Terms of Reference

Technical Assessment on minor renovation needs of Health Facilities in Mindat & Madupi Townships, Chin State

1. Background The Myanmar Red Cross Society (MRCS) in partnership with the Danish Red Cross (DRC) is implementing the Maternal, Newborn and Child Health (MNCH) project in Mindat and Matupi townships, Chin State. The projects overall goal is to increased access and availability of essential maternal and child health services for the poorest and most vulnerable population. The project duration in 2014 – 2016 and is funded by the Three Millennium Development Fund Goal (3MDG Fund). The projects is implementing in the close cooperation and collaboration with the Township Health Department (THD) that includes support to THD activities and capacities. Minor renovation of THD health facilities (Township and Station hospital premises, Rural Health Centres (RHC) and Rural Health sub-Centres (SRHC) and construction/rehabilitation of water sources of THD health facilities is a part of project’s activities to be implemented within the project timeframe (2014 – 2016). The mentioned above minor renovation of THD health facilities and construction/ rehabilitation of water sources at THD health facilities will be implemented by MRCS in coordination with the THD. That includes:

- MRCS doing assessment of health facilities (or contracting a qualified agent to do so); - Discussion and verification with THD regarding the priorities and support to be provided (which health facilities

should be renovated and scope on renovation); - MRCS contracting qualified contractor to do renovation (as agreed with THD) health facilities and

constriction/rehabilitation of water sources; - Joint MRCS/THD supervision of progress and quality of work of contractor; - Handover of renovated facilities and constructed/rehabilitated water sources to THD.

That is planned and expected that within 2014 – 2016 the MNCH project implementing by MRCS in Mindat and Matupi townships, Chin State will support minor renovation of health facilities and construction/rehabilitation of water sources in: Mindat Township:

Township hospital: minor renovation of: - Medicine storage room (in 2014); - Delivery room, Operation Room and Child Care unit room (in 2014); - Repair of incinerator (in 2014)

A total budget of above mentioned renovation/construction is up to: MKK 9,550,000

Station hospital/RHCup to 6 RHC: minor renovation of: - Renovation of medicine storage room at station hospital/RHC/MNC clinic/SRHC (up to 8 medicine storage

rooms: 2 in 2014, 4 in 2015 and 2 in 2016); - Repair/build of delivery rooms at RHC/station hospital (up to 6 delivery rooms: 2 in 2014, 2 in 2015 and 2 in

2016); - Minor renovation of other rooms of RHC/station hospital/SRHC (up to 6 rooms: 2 in 2014, 2 in 2015 and 2 in

2016). A total budget of above mentioned renovation/construction is up to: MKK 37,000,000

Repair/construction of water tank/water supply at township hospital (in 2014). Total budget up to MKK 4,950,000.

Renovation of water sources/supplies at RHC/SRHC (up to 9sources: 3 in 2014, 3 in 2015 and 3 in 2016). Total budget up to MKK 13,500,000.

Construction/rehabilitation of latrines in health facilities (hospital, RHC/SRHC): up to 16 latrines (12 latrines in

2014 and 4 in 2016). Total budget up to MKK 22,400,000. Matupi Township:

Township hospital: minor renovation of: - Medicine storage room (in 2014); - Delivery room, Operation Room and Child Care unit room (in 2014); - Repair of incinerator (in 2014)

A total budget of above mentioned renovation/construction is up to: MKK 7,900,000

Station hospital/RHC minor renovation: - Renovation of medicine storage room at station hospital/RHC/MNC clinic/SRHC (up to 11 medicine storage

rooms: 1 in 2014, 4 in 2015 and 6 in 2016); - Repair/build of delivery rooms at RHC/station hospital (up to 6 delivery rooms: 2 in 2014, 2 in 2015 and 2 in

2016); - Minor renovation of other rooms of RHC/station hospital/SRHC (up to 10rooms: 2 in 2014, 4 in 2015 and 4 in

2016). A total budget of above mentioned renovation/construction is up to: MKK 45,800,000

Repair/construction of water tank/water supply at township hospital (in 2014). Total budget up to MKK 4,870,000.

Renovation of water sources/supplies at RHC/SRHC (up to 6 sources: 2 in 2014, 2 in 2015 and 2 in 2016). Total budget up to MKK 9,000,000.

