REGIONAL MUNICIPALITY OF NIAGARA, THOROLD, ON

Financial Analyst - Planning and Development Services, Public Works, ICP 2010- 2015

Manage all aspects of the Region’s Development Charges including verifying compliance, payments,

reporting, and perform as the primary liaison with internal staff and the 12 local municipalities.

Provide timely internal/external customer-first service guidance and issue resolution with a strategic

focus on applicants and local municipal partners that collect RDC’s on behalf of the Region.

Through due diligence and attention to detail during reviews of payments, oversaw the recovery of

$437,086 that was owed the Region because of missed or incorrect RDC calculations from 2000-13.

Identified ‘big picture’ process improvements, made recommendations, and implemented solutions.

Co-leader for the IT Development Team for the new DC module in the iDARTS reporting system (a

16-month collaboration that went live and was fully functional in June 2011). This enabled Regional

staff to precisely track building permit data form information and then report the detailed results of

the financial impacts of existing policy decisions and exemptions to Committee and Council.

Financial/Transition Analyst - Corporate Services 1999-2009

Responsible for all day-to-day administration duties of the Region’s Development Charges By-law.

Played a key role in delivering financial advice as an internal analysis resource to Regional boards,

departments and agencies, and prepared reports relating to financial impacts for senior management.

Assignments included providing administration and financial support to Niagara Regional Police,

Social Housing, POA, Purchasing and Public Works with special projects, post-devolution budget

preparation, journal entries, time sheets, Accounts Payable, and Housing by-type mortgage analysis.

Primary lead for the Region’s annual Capital Market Debenture issue from 2000 to 2010. This

integral role included coordinating all local municipal requests, consulting with legal solicitors and

clerks department to ensure timely approval and submission of all supporting by-laws. Final steps

included the debenture closing and final issuance documents, then remittance of participant funds.

Cost Analyst – TROPHY FOODS, BRAMPTON, ON 1998-99

Developed new product costs and then calculated sales prices needed to achieve margin targets.

Ensured accuracy of cost of sales and inventory reports, prepared production and labour reports.

Financial Analyst – VELCRO CANADA, BRAMPTON, ON 1994-97

Assisted with development of G/L accounts and reports in the Oracle system. Responsible for journal

entries, account analyses, bank reconciliations and preparation of month-end financial statements.

Supervised the Accounts Payable, Reception and Cafeteria areas.

Accounting Supervisor – GOLDEN MILL BAKERY, HAMILTON, ON 1992-93

Set-up accurate Product Master List and related formulas of standard usages and costs of

manufactured goods used by the Controller to create a workable Activity-Based Costing System.

Created/maintained reports for production, sales rebates, franchisee commissions and GST returns.

Provided Payroll support and back-up. In this capacity, recovered an uncashed, payroll-related bank

draft overlooked in old files that allowed for a cash recovery of $4,982.

Acting Controller (7-mth contract) - WALKER MAGNETICS NATIONAL, BURLINGTON, ON 1991-92

Costed labour and materials on new and used Magnet production and repairs. Uncovered issue regarding incorrect interest being calculated on the daily account, and negotiated the

recovery of significant back interest from the bank worth $4,624 plus est. $150/month ongoing.
