1.0 Monthly Report Overview
This report1 provides the monthly update on the following projects associated with the Muskrat Falls
development:
• the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls
hydroelectric generating facility);
• two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between
Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and
• the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls
and Soldiers Pond (the Labrador-Island Transmission Link).
The report includes details on construction and procurement activities, construction costs, safety and
environmental activities, and details on stakeholder and community consultation and engagement
initiatives during the reporting period. The report also provides detailed statistical tables summarizing
employment and expenditure benefits generated from the Muskrat Falls development.
This report covers the activities for the month of May 2016. Construction work during this period took
place on all major work components in Labrador and on the island, including the generation and
transmission components of the project.
2.0 Highlights this Month
The Muskrat Falls Project is well advanced and work is progressing across the province. The following is
a summary of some of the key construction highlights from the month:
• Completion of the construction of the HVac transmission line by Valard Construction.
• Installation of the first section of the first of five spillway gates at Muskrat Falls by Andritz Hydro
Canada Inc.
• Commencement of concrete placement for the spillway discharge liner.
• Continuation of the excavation of the south dam, along with the start of partial removal of
cofferdams 2 and 3 by Bernard Pennecon Limited Partnership.
• Commencement of downstream excavation, along with embankment construction in the
upstream and downstream areas by Gilbert Newfoundland & Labrador Contracting Ltd.at the
North Spur.
• Completion of installation of the submarine cable pull-in winch and equipment at Forteau Point.

3.0 Construction Update
3.1 Muskrat Falls Hydroelectric Generating Facility
The following outlines some of the construction activities for the powerhouse, intake and spillway
undertaken by Astaldi Canada at the Muskrat Falls site in May:
• Continuation of concrete pour and placement activities, along with formwork and rebar
placement.
• Commencement of concrete placement for the spillway discharge liner.

Work also progressed on other components of the Muskrat Falls hyrdroelectric generation facility:
• Manufacturing of the turbines and generators by Andritz Hydro Canada Inc. was approximately
79% complete at the end of the month.
• Installation of the first section of the first of five spillway gates by Andritz Hydro Canada Inc.
• Continuation of reservoir clearing of the north and south banks by Johnson Construction Ltd.
• Commencement of work on a temporary bridge, the continued set-up of the batch plant and
crusher, and the partial removal of cofferdams by Barnard Pennecon Limited Partnership.
• Commencement of downstream excavation, along with embankment construction in the
upstream and downstream areas by Gilbert Newfoundland & Labrador Contracting Ltd.at the
North Spur.
• Work continued towards being ready for river diversion this summer.

3.2 Labrador Transmission Assets (LTA)
Construction activities for the High Voltage alternating current (HVac) transmission line by Valard
Construction continued to progress during the period, with ongoing tower assembly, foundation
assembly and installation, and tower erection.
By the end of May, 100% of the required anchor installation and testing, tower assembly, tower erection
and conductor stringing were completed. In total, stringing operations on the HVac transmission line
have required approximately 1470 kms of conductor and 2.4 million insulators.
During the month, conductor (wire) stringing advanced significantly on the 250 km long HVac
transmission line with stringing operations crossing the Churchill River to Muskrat Falls.
Stringing across the river is required as part of the route of the transmission line as it travels from
Churchill Falls on the north side of the Churchill River and crosses over the river to connect into the
Muskrat Falls site on the south side of the river.
The transmission line crosses the river at the North Spur with a stringing span of more than 525 m. The
first line crossing was completed on May 3, with the final crossing completed on May 13.
Work also progressed on LTA on a number of other fronts, including:
• Continuation of civil works activity for the HVac substations at Churchill Falls and Muskrat Falls.
• Commencement of assembly of the transformer units in Churchill Falls.
• Completion of the GIS building wall and roof at Churchill Falls.

