A gear box was installed at Calhoun Point.

They have yet to test it.

Diamond and Hurricane tomorrow and

Refuge. This will take 7-10 days (probably

2 weeks). Kenny Scott will keep the water

out until mid-October and the flood.

(Millet only - so the area will not take as

much water.) However, Kenny Scott will

flood the corn area as soon as the corn is

dry and ready. He will flood the north-

west area.

IDNR Announces Rules for Bobcat Hunting and Trapping Season IDNR Announces Rules for Bobcat Hunting and Trapping Season

SPRINGFIELD, IL – Illinois Department of Natural Resources (IDNR) Director Wayne Rosenthal announced rules governing the 2016-2017 bobcat hunting and trapping season today. Hunters and trappers are asked to carefully review the following rules and apply for a Bobcat Hunting and Trapping Permit from Sept. 1 - 30.

“The recovery of the bobcat in Illinois is a conservation success story that must be credited to our state’s hunters and trappers, whose licenses, stamps and fees fund conservation efforts for many species in Illinois – including the bobcat,” Rosenthal said.

1. Hunters and trappers must possess a Bobcat Hunting and Trapping Permit BEFORE taking or attempting to take a bobcat. Applications will be available online only at www.dnr.illinois.gov during Sept. 1-30. Applicants must submit a $5 non-refundable fee. Five hundred permits will be allocated during a lottery and mailed to successful applicants. Any leftover permits will be sold online on a first-come, first-served basis.

2. If you receive a Bobcat Hunting and Trapping Permit, you may take one bobcat by hunting, trapping, or salvaging a road-kill during open seasons. Examples of legal methods of hunting include archery, predator calling, stalking, and treeing with dogs. The 2016- 2017 hunting season for bobcats is November 10, 2016 through January 31, 2017 with a closure during firearm deer seasons. The 2016-2017 trapping season for bobcats is Nov. 5, 2016 through Jan. 20, 2017 in the northern zone and Nov. 10, 2016 through Jan. 25, 2017 in the southern zone.

3. If you take a bobcat, you must purchase a $5 Bobcat Pelt Temporary Permit at www.dnr.illinois.gov within 48 hours (Privilege Code 306). The Department will mail you a federal CITES tag within 2-3 weeks. NOTE: Bobcat Temporary Pelt Permits are not available at license vendors or DNR DIRECT.

4. A federal CITES tag must be permanently affixed to each bobcat pelt before it is exported from the United States or transferred to a fur buyer, taxidermist, fur tanner, or garment manufacturer. If you plan to have a bobcat mounted, we recommend making a slit between the inner lip and eye hole, then placing a piece of wood or plastic in the slit before freezing the bobcat. This will make it easier to insert the federal tag when you receive it.

5. For Fall 2016, bobcat harvest will not be allowed in that area of Illinois that is east of Interstate 39 and north of U.S. Route 36.

6. More information, including the map of the closed bobcat zone, will be available in this year’s upcoming Hunter and Trapping Digest.

Hunters, Landowners Encouraged to Report Suspected Cases of EHD

IDNR has received EHD reports from 9 Counties so far in 2016 SPRINGFIELD, IL – The Illinois Department of Natural Resources has received reports of 53 suspected cases of Epizootic Hemorrhagic Disease (EHD) so far in 2016. EHD appears to be more prevalent in east-central and northeastern Illinois counties, including Cook, Lake and Vermilion counties where tests have confirmed the presence of the disease and 40 cases have been reported. In all, reports have come from nine counties (see map at the link below). IDNR continues to ask landowners, hunters, and concerned citizens to be on the lookout for dead or dying deer, and to report suspected EHD cases to their local IDNR field office, or to the IDNR Wildlife Disease and Invasive Species Program (WDIS). IDNR is especially interested in sick or recently dead animals, as staff may attempt to collect tissue samples in order to confirm the presence of the EHD virus. The anti-gun forces in Illinois are

already signaling their intentions for the

upcoming legislative session. The 100th

General Assembly will begin on the second

Wednesday in January, lest you forget.

