Accounting/General Ledger

Munis GL is fully integrated with allother Munis applications,accommodates reporting multi‐yearfunds and grants as well as staggeredfiscal years, and maintains accountbalances for both Balance Sheet andSubsidiary Ledgers. It's acomprehensive journal processingsystem that automates journalreversal, retrieves up to ten years ofjournal history, adds as muchdescriptive text to each journal entryas needed, and provides “drill down”to subsidiary detail and “drill across”to related information. Munis GL isdistributed in conjunction withBudgeting and Accounts Payable andincludes reports to helporganizations achieve GASB 34compliance.

Munis General Ledger isdistributed in conjunctionwith Budgeting andAccounts Payable. GeneralLedger is fully integratedwith all other Munisapplications.

Accounts Payable AP provides the ability to manage andmaintain all aspects of vendor invoice,payment, tracking and history. WithMunis AP users can liquidate purchase orders in full or in part, viewdetailed information online, enterinvoices, schedule invoices forpayment on a flexible basis and usethe recurring invoice feature, andcalculate how much sales tax torefund at the end of the period basedon a state’s specific requirements. The integrated workflowfunctionality allows users to routeand approve invoices online – allwithout logging in to Munis.

Accounts Payable isdistributed in conjunctionwith General Ledger andBudgeting. Munis AccountsPayable is fully integratedwith Munis GeneralLedger, Fixed Assets, AR (+Tax, UB, Excise, etc.),Payroll, Purchase OrderReceiving, TreasuryManagement andEmployee Expense.

Bid Management Bid Management users can analyzeand compare vendor responses tobids, create an unlimited number ofuser‐defined bid catalogs, route tospecific departments or individuals,create bid catalogs for itemspurchased yearly or generatedthrough the Munis requisitionprocess, view full vendor information,add or delete vendors, and track anunlimited number of vendorresponses and response deadlines.Vendors can mail their bids to therequesting site, or enter their bidinformation using Munis Vendor SelfService. (From their responses, Munisdetermines the best vendor based oneach site's unique criteria.) Once abid is awarded, users can transfer itelectronically to Munis PurchaseOrders, to be turned directly intovendor contracts.

Used in conjunction witheProcurement, Purchasingsuite & AP (required).

Budgeting Munis Budgeting allows users tomanage existing and projectedbudgets, and create an unlimitednumber of budget projections insummary or detail— then produceworksheets and proposed budgetreports for review. Users can alsodownload projections to third‐partyapplications and upload the newnumbers. Optional Salary/BenefitProjections in Munis Personnel helpaccurately forecast all employeerelated costs including step raises,vacancies, and all benefits.

Budgeting is distributed inconjunction with GeneralLedger and AccountsPayable. It is integratedwith the Purchasing(Contracts, Req, PO andAP) suite, Payroll/HR,Employee Expensereimbursement, andProject & Grant module.

CashManagement

As an organization's treasurer, CMprovides tools that work withDisbursement and CheckReconciliation functions fromAccounts Payable and Payroll toreconcile cash accounts (bookbalance) with corresponding bankaccounts (bank balance). It provides aseparate file for recording bankaccount transactions, includingpooled cash; investments detail file,and a Debt detail file; and cash flowforecasting, for any cash account forany date range, providing the optionto integrate with accounting systemtransactions to provide a “budget vs.actual” cash flow file.

Prerequisite is Munis GL.Integrates with AP, PR, AR(all rev tax, UB, BL, etc.).

ContractManagement

Users can create and approvecontracts, including multi‐yearcontracts, for purchases; encumberthe appropriate funds in advance,before details such as quantities anddelivery dates are known; createrequisitions, purchase orders andinvoices that refer to the contract toavoid re‐encumbering the samefunds; allocate contracts by accountor account segment; defineMilestones/Key dates that triggeroptional Munis Dashboard alerts; andcreate notification business rules toalert appropriate staff. Any activitytied to the contract can be tracked,including pending payments, openpurchase orders and requisitions, andcontract change orders. Note: CM isfully workflow enabled.

EmployeeExpenseReimbursement

EER functionality includes auto‐populated expense report creation(data pulled from PR), system‐generated travel request and invoicereimbursement numbers, and generalledger account codes. Users cancreate an unlimited number ofexpense claim form templates;choose whether employees submitreports before or after expenses areincurred; and decide whether toreimburse through payroll or bycutting an AP check. The claimautomatically is entered into theworkflow process, where workflowrules can be set up to direct expensereports to different approvers basedon user‐defined account codes,amount and department codes.

