While the 10 coun-tries represent a poten-tially lucrative market, music lobbieswarn that the rampant piracy in some ofthe former Soviet bloc countries of East-ern Europe could spread to the current15 members. Frances Moore, Brussels -

2002 started with the introduction of the euro andended with the enlargement of the European Union to25 countries. A historic year indeed.

The euro is now firmly established as a currencyand, for many, feels as if it has always been here (yes,it was only a year ago that you consigned your remain-ing marks, liras, guilders and francs to a box underthe stairs), while the addition of 10 new countries tothe EU will bring a few more million citizens-andconsumers-under the single market banner.

From a political and historical perspective, it onlyseems natural that the former Eastern bloc countriesrejoin the European fold after nearly half a century ofSoviet domination. From a business perspective, thesecountries have accomplished much in the last 10years, and expectations are high that joining the EUwill improve their fortunes further.

For the businesses covered by M&M, it is clear

there will be many advantages to having 10 newmarkets as part of the European matrix. First, it'llput all the EU members on the same level playingfield, and will introduce legislation-especially in thearea of intellectual property-common to all coun-tries. It'll also make investment in these countrieseasier; consequently music ,and radio groups willprobably start looking with more interest at theregion's potential.

The Europe being built now is for the future gener-ations. What Napoleon and Hitler failed to achievethrough war-a united Europe and a single curren-cy-has been built up over 50 years, not withoutstruggle, but at least in times ofpeace. At a time when so manyplaces in the world are in turmoil,this is not such a bad achievement. This issue is our last one for theyear. Publication will resume withissue 2-3 (street date: January 6),which will contain our 2002 Year InReview. Everyone at M&M joins meto wish you all a pleasant Christ-mas break and a successful 2003.

Media Control to compile Spanish sales chartsby Howell Llewellyn

MADRID - The job of compilingSpain's music sales charts is set tochange hands in the New Year whenGermany's Media Control takes overfrom current compilers, the UK'sAlef-Millward Brown.

"We are completely happy withAlef-MB," says Carlos Grande, presi-dent of Spanish labels' body Afyve,"but we'd heard that Media Controloffers a broader range of servicesincluding specialist market reports.Media Control also offers lists bymusic genre, airplay data, precisemarket studies, and so on," he adds."It's just a question of trying out anew supplier."

Media Control already compilesthe official charts in Germany, Aus-tria and Switzerland-it has 25

years of experience in Germany-plus airplay charts in some 17 coun-tries through its subsidary company,Music Control (a joint venture withM&M's parent company VNU). Thefirst Media Control chart will be thesecond weekly chart of 2003.

Alef-MB technical director SusanaHernandez says Alef-MB covers 85%-90% of sales points in Spain, includ-ing all the major department storechains such as El Cortes Ingles, whichaccount for more than 25% of allmusic sales in Spain.

Media Control director Marc Rus-sell says his company will start witha 70% coverage of the market, butthis will grow to more than 90%. "Weuse a more advanced over-the-counter methodology based on realsales only," he says. "Every singlesale is registered at a central data

base, as in Germany. We do not uselabel shipments at all. If a label asksus, we can monitor sales of a singlealbum on a day-to-day basis."

Russell adds: "Spain is undergo-ing a generational change; the chartswill now be based on scientific crite-ria. We shall undertake marketresearch for the labels, and also mar-ket the charts through the shops tocreate a chart culture which does notreally exist in Spain. Our detailedcharts will also help the Spanishindustry improve its exploitation ofSpanish repertoire outside of Spain."

Warner Music Spain presidentSaul Tagarro says: "Alef-MB does aperfect job, but times change andtechnology changes. We are interest-ed in the much broader range of ser-vices, including Internet charts, thatMedia Control offers."

Baish departs Jazz as GMG makes changesby Jon Heasman

LONDON - Jazz FM programmedirector John Baish (pictured) is toleave at the end of the year as GMGRadio, which bought the UK radioand records group in May this year,revamps the company's manage-ment structure.

Former Classic FM producer and2 -Ten FM/Reading deputy pro-gramme director Baish had beenoverseeing the programming of JazzFM's two stations, which are basedin London and Manchester, since1996. Also leaving is head of musicSteve Quirk.

Under the new -look structure,GMG will appoint a programmedirector for each of the stations, whowill report to GMG group pro-gramme director John Symonds.

GMG Radio chief executive JohnMyers says that although there willbe some alterations to program-ming, the first priority for GMG willbe marketing the two stations bet-

ter. "We're just going to be a bit morein your face with the marketing,

telling people what Jazz FM is, whatit plays and promote the things thatpeople seem to enjoy about the sta-tion, such as [evening show] DinnerJazz."

Myers says that Jazz FM's cur-rent daytime music policy of smoothjazz and soul will remain intact, butthe station's more traditional jazz

programming in the evenings and atweekends will be beefed up, withDinner Jazz (Jazz FM's most -lis-tened -to show) extended to sevennights a week, and jazz legend/pianist Ramsay Lewis joining topresent a weekend show.

There have also been changesmade to the presenter line-ups ofboth stations, including Paul Coytereplacing Robbie Vincent on the Lon-don station's breakfast show and theend of shared programming betweenthe two stations during the daytime.Myers says there will be less empha-sis on personality DJs and talk thanbefore. "The station is a mood stationand we'll be reducing the clutter andthe chat and make sure it's moremusic driven," he reveals.

