GENERAL

1. The Contractor shall provide regular 24 hour security for the duration of the refit.

2. The Contractor shall provide parking spaces for the Owner’s Representative,

the Captain, and the Chief Engineer for the duration of the refit.

3. The Provincial Public Service Smoking Policy prohibits smoking anywhere on Government owned vessels. The Contractor shall ensure all Shipyard workers are aware of this policy and abide by it.

4. All the following work specified herein and all repairs, inspections, and

renewals shall be completed to the satisfaction of the Owner’s Representative, who, unless otherwise advised, shall be the Marine Engineering Superintendent. Upon completion of each item of the specification the Representative shall be notified so that he may inspect the work prior to final close up as well as after close up. Failure to give notification does not absolve the Contractor of the responsibility of providing the Representative with the opportunity to inspect any item. Inspection of any item by the Representative does not substitute for any required inspection by Transport Canada.

5. The Contractor shall be responsible for contacting the appropriate regulatory

body (Transport Canada) when inspections are required. The Contractor shall notify the Owner’s Representative when the Surveyor(s) will be onsite for an inspection. The Contractor shall also ensure the Chief Engineer is also present for each inspection.

6. The Contractor shall include in his quote the costs of all rigging, staging,

cranage, removals, and installation of parts and equipment required to carry out specified work.

7. Any piping, manhole covers, parts, or equipment requiring removal to carry

out specified work shall be reinstalled using new, Contractor supplied, jointing, fasteners, anti-seize compound, clamps, and brackets as applicable and shall be secured in original condition. Any removals shall be jointly inspected by the Contractor and the Owner’s Representative.

8. All welding shall be completed by CWB certified Welders, certified for the

position in which they are required to weld. Certificates shall be made available upon request of the Owner’s Representative. Unless otherwise stated all disturbed or new steel shall be given 2 coats of marine epoxy primer immediately upon completion of work.

9. All steel renewal shall be as per Lloyd’s Register rules including welding techniques employed, diameter of radius corners where required, and shall be approved by the Authorized Representative.

10. All electrical installations or renewals shall be in accordance with the latest

editions of TP127 – Ship Safety Electrical Standards as well as IEEE Standard 45 – Recommended Practice for Shipboard Electrical Installations.

11. All drawings and drawing revisions that are required by the Contractor are to

be of a quality equal to that of the original drawings.

12. Any overhaul or installation of machinery and equipment specified herein shall be as per the Manufacturer’s applicable instructions, drawings, and specifications.

13. Any hazardous material or substance brought onboard the vessel by the

Contractor shall be accompanied by the appropriate Material Safety Data Sheet (MSDS).

14. All materials, unless otherwise specified, shall be supplied by the Contractor.

The Contractor shall also provide all necessary tools to perform the specified work, except for any specialty tools for shipboard machinery which may be issued by, and returned to the Owner’s Representative. Otherwise ship’s tools and equipment will not be used by the Contractor to complete the work specified herein.

15. All test results, calibrations, measurements, trials, and readings are to be

properly tabulated, compiled, and three typewritten copies shall be provided to the Owner’s Representative. All tests and trials are to be performed to the satisfaction of the Owner’s Representative and the attending Surveyor (TCMSB / LRS).

16. The Contractor shall provide, at the Pre-Refit Meeting, a Production Bar Chart

showing commencement and completion dates for each item in this specification. This document shall highlight any critical dates and be capable of showing the effects of late completion date of the work package. A Refit Progress Meeting shall take place once every week at which the Contractor shall provide an updated Production Schedule and tabulated costs to date.

17. The Contractor shall provide adequate temporary protection for any

equipment or areas affected by the work specified herein. The Contractor shall take proper precautions to maintain in a proper state of preservation, any machinery, equipment, fittings, stores, or other items which could become damaged by exposure, movement of materials, sand grit or shot blasting, welding, grinding, burning, gouging, or paint overspray. Any damages incurred shall be the responsibility of the Contractor.

18. Any and all temporary lighting and ventilation required to complete the work

specified herein shall be supplied, installed, and removed upon completion of the work, by the Contractor.

19. The Contractor shall at all times maintain the work areas, in which his

personnel have access to, in a clean condition free from debris and clutter. Upon completion of the work, the Contractor shall ensure the vessel is left in a clean condition equal to the condition it was in prior to the commencement of the work.

