The penalty includes Rs 500 for general offence, Rs 5,000 for having invalid driving license, Rs 10,000 for violating permit conditions, Rs 10,000 for drunk- en driving, Rs 10,000 for violating air/noise pollution, Rs 5,000 for allowing unauthorised person to drive vehicle, Rs 5000 for using vehicle without registration and fitness certificate and Rs 2,000 for plying the vehicle without in- surance. Explosion at Batala crackers factory, 23 dead, 20 injured Nearby walls, vehicles damaged; rescue operations underway AGENCY GURDASPUR, SEP 4 At least 23 people were killed and 20 injured this evening in a blast at a cracker factory on Batala-Jaland- har road in Gurdaspur district. Ac- cording to reports here, the sound of the explosion was deafening and could be heard very far away. Near- by walls and vehicles broke or col- lapsed, the reports said . Senior police and civil officers reached the spot and investigation was in progress. Gurdaspur Deputy Commissioner Vipul Ujwal ordered a magisterial probe into the explo- sion at the firecrackers factory which till now had claimed lives of 23 persons while more than 20 are reported to be seriously injured. Gurdaspur MP Sunny Deol too expressed grief over the incident. "Saddened to hear about the news of blast in Batala factory. NDRF teams and local administration have been rushed for rescue operation," Mr Deol said in his tweet. Teams of the National Disaster Response Force or NDRF and the State Disaster Response Force or SDRF are aiding rescue operations. Senior police and district adminis- tration are also present at the spot. ADC (Batala) has been asked to conduct the in- quiry into the tragic incident. Captain Amarinder Singh also directed the Rural Develop- ment and Panchayats Minister Tript Rajinder Singh Bajwa to immediately rush to the spot to oversee the relief and rescue operations. The Chief Minister has announced an ex-gratia grant of Rs. 2 lac for the kin of the deceased and Rs. 50,000 for the seven severely injured, who were referred to Amritsar Medical College. He has announced Rs. 25,000 for those with minor injuries. Capt Amarinder also directed both the Civil and Police ad- ministration of district Gurdaspur to extend all possible help to the victims’ families in this hour of grief. RAJENDRA KHATRY CHANDIGARH, SEPTEMBER 4 Congress finally took action with re- gards to former Chief Minister Bhupin- der Singh Hooda’s long pending de- mand of removing Ashok Tanwar from the post-Haryana Pradesh Congress Committee’s president and giving him full charge of the forthcoming Vidhan Sabha elections in the state. Now former union minister Kumari Selja has replaced Ashok Tanwar as the president of Haryana Congress and for- mer state Chief Minister Bhupinder Singh Hooda will discharge twin re- sponsibilities of CLP leader and chief of the party’s election management com- mittee in the state. In a long awaited decision, AICC General Secretary in charge of Haryana Ghulam Nabi Azad named Selja as the state chief and Hooda as CLP leader, re- placing Kiran Choudhry. In doing so the Congress has also maintained the caste balance of appointing a Scheduled caste and a Jat on the two most important posts of the party president and CLP leader. But in doing so both Ashok Tan- war and Kiran Choudhry have been sidelined. Afterwards Azad remarked that, “Congress President Sonia Gandhi has given two responsibilities to Bhupinder Singh Hooda. Now Hooda will be CLP Chief and will also be the chairman of the Haryana election man- agement committee. Selja and Hooda have both been entrusted with the task of building the Congress in Haryana and leading the election planning”. The latest development in the party has come as a victory for the Hooda camp, which for long had been seeking the replacement of Tanwar and a deci- sive role for Bhupinder Singh Hooda. The announcement came after six months of back and forth on the issue