3.3 Labrador-Island Transmission Link (LIL)
Construction activities for the High Voltage direct current (HVdc) transmission line by Valard
Construction continued during the period with ongoing tower assembly, tower erection, foundation
assembly and installation. Construction activities took place at two work fronts – Labrador and Shoal
Cove to Long Range Mountains.
At the end of the month, the following was completed on the HVdc transmission line:
• In Labrador, 818 foundations were installed (64%); 980 towers were assembled (76%); 683
towers were erected (53%); and 118,465 metres of conductor (wire) stringing was completed
(30%).
• On the island, starting at Shoal Cove 123 foundations were installed (16%); 104 towers were
assembled (15%); 42 towers were erected (6%).
In addition, work progressed on LIL on a number of other fronts, including:
• Right-of-way clearing and access road construction activity continued on the island with 2,616
hectares (63%) completed to date.
• Completion of installation of the submarine cable pull-in winch and equipment at Forteau Point.
• Completion of armour clamp concrete formwork and rebar setup at Forteau Point.
• Continuation of civil work activity at the Soldiers Pond switchyard and converter station and at
the Muskrat Falls converter station.
• Completion of floor slabs and sheeting in the valve halls at the Soldier’s Pond Converter Station.
• Completion of excavation, backfilling, and placement of the control building drainage pipe at
Soldier’s Pond.
• Commencement of electrical work at Soldiers Pond.

4.0 Procurement
Detailed information on procurement activities during the month is provided in Section 11.2 of this
report and includes listings of contracts awarded during the reporting period, as well as issued and
upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages
awarded since project sanction. Information about forecasted, issued and awarded contracts is also
available on the project website at: www.muskratfalls.nalcorenergy.com/procurement/.
5.0 Construction Cost Summary
On June 24, 2016, there was an update to the cost and schedule for the projects. The facilities capital
cost estimate for the projects is now $9.1 billion and broken out in Table 1. Further information on the
project update is available on the Muskrat Falls Project website at

5.1 Incurred Cost Overview
Table 1 summarizes the incurred costs for the project for the month of May and for the project to date.
Incurred costs refer to the value of work performed during the period regardless of it being paid during
the current period or at some point in the future.

5.2 Monthly Expenditure Overview
• Total expenditures paid for the Muskrat Falls Project were over $86 million in May 2016. This
included more than $32 million to Newfoundland and Labrador businesses.
• From May 2013 to the end of the reporting period in May 2016, over $1.35 billion has been
spent with Newfoundland and Labrador-based companies.

6.0 Safety and Environment
6.1 Safety
LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety
of workers and the public. The following table outlines the Health and Safety indicators and
measurements for the month of May and for the project to date.

On May 29, 2016, a significant industrial incident occurred at the Muskrat Falls generation site in
Labrador while the contractor was placing concrete at one of the draft tubes in the powerhouse. There
were no serious injuries as a result of that incident. A joint investigation is being carried out by LCMC
and the CH0007 contractor. More information on the incident is available at:

6.2 Environment
The Lower Churchill Project has partnered with Conservation Corps Newfoundland and Labrador to have
a Green Team undertake avifauna habitat enhancement and biodiversity studies, and wetland
stewardship initiatives during the summer of 2016.
Habitat enhancements will include re-vegetating existing/unused gravel pits with alder and spruce
seedlings to improve bird habitat. Roadside alder beds are productive sites for warblers. Initiatives such
as this help mitigate the change in habitat that has occurred due to the clearing of the transmission line
right-of-way. Another habitat enhancement being considered by the Green Team involves clean up in
important bird areas near the transmission line, such as at the Come by Chance estuary which is a
known stopover for migratory birds.
To study the effects of the Labrador-Island Link on avifauna biodiversity, the Green Team will conduct
point count surveys for bird species at risk, such as the olive-sided flycatcher, rusty blackbird and gray-
cheeked thrush. The Green Team will also conduct similar surveys along sections of the line that were
cleared in 2015 to assess what species have recolonized the recently cut areas.
Wetland stewardship initiatives to be undertaken by the Green Team include environmental awareness
events, such as a presentation, delivery of games, arts and crafts, and other activities that promote the
importance of wetland habitats to various animal species.