Meanwhile, Myers says that theactivities of Jazz FM's EnterpriseDivision, which encompasses recordlabels Hed Kandi and Jazz FMRecords, will be extended to developproducts associated with GMG'sAC/talk Real Radio brand.

France gets album -based TOTPby Lisa Pasold

PARIS -A Frenchthe UK's her-itage BBC TVmusic show,Top Of ThePops, is sched-uled to makeits debut onnational pulbicterrestrialchannel France2 on January 8.

Unlike the UK version,which highlights the local sin-gles chart, the French show willbe based on the country's offi-cial album chart compiled bylocal recording industry bodySNEP. The 26 -minute show isscheduled to run Wednesdaysat 18.00, and repeated at thesame time on Saturdays.

The move away from thesingles -based format used bythe UK show is designed to fitwith France 2's music policy,according to Yves Bigot, direc-tor of light entertainment atFrance 2. "We wanted to focuson albums because the natureof France 2 is to look at artistswho have long and enduringcareers, as opposed to flash -in -the -pan singles from StarAcademy or L5. The show willbe exactly the same as theBritish version apart from thisone change."

MADRID - Spain's new SoftAC/Gold network Kiss FMhas capped its spectaculardebut year by almost snatch-ing third spot in the ratingstable from AC network Cade-na 100.

According to the third andfinal EGM audience survey ofthe year, covering Septemberto November, 54 -station Kissnotched up nearly 800,000daily listeners, just 27,000shy of COPE's Cadena 100.

Kiss FM has gained574,000 daily listeners sincethe last EGM survey coveringApril to June, and has gained712,000 listeners compared topredecessor network OndaCero Musica (OCR), whichhad just 85,000 daily listenersin the equivalent EGM surveylast year.

Kiss KM has a 273,000lead over fourth placed net-work, SER's AC/Gold M-80Radio.

The rise of the network hasbeen spectacular by the stan-dards of the normally verystable Spanish radio market.Kiss FM director Marc Vicenspredicts the network will havea million listeners by mid -

by this further increase, andwith the expected addition of10 more stations next year [to65] I think an audience of onemillion is within reach," hesays. "We're a new networkand people are discoveringus."

Kiss FM was forged inApril out of the embers of theformer Onda Cero Musica(OCM), and is owned and pro-grammed by the Radio Blancagroup, while OCM parentcompany Onda Cero Radiosupplies the technical infra-structure and studios.

The network's formatfocusses on ballads andromantic songs, with 80% ofcontent being mellow oldiesfrom the '60s to the '90s,aimed at a broad 24-50 year -old age group.

The last survey of 2002also saw SER's latino networkCadena DIAL score its high-est audience rating sinceApril -June 1998, at nearly 1.8million daily listeners. DIAL'sprevious high was September -November 1996, when itscored 1.85 million. Mean-while, SER's dance stationMaxima FM, which waslaunched just before the sum-mer and only operates inMadrid at present, appears onthe ratings radar for the firsttime with 170,000 daily lis-teners.

Overall, the survey wasgood news for music radio -the national music networkshave gained 700,000 dailylisteners over the previousApril -June EGM survey, andno fewer than 1.2 millioncompared to the same periodlast year.

ON THE BEATWARNER SPAIN BUYS FONOMUSICMADRID - Warner Music Spain has acquired leading Span-ish indie label Fonomusic. The established indie's repertoire

will be marketed and distributed byWarner imprint, DRO East West, andFonomusic publishing arm Pentamusicwill be administered by Warner/Chap-pell Music Spain. Fonomusic was found-ed in 1966 and was a leading label dur-ing the '70s. Catalogue artists includesinger/songwriters Joaquin Sabina,

Lluis Llach, Luis Eduardo Aute, Raimon, and Cuba's SilvioRodriguez. WEGENER SELLS OFF RADIO 10 FMHILVERSUM - Dutch media group Wegener has sold amajority stake of its radio station Radio 10 FM to StichtingBeheer Radio 10 for an undisclosed sum. Wegener wasforced to sell off the two -third stake in the AC/Gold stationon December 9 to conform with Dutch media ownershiplaws, which prevent a company from owning a nationalradio station and also holding more than 25% of the Dutchdaily newspaper market over a period greater than two cal-endar years, which Wegener exceeded with its purchase ofsome regional newspapers in 2000. Hundert,6 on the comeback trail"The frog is back" was the happy message last May,as Hundert,6-one of Germany's most famous com-mercial stations- relaunched itself and tried to putseveral years of disastrous listening figures behind itwith new owners and the rebirth of its old mascot.Michael Lawton reports from Berlin.

With 2,100 square metres of officeand studio space, four outside broad-cast vehicles, its own helicopter, and,at its zenith, 210 staff, Hundert,6 was

losing money in huge quantities. It hadprided itself on its current affairs cov-erage and its local Berlin reporting,and was designed by its initiators to beeven better equipped than the publicstations in the city.

In January 2002, station managerGeorg Gafron, a colourful figure whoalso managed a TV station and waseditor of Berlin's most popular tabloid,finally took action against the lossesand cut back staff drastically.