between the Hooda loyalists and the par- ty high command. But now that Ashok Tanwar is no more the HPCC president what will his role be in the party? It is not yet clear. Tanwar had become be- came Haryana Congress president in 2014 and has completed six years on the past. According to Hooda camp, Tanwar proved to be the most ineffective leader. Chances are that Tanwar may be accom- modated in the AICC. Congress will also have to find a new role for Kiran Choudhry, as the party will not want to displease the Jat community. According to Ghulam Nabi Azad everyone, includ- ing Kiran Choudhry and Tanwar, will have their own roles to play in the party now. The Karnataka politician, seen as the Congress’ lead trouble-shooter in the state, was arrested last evening af- ter four rounds of questioning over the last 10 days. Shivakumar is the second opposition politician to be ar- rested by central agencies in three weeks and has provoked a sharp reac- tion from his party. Former Congress chief Rahul Gandhi tweeted his attack on the Centre, calling it “another ex- ample of the vendetta politics un- leashed by the Govt”. Shivakumar in ED custody till 13 AGENCY ATTARI, SEPT 4 The third round of talks be- tween Indian and Pakistani officials over the Kartarpur Corridor concluded on Wednesday without finalising an agreement owing to cer- tain differences on a few is- sues, sources said. Pakistan insisted on charging a service fee for al- lowing pilgrims to visit Gurd- wara Kartarpur Sahib, which was not agreeable in spirit to the Indian side. Sources also added that Pakistan showed its unwill- ingness to allow the presence of Indian Consular or Proto- col officials at the Gurdwara premises. The Pakistani side was urged to reconsider its position. The Kartarpur corridor along the India-Pakistan bor- der is nearly four kilometres away from Gurdaspur in Pun- jab, India. Once opened, this corridor will allow Sikh pil- grims direct access to the his- toric Gurdwara Darbar Sahib in Kartarpur in Pakistan, where Guru Nanak Dev passed away in 1539. India and Pakistan have previously held two technical meetings to finalise the re- maining modalities of the corridor. During the second meeting, which took place on 14 July, the two sides agreed to complete the construction of the 4.19 kilometres long four-lane highway connecting the zero point of the Kar- tarpur corridor to Gurdaspur- Amritsar Highway by 30 Sep- tember, while the Passenger Terminal Complex at Dera Baba Nanak will be complet- ed by 31 October, Ministry of Home Affairs had said in a statement. AGENCY CHANDIGARH, SEP 4 Haryana Chief Minister, Mr. Manohar Lal said that within next six months, every village in the state will be provided 24-hour power supply and water from tap in every house- hold. The Chief Minister was speak- ing during the Jan Ashirwad Yatra at Narnaund in district Hisar today. Manohar Lal said that the Yatra started on August 18 and now only four days are left. He said that in 2014, the present State govern- ment had promised that clean administration will be provided to the people. He said that to provide convenience to the people, the State Government has started Saral Kendras, Anty- odaya Kendras, e-Disha Kendras and Cyber Café where the common man can file his complaint or fill his form online. The Chief Minister said that the State Govern- ment has implemented the online teachers transfer policy. He said that earlier there used to be slip system for giving government jobs, but now jobs are given on merit basis. The Chief Minister said that the present government has also done work to improve the condition of women and in this series, gas cylinders have been made available to each household. The third round of talks be-tween Indian and Pakistaniofficials over the KartarpurCorridor concluded onWednesday without finalisingan agreement owing to cer-tain differences on a few is-sues, sources said.