20. The Contractor shall be responsible for the isolation of any and all systems

and components associated with the work specified herein using proper Lockout and Tagout procedures. All tags and locks shall be provided by the Contractor. The Chief Engineer shall be notified prior to any lock and tag installations.

21. The Contractor shall be responsible for the removal of oily waste from engine

room bilges for the duration of the refit. Documentation shall be provided to the Chief Engineer outlining the quantity and reception facility for each removal.

22. Any unknown work that arises shall be approved in writing by the Owner’s

Representative. Invoicing for unknown work must clearly outline costs for materials and labour separately.

23. Any materials purchased or Subcontractors hired are to be charged to the

Owner with a 10% mark up to a maximum of $500.00 unless otherwise agreed upon by the Contractor and the Owner’s Representative.

24. The Contractor must possess a minimum $5,000,000.00 Ship Repairer’s

Liability Insurance policy and a copy of the certificate shall accompany their bid.

25. The Contractor shall bid on working 7 days / week, working a minimum of 2

daily shifts totalling no less than 16 hours / day.

HD-1 DRYDOCKING HD-1.1 The vessel is to be docked and undocked with necessary lay days to complete the work specified herein and with a reasonable allowance to deal with any new work that arises. The Contractor shall include in his quote a unit daily service day cost on dock. The quote shall also include any pilotage or tug services required. Docking shall take place during the first day of the refit. HD-1.2 The Contractor shall supply the services of a Diver to confirm that the vessel is settling evenly on the bilge and keel blocks. HD-1.3 The vessel shall not be docked with any other vessel in such a way that it could interfere with its scheduled work or undocking during the contract period. HD-1.4 The Contractor is to be provided with a tank condition report prior to docking, signed by the Captain, the Chief Engineer, and the Contractor’s Docking Master. After docking, all tanks emptied are to be listed, and copies given to the Captain and Chief Engineer. At undocking all tanks are to be refilled to obtain same draft and trim conditions as vessel was in prior to docking. HD-1.5 The vessel is to be docked so that all docking plugs, transducers, anodes, and sea inlets are clear and accessible. A minimum of 1.22 meters (4’) is to be available below the keel. If for any reason it is not possible to keep all hull fittings uncovered, then the Contractor shall be responsible for all labour and materials required for making alternative arrangements to drain tanks or to move blocks for gaining access to areas of specified work. HD-1.6 The vessel’s crew shall be responsible for handling lines onboard the vessel only. The Contractor shall be responsible for handling lines ashore or on dock walls. HD-1.7 During undocking the Contractor shall ensure there are sufficient personnel aboard and placed throughout the vessel to monitor for leakage and correct any deficiencies that may arise. HD-1.8 The Contractor shall, within two hours of docking, water blast the underwater hull area. The high pressure fresh water blasting shall be at a minimum pressure of 420 bar (6000 psi).

HD-2 SERVICES HD-2.1 The Contractor shall provide electrical power at 460 V, 3 Phase, 60 Hz, 200 Amp supply with a 0.85 Power Factor. For bidding purposes the Contractor is to allow for 1,623 KW/hrs per day. The electrical service shall be supplied for the duration of the refit. Actual power consumption shall be prorated up or down as per actual power used, as indicated by vessel’s power meter. The power meter shall be read by the Chief Engineer and the Contractor at the beginning and end of the refit. The vessel’s shore power cable shall not be used for the purpose of supplying this electrical service unless absolutely necessary. If the vessel’s cable is used and found to be damaged during the refit period, the entire length of cable shall be replaced at the Contractor’s expense, the cable is not to be spliced in anyway. HD-2.2 The Contractor shall provide a shore connection to the vessel’s fire main for the duration of the refit. Pressure shall be determined by the Chief Engineer. HD-2.3 The Contractor shall supply and rig two (2) gangways for safe boarding and unboarding of the vessel. The gangways shall be provided with safety net, handrails, and adequate lighting for the duration of the refit. HD-2.4 The Contractor shall provide a shore connection to the vessel’s sewage discharge system. HD-2.5 The Contractor shall provide two (2) telephone hook ups. One hook up shall be installed in the wheelhouse, and the other in the engine control room. Telephone service shall be provided for the duration of the refit. HD-2.6 The Contractor shall provide one (1) cable television hook up. The hook up shall be connected as directed by the Chief Engineer. HD-2.7 The Contractor shall provide a container for galley / crew garbage disposal. The container shall be paced on the deck of the vessel and shall be emptied once a week at a minimum. HD-2.8 The Contractor shall provide a shore connection to the galley grey water or sink discharge.