But in April, Gafron resigned, andthe station's owner, Thomas Kirch, sonof bankrupt media mogul Leo Kirch,sold 60% of his shares to a company con-trolled by veteran radio executiveThomas Thimme, who had previouslyhelped build NRJ-backed CHR stationEnergy Berlin. Thimme becameHundert,6's station manager on April23; and on May 1, the relaunch started.

But, heeding the lessons from thepast, it's a careful relaunch. Thimmesays that, despite the poor listeningfigures, there's still a lot of loyaltytowards the station. "Figures for aver-age listeners per hourwere poor, but reach washigh," he notes. "Peoplefelt connected to the sta-tion, and they alwaysturned on to see what itwas doing, but they didn'tstay for very long."

Serious about musicNow the aim is to getpeople listening forlonger, and perhaps themain difference is theseriousness with whichthe station's music con-tent is being taken. "Inthe old days," says pro-gramme co-ordinatorand music head MichaelPeter, "music was just a Nobodycared about it, and records werefaded out after a minute and a half tomake room for news items."

Prior to the change in ownership,Hundert,6 was very full -service, with

Music is chosen at a weekly meet-ing with record company pluggers,although Peter says he is less thanhappy about the responseHundert,6's new approach to musichas garnered from the record compa-nies. "Only a few take us seriously,"he says. "The recession has meantthat they are concentrating theirefforts on the CHR stations. Somecompanies don't even bother to visitat all."

Presenters have also been given

much moreously, when they were effectivelynewsreaders, only allowed to saytheir name when giving a time -checkat the top of the hour. Peter nowwants his presenters to become fully -

no real music format-indeed, themusic was often chosen on the basisof its thematic relationship to thenews. Under Thimme, the stationnow has a music policy which isdescribed as "Adult Mix", an AC for-mat which blends some current hitsand pop oldies with cult schlager andeven some ambient music in theevenings.

"There's a new dynamic in themusic, with juxtaposition of old andnew, fast and slow," says Peter. "Ourtarget is the over -30s, and we want toinvite as many people as possible tolisten. There are 60 -year -olds wholike Robbie Williams, while evenyounger people can listen to aschlager record from the old days andsay, 'Oh yes, I remember that one'."

As befits a station which isdesigned for people who are interest-ed in current affairs and the worldaround them, the rotation levels arelow, with the biggest current hit get-ting about two plays per day. Thereare a thousand titles on the station'smusic database, and, as a leftover

fldged personalities. "They've learnttheir skills here," says Peter, "andthey now have the chance to build uptheir personalities. It's still too earlyto say how it will work out, but we'dlike them to become stars." So themorning host, Christian Blecken,now brings his dog Heiner into thestudio, a frivolity which would havebeen impossible in the old days.

Naturally, for a station which hadbeen living beyond its means for solong, the new management has hadto make some serious savings. "We'veintroduced a new business policy,"says Thimme. "We don't need two S -Class Mercedes and bodyguards.We've renegotiated the contract forthe office space and will have 1,200square metres next year at a priceper square metre 75% less. We had tomake people redundant, of course.We've arranged a lease -back of theoutside -broadcast vehicles. We'll getrid of the helicopter and do our trafficreports from an airplane. We've hadsix months of restructuring, butthat's all behind us now."

It's too early to say whether thestation is on the mend yet. OfficialMA audience figures don't come outuntil March, but Peter says they aregetting a good listener response.Thimme adds that local advertisersare also taking an interest in the sta-tion again.

Return to rootsIn many ways, Hundert,6 hasreturned to its origins, which is whythe return of the famous frog mascotis appropriate. Gafron took the stationaway from its positioning as a popular

city station, and triedto turn it into amouthpiece for hisconservative politicalviews. In this he wasbacked by the sta-tion's owner, ThomasKirch. Kirch stillowns 40% but doesnot have operationalcontrol, and Thimmehas an option on hisholding.

According toPeter, the mood hasalready changed atthe station. Helearnt his trade inHundert,6's news-room in the early

Energyand BMG, came back two years agoonly to become one of the victims ofthe big cuts of January 2002. Hereturned to the station a fewmonths later in May under the newownership. "I felt quite uneasy com-ing back, with the memory of theautocratic regime which used toexist here," he says. "There was nochance to express yourself, no cre-ativity. But now I'm beginning tofeel relaxed when I walk in thebuilding."

Wearing its heart on its sleevesMusic is more than justsongs," says Dan Storper,founder and CEO ofPutumayo World Music."We feel a cultural con-

nection, a very close relationshipbetween the music and the culturethat gives rise to the music."

It's from this angle of culturalexchange that Storper createdPutumayo in 1975, not as a musiclabel, but as a clothing company,named after a valley in Columbia. "Ihappen to have a Latin AmericanStudies background-I'm curiousabout the world," he says.

Putumayo began as a small bou-tique in New York, selling clothing andcrafts from South America. The shop

gradually grew into a chain, with col-lections placed in other stores aroundthe US. In the early 90s, Storper beganmaking compilations of appropriateworld -oriented music for in -shop play,to give Putumayo stores extra ambi-ence. Customers were excited-whatwas this music, and where could theybuy it? The transition into Putumayothe music label had begun.

