STAGE I

NLETS Domain:

1. Police do an MV-ECON query for vehicle owner info and emergency contact info and determines identity of the victim

2. Police pass 6 points of victim ID (name, DOB, SSN,...) to EMT

Stage 1:

Health Domain:

1. EMT does a Patient Demographics Query (PDQ) based on the 6 point of ID.

PDQ returns patient IDs. EMT uses the Cross Document Sharing (XDS)

service to query for the PHR summary. XDS Retrieve Information for Display (RID) merges

the PHR summary with the HITSP/C27 document called "PHR Information to On-Site Emergency Care Providers Document".

XDS returns HITSP/c27 document to EMT

STAGE II

Health Domain: 1. EMS sends the Patient Care Report to the

Document Repository via the Cross Document Sharing (XDS) service.

The document is stored in the Document Repository

The Document Repository registers the document in the Document Registry making it available for the Hospital ED to query

2. EMT sends Patient Administration Management (PAM) information by data feed to the Hospital ED as it becomes available.

white paper:

1. Will explain how stage 1 uses the existing health domain profiles (in that sense it is not a new profile) to address this use case.

2. Identify gov't domain standards used by Nlets (the two red transactions) to address this use case.

3. Propose a demonstration of all elements of stage 1

4. Identify the new IHE profile work to be done to address stage 2