HD-2.9 The Contractor shall provide shore connections for freshwater and sanitary water supplies aboard the vessel. The pressures and locations shall be determined by the Chief Engineer. HD-2.10 The Contractor shall install deck protection in the form of 1/8” Masonite in areas to be trafficked by Shipyard personnel. Seams between sheeting shall be taped. All deck protection to be removed after undocking.

HD-3 BUTTS & SEAMS HD-3.1 The Contractor shall quote on the following:

200 linear feet of arc gouging 200 linear feet of weld with 6 passes for a total of 1200 bead feet of weld on

the vessel’s exterior hull Unit cost per linear foot of each process above for adjustments purposes

HD-4 HULL / FENDERING MODIFICATIONS & REPAIRS HD-4.1

The Contractor shall include an allowance of $120,000 of additional hull and fendering modifications and repairs. This is not a guarantee of work and the figure shall be adjusted up or down based on actual work completed.

HD-4.2

The Contractor shall include an allowance of $10,500 for the repairs of damaged floodgates. This is not a guarantee of work and the figure shall be adjusted up or down based on actual work completed.

HD-5 HULL CLEANING AND PAINTING HD-5.1

Surface Preparation: Underwater portion of vessel from keel to deep load line is to be water blasted to remove sea growth and flaking paint. Water blasting is to include thruster and thruster tunnel, sea bays, rudders. All underwater hull areas showing damage and/or disturbed paint to be “power tool cleaned”. Edges of damaged area to be feathered back 6" to provide for good overlap and adhesion of new paint. Area to be dealt with for bidding purposes is 200 m2. Remaining area is to be sand-swept to remove all residual anti-fouling to allow over-coating. Total area for underwater sandsweep is approx 600 m2. Above Waterline: Ship's hull from waterline to top of bulwarks, to life boat deck, front and both sides of wheelhouse, areas showing damage and/or disturbed paint to be “power tool cleaned”. Edges of damaged areas to be feathered back 6" to provide for good overlap and adhesion of new paint. Area to be dealt with for bidding purposes is 200 m2. Remaining area is to be sand-swept to allow over-coating. Total area for above water sandsweep is 1350 m2. HD-5.2 Painting Underwater Hull: The underwater hull is to be painted to the following schedule All Specified coatings to be contractor supplied. First Coat: Amercoat 235 at 6-8 mils DFT red, to be applied, according to manufacturer's directions, to the “power tooled” areas. NOTE: Overspray of Amercoat epoxy underwater coatings onto the area above the waterline must be avoided, as they are not compatible with conventional marine paints. Second Coat: Amercoat 235 at 6-8 mils DFT black, to be applied, according to manufacturer's directions, to the entire underwater hull. Third Coat: ABC No.4 Red at 4 mils DFT, to be applied, according to manufacturer's directions, to the entire underwater hull area (600 m2). NOTE: Anti-fouling coat must be applied while the second coat is thumbnail soft. Fourth Coat: ABC No.4 at 4 mils DFT, AF Black, to be applied, according to manufacturer's directions, to the entire underwater hull area (600 m2).

Above Water Hull: The above water hull (approximately 1350m2 is to be painted to the following schedule). All Specified coatings to be contractor supplied. First Coat: One coat of Amercoat 235 at 6-8 mils DFT red, to be applied to “power tooled” areas (Contractor supplied). Second Coat & Third Coat: When the primer coat is dry to touch (finger nail soft), the Contractor is to apply two (2) coats of Amercoat 5450 Blue from deep load line to top of rubbing bar (must be factory batched) enamel (Contractor Supply) to this area. Hull Identification: The colour scheme and location for the stripe, lettering, draught marks, loadline marks, etc. will be dictated by the Captain, Chief Mate or a delegate. All specified coatings shall be contractor supplied & must be factory batched. First & Second Coat: Two coats of Amercoat 5450 marine alkyd colours as per vessel's original scheme. Total area involved is approximately 50m2. All Coating shall be applied in strict accordance with manufacturer’s instructions and recommendations with respect to temperature, humidity, surface preparation and application techniques.