Pakistan insisted oncharging a service fee for al-lowing pilgrims to visit Gurd-wara Kartarpur Sahib, whichwas not agreeable in spirit tothe Indian side.

Sources also added that

Pakistan showed its unwill-ingness to allow the presenceof Indian Consular or Proto-col officials at the Gurdwarapremises. The Pakistani sidewas urged to reconsider itsposition.

The Kartarpur corridoralong the India-Pakistan bor-

3HARYANAPoor people to get benefit under Samridhi Yojana: DCSHIV SHARMAKARNAL: The Haryana Government started the Chief Minister Parivar Samridhi Yojana andgave a huge gift to the family members of the low income group of the state. Under thisscheme, such families whose annual income is up to 1 lakh 80 thousand rupees and propri-etary land up to 2 hectares will get annual financial assistance of Rs 6 thousand. Out of thisamount, premium for insurance and pension of the beneficiary's family members will be borneby the government and the remaining amount will be invested or paid in cash to the beneficia-ry's provident fund, said the DC Vinay Pratap Singh. Under the Life insurance scheme, all thefamily members who are in the age group of 18 to 50 years and have an account in the bank,the annual premium of Rs 330 will be payable by the Haryana government and the life insur-ance amount will be Rs 2 lakh. In a broad daylight shootoutin the heart of Chandigarh inSector 17, a cab driver wasshot dead by four unidentifiedassailants. The shooting tookplace near Sector 17 markettoday afternoon.

According to police, thedriver, Jatinder, believed to bein late 20s, hailed from Jindin Haryana and was targetedby four assailants barely 100metre from the Sector 17 po-lice station. He died on thespot. Another bystander,whose identity is not known,suffered splinter injuries in

the firing. Police said the as-sailants fired three to fourrounds before fleeing the spoton foot. It’s still not clear howthe assailants arrived at thespot or why they fired at thecab driver.The police are nowlooking at the possibility ofsome old enmity as the mo-tive for the killing.

HP Court sentences five under NDPS ActSHIMLA: A local court on Wednesday sentenced five people forpossessing eight kilogram of illicit charas and equal quantity of opium afterfinding them guilty for violation of NDPS Act. Additional Judge ShimlaJoyotsana Dadwal pronounced the judgement to Deep Ram, Usha Devi,Mehar Singh, Aman Thakur and Vipin. Deep Ram and his wife Usha Deviwere sentenced for twenty years in jail and ten thousand fine whereasMehar Singh was awarded six years sentence and ten thousand fines.Aman and Vipin were sentenced six month jail and five thousand penalty.On Aug 27, the court held them guilty. The FIR was lodged against theaccused in 2015, after recovery of contraband from them.

This move would go along way to provide reli-able, affordable and unin-terrupted power to all cate-gories of consumers with inthe state. Disclosing thishere today, the CMD of the

PSPCL, Er Baldev SinghSran said that in line withthe aforesaid objective, thePSPCL has invited onlineapplications from the eligi-ble candidates as per de-tailed criteria mentioned at

its online application filingportal. Divulging further,Er Sran said that an onlinetest would be conducted byoutsourced agency for theaforementioned posts.

Thereafter, result wouldbe declared and meritoriouscandidates shall be calledfor verification of docu-ments. Subsequent to docu-ment checking successfulcandidates will be broughton the selection panel, whowould be issued appoint-ment letters. Selection ofcandidates would be strict-ly done as per merit. Giving the breakup ofthe vacancies, the CMDsaid that 1000 vacancies ofthe Lower Division Clerks(LDCs), 447 of Junior En-gineer/Electrical, 110 of Ju-nior Engineer/Civil, 54 ofRevenue Accountant, 45 ofthe Electrical Grade-II, 26of the Superintendent (Di-visional Accounts), 50 ofSteno typists, 9 of InternalAuditors and 4 of the Ac-counts Officer have beenadvertised. Elaborating onthe recruitment drive,CMD informed that the en-tire process would be com-pleted between 6 to 8

months. Outlining the ra-tionale behind this mega re-cruitment, Er Sran pointedout that PSPCL would beimmensely benefited as thisstep would bring far moreefficiency in its day to dayfunctioning. Besides, itwould also be instrumentalin enhancing its productivi-ty on one hand and reduc-ing the Transmission andDistribution (T&D) losses.

She said that tilldate, 10 big businesses have got their hygiene rating done, and urged other hotels, dhabas, and all other businessesselling eatables to get their rating done before October 31, 2019. She said that for getting hygiene rating done, theowners of the above mentioned businesses can contact the Health Department or the government approved agencies.Similarly, each businessman should get registered and take license.

