PREFACEThis document provides technical instructions for building files that can be submitted through the Education Data Exchange Network (EDEN). This document is used in coordination with the EDFacts Workbook, EDFacts Business Rules Guide and the EDEN Submission System User Guide.

EDEN is a centralized, coordinated repository of state reported, K through 12, educational data residing at the U.S. Department of Education. The EDEN Submission System is an electronic system that facilitates the efficient and timely transmission of data from SEAs to the U.S. Department of Education.

1.0 PURPOSEThis document contains instructions for building fixed and delimited files to submit EDFacts Data Group: Children with Disabilities (IDEA) Early Childhood Tables, DG613. The definition for this data group is in row “Table Name” in Table 4.2-1.

The data collected using this file specification are required by the Individuals with Disabilities Education Act (IDEA), Section 618. 

For states approved for EDFacts only submissions, the data will be used as responses in Table 1, “Report of Children with Disabilities Receiving Special Education under Part B of the Individuals with Disabilities Education Act” and Table 3, “Part B, Individuals With Disabilities Education Act Implementation of FAPE Requirements.”

The data are also used for monitoring the programs and activities under IDEA. The appendix contains a crosswalk between this file and the applicable sections of Tables 1 and 3.

The LEA data collected through this file are also used for the Non-Fiscal Survey of the Common Core of Data (CCD).

A separate document contains the XML file formats. General guidance for constructing all file types may be found in the EDFacts Workbook.

1.1 Changes from the SY 2009-09 File Specifications

There have been changes to the requirements for submitting this data group:

Added subtotals by racial ethnic, LEP status (both), and environment (IDEA) early childhood (EA).

Added zeros requirement at SEA level.

In addition, the guidance in sections 1.2 and 2.0 has been reformatted and claried.

1.2 Requirements for Submitting this Data Group

This section contains two tables that summarize the reporting requirements. The first table contains the reporting period, the education units included or excluded, the type of count, and zero count reporting. The second table contains the required categories and applicable totals.

2.0 GUIDANCE FOR SUBMITTING THIS FILEThis file contains an unduplicated count of the children with disabilities ages 3 through 5 receiving special education and related services according to an individualized education program (IEP) or an individualized family service plan (IFSP) in place on the state’s child count date2.

See below for additional guidance concerning this file:

When is the SEA file due?The SEA file is due by February 1 of each year.

Do not submit preliminary or placeholder data just to meet the submission deadline. The submission of the SEA data will be assessed by the Office of Special Education (OSEP) for timeliness, completeness, passing edit checks, and for responding to data note requests about year-to-year changes in Performance Indicator #20 on your state’s Annual Performance Report (APR). Data submissions with missing data elements are rated by OSEP as “incomplete.”

If data will not be submitted by the due date, remember to update your submission plan and contact the Partner Support Center.

Which children should be reported in this file?Include children with disabilities who are ages 3 through 5 receiving special education and related services according to an individual education program or service plan in place on the count date. This includes children enrolled in private school by a parent, but who are still receiving special education services through the LEA under a services plan.

What children should not be reported in this file?Do not include children with disabilities (IDEA) who are ages 6 and over. (Those children are reported in N/X002.)

How should students with disabilities (IDEA) who receive their education in a state-operated school (i.e., state school for the deaf) be reported?Students who receive their education exclusively at a state-operated facility should be reported in the SEA level count. If an LEA retains responsibility for the education of students who receive their education exclusively at a state-operated facility, the LEA may also report those students, depending on state procedures.

How are student counts reported by Age (Early Childhood)?2 Children enrolled in private school by a parent, but who are still receiving special education services through the LEA, may have a services plan rather than an IEP or IFSP. These children should be included in the child count.

Children should be reported according to their discrete age, based on each child’s age as of the child count date.

How are children who reside in one LEA but received services in another reported?Students should be reported by the LEA that has responsibility for the students (i.e., paying for the student’s services.)

How are students reported by developmental delay?States must have defined and established eligibility criteria for developmental delay for children ages 3 through 5 in order to report children under that permitted value in this file. Only children ages 3 through 5 may be reported in the developmental delay disability category, and then only in states with diagnostic instruments and procedures to measure delays in physical, cognitive, communication, social, or emotional, or adaptive development. Although federal law does not require that states and LEAs categorize children according to developmental delay, if this category is required by state law, states are expected to report these children in the developmental delay category.