This application is fullyintegrated with Munis GL,Payroll, and AP forcomplete electronicexpense report filing.Works best if purchasedwith ESS and Payroll butcan be used in a limitedfunction without thosemodules.

The easyflow of information and the ability tocustomize bid information ensure thatall of your purchasing requirementsand needs aremet, while improving the purchasingpower of your organization. Insummary, Munis eProcurement offersthe following: Web‐based processesthat save staff time to prepare anddistribute bid information; greeninitiatives that enable you to savepaper and shipping materials; vendorresponse facilitation, so staff time isreduced and/or eliminated fromresponding to questions and requestsfor information; Vendor d24/7 accessto view and submit bid informationonline; and vendor punch‐outcatalogs, established at an unlimitednumber. Fixed Assets Users can manage the record‐keepingof all fixed assets such as land,buildings, machinery and equipment,construction in progress, andinfrastructure; create asset recordsfrom purchase orders or directly frominvoices; fulfill auditors’requirements; and improvetransparency; simplify recordmaintenance and reporting by tyingan unlimited number of individualassets to master assets; track itemstransferred, missing, not in use, ordue for maintenance or replacement;calculate depreciation by selectivemethods such as composite rate; andreport on the depreciation schedule.Fixed Assets provides a complete setof financial statements reflectinginvestments.

PerformanceBased Budgeting

Munis Performance Based Budgetinglets users manage results,accountability, key performanceindicators and gauge alignment withtheir citizen‐driven goals. PBB takesusers through the cycle of strategicand comprehensive planning,establishing program objectives,measuring results against thoseobjectives, matching resources toaction plans (i.e., budgeting), andreporting results. It provides themeans for linking dollars to resultsand improves public visibility intooperations, demonstrating the valueof and improving overall efficiency.

Project & GrantAccounting

Users can track multi‐year budgets,expenditures and revenues for theiruser‐defined projects such as capital improvements, special programs, etc.Users can record project detail in theGeneral Fund as well as all other funds such as Special Revenue, Grantsand more. Create separate Grants andtrack the entire grant process, fromapplication through conversion to aproject.

It is fully integrated to allMunis posting programs,so that any detailedPurchasing, Payables,Payroll, or Cash Receiptstransactions can be postedto projects as well as toGeneral Ledger accounts.Project & GrantAccounting is a subsidiarymodule of General Ledger,and is distributedseparately.

Purchase Orders Munis PO provides decentralization,automated workflow approvals andonline budget checking. It also offersusers statistical reporting to evaluatevendor performance; understandwhat is spent; and to ensure financialdata is always up‐to‐date byconfirming whether a purchase iswithin budget during PO entry, and byupdating the available budget in realtime. Users can also use WF approvalsto automatically route over‐budgetPOs to approvers. They can alsoreport on vendors by a variety ofcodes they define such as type, class,geography, and performance. Thisenables users to sum and analyze POand invoice information for specificvendor categories. In addition, Munissupports blanket POs, contracts, priceagreements, and bids and quotes.

Risk Management This module helps users manage riskssuch as job‐related injuries andproperty damage ‐ they can track,manage and pay property andcausality claims; handle them fromthe initial claim to relatedexpenditures; track claim activity;record expenses, recoveries andestimated costs; link claims toemployee records through integrationpoints with Munis Human ResourcesManagement; and evaluate injury‐related compensation via integrationwith Munis Payroll.

Work Orders,Fleet & FacilitiesManagement

Munis Work Orders, Fleet & Facilitiesis an enterprise‐wide system designedto address the needs of a variety ofdifferent service organizations: PublicWorks Departments, School District &Facilities Maintenance, Garage/Fleet,and Utility Districts for managementof preventive maintenance schedules,maintenance department inspections,departmental service requests, andcitizen service requests. WOFF can bedeployed in stand‐alone mode but isalso integrated with Munis Financial,Human Resources and Revenue apps.

Applicant Tracking AT covers multiple processes andtasks including managing onlineapplications; resume processing andevaluation; tracking applicantinformation; scheduling interviews;building personnel records for newhires; monitoring and reporting onthe status of all job requisitions andapplicants; creating customizedconditions and applications for eachposition; and creating reports of topscoring candidates to compare skillsand qualifications. It's fully integratedso personnel information created inMunis Applicant Tracking isautomatically populated to otherMunis modules including HumanResources Management, EmployeeProfessional Development andPayroll.