CJI to take decision on ED's plea seekingtransfer of officials probing coal scam casesNEW DELHI: The Supreme Court on Wednesday said that Chief JusticeRanjan Gogoi will decide the listing of the matter mentioned by the ED, seekingpermission to transfer 42 officials probing the coal scam cases whosedeputation tenure with the probe agency is now over. The ED has mentionedthe matter before a three-judge bench of the apex court, headed by Justice N VRamana, who said, the Chief Justice of India will decide on listing the matter."The CJI will take a decision on listing the matter," the top court bench saidafter hearing ED's plea. Earlier, the apex court had ordered that officialsprobing the coal scam cases will not be transferred "without the priorpermission" of the court to ensure that the investigation into the massive scamis not affected by induction of new officers.

IMD issues 'red alert'as heavy rains poundMumbaiMUMBAI: With heavy rains poundingMumbai and its suburbs, the weatherdepartment on Wednesday issued a'red alert' for the city and adjoiningareas and asked the authorities to beprepared to handle any situation. CBI to file FIR againstformer Uttarakhand CM

The Central Bureau will a FirstInformation Report (FIR) againstformer Uttarakhand chief ministerHarish Rawat in connection with asting CD case related to allegedhorse-trading. The central probeagency has moved an application inthe Uttarakhand High Court,informing it about the FIR. "Anapplication has been moved by thepetitioner (CBI). We have told thecourt that we are going to registerthe FIR," Sandeep Tondon, CBIadvocate told media persons.

The court will hear the matteron September 20. Last month, theCBI had submitted a probe reportin the Uttarakhand high court in thecase against Congress leaderRawat. In a 2016 sting operation,the Congress Working Committee(CWC) member and Congressgeneral secretary can be seenallegedly talking to a journalist forbringing nine rebel MLAs back toCongress' fold.

Rawat, however, had deniedany involvement in the case andtermed the action against him a"conspiracy" to frame him.

"Hard times lie ahead of me,there are some forces which wantto destroy me. But I assure you thatI will not break but would rather godown fighting," he had said.

After Rawat's victory in thefloor test, the state cabinet hadproposed a CBI probe in the caseand decided to set up a SpecialInvestigation Team (SIT) to go intothe case. But the centralgovernment had rejected theproposal.

Army to commission 1st batchof women soldiers in 2021

AGENCYNEW DELHI, SEP 4

The first batch of 100women soldiers in the Armyis likely to be commissionedby March 2021, Armysources said on Wednesday.

They said thecommissioning will takeplace after the first batchcompletes its training, whichwill commence in Decemberthis year. The womensoldiers will becommissioned into the Corpsof Military Police of theIndian Army.

"The training period—of61 weeks—is similar to thatof male soldiers. Batchescomprising similar numberof soldiers will be trainedand commissioned every

year," said a senior Armyofficial. Officials said thecadre of women soldiers inthe Corps of Military Policewill be maintained at a fixednumber of 1,700 corps. Thisnumber will be achieved by

filling in the corps inbatches.

In the Corps of MilitaryPolice, women soldiers willtake up duties of policingcantonments and other Armyestablishments. Theywill also investigate cases ofcrime. At present women inthe Army work only inengineering, medical, legal,signals and educationalwings.

The objective behindinducting women soldiers inthe Army is to increase theirrepresentation in theservices.

At Khidderpore 25 Palli, on thewestern fringes of the city, around 5lakh plastic bottles are being used toembellish the pandal and generateawareness on global warming, artistSanatan Dinda, who has conceived thetheme, said.

Dinda, who has bagged severalawards over the years for his marqueeconcepts, said, "Apart from plasticbottles, parts of air conditioners, fancoils and radiators have been used tocreate a tunnel leading to the pandal.Our objective is to drive home themessage that one should be carefulabout dumping electronic waste."

For Ahiritola Sarbojonin Durgotsab,one of the popular puja pandals in thecity, the committee members havedecided to adopt 'water scarcity' as itstheme.

"We are re-creating a 1000-year-oldstepwell of Gujarat, which, at one pointof time, used to be a source of water formany villages," Tanmoy, one of the pujacommittee members, said.

