Mangalore would require focusing on planning and implementing in the below mentioned key areas/points to make it eligible to be selected in the next list of probable smart cities by the government. If we fail to make it to the next round we would be missing out on golden opportunity from our hand in making our city self-sustainable and self-sufficient. Focus should be more on conserving the existing the green cover of the city and introducing types of business environment which would consume very less of the land but yield high returns.

Abstract: Mangaluru - Coastal city well connected by all 4 means of mode of transport - Road,

Railways, Air & Sea. Mangalore would require focusing on planning and implementing in the below

mentioned key areas/points to make it eligible to be selected in the next list of probable smart

cities by the government. If we fail to make it to the next round we would be missing out on golden

opportunity from our hand in making our city self-sustainable and self-sufficient. Focus should be

more on conserving the existing the green cover of the city and introducing types of business

environment which would consume very less of the land but yield high returns.

1. Physical Infrastructure Improving Infrastructure of Roads, Railways, Ports (Bunder/NMPT), Bus Stands, Etc.

Roads: Wider Roads with 4 lanes including Flyovers, Underpass, Dividers, Pavements &

Footpaths to ease Traffic Movements Smoothly.

SignBoards, Skywalks, Skybridges, Underpass & Subways for people to walk & cross

roads at Major Junctions all over the City. It will not only lead to safer Pedestrian

Movement, but also Decongest Traffic at these junctions which are held up due to

Pedestrians crossing roads Haphazardly as there is no path for them.

Outer Ring Road as per “Mangala Corniche” Project giving access to Mangaluru along its

Circumference.

Sea Way Road along the beach from Mulki to Ullal.

Separate Lane for Heavy Vehicles & Tankers in the NH66 as Mangaluru is a Petroleum

Hub of Karnataka.

Railway: Expanding the Railway Tracks from 1 to 4 (Local, Express, Goods, Emergency)

A Metro Rail/Skybus connection end to end between Mulki-Karnad-NITK-Suratkal-

MSEZ-Airport-Biakampady-Panambur-Kottara-KPT-Nantoor-Pumpwell-Kankanady-Ullal.

Skywalks from Railway Stations to Bus Stands (Hampankatta, Surathkal, Baikampady,

Mulki)

Information Kiosks, E-Ticketing, Recycle Bins, Toilets, Restrooms at Railway Stations.

Traditional Toilets on Trains to be replaced with Smart Toilets like Aeroplanes there by

Initiating a Swatch Rail Abhiyan

Port (Bunder/NMPT): NMPT to be upgraded and expanded to increase the capacity of the port to increase the

port usage for import/export of goods.

Port should come up with e-facilities for consumers in export/import which will make

the ports more favourable and user friendly. For example for tracking goods, for

booking etc.

Inland waterways to be built in the Kulur River to supply local farm produce etc. to ports

which can be connected to other waterways.

Other: "Smart Bus Stops" where one can charge his phone along with Wi-Fi, Information

Kiosks, ATM, Toilets, First-Aid, Emergency Phone, Restrooms and Lounges.

All the Bus Stops in Mangaluru should have Signage Board which should include Bus

Stop names, Buses arrival and routes. This can make a traveller a hassle free experience

while travelling for the first time.

Map of Tourist Spots or Restaurants or Road maps near Bus Stops or anywhere

appropriate.

Multi-storey Hydraulic Parking complex near key areas.

GPS based monitoring of all Public Transport Vehicles.

Preserve and enhance Parks and Open Space in order to provide Passive and Active

Recreation.

Develop a modern city market complex, possibly replacing the existing one near

Hampankatta.

2. Economic Development Smart Economic Hubs: “Make in Mangaluru” Concept to encourage Business & Production activities in

Mangaluru.

Expanding the MSEZ to encourage more companies like Renewable Energy & Fuels -

Biodiesel, Biogas, Waste to Energy & Fuel, Bio-Fertilizers. Boost for Biotech Industry,

Agriculture and Organic Products.