Munis Applicant Tracking isfully integrated with MunisHuman ResourceManagement andEmployee Self Service.

EmployeeProfessionalDevelopment

Part of HR, so users can build anddefine requirements for career pathsby adding or creating a progressionplan to schedule employeeadvancement, and establishingperformance measures, and gradingand tracking progress. Keyinformation is directly transmitted toMunis Payroll

The programs work inconjunction with the JobClass Master and PositionControl programs to defineEducation, Certification,Training, Skills, and otherUser‐Defined requirements for jobs andpositions.



HR Management Provides immediate access to job‐related information at all stages ofemployment: from personalinformation (emergency contact,address, phone number) andeducation/ certifications to benefitelections and wages, promotions anddisciplinary history. Strict securityensures that only designatedemployees are capable of accessingemployee records. Full integrationwith Munis Payroll and Budget, andESS so changes to employee datarecords are electronically transferredto Payroll. Employs Workflow tomanage personnel actions includinginquiries, leave, termination, civilservice, attendance, reinstatement,and other work force decisions.

Payroll Munis Payroll provides clients withthe means to implement a paperlesspayroll process; and streamlinetimesheet entry and ensure all local,state and federal requirements aremet. Standard PR processing includespayroll and expense reimbursementprocessing; reconciliation ofemployee insurance reports tomonthly premium statements;manual or automatic checkreconciliation; support of electronictimesheet entry; integration withsystems that e‐mail direct depositnotices; and verification and trackingof employee Social Security number,dependent and emergency contactinformation. Integrates fully with ESSfor W‐2, tax, benefit and accrualinformation.

This module can eitherstand alone or be used inconjunction with theMunis Human CapitalManagement module.



Central Property Munis Central Property is used tostore and manage property‐relateddata.

It is integrated withPermits/code, UB, Tax,Business License, andWork Orders.

Utility Billing CIS Clients can process all billing functionssuch as billing water, sewer, electric,gas and so on, and keep multiplebilling cycles active at the same time.Features include unlimited user‐defined fields for account locationmaster, account customer, services,etc.; drill‐down into individual serviceorders with the ability to view detailsbefore approving; rule establishmentto print/complete only approvedorders; and easy account setup.

UBCIS integrates withother Munis modules andfunctionality — AccountsReceivable, Financials,Business Licenses, TylerCashiering, CentralProperty, Work Orders andTax to lien delinquent bills.

AccountsReceivable

AR provides two major functions:collections of miscellaneous cash andthe collection of billed receivables; it’salso used for non‐billed items that arepaid over‐the‐counter or mailed, foritems such as licenses, permits, andregistrations.

Accounts Receivable &Collections is integratedwith all Munis Receivables(Tax, Excise, Utility Billing,General Billing) and GL.



General Billing GB is used to create invoices and billsfor miscellaneous charges such asrented building space, charges forparking spaces, or certain types ofpermits not covered by the otherMunis revenue applications.

Munis GB works withMunis Payment Entry(Accounts Receivable) andintegrates with theGeneral Ledger.

Tyler Cashiering TC is developed in Microsoft .NET andbasically centralizes the collectionprocess, creating a single point ofentry for data from multipleapplications. It integrates with localresources such as OCR and handheldbar code scanners, printers, validatorsand MICR devices, offers secure creditcard processing features, is compliantwith PCI/PA‐DSS security standards,and offers full Check‐21 compliancewhich allows for creation of anelectronic cash letter containingimages of checks to be submitted to abank in lieu of a traditional depositwith paper checks.

Tyler Cashiering featuresits own relational databasefor storing cashieringactivity and configurationdata. Tyler Cashieringstands alone from otherTyler applications becausebilling and customer datafrom these systems arenot stored in it. Instead,each system maintains itsown billing and customerdatabases. It interfaces toother Tyler products/modules and has thepotential to connect toother non‐Tyler systems.

Citizen SelfService

CSS provides citizens with access tokey information via the Internet sothey can pay taxes, check and payutility bills, or file a non‐emergencyrequest. Information is extracteddirectly from the Munis database, soCSS Web site information is in real‐time.

CAFR StatementBuilder

CAFR Statement Builder helps usersproduce GASB‐compliant statements,reporting their financial position inboth the modified and full‐accrualbasis. It guides users through theprocess of taking data from their GLsystem and converting it to full‐accrual, while keeping the modifiedbasis intact. The GASB rules areembedded in the CAFR StatementBuilder and when the GASBrequirements change, the CAFRStatement Builder is updated.



