So, there has been a major UK radio conspiracy againstCliff Richard.

The ageing rocker, whose single The Millennium Prayer(on the Chrysalis Group's new label Papillon) went to No.1last week in the UK sales charts after an initial entry atnumber 2, achieved this rare feat without any radio sup-port. Nationwide airplay tracking shows the song earned22 spins before it charted, and not many more the weekafter (not even at Chrysalis' own Heart FM stations!).

Hence this great claim from Richard and his spin doc-tors-the song is banned on radio but endorsed by thepublic, so how come stations, especially "public" ones, arenot playing what the public wants?

Well, programmers throughout the UK individuallymade a decision not to play the track, just as they do with

over 98% of the songs that they get sent. There is no blan-ket "ban" as Richard suggests-reasons for not playingthe song can vary from one station A another: naff song;singer out of tune with the station's demographics; imageproblems; format inconsistencies and so. on.

All European countries have had, and will continueto have, Cliff -like songs selling by the bucketload atretail and by no means supported by radio. But no onepretends these songs are banned by radio stations-these things happen.

When you can't find a decentexplanation, conspiracy theories arealways a good bet-and the fantasticthing is that the UK media bought it!Well done Sir Cliff, what a great pro-motional coup.

And let's have a charitable thoughtfor the poor guy at EMI who passedon the option to release the single-and who must have seen his Christ-mas bonus evaporate overnight.

Capital seeks new AC solutionsLONDON - The UK's Capital RadioGroup has teamed up with strategicmarketing consultancy New Solu-tions to come up with fresh new ideasfor its national AC service, which willdebut on Digital One's national digi-tal multiplex early next year.

In the broadcasting sphere, NewSolutions is best known for its workwith BBC TV on its innovative ani-mated series Walking With Dinosaurs.

Capital's head of adult brands JeffO'Brien, who will be overseeing the pro-gramming of the as -yet -unnamed sta-tion, admits that, given the crowdednature of the AC market in the UK, "thebig thing will be the style and attitude ofthe station-and that's what we're try-ing to find with them [New Solutions]."

According to O'Brien, the new sta-tion's music policy will be "prettymuch inbetween" mainstream andsoft AC, with a "slight" female bias.Under the terms of its contract withDigital One, Capital's new service

will be on the air by the end of Janu-ary 2000, but initially the service willbe mainly voice -tracked, with PaulPhear moving over from London CHRstation 95.8Capital FM asthe only "live"presenter.

It is the sec-ond time Capi-tal has enlistedthe help of anoutside compa-ny in develop-ing its program-ming con-cepts-in 1998,it used BobGeldof's produc-tion companyPlanet 24 for the relaunch of Alterna-tive Rock station Xfm/London.Explains O'Brien: "Because we all getvery close to the industry, you some-times have to look outside that to getsomething else-it might be just onelittle idea which gives you the spark

    -itmattPicturedO'Brien.

to go onto something bigger. With thenew millennium and digital radio, it'stime to have a look outside for ideasthat will evolve radio to the next

    step."Heading up Capi-

tal's digital program-ming overall will bePete Simmons, whomoves from pro-gramme controller ofCapital FM to thepost of programmecontroller, digital.Simmons says of hismove: "This is a greatopportunity tolaunch a national

(l -r) Simmons, station, and it's excit-ing to move into the

market of the future."No successor to Simmons has yet

been appointed at Capital FM. Groupprogramme director Richard Parkwill temporarily assume daily controlof the station.

BYRON TIMEThe title is familiar, and indeed Byron Stingily's That'sThe Way Love Is (Nervous/US) is THAT track. Stingily is,as always, in fine, honeyed voice while a string sectionpicks out the melody in a fittingly delicate manner. Brassparts add a bit o' rude to a track that, especially on theRhythm Masters remix, is a serious crossover contender.