MRPL expansion to Phase IV in Kuthethur & Jokatte Area.

Map showing MSEZ

Modernised Fish Market, Meat Market, Vegetable Market, Fruit Market termed

“Mangalore Made” & give jobs/stalls in it to the displaced traders/shop

holders/vendors from the Road Expansion Project.

Improve Fishery Department and make world’s biggest Fishery in Mangaluru with

proper infrastructure thereby making Mangaluru a “Fish Trade Centre”

Fish Tin Companies, Fish Sausage Companies, Fishing University.

Creation of Agricultural SEZ termed “MSAZ - Mangaluru Special Agricultural Zone” to

encourage farmers & give them jobs in it.

Utilization of Vacant agricultural lands due to lack of interest in agriculture by people.

Schemes should be initiated to source the interested parties to go for agriculture

against the vacant land kept by some person on rental basis.

A lot of unique Crops and Vegetables are grown in Mangaluru. If these are promoted

and marketed in every retail stores, it could fetch good returns financially.

Main Agricultural products of Mangaluru - Coconuts, Arecanuts, Black Pepper, Paddy,

Banana, Cashew Nut, Tamarind, Mangoes, Pineapples, Pappayas, Cucumber, Beans,

Ladies Finger, Brinjals, Green Chillis, Tomato, Jasmine, Pan Leaf, Etc.

Mangalore which abounds in coconut plantations does not utilise waste from coconuts

into proper use and it should use them to raise small scale industries for making useful

and beautiful handicraft articles for domestic and export consumption.

Coconut Product Companies - Oil, Tender Coconut Juice, Fiber, Rope.

Areca Industries like Gujarat.

Creation of an IT-SEZ.

Make Citizens to Investment in Insurance, Securities, Shares, Mutual Funds & FD so that

revenue is generated for Smart City.

Donation portals towards Smart Mangaluru, Donation Boxes at Malls, Railway Stations,

Bus stands, Etc.

3. E-Governance & Citizen Services Digital Mangaluru: MCC should upgrade its website to be more citizen friendly and include more service

and migrate to E-services which may include Online Payments of Property Tax,

Electricity Bill, Water Bill, LPG Bill, Phone Bill, Building licenses, Trade license etc.

Smart Card (All in one ID including Biometrics, EPIC No., Ration Card Details, Aadhar

Card UID No., Gas Connection Details, RTC, Driving License No., PAN, Bank Account

Details, Senior Citizen ID, Handicapped ID, Coastal Resident ID)

Digital Locker for Every Citizen - Cloud Storage of Citizen Data including Biometrics, ID

No.s, Etc.

Better Traffic Management through CCTV Surveillance Cameras and & Speed Sensors.

24x7 operational CCTV cameras at vital locations to ensure public safety.

Setting up quality Foot Paths with Information Digital Screens Set up at Junctions.

Digital displays for all kind of advertisement and displays. Strictly don't allow any kind of

banners and hoardings.

LED Screen for City Navigation, City Bus Routes and City Guide.

Dynamic Kiosks that display real-time information, concerning Traffic, Weather, Local

News, Air Quality, Hospitals, Tourism Spots, Nearest Restaurant etc.

E-Kiosks should be introduced in and around the city for using E-facilities of the

government.

GPS based hoardings to show real time index of Buses, their Arrival/Departure Timing.

Increase Network Connectivity, One tower for all Telecom Brands, Higher Quality

Network & Spectrums, LTE Technology.

Free Wi-Fi Hotspots in Railway Station, Bus Stands, Ports & Govt. Hospitals.

Smart City App: A city guide app like M - Indicator with information about City Map, Bus Timings, Bus

Routes, Hotels, Restaurants, Beaches, Holy Places, Hospitals, Medicals, Clinics, Banks, ATMs,

Hospitals, Museums, Parks, Landmarks (Must also include Features of Apps like – Yellow

Pages, Just Dial, Red Bus, Oyo, Zomato, Food Panda, Ola, Uber)

Smart Buildings & Offices: Use renewable energy, smart grids, E-services.