Change of directionStorper started distributing hisPutumayo World Music compilationswith Richard Foots, president of RhinoRecords. But Storper was determinedto keep his own marketing angle aswell-co-founder Michael Krausbecame director for non-traditionalsales, focusing on cafés, boutiques, andgalleries as alternative distributors ofPutumayo records. "My background innon-traditional marketing, designingclothing, importing crafts, has reallygiven me a leg up in getting started inthe record business. I'm not coming to itwith any preconceived notions."

Storper sold the clothing portion ofPutumayo in 1997. By then, the label'scompilations had proven their popular-ity, and the following year Putumayostarted producing individual artists aswell. "Doing a compilation is like dat-ing-signing an artist is like gettingmarried. I've realised this the hardway," says Storper. "You've got to beready to make a commitment, andsometimes it's been too much for us tohandle."

Compilation cover art is designed byNicola Heindl, a young British artistwhose style is bright and playful. Thelook reflects Storper's commitment tofun in music. "When I startedPutumayo, the focus was trying tomarket international music to an

If I getten or 20 people who love certain songs,it's a pretty good bet!" says Storper.

"I believe instinctively that whenpeople hear this music, they'll love it.

LABELPROFILE

I've never been worried about makingcommitments to music that is consid-ered to be niche. If you add up all theniches you've got yourself some prettyserious business."

Storper's timing with Putumayowas perfect-the label appeared on thescene just as World Music was explod-ing in both America and Europe. Overthe past decade, albums such as BuenaVista Social Club (which sold over600,000 CDs in France alone) haveproven World Music's sales power."World Music is now seen as a musicalgenre potentially as profitable as rock,rap or any other style," says generaldirector Maggie Doherty at Night andDay. "France was one of the first coun-tries to get involved in World Music,[but] the French public is particular, inthat they tend to relate to the artistfirst and the music second."

Distribution problemsSo Putumayo's compilations have theirwork cut out for them. Finding a placeoutside the US has been difficult.Storper has gone through a number ofinternational distribution options. "I'man optimist at heart. Then we realisedhow difficult it is to go beyond your ownborders!" he laughs. "The marketing ofmusic is tough enough in your ownbackyard, but try doing it internation-ally." In 1996 Putumayo started distrib-ution in England, New Zealand, andAustralia. There were glitches in UKdistribution, and a European collabora-tion with Disney in the late 90s fellapart.

Enter Christian Dalbavie, formerdirector of the French Music Office inNew York. "We were getting ready toopen a European office, and Christian

wanted a change," says Storper.Putumayo opened its European office inHilversum in the Netherlands in April2000, with Dalbavie at the helm. Thesame year, Harmonia Mundi took overPutumayo's distribution in France, grad-ually building the label's presence.

"We invest a lot in getting CDs intothe hands of shops that can play themusic," says Storper, who emphasisesthe importance of listening stations-especially in alternative retail loca-tions-to get people to hear whatPutumayo is producing. The label cur-rently has about 2,200 non-traditionalretailers around the world.

Finding listeners"When I tell people how many promo-tional copies we make, they can'tbelieve it. But it's one of the mostimportant vehicles we've got, whetherfor in-store play, radio or restaurantsand cafés. It's matchmaking." Storperspent his afternoons in Paris strollingthrough the city, handing out promosample CDs, matching the music to itspotential listeners.

Storper also uses his PutumayoWorld Music Hour to promote the label.Two years ago, he began hosting a week-ly theme -driven music show, which hasevolved into the first commercially -syn-dicated World Music programme onover 120 commercial and non-commer-cial radio stations in the US, Canadaand the Caribbean. Some of the label'scompilations have grown out of sets puttogether for the show, such as WorldLounge.

Not one to stand still, Storper is cur-rently working on developing a DVDseries for launch next year, along withpossible book and television series forchildren, based on the label's successfulWorld Playground collections, the first ofwhich shipped over 100,000 copies. "Wefeel very connected to introducing chil-dren to other cultures through music,"says Storper. One of his most treasuredcustomers is a seven -year -old Jewish -American girl, who wrote to him aboutPutumayo's Arab music compilation:"She did a class project where she hadher whole class dancing to Cairo toCasablanca. This music had made her sohappy, she seemed instinctively to getthe fact that music could be universaland help people overcome prejudice andbigotry. That's deep down what I cherishthe most."

The music continues to evolve. In thelast few years, ethnomusicologist JacobEdgar has been working with the label,collecting music for compilations such asCape Verde. When he's not travelling tonew musical destinations, Edgar siftsthrough an infinite variety of music thatarrives on his Brooklyn desk. "When westarted, we were Africa 101, the intro-duction to World Music," says Storper."And now, with Jacob, we're findingmore advanced World Music. We cannow offer great music to long-timelisteners." As Putumayo moves towardsa larger European presence, Storper'sguiding philosophy remainsunchanged: "I want to feel good abouteverything we put out."

Axelle Red marks her double-edged returnby Marc Maes

"After 10 years of recording, touring and promotionand a two-year sabbatical, Face A/Face B hasturned out to be a fantastic album. Axelle Red's pre-vious work was a growth process towards this new,mature album." That's how marketing managerVirgin Belgium Dis Huyghe describes Axelle Red'snew set, which was released in Belgium, France andSwitzerland on November 18.