BLUE SKIES AHEADFollowing their splendid fourth album, Suspicious(Dorado/UK), and fresh from remix duties for Sly &Robbie, Outside have on Blue Sky undergone a bit of achange. Their new sound is bigger, deeper and altogethermore introspective than previous outings. Appropriately, vocal duties this time are taken care of by ultra moody J.B.Eckls, ex -singer for Santana and War, while the music, dub heavy and shimmering, provides dreamy slabs of sup-port. A beautiful song by any standards.

FOURTH TIME AROUNDNow on its fourth release, Golden Girls' Kinetic (distinc-t'ive/UK) is, given its classic status and the current charthunger for all things trancy, fair game for a new set ofmixes. Already on some 20 plus playlists in the UK, thetrack arrives with new mixes from Jenson & Carter,Trevor Nelson and Commie, of which Commie comes outon top. He also provides a neat "Remix Edit" which retainsall the charm and melodic life of the original while addinga thoroughly contemporary angle that should see the tracksafely into the Christmas charts.

REIGN OF THE SUPAKINGSPicked up on some weeks back by the underground com-munity as being one of the most sizzlingly upful tracks of1999's last quarter, The Supakings' Back and Forth(Diversion/Holland) is the sort of tune that radio will prob-ably go for as well. Buckets of jazzy vocal action plus athumping house beat and horns aplenty are the mainingredients. The rest is down to phat, highly animatedproduction sound. A song which, despite that big produc-tion, recalls the rather more minimal Inner City splicedwith Chic-esque trimmings.

ESSENTIAL ECLECTICISMAlthough a relative newcomer to the scene, London -basedNuphonic has rapidly established itself as a label to be reck-oned with at the jazzy end of the spectrum. The just -released label compilation Nuphonic 02 is dominated bytracks which feature real instruments backed up by a min-imum of technology. It is also a triumph of unpretentiousgood taste and clearsightedness. The result is music whichis raw at heart but polished, pointed and strangely com-forting in its own, edgy way. Take the cover of Talking

Heads' Born Under Punches by Fuzz AgainstJunk. Alongside the impressive sound qualityand the profound funkiness of the track, thetwangy guitar parts are right on the money, arare thing in the post -guitar era.

More surprises on set opener Moving Citiesfrom Faze Action. This time a cello takes the leadto be joined by guitar, Rhodes and percussion. Aspirited stab at neo-classical, post modernistfunk, with undertones of Van Dyke Parks.Amongst the many standout moments, RoyDavis Jr.'s Michael is a bona fide nu soul classic.'

    Townshend's Lifehouse livesby Nigel Williamson

Almost 30 years after it was written and aban-doned, the missing link between the Who's

rock operas Tommy andQuadrophenia was finallydue its first full airing onSunday, December 5-as anarrative play on theBBC's classical network,Radio 3.

Lifehouse has longbeen regarded as thegreat "lost" Who projectafter it was aborted in1971. Now it will receivemulti -format exposure notonly as a radio play but as

a book, an audio book, a six -CD box set andanother limited edition box.

The two-hour radio production, starringGeraldine James and David Threlfall, formspart of The Lifehouse Chronicles box, releasedon Townshend's Eel Pie Records on December6. The set also contains his original music forthe project, including demos of such Who clas-sics as Baba O'Riley and Won't Get FooledAgain, which surfaced later in 1971 on thealbum Who's Next.

The broadcast represents a coup for BBCRadio Productions and was directed by KateRowland, head of BBC radio drama. Co -pro-duction was by Tom Critchley for Eel PieProductions. The original text has been modi-fied by writer Jeff Young, but Townshend hasbeen involved at every level, includingrehearsing the cast.

"Radio is the best combination to focus onthe vivid combination of words and music,"says Townshend. "I became obsessed withtelling the story behind my failure to completewhat was genuinely a good idea." The play willbe available as a double cassette through the

BBC Radio Collection and published in bookform by Simon & Schuster. A second box set,The Lifehouse Method, will follow, limited to2,001 copies and with an interactive elementvia a software "key."

