A strategic review of the operations and organizations of the executive branch and the rationalization of its functions, focusing govt efforts on its vital/core functions, improving the quality and efficiency of govt services, improving agency accountability, and implementing programs and projects of govt within allowable resources. (IRR of EO 366)