The LCP environmental team is committed to maintaining a high standard of environmental
responsibility that will help to sustain a diverse and healthy environment for generations of
Newfoundlanders and Labradorians.
7.0 Employment, Benefits and Community Engagement
This section provides information on employment benefits generated during the month as well as
details on some of the community consultation and engagement activities undertaken during the
month. Some of these activities are part of commitments made by LCP through the Benefits Strategy
with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender
Equity and Diversity Program, in addition to provincial and federal environmental regulatory
commitments.
7.1 Employment Highlights
Following is the employment information for the projects in May 2016. Detailed employment
information and statistics are outlined in Section 10.
• In May, over 864,000 hours were worked by 5,292 individuals on the projects, including over
714,000 hours of work in Labrador.
• During the month of May, 4,332 residents of Newfoundland and Labrador were employed on
the projects, representing almost 82 per cent of the total persons employed.
• In May, there were 4,350 people working in Labrador, of whom 1,089 were Labrador residents
(approximately 25 per cent). Of these 1,089 Labrador residents, 442 self-identified as a
member of a Labrador Aboriginal group (about 41 per cent).
7.2 Recruitment Activities
Employers continue to utilize muskratfallsjobs.com as a tool to find qualified residents of the province to
fill available positions. To date there are more than 35,000 registered users, including over 25,000
residents of Newfoundland and Labrador.
This website has been updated to reflect current trade requirements required by various contractors for
the project. The website also details current opportunities with the LCP Project Delivery Team.
7.2.1 Workplace Orientation
To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules
and procedures, respectful workplace protocols, and gender and cultural awareness. In May a total of
735 workers completed the cultural awareness training.
7.2.2 Labrador Aboriginal Training Partnership (LATP) Support
During May, 15 LATP clients, including members from each of Innu Nation, Nunatsiavut and
NunatuKavut, were employed by various contractors on the Project.
LATP continued to provide Aboriginal clients with safety certifications, as well as general employment
supports.

7.3 Gender Equity and Diversity
7.3.1 Employment of Women and Apprenticeships
In May, 615 women were working on all project components, comprising about 12 per cent of the total
workforce. Of these, 320 were working in construction, 18 in engineering, 118 in project management,
and 159 in project support. Of the 615 women working on the project, 563 of these women are
Newfoundland and Labrador residents.
7.3.2 Promoting Women in Trades
LCP continued to work with Women in Resource Development Corporation (WRDC) and the Office to
Advance Women Apprentices, as both agencies continue to provide practical support to women in the
province who wish to pursue employment in the construction sector.
7.4 Labrador Innu Initiatives
7.4.1 Impacts and Benefits Agreement (IBA) Implementation Activities
Approximately 190 Innu were employed in May at Muskrat Falls and transmission line sites in Labrador.
Innu employees were working in a wide range of occupations, including construction trades, labourers,
camp accommodations and food services. The Innu workforce included persons occupying management,
apprenticeship, foreperson and shop steward positions.
7.5 Community Engagement
7.5.1 Public Inquiries
LCP has established multiple venues for members of the public to ask questions, seek employment
information, and get details about the Muskrat Falls development. LCP has a website for people to apply
for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction
activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free
number or email or by visiting the project office in Happy Valley-Goose Bay.
7.5.2 Community Presentations
The Upper Lake Melville Community Liaison Committee met on May 12, 2016. Discussion at the meeting
included an update on all components of the project, employment and business, and community
matters. The meeting also included a presentation on Nalcor's Methyl Mercury Environmental Effects
Monitoring Program. Meeting minutes and presentation can be found on the community section of the

On May 16 and 17, LCP representatives met with fish harvesters on both the Newfoundland and
Labrador sides of the Strait of Belle Isle to establish a Fishing Liaison Committee. The Fishing Liaison
Committee will help facilitate communication between LCP and local fishers. LCP will provide offshore
and vessel information to the committee, who will assist in notifying local fishers.

11.0 Expenditures and Procurement
Expenditures are captured through direct enter of expenditure breakdowns by contractors which enter
directly into the benefits system. For all other contractors, a listing of payments approved during the
month from the project’s financial accounting system is used. In all cases, expenditure totals are those
that are approved for payment during the month.
