● William Hayes, deputy specialagent in charge, Office of Investi-gations, Michigan and OhioThe panel explained that through

an initiative called “Operation En-gine Newity,” personnel meet withmultiple OEMs to discuss bestpractices of combating the growingthreat of counterfeit airbags – partsthat can possibly cause fatalities orsevere injuries among motorists.

These counterfeit parts notonly have the potential to explodeand harm motorists when de-ployed during a crash, but alsomay deploy prematurely duringshipment, harming those aboardaircraft or in vehicles that trans-port the products. In addition, theproducts may contain harmfulchemicals that can be fatal if in-gested or touched.

“We are very aggressive aboutthis,” Florell explained to the audi-

ence. “This threat is out there, and[collision repairers] will be the oneswho see it first.”

The panel suggested that thebest method to resolve issue is tosecure the supply chain. To dothis, department members will of-ten make undercover purchasesof counterfeit parts online – a pri-mary source of false market-places – then seize the websiteand remove it from the Web. Thedepartment will then put a bannerin its place that states the web-site has been seized by the fed-eral government, in hopes offurther educating the public aboutthe risk of ordering parts from il-legitimate marketplaces.

However, panelists acknowl-edged that collision repairers alsoplay a key role in preventing thespread of harmful counterfeit parts.While it’s sometimes difficult to dif-

ferentiate counterfeit airbags fromOE with the naked eye, the panelencourages repairers to report sus-picious items to the IntellectualProperty Rights Coordination Cen-ter (www.iprcenter.gov).

Industry members can furtherassist in resolving this issue by fol-lowing these guidelines:● Deal with reputable individuals

when purchasing parts. If a part isextremely cheap, it is most likelycounterfeit or stolen.

● Be wary of online marketplaces.Many websites mirror the designof OEMs or other reputablesources but may contain brokenEnglish or misspellings.

● Do not buy parts from China orHong Kong, as 82 percent of allcounterfeit goods seized comefrom these countries.

● Report counterfeit parts towww.iprcenter.gov.

Collision Industry Conference (CIC) Administrator Jeff Hendler announced on Tuesday that Randy Stabler, owner of Pride Auto Body in Van Nuys, Calif., will succeed State Farm Claims Consultant GeorgeAvery as CIC chairman.

Avery will officially pass the gavel to Stabler at the CIC scheduled atthe SEMA Show in November, as that will be Avery’s last official CIC aschairman. Stabler will then handle CIC chair duties for 2015, starting inPalm Springs, Calif., in January.

SCRS Open Board Meeting Updates Industry on Association’s Activities

The Society of Collision Repair Spe-cialists (SCRS) held its open boardmeeting on Monday, updating theindustry on the association’s latesttopics of focus.

Executive Director Aaron Schu-lenburg discussed members’ issuewith rental days, specifically theformulas by which insurers deter-mine how many days there shouldbe and that many repairers believethose formulas produce unrealisticdelivery dates. The matter has beentransitioned tothe CIC Insurer-Repairer Rela-tions Committeefor more studyand discussion.

Schulenburgalso discussedsome recentcommercialsproduced byLiberty Mutualwhich repairersfelt were de-meaning. SCRSfelt the insurerpromoted thecampaign at theexpense of theindustry, and ul-

timately Liberty Mutual agreed,pulling the ads from the air.

The issue of clearcoat blendinghas come up again too amongmembers, said Schulenburg, anissue he thought had beencleared up by the OEMs and refin-ish manufacturers not approvingof the procedure.

“I feel like we’re back to the fu-ture,” Schulenburg said. “Ten yearsago, no refinish manufacturerwould stand behind that.”

SCRS ended up forwarding sev-eral documents from 2003-2004 to various insurers to support thisstance.

Schulenburg also announcedthat, for the first time ever, SCRS, as part of its Repairer Driven Edu-cation sessions at the 2014 SEMAShow, would be hosting an indus-try-specific full day forum onWednesday of SEMA week calledthe OEM Collision Repair Technol-ogy Summit.

On Tuesday, the Collision IndustryConference’s Insurer-Repairer Re-lations Committee discussed thecontroversial topic of rental days.

The Society of Collision RepairSpecialists (SCRS) first took up theconversation months ago whenmany members complained thatformulas used by insurers to deter-mine average number of rentalsdays often led to unrealistic expec-tations. SCRS thought it logical totransfer the discussion to the CICCommittee and pair it with a third-party study on the topic.

One of the findings was that thevariance in average rental days wasquite large. According to Mitchelldata, the number was 14.1. CCC In-formation Services data showed11.3, and SCRS’ own data showed14.28.

Some of the findings of researchdone by UpdatePromise included:● Average length of rental per state

was 10.7● Ranged from high of 11.8 in the

northeast to 9.1 in the northwestOut of data mined from the CSI

of 8,000 shops, the findings were:● The number of times a promise

date changed had a direct impacton CSI

● Consumers will tolerate one totwo promise date changes, but up

to 14 were observed among someshops.

● If a shop gave an expectation ofwhen the car was going to be de-livered too early, CSI diminished.

● If you offered a promise date inless than a day, it caused con-sumers to lose confidence.

● If you waited more than threedays to deliver a promise date,consumer’s confidence was se-verely diminished.Panelists participating in the dis-

cussion included insurers, repairersand rental car company represen-tatives.

When examining whether rentalcoverage was extended by the in-surer when the shop determinedthe car would not be delivered bythe formula-derived promise date,repairers said “sometimes” and“sometimes not.” It was the “some-times not” replies that brought therental issue to the attention ofSCRS.

“Members brought this concernto us from Connecticut, Montana,Hawaii, Texas and Maryland wherethere were instances where youhad carriers setting hard-and-fastformulas,” said Aaron Schulenburg,executive director of SCRS. “Andwhen those times weren’t beingmet, the carriers came back to the

shop and said, ‘You didn’t hit thistime limit and these are the daysyou’re responsible for paying forthat rental. But the shop didn’t sellthat rental coverage policy or didn’tprofit from the sale of that policy.They’re doing the repair and thereare things that come up in theprocess. There are numbers we canlook at, but there’s a lot of flux inthe system and lots of things thatinfluence how long that repair couldor should take.

“We talked to one carrier regard-ing one of their formulas and how itfell outside of industry averages,and they knew that. They said,‘Yeah, we understand, but we needto set higher expectations becauseour insurer competitors are alsosetting higher expectations.’ And Ithink there needs to be some pointwhere we as an industry reconcilewhat we’re doing with the esti-mated average length of rental. Be-cause, as a consumer, if we tellthem it will be five days and it willreally be 15 and we can do a betterjob of knowing that up front, we cando a better job of giving them a bet-ter experience. A longer repair is notgoing to make it a worse experi-ence, but thinking it will be shorterand then it ends up being longerwill make for a worse experience.”
