3. MbPT and its authorized representatives are hereby authorized to
scrutinize the application form and all its enclosures as well as to conduct any inquiries to verify the statement, documents and information submitted in connection with this application and to seek clarification from ESIC /RLC/EPFO authorities, Bankers and Clients regarding any technical, financial aspects etc.
4. This application is made in the full understanding that application received from desirous and interested applicants as also all information submitted for the purpose of getting registered with MbPT to carry out the works mentioned therein will be subjected to verification.
5. MbPT reserves the right:
(a)To accept or reject any application of registration.
(b)To advertise any tender by press advertisement or by shortlisting
among registers contractors, in case of specialized work or urgent
work.
(c) MbPT will not be liable for any such actions as mentioned above
and will not be under any obligation to inform the applicant the reasons
for the rejection.

INSTRUCTIONS TO APPLICANTS
1. The Board of Trustees of the Port of Mumbai hereinafter referred to as “The Trustees” or the “Board” or “MbPT” intends to call for applications from desirous and interested applicants who wish to register their name in the panel of “Registered Mechanical / Electrical/ Piping / Painting Contractors ” to carry out the repair/ maintenance/ project works/ inspection works in MbPT. Interested Contractors/ Service providers can apply for more than one category depending on their experience on the e-procurement portal of MbPT.
2. MbPT accordingly intends to qualify and register all those desirous and
interested applicants who meets the minimum requirements of the eligibility criteria as indicated in the ‘Conditions for registration of contractors’ for Mechanical/ Electrical/ Piping/ Painting/ Inspection works.
3. Application form is open to all firms/ contractors/ Service providers who are in
this business. Interested applicant can apply for e-registration online from link provided on the official website of Mumbai Port Trust www.mumbaiport.gov.in.
4. Application form is also available on payment of Rs.1060 (non-refundable, inclusive of 6% VAT) application fee in the form of Demand draft drawn on any nationalized or scheduled bank in favour of “The Board of Trustees of the Port Of Mumbai” payable at Mumbai. Cost of Registration fees applicable depending upon the class of contractors is indicated in ‘Conditions for Registration of Contractors’. Application form can be obtained from the office of Chief Mechanical Engineer, Mumbai Port Trust, 5th Floor, Nirman Bhavan, Clarke Bunder, Mazgaon, Mumbai – 400010 between 10:30 a.m to 01:00 p.m and 02:30 p.m. to 04:00 p.m. on all weekdays except for 2nd and 4th Saturdays, Sundays, and holidays. Alternatively, application form can be downloaded from MbPT’s web site and applicable fees for the same may be paid along with the submission of application forms. Registration fees may be paid in the form of DD / Pay order / NEFT/ RTGS (Bank Account No. 10996685430 IFSC Code SBIN0000300 in State Bank of India, Main Branch Mumbai) in the name of ‘Board of Trustees of Port of Mumbai’ which is non-refundable.
5. Applicants should also submit the application in the format provided in the application form in original, duly filled in, enclosing all the relevant documents in a hardbound file duly marked “Original” and clearly superscribed “Application form for Registration of Contractors for Executing works under various categories”.
Applications shall be submitted on or before 01.07.2017 however, it is brought to the notice of applicants that there will not be any press advertisement published subsequently for the invitation of applications for e-

registration but they can submit the completed form in all respects even after this date upto 31.12.2017.
Prospective bidders / applicants will be able to download the applications from MbPT’s website www.mumbaiport.gov.in even after due date, or they can obtain the hard copy of the application from this office. Applications received after 01.07.2017 may be considered only after the completion of scrutiny of the applications received before this date.
Applicants will be required to submit the hardbound file only till the development and testing phase of the e-registration software, thereafter the applicants can apply for the same online without any need to submit hardbound file.
6. The file containing the applications must be submitted to the office addressed to: The Chief Mechanical Engineer Mumbai Port Trust Nirman Bhavan, 5th Floor N.V Nakhwa Marg Clarke Bunder Mazgaon, Mumbai – 400010
7. MbPT reserves the right to accept or reject any or all the applications.
8. Each document of the application submitted must be signed, stamped and duly initiated by the applicant or a person or persons duly authorized to sign on behalf of the applicant. Such authorization shall be by a written Power of Attorney containing the name(s) or the authorized person(s) and his/their specimen signature(s) accompanying the Letter of Application.
9. All documents submitted by the applicant shall be treated as confidential and shall not be returned.
10. All information/documents required to be furnished under these forms shall reflect the current status. Additional sheets may be added if necessary.
11. The applicant shall submit additional information, if any, of his firm in the application form.
12. Screening Committee of Officers of MbPT shall scrutinize the application, shall call the applicant to present their case for registration if required.
13. The appended condition for registration of contractors will be applicable generally to contract works estimated to cost upto Rs.25 Lakhs to be executed by the Chief Mechanical Engineer’s Department and will be valid upto 31.03.2019. MbPT reserves the right to extend the validity of panel for a period not exceeding one year, which shall be binding on the registered contractor.

14. Incase there is any need for revision in the procedure for e-registration after
31.12.2017 MbPT will issue public notification in the scheduled newspapers simultaneously giving about 2 months to the contractors to comply accordingly. Registration once done on merits in response to the notification will be valid maximum until the termination of the cycle unless the firm is deregistered/ blacklisted from the list of contractors.
15. Tenders costing upto Rs. 25 lakhs will not be advertised but only will be
circulated to the registered contractors. The tender document shall be made available on MbPT’s website/ CPP portal for downloading by the prospective tenderers. Since the works costing upto Rs. 25 Lakhs, are open only for registered contractors, the cutoff date of registration shall be the first date of sale of that tender. Tender documents shall be issued to those registered contractors, who are eligible to quote for such works as per notification and those of higher classes. However, the MbPT reserves the right to invite the open tenders costing even less than Rs. 25 Lakhs on which the registered firms will also be informed to participate depending upon the nature and urgency of the job.
16. No tender form shall be issued or contract given to any person, syndicate or firm whose name is not borne on the Register of Approved contractors referred to in ‘Conditions for Registration of Contractors’ without the written orders of the Chief Mechanical Engineer.
17. When re-invitation of tenders is necessitated due to the receipt of unreasonably higher offer, the Chief Mechanical Engineer reserves the right to re-invite tender openly from registered as well as unregistered contractors, provided the higher offer received at the first call are rejected by the Chief Mechanical Engineer.
18. No fresh contract will be awarded to a contractor registered in Class A, & B if the total of balance value of Port Trust works in his hand and the value of the Mumbai Port Trust work in the tender under consideration exceeds the upper limit of the Class.
19. For all the awarded work contracts upto Rs 1 Lakh, there shall be no performance guarantee. For the awarded work contracts from Rs 1 Lakh to Rs 25 Lakhs the successful tenderer is required to deposit within 30 days, 10% of the contract value towards performance guarantee in form of Demand Draft / Bankers’ Cheque /Bank Guarantee/e-payment in favour of the “Board of Trustees of the Port of Mumbai”. In case the successful tenderer does not submit the performance guarantee amount within the stipulated time, the same shall be deducted from their first billing invoice and shall be reimbursed on expiry of the Guarantee period of the works.
20. The applicant will have to pay e-registration fee of Rs.1000 for registering

under Class A and Rs.10,000 for Class B in form of Demand Draft / Bankers’ Cheque / Bank Gyarantee / e-payment in favour of the “Board of Trustees of the Port of Mumbai”., only after the successful verification of documents, completion of scrutiny by screening committee and final e-registration of the contractors.