Green roof top building technology should be used in all the government buildings and

the local people should also be encouraged to adopt this technology.

All the roofs, station sheds and government buildings must be provided with solar

panels for green and clean energy generation.

Waste Management: Installation of Smart Bins in the city with Reflector Attached to it (For Attraction) and A

message should be displayed on it – Swatch Bharath Abhiyan

Segregation of waste at the source (Home or Business) into Recyclable & Non-

Recyclable.

Municipal waste has to be managed in a manner where maximum recycling has to be

promoted. This can be ensured by simple segregation at source. Mangaluru already has

system to collect waste directly from source. All it needs now to guide citizens to

segregate it as

1. Recyclable:

a. Biodegradable (Food, Gardening and Organic Waste)

b. Plastic

c. Metal (Tin Cans)

d. Paper

2. Non-Recyclable

This would simply generate lot of revenue as well as maximum recycling.

Stop using polythene bags, usage must be banned. We can use cotton or any

biodegradable bags.

Regular cleanliness awareness drive must be undertaken by MCC/NGO's and Reach out

to the grass root level and bring every citizen in the loop

Be Strict for those who throw waste on public places, Educate citizens and start

campaigns to keep Mangaluru Clean.

Avoid Beggars and give sectorwise cleaning work to beggars.

Tender Coconut shells to be recycled. The Municipality can invite PPP for converting

tender coconut shells into briquettes and sawdust. The sawdust can be used for

composting the wet waste.

Set up biogas plants or compost plants in each locality.

Water Management: Rain Water Harvesting as Mangaluru gets enough rainfall.

Water Quality Monitoring with Leakage Detection, Metering & Pollution Sensors.

Storm Drains & Smart Drainage Systems with Waste Water Treatment Plant.

Making a Rain Water Storage Reservoir & Transport this Water to Yettinahole instead of

Netravati River Water.

Energy Management: Implementation of Renewable Energies such as Solar Energy, Wind Energy, Tidal Energy,

Biogas Plant, MSW Incineration Plant, Recycling Plant (Paper, Plastic, Glass & Metal)

Reduce Energy consumption, Save Electricity, Use Eco-friendly Solar Panels to see 24x7

Bright Mangaluru.

Remove all Incandescent, CFL Lights & Replace with LED Lights.

Removing Overhead Power Cables & Replacing it with Underground Power Supply.

“Tidal Energy Project by Vijay K Hegde” can be implemented on a Large Scale in

Mangaluru

Solar energy generation has to be up scaled and educative initiatives should be

undertaken by MESCOM for generation of solar energy by residents in their respective

building. Also commercial and government organization should be encouraged to

generate solar energy at their premises.

Solar Panels have to be installed along the sea-line which receives uninterrupted supply

of solar energy.

Wind turbines/mills should be implemented along the coast line to tap the wind energy

with the help of SUZLON.

Thermal Energy Plant at Niddodi to cater the scarcity of power in Karnataka.

Pollution Control: Environmental Tax & Environmental Pollution Fines to collect funds for smart city.

Environmental Station & Officers inspecting every Home Environments.

Air Pollution Sensor at all major industries.

Water Pollution Sensor at Rivers, Streams & Canals.

Charge firms polluting beyond certain level of Carbon Emission.

Smart Trees: Plant Trees & Plants that absorb CO2 n are economical.

Vegetable Gardens, Pots with Vegetable Crops in MCC, MUDA, MESCOM, MSEZ, DC

Office to promote Agriculture.

4. Tourism Development Mangalore has one of the best sightseeing places including Religious Temples,

Churches, Mosques, Beaches and Natural Greenery which needs to be tapped and

promoted.

Attract tourists to the Coastal Beaches to generate revenue as well as create job

opportunities in Tourism sector.

Provide convenient River front and Beach access for Citizens and Visitors of Mangaluru

that allows people to enjoy and make full use of Arabian Sea, Netravati River, Gurupur

Beaches to be developed with Basic Infrastructure such as Wide Connecting Roads,

Welcome Arch, Parking Space, Resorts, Hotels, Rest Rooms, Change Rooms, Shower

Facility, Toilets Etc.