Initially planning to release a double album,Axelle Red-real name Fabienne Demal-recorded18 tracks, ending up with a selection of 13 which aredivided up between uptempo tunes on side A (FaceA) and ballads on side B (Face B).

The album follows three multi -platinum studioalbums and one live album for the Belgian singer,and is a departure from the soul -pop sound of thelast two albums A Mons and Toujours Moi.

"I wanted to move on," says the singer, whorenewed her contract with Virgin in Novemver. "Thefirst album I'd heard in a long time was a disco com-pilation, a party album, and I decided to follow thatdirection for Face A/Face B."

Appropriately enough the album kicks off withan early '80s high-energy style track Venez Vers Moi,and the set goes on to showcase Axelle's song -writ-ing talent complemented by producer Al Stone(Bjork, Stereo MC's, Jamiroquai) and arrangerLester Snell. "His work on the first single Je MeFiche is really great," comments Red.

In Belgium, the album got off to a flying start,shipping gold in its first week, "but the idea is againto make this a long-term project with two singles, atour and another single," says Huyghe.

Public full -service station VRT Radio 1 in

Flanders is one of the many stations to haveplaylisted Je Me Fache, and is also playing VenezVers Moi and Toujours off the album. "I'm convincedthat there's a broad audience out there that likesthis kind of slick, well -produced soul -pop," saysmusic coordinator Dirk Blancke. "Personally, I thinkAxelle did better with her previous albums-butthat's merely a matter of taste, I guess."

In France, Je Me Riche entered the charts whileManhattan-Kaboul, Red's duet with French singerRenaud, was still riding its popularity. The track isoff Renaud's album Boucan D'Enfer, which has soldover 1.6 million units since its release in May.

"Axelle Red is in good company there and wethink Manhattan-Kaboul is an excellent single toannounce Axelle's new material," says ThibautCasanova, export product manager at VirginFrance. "The explosive airplay for Je Me Niche inBelgium will certainly cross over to France andSwitzerland with other territories like Canada,Spain and Japan following in 2003."

Says Francoise Serrault, marketing director atVirgin France: "The bulk of Axelle Red's overallsales figure of over three million units come fromFrance, making it her premier territory and a toppriority for Virgin France."

The label shipped 150,000 units of the album inthe first week of release and, alongside the doublevinyl albums, Virgin released an instrumental vinylset for press and marketing purposes. The label wasexpecting a surge in sales boosts over the weekendof December 6 and 7 with Axelle Red being the faceof Telethon, a nationwide charity fundraising cam-paign on France 2.

In March 2003, Axelle Red will play four dates atthe Paris Olympia and two dates in Brussels.

The Revs gear up for Europe

Irish guitar -pop trio The Revs haveaccelerated to stardom in their homecountry gathering a string of localawards hit singles and a strong follow-ing along the way. Now with a gold livealbum under their belt, the rock tri-umvirate are planning to bring theirbristling garage -rock to the rest ofEurope with the single Loaded onFebruary 17 via Treasure IslandRecords.

Rory Gallagher, John McIntyre andMicky O'Donnell formed in January2000. Within six months they had wonIreland's Spirit Battle of the Bands con-test and, in order to promote theirdebut single Wired To The Moon, theact performed a record -breaking 26gigs in three days.

"I don't think I would ever repeat it,we only had about two hours sleep pernight," says Gallagher of the world -wind tour. "On the final evening wehad to play a two-hour festival gig andI was so tired I fell over the drum set onstage."

The stunt paid off with the singleentering the Irish charts at 18 and end-ing up staying in the top 40 for 20weeks.

Robert Stephenson, the band's man-ager and MD of Treasure IslandRecords, first met the band at the bat-tle of the bands contest. "All the bandswere good," he says. "But The Revssimply blew me away, they have somuch energy and are brilliant live."

Liam Thompson, head of program-ming at Dublin's Alternative Rock andDance station Spin 103.8, was the firstperson to playlist the band. "It was asong that they recorded in someone'sbedroom but it sounds great and westill play it. They are full of energy andare not dissimilar to Blink 182, andthat kind of power pop/rock crossoverthat is so good for MTV. So I'm surethey will break outside Ireland."

Gallagher believes the band haveachieved as much as possible in Irelandand are looking forward to hittingEurope. Having been awarded theMeteor/IRMA Best Newcomer MusicIndustry Award after seeing 1J2 grabfive out of six of the awards The Revswere nominated for, Gallagher washumbled to be the subject of the bandspraise. "Larry Mullen of U2 gave us afive-minute thumbs up during his pressconference afterwards," he says."Mullen said he was a fan and that itwas nice to see a band playing instru-ments doing well in Ireland."

The Revs are now working on theirdebut studio album, which is slated fora European release in June 2003.

DANCE GROOVESby Gary Smith at Transmusicales Festival

Held in Rennes, France onDecember 5-7, the 24th edition of theTransmusicales Festival once, moreflew the flag for future talent withan array of acts that covered prettymuch every contemporary genre.