HD-6 ANODES HD-6.1

The sacrificial zinc anodes on the hull, bow thruster, sea chests, etc. shall be examined for wastage. Missing or wasted anodes are to be replaced with new zinc anodes.

HD-6.2

Any damaged or missing ice guards shall be replaced. Ice guards shall be primed and painted as per surrounding steel. The Contractor shall include a unit per price for fabricating ice guards. HD-6.3 All old straps shall be removed from the hull and ground flush. HD-6.4 The Contractor shall quote on renewing 30 (thirty) 22 lb zinc anodes. A unit cost per anode shall be included for adjustment purposes.

HD-6.5 Any disturbed steel work is to be coated as per the paint scheme in the area.

HD-7 CRANAGE HD-7.1

The Contractor shall quote on cranage to make 10 lifts to vessel. One lift is considered on and off vessel. This is in addition to any cranage related to specified items. Cranage for specified items shall be included in the cost of the specific item. HD-7.1 The Contractor shall quote a unit cost per lift for adjustment purposes.

HD-8 SEABAY GRIDS HD-8.1

The Contractor shall remove four (4) sea bay grids from their perspective seabay inlets. HD-8.2 The Contractor shall thoroughly clean all seabays. HD-8.3 The Contractor shall coat all seabays with one (1) coat of marine primer and one (1) coat of anticorrosive paint. HD-8.4 The Contractor shall thoroughly clean each seabay grid. HD-8.5 The Contractor shall coat each seabay grid with one (1) coat of marine primer and one (1) coat of anticorrosive paint. HD-8.6 The Contractor shall reinstall the seabay grids on their perspective seabay inlets with new fasteners and new locks.

HD-9 STAIRWELLS HD-9.1

The contractor shall bid on renewing a total of 8 (eight) staircases. New staircases shall be constructed of steel sidewalls with aluminum treads. Treads shall be of an open, non-slip grating type, being 12” deep. Stairbacks to be left open. Treads to be secured in place by bolts, to allow for tread replacement by crew. Exact location of stairways to identified by captain. QTY 4 - 11 steps X 30” wide. QTY 4 - 11 steps X 36” wide

HD-10 ANCHORS & CHAINS HD-10.1

The Contractor shall quote on removing both PORT & STBD anchors and chains from the vessel. The chain shall be arranged in such away, on the dock, that it can be visually inspected by both TC and the Owner’s Representative.

HD-10.2 The Contractor shall quote on painting both anchors and anchor chains. Anchors

to be given 2 coats of black enamel, chains to be given 2 coats of white enamel, and marked with red enamel at each shot increment.

HD-10.3 The Contractor shall reinstall both chains and anchors back on the vessel, after

satisfactory visual inspection by TC and Owner’s Representative.

HD-11 ANCHOR / MOORING WINDLASS’ HD-11.1

The Contractor shall quote on removing the 2 (two), PORT & STBD. anchor windlass’ from the vessel.

HD-11.2

The Contractor shall quote on sandblasting, cleaning, and overhauling the 2 (two) windlass’ for statutory survey by TC. Any required parts and additional machining shall be treated as unknown work. HD-11.3 The Contractor shall quote on coating the exterior of the 2 (two) windlass’ with 1 (one) coat of marine epoxy primer (4 mil DFT) and 1 (one) coat of marine epoxy paint (black) (4 mil DFT). HD-11.4 The Contractor shall install 2 (two) windlass’ in their original positions onboard, completing all necessary connections. Both windlass’ shall be tested to the satisfaction of the Chief Engineer.

HD-12 RAMP REPAIRS / MODIFICATIONS HD-12.1

Immediately after docking, the Contractor shall remove both the BOW and STERN RAMPS from the vessel. HD-12.2 The Contractor shall include an allowance of $75,000.00 for any repairs or modifications required on the bow and stern ramps. Any required work will be outlined by the Owner’s Representative after docking. This is not a guarantee of work, the figure shall be adjusted up or down based on the actual hours worked.

HD-14 POTABLE WATER TANK

HD-14.1 The Contractor is to quote on servicing the POTABLE WATER tank, located between FRAMES 89-94, as follows:

Immediately after docking tank is to be drained, manhole cover removed, and be thoroughly cleaned.