Develop a Trail or Boardwalk to the beach like Bandra Band Stand in Mumbai.

Provide more River-front and Beach-front activities such as Beach Sports, Water sports,

Backwater Development, Surfing, Boating Etc.

Cruise Ship Trips to Lakshwadeep from Mangaluru.

Develop and promote Pilikula Nisargadhama as a major tourist destination.

Upgrading Manasa Amusement Water Park

Museums – Antiques (Mohan Alva, Dharmastala Collections), Fish, Mangalore History.

Develop Key Tourist Places – Sultan Battery, Sasihithlu Beach Mukka, Carribean Beach

Provide better signage and way finding at Key Places of Mangaluru.

5. Education & Employment Practical education in schools on basic topics. For example- Not to litter in public areas,

recycle, segregate waste, following traffic rules such as lane disciple, pedestrians to only

use footpath and not walk on roads, pedestrians to cross the road only at zebra crossing

etc.

Make government schools modernised with all infrastructure and education system.

MS/Mtech/IIM Colleges with new courses (Petroleum Engineering, Piping Engineering,

Entrepreneurship, Photography, Mass Media, Graphic Desining, Animation, Film

Making) in Mangaluru as students prefer abroad to do higher Education.

Higher Education Centres in Mangalore for studies like MS/Mtech, Research, Space

Science, Entrepreneurship, Agriculture, Automobile, Robotics, Environmental,

Architecture & Chemical.

Ensure every student passing out of colleges get employment. Recruiting Engineers

from Mangalorean Colleges – ‘MITE, SJEC, Alvas, Aloysius, MVSIT, Sahyadri, Canara,

Karavali, Srinivas, Bearys, PACE, Nitte, SDM, SDIT, SMVITM, Etc.’ for the Smart City

Project

Encourage the city’s best and brightest young entrepreneurs by allocating funds for

Research, Innovation, StartUps who turn promising ideas into local high-tech

businesses.

Management, Tourism, Recycling, Research & Development.

accommodation for those.

6. Cultural Development Mangaluru having rich Cultural Heritage should arrange cultural programmes in cultural

hubs in an around city and encourage tourists to witness it.

Promote Karavali Utsav, Alvas Virasat, Alvas Nudisiri, Beach Utsav, Kite Festival, Tiger

Dance, Drama-Nataka, Yakshagana, Singing Shows (Soad), Comedy Shows (Bale

Telepale), Dance Shows (Dance2Dance) in Local TV Channels, Etc.

Kite festivals already held should be made felt all over India and should be made as an

international event and encourage participants from all over India and world.

7. Roles of MCC, MUDA, MSEZ, MESCOM, DC & Govt. Officials Should be Governed by Smart Set of people leveraging Technology.

Smart Skill Development programmes to the Government officials & Clerks.

Include IT Engineers, Design Engineers, Mechanical Engineers, Civil Engineers,

Instrumentation Engineers, MBA Professionals in Smart Mangaluru Project.

Keep away political parties & persons & engage the young generation of budding

Engineers & Entrepreneurs.

Every Govt. Officer must take initiative of work assigned to & complete it as soon as

possible.

Request the concerned authorities do the best to get this project done without any

corruption and political game.

Solving Jokatte Residents problems by acquiring it & making it an SEZ Industrial area as

it is nearby to Airport, Railway & Seaport.

Declare the complete funding details of this project to the people as its tax payer’s

money.

Do provide a Report on all expenses made towards this project (Could be published in

website & newspapers)

www.MyMangaluru.in - Citizen initiatives should be introduced for active participation

of citizens in discussion pertaining to city developments through portal and all citizens

representatives should be part of the discussion and engage.

People should be encouraged to come up with innovative ideas for the scaling of

entrepreneurship in the city.

Meanwhile give more benefits for the people who do agriculture so that they will keep

continuing.