Lifehouse was conceived as a feature film-Universal Pictures had pledged $2 million-but never got further than two partial perfor-mances at London's Young Vic Theatre in early1971. Its apocalyptic vision of a future inwhich human contact is possible only througha "vast global network" predicted the arrival ofthe Internet. "I feel sure it will be greeted asa contemporary classic," says Rowland. "It'sextraordinary when you think about what hewas writing in 1971. It was like he was pro-jecting ahead. He was hitting the nail almostright on the head."

The appearance of Lifehouse comes at the -.busiest period of Who activity for many years.Townshend, Roger Daltrey and John Entwistlehave played four US concerts in recent weeks, with a London gig mooted for the TeenageCancer Trust, possibly before Christmas. There are also tentative plans forthe band's first album of new mate-rial since It's Hard in 1982. "Weeach [overcame] a lot of personalpride to do these shows," saysTownshend on his www.petetown-shend.com website. "We are gettingon well, we love each other."

    171:113 RADIO

On December 4, LWT was due tofeature Who's Next in its Classic Albums seriesacross the UK's ITV network, and on the 6thPolydor will reissue a digitally remasteredversion of that album with new notes byTownshend. In February, the Who will followthe precedent of the Beatles and Led Zeppelinwith The BBC Sessions, featuring two dozentracks recorded for various radio broadcastsbetween 1965 and 1972.

    Arid landscape bloomsby Marc Maes

With sales in Belgium close to gold (25,000units) and wider European release beckoning,Ghent -based rock quartet Arid's album LittleThings Of Venom is not so little any more.

The band gained immediate recognition in1996 as finalists in theHumos Rock Rally, organisedby the TV and rock maga-zine. Their emotive, song -driven rock, featuring thedistinctive timbre of singer -guitarist Jasper Steverlinck, secured a deal with the inde-pendent Double T Music andthe album's release in Aprilin Belgium, as well asHolland, Germany andFrance. through Double T's Sony affiliates.

"From day one, we knew that Arid's liveperformances were [our] premier promotiontool," says Christophe Turcksin, co -managingdirector of Double T Music, "so we organised anumber of showcases for local media, promot-ers and international Sony/SINE exectivesplus audiences from radio competitions. Thepositive buzz resulted in full houses."

In mid -March Arid's first single, Too LateTonight, became an instant radio hit in

Belgium, not only with alternative stationsbut on commercial networks NRJ and RadioContact and news -talk outlets such as Radiol.

"Initially we weren't too keen on playingArid," admits VRT rock/alternative formattedStudio Brussel's producer Eddy Hendrix,"because we thought the music was somewhat

`overloaded.' But, having wit-nessed them as a live band, we arenow convinced of Arid's talent."

At writing, the album had soldclose to 35,000 units in the com-bined territories. In February,Little Things of Venom will bereleased in the rest of Europe andthe US, where Arid signed toColumbia after being invited toperform two New York showcasesfor the label.

"We are very privileged to work [with] anindependent company," says Steverlinck."They're enthusiastic about what we do. I'mhappy to see that big record business execu-tives can be crushed between both fingers bytrue music that comes from the heart."

Arid will perform as openers for Suede thismonth in Utrecht, Rome, Milan, Barcelonaand Madrid. Their European booking agentsPrimary Talent are scheduling a further sup-port tour during the first months of 2000.

    EORGE MICHAEL

    AST CENTURY

spoil is f"ltGEORGE MICHAELSONGS FROM THE LAST CENTURYVirginInternational release date: December 6Retailers will be looking to GeorgeMichael's new album of his favouritemusic to decorate their tills with tin-sel, but the message from many radioprogrammers about its lead track (his