Senses mixed Indian traditionalmusic with beats and loops in a waythat highlighted, rather than subju-gated, the ethnic elements. Thesame could be said for Turkish actMercan Dede who, thanks to havingbeen brought up in Germany, haveabsorbed rave culture into anacoustic set-up. Using liberalamounts of percussion with tradi-tional string instruments-plus thepresence of a Dervish dancer-thefive musicians played with the ideaof dancefloor music in an ethnicstyle. The group proved capable ofdelivering thumping grooves whichwere all the more effective for thefact that they were created by suchan unorthodox set-up.

Highlights of the second dayinclude American group Radio 4whose dynamic set belied a love ofharsh, indie rock that was at oddswith the Talking Heads/Gang Of Fournature of their debut album Gotham(City Slang). LCD Sound System,playing their first gig as a full band,were perhaps one of the best of the50 -plus acts who played during thethree days. Singer and group main-

stay James Murphy proved to be aninspired frontman, while his sharp,highly personal songs undeniablybenefitted from a group that man-aged to combine a relaxed onstagepresence with some assertive playing.

Sheffield and its ongoing love ofelectronic pop has not been much inevidence in recent years, although thismay change thanks to a new wave ofgroups including Kings Have LongArms and The Fat Truckers. KHLAmake a fresh, slightly quirky and verypop sort of a noise. Melodies that sticklike glue and a simple, no nonsenseapproach to their music charmed thepacked hall. The Fat Truckers havealso chosen to keep things musicallysimple although their music still man-ages to make a considerable sonic andrhythmic impact. Alongside LCDSound System, they were the mostimpressive act.

Gold Chains played excellent, oldskool hip hop, rapped brilliantly andalso did an inspired cover of the JoyDivision classic Isolation. Honorablementions also go to ESG, the all -female New York band who were atthe forefront of punk -funk back atthe beginning of the '80s. Theyreformed last year and turned in afabulous, if too short, set. Easily themost touching music came from nu -country act Calexico who hadteamed up with a 14 -piece Mariachiband to make a fragile but utterlybeautiful sound.

DANCE BEATThe weekly dance chart comment by Harald Roth

No big surprise at the top of the Dance Traxxchart this week as Madonna's Die Another Day(Maverick) comfortably extends its tenure atnumber one for a fifth week in a row, with sup-port still strong both on Europe's dance floorsand at dance retail.

Who Da Funk's Shiny Disco Balls (Subusa)retains its second place, but is closely followed byfive strong contenders for the number one slot.

French dance guru Bob Sinclar's The BeatGoes On (Yellow) is the act's fourth track to enterthe top 10. It jumps from number six to numberthree, helped by local chart entries in Swedenand Hungary. Directly behind it at number four,up from number nine, is Jenny From The Block(Epic) by Jennifer Lopez, which has benefitedfrom local chart debuts in Norway and Belgium.

Blank & Jones' The Hardest Heart (Gang Go)is a non -mover at number five, but has enjoyed asignificant gain in support and might climb fur-ther next week. Nelly's Dilemma (Universal) is,like Lopez's, a track with urban roots which isnevertheless scoring a high dance chart ranking.It currently tops Finland's dance chart and hasjumped from eight to six. Meanwhile Tomcraft'sLoneliness (Kosmo) moves up 12 places to num-ber seven to become the German act's first top 10entry.

One track outshines all others this week bybecoming the highest new entry (at number 23),the biggest overall gainer and the biggest gainerin terms of clubplay. Kai Tracid's 4 Just 1 Day(Tracid Traxx) has been propelled by a numberone debut on Germany's dance chart, as well asstrong performances in Austria and Belgium.

There are a whopping 22 new entries in thetop 100 this week, including Acrobats (LookingFor Balance) (Airplane!) by Italy's Moony. Thetrack comes in at 34 after charting in its homemarket and making a big debut on the Britishclub chart. The female singer spent five weeks atthe top of the Dance Traxx chart last July withDove (I'll Be Loving You) (Airplane!), while shewas also the featured vocalist on DB Boulevard'sPoint Of View (Airplane!), a three-week chart -topper from last April.

ON THE AIRM&M's weekly airplay analysis column

With new music product as skimpy currently asChristine Aguilera's day -wear, and program-mers across Europe rolling out their seasonalsleigh lists, there's relatively little stirring thisweek on the European Radio Top 50. RobbieWilliams stays the course for a fifth week atnumber one with Feel (Chrysalis) in a top 10where the top seven placings are identical to lastweek's chart.

So instead this week-and in advance ofM&M's year-end airplay top 100 that will appearin our next issue-we thought we'd ask some pro-grammers about their musical highlights of 2002.

The year was a good one musically as far asBernard Chereze, head of music programmingfor French public full -service station FranceInter, is concerned. "It was a very rich year formusic, both in terms of quality and in terms ofdiversity," he says. "We've had a conjunction oftwo factors-the delivery by major acts such asDavid Bowie and Peter Gabriel of extremelyinteresting records, and a very strong flow ofhome-grown acts, both established such asMichel Jonasz, or newcomers."

Chereze feels particularly positive about therise of a new generation of French songwriterswho "know how to deal with words" such asVincent Delerm, Matthieu Boogaerts and model -turned -singer Carla Bruni. "I'm very happy withthe way things have shaped up for her since theday I heard one of her demos," says Chereze. "Thisis an artist we are going to continue to support."