Tank shall be washed with bleach solution and thoroughly flushed. Tanks to have surface preparation and coating applied as per attached

POTABLE WATER TANK COATING SPECIFICATION. Tank coating must be fully cured prior to tank being closed up. Tank shall be ventilated using forced air fans for a period of not less than

48 hours after coating has been applied. Tank shall be flushed twice and refilled after ventilation. After completion of work, the Contractor shall take a sample of freshwater

from the tank and send it to an accredited laboratory for analysis. Laboratory to be approved by Owner’s Representative. The Chief Engineer shall witness the taking of the sample. The Contractor shall allow sufficient time for the test results to be returned prior to the end of the refit. Test results must show that water stored in the tank(s) is suitable for human consumption. Laboratory costs will be the responsibility of the Contractor.

Any required underlay or deck repairs shall be treated as unknown work. HD-17.2 The Contractor shall quote on renewing the deck covering in the ship’s office (90SQFT). Existing underlay shall be left intact where possible. New flooring shall be of a commercial sheet type flooring suitable for high traffic areas. Color to be approved by the Captain. HD-17.3 The Contractor shall quote on renewing the deck covering in the ship’s safety room (98SQFT). Existing underlay shall be left intact where possible. HD-19 LIFEJACKET STORAGE BOXES HD-19.1

The Contractor shall quote on fabricating 2 (two) storage boxes to replace the existing wooden boxes located adjacent to the wheelhouse. New boxes shall be fabricated of ¼” marine grade aluminum plate, be weather tight, and have hinged covers that latch closed. Dimensions of each box shall be 94”L X 24” W X 33”H. HD-19.2 The Contractor shall secure the new boxes in place of the existing boxes onboard. Boxes shall be secured to deck by means of stainless steel bolts, as per the original arrangement.

HD-20 ULTRASONIC THICKNESS TESTING HD-20.1

The Contractor shall obtain the services of a certified company to carry out an ultrasonic thickness survey for the hull and structure of the vessel. Individual taking the readings shall be level 2 certified. This survey shall include shots taken on the outside hull, the decks of the vessel and framing in side vessel tanks. The Contractor shall inform the Chief Engineer the day before the shot’s are to be taken so that he may be available during the inspection. The Contractor shall make contact with TCMS as the inspector may wish to be present during the inspection. The Contractor shall provide 3 copies of the inspection report from the UDT Technician showing the location of the shots taken and the results, 1 copy shall be submitted to TCMS, 1 copy to the Owner’s Representative, and 1 copy to the Chief Engineer. The Owner will supply the Contractor with the vessel’s shell expansion plan. HD-20.2 The Contractor shall be responsible for providing all equipment including staging or lift equipment to carry out the ultrasonic inspection. HD-20.3 The shots shall be taken in the following areas:

The wind and water strake of plating on the vessel. Two bands around the hull of the vessel, under the vessel to the other

side. One approximately 1/3 the vessel length and the other approximately 2/3 the length.

The shell plating in the fore peak and steering gear comp. area. Framing and stiffeners inside the fore peak, and steering gear

compartment areas, general area of two fuel tanks, and port and starboard fresh water tanks.

Any other areas as determined by the attending TCMS hull surveyor. HD-20.4 The Contractor shall quote on taking 1000 shots. The Contractor shall quote a unit price for providing additional shots that may be requested. HD-20.5 In areas where poor readings/ if any are found additional shots are to be taken in the area to confirm the extent of the wastage.

S-1 PORTABLE FIRE EXTINGUISHERS S-1.1

The Contractor shall secure the services of a qualified company to perform the annual inspection, servicing, and certification of the portable fire extinguishers aboard the vessel (as per NFPA 12). List of extinguishers is attached. S-1.2 The Contractor shall be responsible for removing the extinguishers from the vessel and transporting them to the Subcontractor’s facility for servicing and testing. No more than half of the total number of extinguishers onboard shall be removed from the vessel at any one time. The number of extinguishers and their locations shall be approved by the Owner’s Representative prior to their removal. S-1.3 Each extinguisher shall be fitted with a tag indicating the date of inspection and bearing the inspectors signature. S-1.4 The Contractor shall ensure all extinguishers have been returned to their original positions after certification is complete. S-1.5 The Contractor shall provide a report which shall include a list of all extinguishers that have been certified and shall indicate their condition prior to inspection, any parts that were required, the extinguishing agent used, and provide a certificate of compliance to the satisfaction of the Owner’s Representative that indicates the extinguishers comply with the requirements of NFPA 12.