Senator Julie Morrison (D-29) is holding

substantive hearings on SB2103. SB2103 seeks

to undo part of the concealed carry law which

preempts local municipalities from passing laws

contrary to and more restrictive than state law. If

this were to occur it would form a patchwork of

laws that would ensnare law abiding gun owners

when they go from one jurisdiction to another.

Nothing would make the anti-gunners happier.

SB2103 will get a new number in January

because it will have to be refiled, but it will be the

same old baloney.

On Tuesday, Representative Sonya

Harper (D-6) held a press conference on her

upcoming proposal (no bill number yet) to assign

serial numbers to every round of ammunition.

This, of course, would make ammo unbelievably

expensive, but the anti's don't care. A gang

banger could steal ammo from you or some other

gun owner and leave the shell casings at the

scene. The police would then go after the wrong

person, while the real perps escape. I'm sure the

gangbangers love this idea.

I know you think these ideas are stupid

and unworkable but that has never stopped any

legislature before. It is going to be a long Spring

Session.

When reading or discussing the 2nd Amendment with someone, you must go back to the real intention. Justice Scalia always said you must look back at the words and quotes to gain the true meaning!

Why are we always filing law suits to protect THE 2ND Amendment when it is so clear what the “original intent” was? They say we should teach our children while young to shoot. Pretty hard to do if we don’t have guns! Why does everyone go crazy when they see a 14 yr. old shooting a gun? By doing this we are doing what the Founders instructed us to do, to maintain our Freedom! We are training our children while young, how to be proficient with arms.

In order to maintain a militia the right of the people to bear arms shall not be infringed! Don’t Politicians see –all of the above was to maintain a ready “citizen” militia in case of an invasion---then ‘EVERY AMERICAN’ would be armed to help. Britain had a “regulated militia” and it took the peoples freedom away because their people were “UNARMED”! They continue to do this at the present time. No resistance for ISIS here! The Founders did not want that in America—they wanted the people armed to protect the freedom they have now! Besides it says to “maintain” a militia—not stop the bearing of arms because we have a government militia! That would be like Britain all over again!! The real intent of the 2nd Amendment was to maintain a militia of ordinary citizens!!

That’s why this election is more than just an election. If Hillary gets in—YOUR GUNS ARE GONE!! She said that the Supreme Court was wrong on the Heller decision! In case you don’t know that decision, thanks to Justice Scalia is

that—Americans are allowed to own guns for self-protection. Hillary thinks that the court was wrong—in other words you don’t have a right to own a firearm!

There may be 3 to 4 new Justices put on by the next president. If she has her choice, everything will be reversed! Sure Trump is a little rough at times, but he does love this country and he does believe totally in the 2nd Amendment! The NRA would not have endorsed him otherwise! We as gun owners have to lay certain things aside and back someone who “upholds” the Constitution and the Bill of Rights. Your son or daughter or grandchildren will be totally disarmed by the other candidate. You have to talk to everyone about this! Your plinking with a 22 with your child will be gone if we the American people allow someone to get in the oval office who will remove our freedoms. For the sake of the Constitution and the Bill of Rights please help this country stay free and lay party politics aside.

Fall Wildlife Festival at Two Rivers National Wildlife Refuge, Oct 1 Two Rivers National Wildlife Refuge, Cortney Solum, 9/21/2016

Two Rivers National Wildlife Refuge will hold a Fall Wildlife Festival from 12-4 p.m. Saturday, Oct. 1. Festival activities at wildlife refuge visitor center include: 12-4 p.m. Nature crafts and wildlife photography exhibit 1 p.m. Presentation with raptors by Tree House Wildlife Center 2 p.m. Citizen science presentation and wildflower seed collection 3 p.m. Junior Ranger hike for children ages 4-13. Each child will receive a Junior Ranger activity book and badge.

The wildlife photography exhibit will highlight local professional and amateur photographers and will be on display at the refuge visitor center Oct. 1-14. This event is free and open to the public.

Robert William “Riverbottom Bob” Goodall, age 79, passed away Saturday July, 30th

I am sure, save for a few gray haired MWHI members, Bob Goodall have been forgotten or, worse yet, never heard

of. So to begin, I will say Bob was a lot of things. Old Riverbottom was a warrior for the sportsmen/gun-owner, a

hunting enthusiast and activist, a radio personality, a showman, a comedic, and to some controversial.