Francis Currie, programme director atRhythmic AC station Heart 106.2/London, hasbeen rather less impressed by what's been onoffer in 2002. "I think the quality'sbeen as vari-able as ever," he says. "Although there's up to200 singles released a week [in the UK], westruggle to find seven in any one week that arestrong enough for our format."

Top artists for Currie's station in 2002 haveincluded Kylie Minogue ("a perennial for us"),Blue and Atomic Kitten. Currie says that theKittens have had "a great year. [Innocent MD]Hugh Goldsmith's done a fantastic job withthem. Where they score so well is balancing afamiliar sound and an attractive image withgenuine pop sensibility."

Another key group for Heart in 2002 wereLiberty X, but they were one of the few acts toemerge from reality TV shows who Curriebelieves have measured up. "A lot of them haveproved to be novelty artists," he observes."Popularity for the songs-which are often verymediocre-wanes very quickly once the artistsare off the television."

2002 was a year of contrasts for RobertSehlberg, music director of Stockholm -basedCHR/Dance station Power Hit Radio. "It was apretty good year for R&B and hip hop. In fact itwas much better than usual, with really strongreleases from the likes of Nelly and Eminem.The US provided some great releases last year,but although we've been playing stuff by Awaand Robyn, I'd still like to see more Swedishmusic coming through."

Sehlberg says that dance music's fortuneswere somewhat less starry during the year. "Theclimate for dance isn't really that good here inSweden right now, despite some excellent releas-es from labels such as Big Star Records andMinistry Of Sound." He predicts that 2003 willsee a boom in rock -tinged pop music, a la AvrilLivigne. "We've been playing Sk8er Boi a fewtimes. Our listeners like her image, even thoughit's rock."

It is not yet clear how MusikKomm would be integrated into theViva Media structure, although itstrack record in organising trade fairscould be a useful addition to the port-folio of a company which boasts musicTV channels throughout Europe, ayouth marketing agency and a TV pro-duction company.

Reactions to a possible sale havebeen mixed, not least because AOLTime Warner owns 30.6% of Viva,while Vivendi Universal retains a15.3% stake (Sony and Universal bothrecently sold their shares in Viva). "Itwill be interesting to see how it [Pop-komm] operates when it is run by acompany owned by majors," saysPeter James, director of German inde-pendent label association VUT.

However, EMI Recorded Music Ger-many president Udo Lange does notbelieve that who owns Viva will affectthe running of Popkomm. "Viva is avery independent company andalthough record companies part own it,this makes no difference to the numberof plays on the channel," he says.

Ministry Of Sound Germany man-aging director Konrad Van Vohneysenbelieves that Popkomm needs a clear-er definition of its purpose. "If Viva isinvolved you have great potential toestablish it as a consumer brand," hesuggests.

Viva's biggest competitor, MTVGermany, didn't take a stand at Pop-komm 2002, but it was involved on thefringes in sponsoring concerts andevents. However, spokesperson Vere-na Adami says that any decision totake part in the future would not beinfluenced by Viva's involvement: "Ifthe concept remains the same, it won'tmatter who's behind it."

Musik Komm's search for a buyeris not a recent move. In 2000 the UK'sUnited Business Media expressed astrong interest in a purchase, but thesale is understood to have been vetoedby Gorny. Moreover, German musicindustry association the BPW wasalso involved in talks with a view tobuying a stake in Musik Komm lastyear, according to its president GerdGebhardt.

Nevertheless, Gebhardt is relaxedabout the possibility of a deal withViva. "Viva's involvement would giveMusik Komm a good structural basis,"he says. "Popkomm only works ifeveryone in the music industry isinvolved, so it can't be controlled byone player."

But he is clear that if Viva doesacquire the 51% stake, the Germanrecord companies expect to be consult-ed on how the trade fair develops."There will have to be talks betweenMusik Komm and us, since it's veryimportant for us to know how Pop-komm will be run," he says.

According to several industry fig-ures, the purchase could in part bemotivated by geo-political factors. "Isee a link with MTV moving to Berlin,"says the VUT's James. "Viva is stayingin Cologne and by buying Musik Kommit will prevent Popkomm moving to thecapital."

Mixed reactions to EU enlargement

The problem in many eastern Euro-pean countries, she adds, is the incapa-bility or unwillingness of law enforce-ment bodies, mainly investigators, toenforce laws effectively. However,Warner Music Europe executive VPGero Caccia considers that being part ofthe EU should help these countriestighten up their enforcement legisla-tion. Says Caccia: "Piracy is already atsuch a bad level that it is difficult toimagine that it can get any worse-sohopefully European law and energeticaction at all levels will improve the sit-uation throughout Europe."

This view is echoed by PhilippeKern, general secretary of the indepen-dent music companies' associationImpala. "Enforcement will remain anissue for us," he explains. "In one sense,it will be easier to deal with as they willbe part of the family and they will haveto accept our rules. Having said that,we are still dealing with serious piracyproblems in Greece, Spain and Italy."

Kern notes despondently that piracyis simply not one of the priorities in theenlargement process. "It is not seen ascriminal in the same way that moneylaundering might, or illegal immigra-tion, or drugs trafficking. Piracy is seenas a technical subject, handled at a lowlevel of the hierarchy. But we say pira-cy destroys the social fabric," he says.

