A) What are the different household types applying for housing?

- Singles,

- Young Adults (19-29 years)

- Single Parents

- Elderly

- Mature Adults with no children

B) Clarifying Housing Needs

- Single Room Units

- Hotel\Motel or Boarding House Style Units

- Trailer Park

- Assisted Living Units

- Palliative Care Units

- Apartments

- Fourplex Units

Social Housing Units

- Subsidy Housing Units (Band gets the Mortgage for Band Members)

- INAC Subsidy is $28.249, the Band adds $1,751.00 for a total of $30,000.00

- Subsidy = Housing Unit versus Band Member

- Section 10 (Band Members get their own Loan with the Banks directly) and they make their payments directly to the Banks

- Members still expect FREE Housing

- Members expect the Band to pay for all Renovations

- Membership believes that the Band should pay for all Renovation work for the Elders - Even if there are people in the home that can pay for the work or do the work themselves

- The Band should do all budgeting services for the membership

How can Chief and Council address Housing Needs of the Membership ?

July 7, 2011

- Tax the current businesses with proceeds going to the Housing Department

- Look at creating a Housing Corporation to take over the whole Housing Department

- Look at building an Apartment or Hotel\Motel for Revenue Purposes; either on or off reserve to be rented to Non-Nak’azdli Band Members

- Look at building a Bingo Hall with all proceeds going to Housing and NO DONATIONS

- Look at purchasing or building an apartment building off-reserve strictly for Nak’azdli Band Membership

- Look at Hostel style housing rental units for singles wanting to rent

Chief and Council

- Maintain a sustainable housing program

- Secure Funding for Housing

- Ensure that Insurance is current on all Band Units

- Provide Subsidy if Eligible

- Ensure Replacement Reserve Funding in place

- Maintain Records of Payments received

- Evictions

Tenants

- Make Regular Monthly Payments to Band

- General maintenance and upkeep of unit

- Before Tenancy – membership takes Basic Home Maintenance Course and Budgeting Workshop

- Possibly have Membership Pay an Additional Cash Equity Down Payment

- The Housing Committee act as a liaison between Membership and Chief & Council

What is Willable Property

- Privately Owned Housing Units are willable assets

- Certificate of Possession (CP’s) are willable assets

- Housing Units that have NO MONIES owing to Nak’azdli Band Council are willable assets

to Nak’azdli Band Council – Can be

Willed to a family member

This unit has Monies Owing to Nak’azdli Band – therefore it

cannot be Willed to another person

It is under the Band Council Umbrella

July 7, 2011 Shelter Costs

- IA = Income Assistance Program

- Under what circumstances can you charge INAC for Shelter Allowance under the IA Policy?

- Shelter can only be charged to the IA Program if there is an Actual Cost, which is Documented and Allowable as per chapter 5 of the Income Assistance Program (volume 1 of 3) of the Social Development Policy and Procedure Manual (SD P&P M)

Shelter Costs may be charged

as follows:

(i) Maximum Shelter Allowance per Family Unit Size = Rent\Mortgage + Utilities

(ii) Shelter Allowance is based on the House not on the # of families or maximum shelter allowance each family is eligible. Shelter Stacking in in contravention to the intent of the Shelter Allowance Policy

(iii) Shared Shelter Policy allows for multi-family contribution of total actual documented shelter costs, provided all families contribute their fair share of the shelter costs