Bob was labeled controversial because he was not afraid to take on overly zealous law enforcement folks, ridiculous

regulations, or downright stupid legislation. This was and remains MWHI’s mission. Bob fit right in.

Bob represented the Illinois Sportsmen’s Alliance and was a MWHI member. We fought side by side 30 years before

the NRA and ISRA had come the stalwart protectors of gun rights they are today. We were there at the beginning of

the Illinois Conceal/Carry battle. When fights took place over proposed gun bans, bullet bans, and firearms sales

regulations, Riverbottom was there. I don’t mean on the end of a cell phone – I mean fighting eye to eye in the state

capitol.

Both was with us through the 15 year steel shot cabal. I will not regurgitate this tragedy. We are now a generation

away from lead shot. The truth is we were lied to and if you don’t think politicians lie, you aren’t paying much

attention to what’s going on in Washington today.

Bob helped MWHI introduce legislation like the Hunter Harassment Bill, the Heavy Equipment Crew, and SB 163 that

recognizes our right to hunt and trap. Behind the scenes, where he never made headlines, Bob stopped many a bad

piece of legislation in its tracks.

MWHI was threatened with a law suit by the Fraternal Order of Conservation Police Officers over an article Bob

wrote that we published in the Sentry. The issue was antiquated baiting laws. It was a major blow-up at the time. As

a result, these federal laws were ultimately challenged and then changed.

The sportsmen and gun-owners of Illinois owe Riverbottom Bob a debt of gratitude. He fought tirelessly for us all.

WHAT CAME FIRST – THE SPORTSMAN OR THE COURT JESTER

In medieval times, the King’s entertainment was the court jester. A court jester would entertain by performing acts

which could be considered the modern day equivalent of slap stick comedy. They were also sometimes referred to as

“court fools” and were always available to do the King’s bidding without question. When their antics no longer

entertained the King, any number of bad things could happen to them and usually did.

If you are beginning to wonder just where in the world Old Riverbottom is going with this story, let me assure there is

a resemblance to this history. I don’t want to beleaguer you with how long Old Riverbottom has been delving into the

world of sportsmen’s issues, but it has been a while. Over the years, I have seen actions and no actions, many times,

believe me, the no action turned out best. The record speaks for itself; the sportsmen have always been there when

there was a need. The Pittman-Robertson Act, Dingle-Johnson, Ducks Unlimited and the Federal Duck Stamp are just

a few examples. So it was, the sportsmen were ready, willing and able, and don’t forget naïve. We were so successful

in our efforts, when others wanted to accomplish things, they came to us to show them how to be successful. In

many cases we were asked to join in their efforts. The naivety left us believing that the other groups had nothing but

the best of intentions, like ourselves. Sadly to say, we learned our lessons the hard way, things we helped create

were turned against us, and sportsmen became the ugly stepchild. To those of you who are non-believers or maybe

just were not around as long as Old Riverbottom, let me share some examples.

The Endangered Species Protection Act (ESA), now who on earth would not support such a program? The sportsmen

should not have, as a matter of fact, they should strive to substantially change the ESA. When the ESA was first

proposed, everyone piled on, the environmental groups and the sportsmen groups alike. Our wonderful legislators

listened and the ESA became the law of the land. It was a great day for mom, apple pie and hot dogs. Then the

bureaucrats began interpreting the law, for they knew the intent of the ESA. My dear mother once said: “The road to

hell is paved with good intentions.” Well, it was a lot quicker ride there, on the road paved with bureaucrats’

intentions.

Private property rights were trashed to save some song bird no one had ever heard sing. People were denied use of

their land because of some rat or an endangered bird decided to nest in their tree. Then to keep making the ESA

stronger, the bureaucrats used their favorite trick – publish the changes in the Federal Register – where they never

will be found. Those of you who can still remember the good old days when you could crumple a big old green head

with lead fours. For years we were assaulted by the claim that millions of ducks ate the spent lead pellets and

eventually died. They applied the old “hide and die theory,” but the carcasses could never be produced. Of course,

now we have the old “fly away and die” happening with wonderful steel shot. After all of the hoopla, they still

couldn’t make the case for steel shot stick, enter the ESA and the National Wildlife Federation (NWF).