European Commission officials saythey will be vigilant in enforcing copy-right rules in the new member states.Tighter rules for the current 15 mem-bers are already promised for earlynext year: the planned enforcementdirective is designed to harmonise EUlaws on protecting intellectual propertyrights and set up a framework allowingnational authorities to co-operate andexchange information. Already twoyears ago, EU Internal Market Com-missioner Frits Bolkestein launched aplan to fight piracy, and included initia-tives dealing with the issue in theenlargement negotiations. Thisincludes training and technical assis-tance, in particular under the PHARE

programme of aid for the central andeastern European countries.

The IFPI estimates that if nothing isdone to stem the problem in the candi-date countries, the average rates ofpiracy in the enlarged EU could rise by15%. "The EU will face a serious crimeproblem," Moore predicts. "Enlarge-ment is only 16 months away. We areraising it with negotiators, we're mak-ing points at all levels on this. We needto push on enforcement within thecountries, and strengthen controls atexternal borders. If you are trying towork in a market, you need to sort outborder controls, training of officials andcopyright legislation. It is a big task,but it has to be done or these levels ofpiracy will spread across the rest ofEurope."

Despite the piracy threat, musicindustry executives says they are keento engage in the eastern European mar-kets. Warner's Caccia says it is a posi-tive step to see those countries join inthe EU. He explains: "As we try to cre-ate a single market in Europe, wealready face the problem of differentlanguages, so we need to consolidate asmuch as possible and also minimise asmuch as possible the commercial barri-ers and currency obstacles that willhelp this consolidation process."

Caccia continues: "Piracy and thecurrent economic climate in these newcountries has already resulted in thecollapse of a meaningful record busi-ness, but that notwithstanding there isa large population in these countries,and there is also genuine music creativ-ity, so we need to find a new model inorder to continue and improve businessin these markets."

Last yearthe IFPI awarded its first ever Plat-inum Europe accolade for one millionEuropean sales to Russia's Tatu.Kern notes that the levels of localrepertoire sold on the eastern Euro-pean markets are already relativelyhigh, between 30% and 60% depend-ing on the country; and for the cur-rent 15 EU member states, Kern saysthe enlargement could mean thechance to experience another musicalculture. "Until now, the EU has beenmore exposed to music from Africaand South America than easternEurope. But the classical and folkloricsounds of eastern Europe can onlyenrich the wider European scene."

But ambitions to nurture local tal-ent could be jeopardised, IFPI'sMoore warns. "The very nature ofEurope -wide business is that you cantake local talent and market it acrossthe continent. But this is only possi-ble if there is a return on invest-ment," she says. "As an industry, wewant to invest in local artists, butpiracy undermines local artists, andwe are all asking 'Can we do businesshere?' And if we cannot, it would be agreat pity for local artists."

Kern is also keen to stress otheraspects of enlargement. "There are 75million more customers in the candi-date countries," he says. "This is anopportunity. It's a bigger market, andthere are fewer barriers for the move-ment of goods. This is not just in theend of customs duties, but in the har-monisation of legislation, the freedomto provide services in central and east-ern Europe, and common rules on intel-lectual property protection."Additional reporting by Emmanuel Legrand

The French commission chaired by Eric Bap-tiste established 18 months ago to agree a code ofconduct between broadcasters and record labelsregarding commercial matters has reached animpasse, and French indies body UFPI haspulled out of the culture ministry -backed discus-sions. Radio trade body SRN says the airplaydata used in the commission's deliberations is notaccurate, whilst UPFI claims that the commis-sion has become "useless" due to the reluctance ofthe commercial radio groups to agree to commit-ments with regard to musical diversity and codesof practice. All parties involved are now set tomeet at the end of January to try to resolve theirdifferences.

Alex Ubago, Amaral, Dover, PresuntosImplicados, Rosendo and Sober are among aclutch of Spanish artists playing a December 27concert for free in Leganes, near Madrid, to raisefunds for the victims of the recent Prestige oilslick that has ruined the seasonal fishing andshellfish trade in the north-west Spanish regionof Galicia.

Sveriges Radio's managing director LisaSoderberg has announced that she will be leav-ing the Swedish public broadcaster in September2003. Soderberg has been at SR since 1968 andwas named its managing director in 1996. Nosuccessor has been announced, but the SR boardis to start searching for a successor immediately.

In the UK, business news station BloombergRadio has become the first national digital radiostation to close down. The joint -venture projectbetween financial news providers Bloomburg andThe Wireless Group, launched in July 2000, hasstruggled to become a viable proposition because ofthe small number of digital radio sets that have sofar been sold. Meanwhile, the GWR Group is cut-ting back on presenters at its national digital sta-tions Core (CHR) and Planet Rock (ClassicRock). A company spokesperson says the move is aresult of the continuing advertising recession and,in the case of Planet Rock, a desire to be clearlydistinct from digital AOR station BBC 6 Music,which has more speech content.

Some seasonal cheer for Sweden's Play-ground Music, which has announced profits fora second consecutive financial year. The Scandi-navian indie claims successes in the regionthanks to albums from Moby, Badly DrawnBoy, Timbuktu and Ace of Base.