IVR Gateway The gateway facilitates theintegration and ongoing support forIVR (interactive voice response)systems. Basically IVR technologyallows for automated interaction witha caller via keypad or voice for off‐hour availability. Munis supports thisintegration with IVR systems througha web service‐based approach, andprovides this web service API to theIVR vendor (selected by the client).These services provide the ability toinquire into the Munis system toobtain real‐time information such asbalances, customer information,current status, and more. WithinMunis, IVR integration in the CitizenServices and CommunityDevelopment areas provides theability for a citizen to inquire on a billbalance, schedule an inspection, pay abill, etc.

Within Munis, IVRintegration in the CitizenServices (UB, Tax, BL) andCommunity Development(permits) areas providesthe ability for a citizen toinquire on a bill balance,schedule an inspection,pay a bill, and more.



MapLink GISIntegration

MapLink GIS Integration is a Munisextension, via a MapLink icon on thetool bar, which provides generalmapping and spatial analysis toolssuch as maps and GIS data andservices via the Web. It's accessiblefrom the Munis Property Master File,or any other property‐oriented Munisfile such as Business Licenses or UtilityBilling account files so users can mapfixed assets and infrastructure such aswater lines, sewer lines, telephonepoles, etc. Functionality includes bothmanual selection and automaticspatial queries, including finding aparcel’s abutters or determining inwhat district a business is located.Active sets can be saved back toMunis, and any maps generated canbe saved as image files. AdditionallyMapLink can perform map‐basedqueries that can be merged withstandard Munis queries.

It serves as an interfacebetween applicable Munismodules and your existingGeographic InformationSystem (GIS), and is basedon ESRI’s ArcIMS® andArcGIS™ Server. MapLink isintegrated with allProperty based revenueapplications (permits, Tax,UB, BL, etc.), Fixed Assets,and Work Orders.



Munis Analytics &Reporting (TylerReportingServices)

Munis analytics and reportingprovides programming features soeach organization can extend andcustomize reporting functionality.Munis reporting presents data in away that’s most meaningful to theaudience, meets CAFR, GASB, 3402(t),and other regulatory compliance,translates complex data into easily‐understandable report formats,enables organizations to easily andcost‐effectively employ BI tools formore in‐depth analysis, and easilylends creativity to your organization’sreport data.

TRS is based on theMicrosoft SQL ServerReporting Services, soMunis users can use theprovided standard reportsor create formats asneeded. Available reporttools include an ad hocquery tool called ReportBuilder, a tool designed forbuilding more complexreports called BIDS(Business IntelligenceDevelopment Studio),and/or visual Studio thatall use Tyler’s existingcustom views. A library ofshared reports is availableand includes, amongothers, Budget Projection,Open PO Report, Top 50Vendor Payments, VendorHistory, Time Sheet,Department/EmployeeAccrual Report, and DailyReceipts Report.



Tyler IncidentManagement

TIM allows clients to manage non‐emergency (non‐911) inquiries,complaints and service requests fromthe public. It gives citizens a directline to report issues that range fromloss of water service to a stray dogand from a roadway pothole toquestionable activity in theirneighborhood. Once called in, staffsets priorities, service categories,departments, etc. and theinformation is automatically enteredin the appropriate Munis program.Any subsequent change entered inMunis regarding the incident's statusis automatically reflected in TylerIncident Management.

Tyler IncidentManagement interfacesdirectly withcorresponding ERPapplications such as WorkOrders, PermitsComplaints/Violations andCitizen Self Service.



Tyler MeetingManager

Tyler MeetingManagersimplifies the process by offering youan easy‐to‐use, one‐stop solution foreverything meeting‐related, fromstart to finish. With MeetingManager, you’llempower your agency to runmeetings that are more efficient,convenient andproductive. It’s a solution that willcontinue to produce results, time andagain for your organization. MeetingManager streamlines the process ofagenda topic submission with aneasy‐to‐use Web interface that allowsthe submitter to enter keyinformation for each suggested topic,attach multiple attachments or notesto the agenda item, manage anddistribute all topics and attachmentswith an innovative Web interface, andstore all topics and attachmentswithin a centralized database.