Similarly, at Santoshpur Lake Palli,another crowd- puller, a snow-cappedhill, about 10 feet in height, will adornthe marquee's entrance.

Somnath Das, the general secretaryof the puja committee, said it wasimportant to sensitise people to theissue of global warming.

Opposition slams Yogi gov'ton power tariff hike

Uttar Pradesh powerminister Shrikant Sharmaexplained the reason for thedecision taken by the UttarPradesh State ElectricityRegulatory Commission(UPSERC) in a statementsaying, "The government had

looked into the problems ofthe consumers and mademinimum hike in the lowertariff." The statement furtherread that rebate on pre-paidelectricity meters had beenraised from 1.25 to 2 percent,while the regularitysurcharge of 4.28 per centhas been removed.

The minister held bigconsumers of power likeIndian Railways responsiblefor buying electricity directlyfrom generation companiesinstead of Uttar PradeshPower Corporation Limited(UPPCL), by takingadvantage of the open accessregime under the IndianElectricity Act 2003. He alsosaid that increase in rail tarifffor coal transportation alsofactors for the revisedelectricity tariff.

As per the new tarifforder announced on Tuesday,"The migration to openaccess regime is expected toincrease further in future, inview of this it is necessary toincrease the power tariff."

On September 2, theSupreme Court had directedthe Uttar Pradesh

A division bench ofJustices R Banumathi andAS Bopanna had said theSIT will be led by an IG-rank officer and assisted bya superintendent of police.

The Allahabad HighCourt will monitor theprobe, the apex court hadsaid, adding the SIT willtake note of the FIR and thecross FIR filed in the case.

The bench had directedthe Uttar Pradesh chiefsecretary to provide policeprotection to the woman andher family. The court hadalso asked the stategovernment to transfer thelaw student to a differentcollege so that she cancontinue her education. Thejudges, who have interactedwith the woman, had saidthat she had expressedcertain apprehensionsregarding the managementof the college.

Centre delayingpayments for rural

job scheme: Mamata

West Bengal Chief Minister Mamata Banerjee onWednesday accused the Centre of delayingpayments for the 100-day rural job scheme andrestricting works under the programme.

She also claimed the state was ranked on thetop in work under the Mahatma Gandhi NationalRural Employment Guarantee Act (MNREGA),against all odds. Responding to a question in theAssembly, Banerjee said the Centre was"restricting works" under the rural job scheme.

There had been "delay for payments by at leastthree months and that even extends to six months,which is causing problems", she said. The flagshipprogramme of MGNREGA is a demand-drivenemployment scheme and provides supplementarymeans of livelihood to people in rural areas,primarily during lean periods. Banerjee also saidWest Bengal topped in building houses andconstructing roads. With active support from stateirrigation, panchayats, and fisheries departments,three lakh water bodies have been dug, she added.

Sunday’s appointment of five governors by President RamNath Kovind confirms that the ruling party’s partisans, orthose who may have done it ideological or political serv-

ice, will be rewarded. This is naturally in the expectation thatthe appointees may continue to be of use to the BJP.

The appointment of governors is in the gift of the Centre,and there are no neutral governors any more. Governors arenow seldom men or women deemed to be of high worth whomay be relied upon to be careful umpires in overseeing thatgovernance in a state is run according to the Constitution. Un-der the BJP, mostly those of RSS background have been madegovernors, but sometimes others too who have given signalservice to the present establishment. Perhaps the best exampleis Satya Pal Malik in J&K. The Centre could not have found amore subservient politician of non-RSS background to do itsbidding — one who, instead of keeping a reserve expected ofhis office, thinks nothing of jumping into the fray even for anunwarranted wrestle with the BJP’s political opponents.

It’s in this context that all eyes may be on Arif MohammedKhan, who is going to the Kerala Raj Bhavan. Mr Khan wasonce briefly in the BJP. From his early days he was an anti-Congress politician who was with the Congress for some yearsin the time of both Indira and Rajiv Gandhi, and resigned as aminister over the Shah Bano issue.