If the development delay is not authorized for use by the state, the permitted value development delay is not used in the file. The Department will populate the columns for development delay as “not applicable” using the information provided in the State Supplemental Survey in EMAPS (the metadata collection).

How is a child with more than one primary disability reported? If a child has only two primary disabilities and those disabilities are deafness and

blindness and the child is not reported as having a developmental delay, that child must be reported under the permitted value “deaf-blindness.”

A child who has more than one primary disability and is not reported under the permitted value "deaf-blindness" (as explained in the bullet above) or as the permitted value of developmental delay must be reported under the permitted value “multiple disabilities.”

How are student counts reported by the racial ethnic?The document EDFacts Guidance on Submitting Racial and Ethnic Data contains directions on how to report racial and ethnic data.

How are student counts reported by Educational Environment (IDEA) Early Childhood?The chart below explains the permitted values used for educational environment.

How is percentage of time in regular early childhood programs calculated? The numerator for this calculation is the amount of time per week the child spends in a regular early childhood program. The denominator for this calculation is the total number of hours the child spends in a regular early childhood program PLUS any time the child spent receiving special education and related services outside of a regular early childhood program. The result is multiplied by 100.

The denominator includes any time spent receiving special education in the special education program. This is is true even if the child receives little or no special education in the early childhood program. For example,

If the child attends a regular early childhood program 6 hours a week and receives special education and related services in a special education program for an additional 4 hours a week, report the child under the permitted value for regular early childhood program 40% to 79% of time. Calculated as follows:

o 6 hours in regular ÷ 10 total hours =.60*100=60%

If the child attends a regular early childhood program 6 hours a week and receives 1 hour of special education and related services at home and an additional half hour of special education and related services a service provider location, report the child under the permitted value for regular early childhood program at least 80% of time. Calculated as follows:

o 6 hours in regular ÷ 7.5 total hours = 0.8*100=80%

If a child is pulled out of the regular early childhood program to receive special education, this is considered time outside the regular early childhood program. Include this time in the in the denominator but not the numerator of the calculation. For example:

If a child attends a regular early childhood program for 6 hours a week, and is pulled out of that environment for 2 hours each week to receive speech instruction, report the child under the permitted value regular early childhood program 40% to 79% of time. Calculated as follows:

o 4 hours in regular ÷ 6 total hours = .67*100 = 67%

What if a child receives special education at home or in a service provider location in addition to attending either a regular early childhood program or a special education program?Report the child under one of the permitted values for regular early childhood program or special education programs, as appropriate, instead of home or service provider.

What if a child receives special education at a service provider location in addition services at home?Report the child under the permitted value for home.

What if some data are not available?If some data are not available, the data can be reported as “missing” by including records with student counts of “-1.” Eventually, all the data will need to be reported.

How does EDFacts data map to DANS?A crosswalk to Table 2 is in the appendix.

What happens to the EDFacts data for a state that has been approved as an EDFacts-only data submitter for this file?Currently, EDFacts data are made available to OSEP’s contractor on the submission due date. The contractor then analyzes the IDEA data for data anomalies and may

3.0 FILE NAMING CONVENTIONBeing able to readily identify any particular file transmission is an important consideration for users of the EDEN Data Submission System. Being able to identify a particular file can greatly facilitate any technical assistance that may be requested by the State. A maximum of 25 characters (including the file extension) is allowed for the file name. The following is the naming convention for Children with Disabilities (IDEA) Early Childhood file submissions:

4.0 SEA CHILDREN WITH DISABILITIES (IDEA) EARLY CHILDHOOD FILE

This section describes the fixed file and delimited file specifications used to transmit information pertaining to the SEA Children with Disabilities (IDEA) Early Childhood File. The file type is specified in the header record.

4.1 Header Record Definition

The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.

Section 4.3 contains examples of the header record.

4.2 Data Record Definition

Data Records are required and immediately follow the header record in every file submitted to the EDEN Submission System. Data Records provide counts for the specified categories as well as subtotals and totals of the education unit.

5.0 LEA CHILDREN WITH DISABILITIES (IDEA) EARLY CHILDHOOD FILE

This section describes the fixed file and delimited file specifications used to transmit information pertaining to the LEA Children with Disabilities (IDEA) Early Childhood File. The file type is specified in the header record.

5.1 Header Record Definition

The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.