Once thought to be the sportsmen friend, the NWF filed a lawsuit contending that shooting ducks and geese with

lead shot was killing the endangered Bald Eagle. While the people who claimed ducks ate lead, then crawled off and

died, but couldn’t find the dead bodies. The lawsuit claimed the eagles were finding them and eating them along with

cripples lost by hunters, thereby getting their government recommended daily dosage of lead, resulting in the

secondary taking of an endangered species. Continued on page 14

NEPA aka National Environmental Policy Act, boy did we ever jump on that baby. This was a real sweetheart deal.

This policy prohibited the use of government funds, in any activity, regarding your action, if you got the correct

answers, things were fine and that was called an “environmental assessment” (EA). But if you got too many of the

wrong answers, you had to complete an “Environmental Impact Statement” (EIS) and you really wanted nothing to

do with an EIS. We sportsmen figured this is good, let’s keep government honest and accountable, so we helped pass

NEPA. This was somewhere around 1973 or 1974. By 1975. By 1976 some environmental groups, I don’t accurately

remember which ones, filed a lawsuit under. I don’t know how many of you are aware that each year, in order to

there to be a waterfowl season, the Director of Fish and Wildlife Service, must declare that the season will be open.

This little detail must be published in the Federal Register and public comment accepted. The 1976 lawsuit held, that

under NEPA, the Fish and Wildlife Service was required to prepare an EIS to allow waterfowl season to be opened, so

the Service prepared the document. That was not the end of the subject. Back in 1986, a lawsuit was once again filed,

claiming a new EIS was needed. While the Service proved that was not the case, this hammer still is a swinging

pendulum over sportsmen’s heads. These are just some examples which most of you can relate to, but in reality

NEPA is the equivalent of a serial rapist to the sportsman.

Today we are faced with a new opportunity, Teaming with Wildlife (TWW). Here we go again. What self-respecting

sportsman would not want to be part of this program? Well, I can tell you one, that’s me, Old Riverbottom Bob wants

nothing will now be required to pay a share. While the sportsman will have to pay more, the enabling legislation

specifically prohibits spending any TWW dollars on anything other than NON-GAME species. How many of you are

aware that for years Pittman-Robertson dollars funded non-game and endangered species, research and habitat

enhancement projects? That’s correct, we have always shared our resources, but now that the non-sportsmen

groups are being faced with paying, they have selfishly excluded the sportsmen’s interests. A review of the list of

groups supporting TWW reveals the same names as those which appear on the lawsuits constantly being filed against

us. Well, surprise, surprise!

Sportsmen have been played for fools long enough. The history lesson is clear, when are we going to learn from our

mistakes. TWW will generate millions upon millions of dollars, and as history dictates, they will be used against

sportsmen. Sportsmen have done the bidding of the King, and bad things have happened to us. It’s time to return the

gesture.

With the balance of the Supreme Court at stake, this election

will affect our constitutional rights. It is crucial that all gun

owners and Second Amendment supporters register to vote,

become informed about candidates’ positions, and on Election

Day, #GUNVOTE. Don’t risk your rights!

These Gun Owners Are Least Likely Criminals, Report Finds

From 2007 through 2015, concealed-carry permits issued by state and local governments increased by 215

percent, according to a Crime Prevention Research Center report.

Concealed-carry permit holders are nearly the most law-abiding demographic of Americans, a new report by

the Crime Prevention Research Center says—comparing the permit holders foremost with police.

“Indeed, it is impossible to think of any other group in the U.S. that is anywhere near as law-abiding,” says

the report, titled “Concealed Carry Permit Holders Across the United States 2016.”

From 2007 through 2015, permits issued by state and local governments increased by 215 percent, to more

than 14 million Americans, according to the data.

The study compared permit holders to police, who committed 703 crimes from 2005 to 2007, and 113 of

those were firearm violations.