Seen as an advocate of reform in India’s Muslim society,and also as an intellectual politician frequently known to priv-ilege India’s cultural persona above religion (this suits theRSS), it will be watched with interest if he plays a role for theBJP in Kerala comparable to Mr Malik in Kashmir.

The RSS-BJP, desperately seeking to electorally advancefast in hitherto difficult territory — West Bengal, Kerala, TamilNadu, Andhra Pradesh and Telangana — may have such ex-pectations. In Kerala, the Left and the Congress have beensharp competitors, but today both try to tailor politics to not af-front Hindu religious sentiments even unwittingly, in order tokeep the BJP at bay. In such a scenario, the new governor’s rolewill be keenly watched.

It is speculated that Maharashtra governor Ch VidyasagarRao, a former state BJP chief who is vacating Mumbai’s RajBhavan, will play an active political role despite his 77 yearsto help the BJP get ahead of the Congress, the state’s reducedsecond party. If so, this will be against the BJP’s unwritten ruleof not allowing leaders above 75 to remain in active politics.

By elevating Tamil Nadu BJP chief Tamilisai Soundarara-jan as Telangana governor, the saffron party may be sendinggoodwill vibes to a state where it’s a political infant, and pos-sibly also clearing the way for a younger BJP leadership inTamil Nadu. Dr Tamilisai will do well to confine herself to herconstitutional duties.

gateway to the NorthEast, onSaturday, August 31, over 41lakh people prayed and waitedwith bated breath! The fate ofthese people was to be decidedon that day with the publica-tion of the final list of the Na-tional Register of Citizens(NRC) in Assam. The inclu-sion or exclusion of the namesin that list would determinewhether people were eligibleto stay in a place that they callhome; or would they fall intothe category of illegal migrantsand be rendered not onlyhomeless but stateless.

The list is out, but the sus-pense and trauma is not overyet for nearly 19 lakh people astheir names are excluded fromthe list. As with the NRC draftthat was released in July 2018,many discrepancies are beingnoticed. The inclusion and ex-clusion of members from thesame families are being report-ed in several national newspa-pers. Though all is not lost forthem as yet – for the Assamgovernment has announced thesetting up of nearly 200 For-eigners Tribunals to re-scruti-nise the papers. But the har-rowing process of goingthrough the process all overagain could be traumatising forthose who couldn’t make it tothe list. As most of these peo-ple are poor and are daily wagelabourers, it will add an addi-tional burden to their meagreincome, including the cost of

workday losses. The arbitrari-ness and lack of transparencyof these tribunals also raise ap-prehensions that the applicantsmight be discriminated againston the basis on religion.

Ironically, not just the peo-ple excluded from the list, butthe ruling BJP as well, whosegovernment in Assam had con-ducted this mammoth exercise,is unhappy with the result ofthe NRC. A major electionplank of the BJP during the As-sembly elections in Assam in2016, and also the Lok Sabhaelections in 2019, was thecombing out of illegal immi-grants and deporting them.Grand speeches were made onthe assumption that there wereimmense numbers of illegal

immigrants in Assam and allover India. After publication ofthe draft NRC in July 2018,one could still recall BJP pres-ident Amit Shah’s speech inParliament declaring all 41lakh people who were left outof the draft NRC as “ghus-petiyas” (illegal migrants).This was in contradiction tothe statement of then Unionhome minister Rajnath Singhthat these people would not betreated as illegal immigrants,as this was only a draft list.During the 2019 Lok Sabhaelection campaign, senior BJPleaders were heard givingthundering speeches on howNRCs would be conducted allover India to hunt down the“ghuspetiyas”. Even few days