Tyler Meeting Manager is astand‐alone product thatcan be used with orwithout any of Tyler’sother products. Payroll Tax TableUpdates

To help our clients stay abreast ofboth federal and state tax changes,Tyler’s Munis Implementation teamworks with you to perform thenecessary tax table updates, includingadjusting the new effective dates,within a timely manner. This typicallyoccurs sometime in the month ofDecember for all changes that takeeffect January 1. In addition, we willperform any federal and/or statesemi‐annual tax table updates prior tothe time they are required. As a finalservice, the Munis Implementationteam also monitors any changes toFICA limits. When these occur, ourteam will advise you of any newdeduction requirements. Updatingyour tax tables is provided as anoptional service, for an annual flat fee. This fee covers all required taxtable updates, regardless of thenumber of adjustments made by stateand federal regulations. Each updateis done at your convenience, takes amatter of minutes, and can beperformed without any disruption ofdaily activities. Once the process iscomplete, you will have full access tothe new tax tables.



BMI CollectITInterface

Collect‐IT interfaces directly with theMunis warehouse/ inventory tablesthrough a secure, read‐only ODBCconnection. Valid data is synched tothe Collect‐IT application on themobile terminal with a USBconnection, a wireless 802.11 b/gconnection, or a GSM/GPRS/EDGEmobile broadband connection. Whenit’s time to Cycle Count (“takeinventory”), clerks upload a cyclesheet into their HH scanner. Thewarehouse employee then scans eachitem, virtually entering the quantityand accounting for each item byscanning. The HH information is thenuploaded to Munis, automaticallyupdating the information for theitems they want included in the CycleCounting.

Prerequisite is Inventorymodule combined withbarcode printers and BMI'sCollect‐IT mobile scanning(Handheld) applications.Collect‐IT interfacesdirectly with the Muniswarehouse/ inventorytables through a secure,read‐only ODBCconnection.



BMI Asset TrakInterface

BMI's AssetTrak PPC software is abarcode scanning system thatinterfaces with the Munis fixed assetmodule. It allows users to employbarcode scanning, reconciliation, andautomated asset posting.

On the warehouse side, organizationscode their assets with “tag numbers.”Each tag number corresponds to aspecific asset in the Munis Assetrecord. When it’s time for a site to“track” their assets, the user choosesa find set of assets within Munis andexports the list to their Handheld(Pocket PC) scanner. Each asset isthen scanned to confirm its existenceand location. Once done, theinformation gathered with theHandheld is imported back into Munisdirectly from the HH. At this point, the Munis records are updatedautomatically to include the assetlocation, fiscal year, and any missingor changed asset information.

Prerequisite is Munis FixedAssets.

Parks & Rec Tyler Parks & Rec is a web‐basedapplication designed to managerecreation class schedules,registrations, contact lists, andfacilities. The application consists of amanagement component thatprovides the setup and administrationfeatures, as well as the citizen portal,which makes the informationavailable to citizens through theInternet. Tyler Parks and Recreationsprovides citizens the opportunity tobrowse, view, and pay for recreationclasses on line. Citizens can also orderrequired or suggested materials forparticipation in their registeredactivities. Once registered, Tyler Parksand Recreation stores the contactinformation, including familyrelationship mapping and activityhistory. A key component of TylerParks and Recreation is the classscheduling functionality, which youuse to create and manage classes foryour community.

In addition to creating theclasses, the classscheduling functionalityalso allows you to: provideclass registrant restrictionsrelated to minimum ormaximum age, gender‐specific, or communityresidency requirements;set class schedule time andduration, including theregistration period;provide a list ofrequirements or suggestedtools for the class (e.g.,swim goggles, books, etc.);create custom data‐entryfields specific to a classtype; and create reports ofregistrant and activitydetails. For facilitiespersonnel, Parks & Recprovides schedulingfunctionality as well asfacility rental managementfeatures.



Munis DisasterRecovery

An unplanned event that is not withinthe reasonable control of the Clientwhich results in the failure of the Tyler Software Products licensed byClient to perform Critical Processes. ADisaster is not a hardware or networkfailure that would have been avoidedwith reasonable diligence andmaintenance in accord with theindustry standard, a failure otherwisecovered by an in‐force AgreementClient has with Tyler (e.g., TylerAnnual Maintenance Agreement(“Support Agreement”), TechnicalServices Agreement, or OperatingSystem/DatabaseAdministration(“TSM”) Agreement, or a failure thatcan be remedied in less than sixteen(16) business hours.

The objectives of the TylerDisaster Recovery (DR)plan include ensuringcontinued access to Tylerproduct data in the eventof a natural or man‐madedisaster; minimizing losttime for Sunrise and itsemployees; assigningresponsibility for keyfunctions and decision‐making during any periodthat the DR plan isactivated; and providingclear communicationsregarding businesscontinuation to all affectedpersonal in the event of adisaster.