interpretation of the Police's Roxanne) is that noteven Michael can expect wall-to-wall airplay in sucha restrained, cocktail -lounge mood. Pop radio hasbecome more nervous than ever of records without adriving beat or big -ballad sentiment, and whileMichael will certainly carry his fans with him regard-less, many of them may find their local CHR outletpolitely declining the record's charms. That said,Songs From The Last Century is a dream release forany AC station cultivating a sophisticated sound. Itopens with Brother Can You Spare A Dime, per-formed at October's NetAid concert, and has a morewell-rounded retrospective flavour than many othermillennial projects, simply by acknowledging popmusic of the pre-rock'n'roll era. Thus Michael tips hishat to Doris Day . with a swingin' remake of theCalamity Jane smash Secret Love and dips in theRodgers and Hart catalogue for Where Or When.Bolder still, he retools I Remember You (previouslyyodelled to number 1 by Frank Ifield in 1962, a yearbefore George was born) as a pensive slowie with

harp accompaniment. A version of Bono and Co's1995 hit Miss Sarajevo is the only track likely to get ashot at pop playlists, which says more about the com-mercially -driven inflexibility of the format than theélan of the album.

MIKE OLDFIELDTHE MILLENNIUM BELLWarner MusicInternational release date:November 29They'll be swaying to thisaround midnight on December31 in the streets of Berlin, whereOldfield will perform the albumin a Millennium Eve concert. Not one to do things byhalves, he is also pitching for a worldwide televisionaudience of 200 million. It has long been de rigueur inhis home country to deride such grand -scale show-manship, but Oldfield continues to be one of the UK'smore prosperous exports. The Millennium Bell is hissecond album of 1999 and follows hard on the Guitarsalbum and Then And Now tour which attracted Euro-pean audiences totalling 350,000. The new setmounts a 2000 -year voyage through musical history, embracing carols, orchestral epics and incantations, with the Grant Gospel and London Handel Choirsand the London Session Orchestra all enhancing thecommemorative mood. The climax comes with theclub -friendly title track, which at the end of themonth will provide those millions with a contempo-rary alternative to Auld Lang Syne.

Dance BeatThe weekly dance chart comment by Harald Roth

The Wamdue Project's King Of My Castle (StrictlyRhythm) is probably one of THE success stories ofthe year. It seems that the track can't be stoppedon its journey from territory to territory inEurope. Last on the block in the UK, the singlemade a smashing entry at the top of the CIN salescharts last week-a crowning moment for a titlewhich has already spent no less than 50 weeks inthe European Dance Traxx.

The irony is that the titled first appeared in theUK over 15 months ago in its original US, mixesand failed miserably. Come to think of it, it's quiteremarkable that its rejuvenated lease of life is tothe credit of Italian remixers who have turned thetrack into a catchy hit. While King Of My Castle isstill high in the Dance Traxx, look for Wamdue'snew track, You're The Reason (Strictly Rhythm), tomove up the ladder from its debut this week at 80.

Elsewhere, there's plenty of life in Europe'sdance charts this week and most of the action isdue to girl power. Not content with the number 2slot for the second week with Better Off Alone,Alice Deejay manages to log a second title into theTop 20 with Back In My Life (Violent), whichmoves up to 16 from 35.

Ann Lee's Voices (X -Energy), a follow up to 2Times, flies to 37 from 90, while Salome de Bahia'sOutro Lugar (Yellow) makes a superb entry in theTop 40 at 22 after just two weeks in the charts, with support in Germany, France and the UK.

Watch out also for Eiffel 65's sophomore MoveYour Body (Skooby/Bliss Co.) to shake the upperreaches of the European Dance Traxx. The title isalready receiving close attention in France and inPoland, and moves to 71 this week, up from...475.An early hit warning!

And for all those who are interested instatistics, one 1999 trend is clear: all the DanceTraxx No. is spent a minimum of 4 weeks at thetop of the charts. The current No. 1, Bob MarleyVs. Funkstar Deluxe's Sun Is Shining(Hypnotic/edel), already 8 weeks in the top slot, isonly three weeks away from equalling the longestrunning chart -topper on European DanceTraxx-Mousse T Vs. Hot'N'Juicy's Horny '98(Peppermint Jam)-and therefore to set a newlongevity record for most weeks at No. 1 in thehistory of the chart.