before the publication of the fi-nal list, many BJP leadersclamoured for NRC-type exer-cises all over India, includingthe Delhi BJP state unit chiefdemanding an NRC for Delhi.With the publication of the fi-nal list, more than half of those41 lakh alleged “ghuspetiyas”turned out to be legitimate cit-izens of the country. Out ofthese 19 lakhs, many more willbe absorbed after the scrutinyby the tribunals, probably leav-ing aside a miniscule percent-age of “outsiders”. That willpunch a big hole in the BJPs’claim of illegal infiltration, notonly in Assam but all over In-dia.The story of migration andethnic conflict in the North-east, and more so in Assam, is

extremely complex, goingback to the British period. In1874, Assam was carved out ofthe Bengal Presidency as anew province for administra-tive purposes. Areas predomi-nantly inhabited by Bengali-speaking people like Cachar,Karimganj and Halaikandi inthe Barak Valley, and Dhubriand Goalpara districts in westAssam became part of this newprovince. Thus, Bengalis as anethnic group, comprising bothHindus and Muslims, becamea part of the Assam story morethan a century ago. During thePartition of Bengal in 1905, thethen Viceroy, Lord Curzon, di-vided Bengal into East andWest, amalgamating Assamwith some parts of the Muslimmajority division of East Ben-gal.

This further encouragedMuslim labourers and farmersto move into Assam. Duringthe 1947 Partition of India, asmall Hindu pocket consistingof Ratabari, Patharkandi, Ha-laikandi and half of Karimganjfrom Bengali-speaking Sylhetremained with Assam, whilethe rest went to Pakistan, mak-ing a large number of Bengali-speaking people legitimate cit-izens of Assam. At the sametime, when Chittagong went toPakistan, a large number ofHindu and Buddhist tribesfrom the Chittagong HillTracts migrated to India. Dur-ing the 1971 Bangladesh warof independence, there was an-other influx of refugees, manyof whom did not return to

Bangladesh. As per the Indira-Mujib pact of 1972, allrefugees who entered India be-fore March 25, 1971, the daySheikh Mujibar Rehmancalled for an independentBangladesh, were allowed tostay in India. That’s why thecut-off date was taken as themidnight of March 24, 1971.There is no doubt that there hasbeen some inflow of illegal mi-gration through the porous bor-ders after this cut-off date, butthe majority of Bengalis in As-sam, both Hindus and Mus-lims, were a legitimate part ofAssam for long. The centralquestion in the entire NRC is-sue remains unanswered. Whatwill happen to those peoplewho are finally left out after allthe existing legal proceduresare exhausted, including ap-peals to the higher courts.Bangladesh has always deniedany illegal immigration fromits soil.

In a recent statement, ex-ternal affairs minister Subrah-manyam Jaishankar categori-cally said that the NRC was aninternal matter of India. In theeventuality of a few lakhs ofpeople being rendered state-less, what roadmap does thegovernment have to deal withthese people? Bangladesh isnot going to accept them. Canthe government detain and re-tain lakhs of people that mayinclude children indefinitely indetention camps? That will notmerely be a major violation ofhuman rights, but truly inhu-man.

Maruti Suzuki has decided toshut down the passengervehicle manufacturingoperations of Gurugram plantand Manesar plant in Haryanafor two days.

September 7 and 9 will beobserved as no productiondays, it said in a statement onWednesday.

The country's largestpassenger vehiclemanufacturer reported 32.7per cent decline in its saleslast month. The company sold106,413 units includingexports compared with158,189 vehicles in August2018.

Even other automobilemakers have been reportingfalling sales due to saggingconsumer sentiment amid theeconomic slowdown. TataMotors reported a 49 per centslump in its domestic sales ona year-on-year basis at 29,140units.

The commercial vehicles'

sales dipped 45 per cent to21,824 units, it said. It sold7,316 passenger vehicles inAugust, showing a decline of58 per cent from 17,351 unitsduring the year-ago month.

"Subdued demandsentiment due to poor freightavailability, lower freightrates and a general slowdownin the economy continued tohamper commercial vehicledemand," said its President ofTata Motors' commercialvehicles business divisionGirish Wagh.

On Monday, the Societyof Indian AutomobileManufacturers (SIAM) saidthere has been more than 30per cent erosion of sales forpassenger vehicles across thecountry.

