work portfolio. The post holder will be an important, core member of the team and must demonstrate considerable initiative.

The postholder will display effective decision making and problem solving skills. This will be allied to an ability to facilitate idea generation in the context of meeting identified business requirements and to foresee risks/ issues and take appropriate corrective action.

Makes decisions and recommendations within the framework of corporate policies and is expected to fulfil this role autonomously within the parameters of established local and national priorities, general policies and procedures set in conjunction with the Head of Strategy and Performance and/or Senior Management Team.

Demonstrates a systematic, flexible and innovative approach to problem solving and implementing decisions, involving staff, service users and senior management where appropriate to ensure effective provision of the service