Construction/rehabilitation of latrines in health facilities (hospital, RHC/SRHC): up to 10 latrines (6 latrines in

2014, 2 latrines in 2015 and 2 in 2016). Total budget up to MKK 14,000,000;

2. Objective of the technical assessment The overall objective of this assessment is to conduct a specific technical review of health facilities at Mindat and Matupi townships, Chin State to identify the needs, priorities and scope for renovations/construction within the budget available. The specific objectives of the assessment is to identify the physical conditions of health facilities and prepare work plan and estimated costs calculation enabling the MRCS to contract the engineer/building constructor company to carry out the specific renovation/construction work in selected health facilities with precision and accuracy.

3. Scope and method of work The scope of work shall include:

- Based on briefing provided by MRCS staff and THD develop a list of health facilities to be assessed in each township including township hospital, MCH clinic, station hospitals, all RHC and some selected SRHC (up to 12-14health facilities in each township).

- Develop and agree with MRCS the detailed assessment work-plan with dates on when to visit each location, dates (timeframe) for paperwork (report), debate meetings with MRCS/DRC and THD about the findings and dates for expected final report.

- Review the assessment check list and adjust as necessary and agreed with MRCS.

- Visit and assess conditions of each health facility using the check list and other assessment methods as required (discussion with the staff at each facility as well as subjectively observe facts and details of the infrastructure).

- Prepare the draft of assessment report (in Myanmar language) for each township and discuss the report with MRCS/DRC and THD. The assessment report should include:

o Description/filled in checklist of physical conditions of each health facility assessed. o Pictures/photos of the damage in each place. o List of recommended repairs/scope of work for each facility o Simple drawings with explanation of the repairs in need to be fixed for each facility o Suggestion of handicraft (category of carpenter) o Materials needed and detailed calculation of estimated costs for renovation/construction of each

facility, water source, and latrine. The allocated budget for renovation/construction will be discussed in details prior to the assessment to ensure that suggestions and estimations are within the possible budget lines. If there occurs essential renovation/construction necessities beyond the budget lines, the requirements needs to be thoroughly explained with reasons and estimated cost.

o Duration of renovation/construction of each health facility. o Priorities in terms of year for renovation/construction (including water source and latrines) for each

health facility (2014-2016). - Receive comments from MRCS/DRC/THD to the draft report and finalise the assessment report accordingly.

4. Outputs 1) A description of the physical conditions of all RHC, station hospitals, MNC clinic and some selected (SRHCs) in Mindat and Matupi townships, Chin State; 2) A list of recommended repairs and priorities in terms of year for renovation (2014-2016) for assessed health facilities. The recommendations should specify type of work needed (major renovation, minor renovation, construction), suggestion for the scope of work/handicraft (category), materials and costs calculation needed and duration of renovation/construction for each prioritized health facility. All recommendations should be developed in accordance with/meet the national standards and requirements to the constructions and renovations in the area (Mindat and Matupi townships, Chin State).

5. Timeframe for the assessment The assessment shall take place within Sept – Oct 2014. As the rainy season creates difficulties in accessing the locations, the assessment work-plan should specify priority of visiting of health facilities in terms of accessibility (Hard to Reach (H2R), non-H2R). The time management is the responsibility of the consultant. However, the agreed assessment work-plan should be followed as much as possible and MRCS shall be informed immediately in case of any actual or foreseen delay or change in the assessment work-plan. The draft of report should be submitted to MRCS no later than six weeks after the sign of agreement, and final report should be submitted no later than 10 working days after receiving of comments from MRCS.

6. Support provided by MRCS MRCS will overlook the process and provide assistance in terms of initial briefing, logistics information (location and distance to health facilities), facilitate coordination/meetings with THD/BHS, appointments for visiting of health facilities. The MRCS in collaboration with THD will approve the final assessment work. An MRCS staff person will be appointed as a focal point to the consultant for the duration of the assessment.

7. Required Expertise The contract for assessment will be allocated to an experienced engineering/building construction company or engineer who are locally acquainted and have a significant experience with assessments and public building styles and standards of the area. Invitation to submit the proposals Interested experienced engineering/building construction company or qualified engineers with relevant experiences are invited to submit consultancy proposals. Proposals should include company profile/ engineer’s CV with description of experience relevant to this consultancy, and outline consultancy fees (per township and total) and availability for indicated timeframe (or alternative timeframe).