The commercial vehicleand two-wheeler sales are alsosignificantly negative,indicating that the market hasstill not responded to variousmeasures initiated by FinanceMinister Nirmala Sitharamanlast month, said SIAMPresident Rajan Wadhera.

The series ofannouncements on creditavailability and reducing thecost of credit that were madedo not seem to havepercolated down to non-banking finance companies(NBFCs) which support thebulk of finance for theautomotive industry, he said.

"The consumer sentimentalso continues to be low andthere is clearly a trust deficitin lending money to thedealers," said Wadhera in astatement.

All this while, the industryhas pulled out all stops inoffering attractive deals anddiscounts to the consumers.

"However, the ability ofindustry to provide largediscounts is limited and thisonly highlights the need forgovernment to considerreducing the Goods andServices Tax (GST) rates from28 per cent to 18 per cent,which will significantlyreduce the cost of vehicles andin turn create demand," hesaid.

Likewise, the NSE gaugeNifty rose 47 points to settleabove the key 10,800-mark.

After swinging 367points in a highly volatilesession, the 30-share indexended 161.83 points, or 0.44per cent, higher at 36,724.74.It hit an intra-day high of36,776.31 and low of36,409.54.

The broader Nifty afteropening on a flat note in themorning traded in the rangeof 10,858.75 and 10,746.35during the session. It finallyended the day with 46.75points, or 0.43 per cent, gains

at 10,844.65.Top gainers in the Sensex

Sebi rejigs primarymarket advisory panel

Markets regulator Sebi has reconstitutedits Primary Market Advisory Committee(PMAC) that advises it on policyframework and development of initialpublic offerings and other suchsegments. The 23-member panel ischaired by T V Mohandas Pai, chairmanof the Manipal Global EducationServices, according to the Securities andExchange Board of India (Sebi). Theother members of the panel include BSEMD and CEO Ashish Chauhan, HDFCVice-Chairman and CEO Keki Mistry,NSE MD and CEO Vikram Limaye,Dolphy Dsouza Partner at E&Y, PrimeDatabase chief Prithvi Haldea and SunilSanghai founder and CEO of NovaDhruva Capital.

The panel also have representativesfrom Sebi, Reserve Bank of India (RBI),and finance and corporate affairsministries. Sebi's Whole-Time MemberAnanta Barua, its Executive DirectorAmarjeet Singh Chief General ManagerJeevan Sonparote and RBI ChiefGeneral Manager S K Kar are part of thepanel. include Abhilash Nair, associateprofessor of IIM-Kozhikode; RameshSrinivasan, MD and CEO, KotakInvestment Banking; ICAI PresidentPrafulla P Chhajed; and ICSI PresidentRanjeet Pandey. The PMAC issignificant as it advises Sebi on policyframework related to the primarymarkets.

Besides, it advises the marketswatchdog on matters required to betaken up for changes in legal frameworkto introduce simplification andtransparency in systems and proceduresin the primary market.

Also, it has been mandated to adviseSebi on matters relating to regulation ofintermediaries for ensuring investorprotection in the primary market.

Pakistan Wednesday appointed formercaptain Misbah-ul-Haq as head coachand chief selector in a bid to lift the na-tional team's performance.

The cricket-mad nation failed toreach the semi-finals of the 2019 WorldCup in July, prompting the PakistanCricket Board (PCB) not to renew headcoach Mickey Arthur's tenure.

Bowling coach Azhar Mahmoodand batting coach Grant Flower werealso shown the door. The PCB said Mis-bah will be head coach for three years.

"Former captain Misbah is con-firmed as Pakistan men's national teamhead coach in all three formats on athree-year contract," said a statement.

"In line with the PCB's commitmentto ensure transparency, accountabilityand role clarity at all levels, Misbah wasalso named as the chairman of selectorswith head coaches of the six first-classcricket association sides as his fellow

selectors." Misbah will be Pakistan's 30th head
