The opening is a one-day festival (see back page), but the exhibition itself is a long-range display that will be there for five years or more. And, though the 92-acre Arbo- retum is one of the beauty spots of the region, with its winding paths and planted vistas enliv- ened by unexpected sculpture gardens, the exhibition is more than beautiful. It acts as a living textbook for many disciplines as it draws attention to the herbs, flowers and even weeds that play a role in heal- ing throughout the world— either as healers themselves, or as the basis of a major part of the pharmaceutical industry. — The exhibition also focuses on the worldwide cultures where plants’ medicinal qualities have been discovered, developed, and how they were transmitted across borders and oceans. To mark the opening of its biggest-ever outdoor exhibition, Healing Plants: Medicine Across Time and Cultures, the Morris Arboretum of the University invites one and all to a Healing Plants Festival on Satur- day, October 12, from 11 am to 4 pm. Admission will be free all day. Co-sponsors of the Festival are two international pharmaceutical compa- nies, Merck and Wyeth-Ayerst Laboratories. The Festival is funded in part by the National Endowment for the Humanities. The rain date is October 13. Both festival and exhibition focus on the importance that plants have played in healing traditions of many lands, and how information has been passed between various cultures and from generation to generation. News in Brief Afro-American Studies: Dr. Beavers

An Outdoor Safety SeriesOn Tuesday, Wednesday, and Thursday this

week, the Undergraduate Assembly and other stu-dent organizations will hold safety-oriented eventson Locust Walk. All are open to the Universitycommunity.

Student groups have designed banners (one reads“Take Back Penn”) to hang over the Walk during theweek. Tables will be staffed by student volunteersdaily starting at 10 a.m., and a safety forum isscheduled for 2:30 to 3:30 p.m. Wednesday.

One table will have safety information—on Penntransit, the locations of bluelight phones and indoorMAC machines—and giveaways such as whistlesand magnets.

At another, there will be a petition to MayorRendell asking for more attention to lighting, trash,and other problems in the area around campus. Themayor will be invited to accept the petition oncampus on Thursday.

At the table with the Mayor’s petition, SpruceHill Community Association will offer students anopportunity to sign up with the Association, whichworks on quality-of-life issues west of campus. TheUA is also working with the Spruce Hill Commu-nity Association to coordinate monthly safety fo-rums at a coffee house on campus, to be announced.

For Wednesday afternoon’s safety forum onCollege Green, speakers include the Vice Provostfor University Life, Dr. Valarie Swain-Cade Mc-Coullum; Tom Seamon, Managing Director of Pub-lic Safety; Maureen Rush, Director of Police Opera-tions; Michelle Goldfarb, Director of the StudentDispute Resolution Center; and Bob Furniss, Direc-tor of Transportation and Parking (where PennBus,the Loop bus and Escort services are lodged).

Senate: Reviewing Safety StepsIn a letter to all Faculty Senate members,

published this issue (page 4), the three Senate chairs(current, past and elect) review safety measures thePresident and Provost have discussed with them,and add some suggestions on student action,outreach and institutional activity.

Council: Safety on the AgendaAt the October 9 meeting of the University

Council, there is now a 15-minute presentation onsafety, to be followed by 30 minutes’ discussion.The University community can participate but non-members of Council are asked to sign up to attend(please see page 5).

Fall Break, Safety BreakFall Break begins at the close of classes Friday,

October 11, and runs through Tuesday, October 15.Classes resume Wednesday, October 16.

Dr. Herman Beavers, associate pro-fessor of English and a faculty fellow ofHill House, has been named Director ofthe Afro-American Studies Program.

Dr. Beavers succeeds Dr. John W.Roberts, the former professor of folklifeand folklore who left Penn in June tojoin Ohio State University.

A specialist in 19th and 20th Cen-tury African American literature, Dr.Beavers is also known for his teachingin other genres of 20th Century Ameri-can literature, notably examing with Pro-fessor Elisa New African- and Jewish-American writing in the “Exodus andMemory” and “Intimacy and Distance”focusing on gender/race experience inthe work of Southern writers Faulkner,Hurston, Welty and Wright.

Dr. Beavers is a 1981 alumnus ofOberlin College with majors in government, sociology and creative writing. After takingan M.A. from Brown in creative writing in 1983, he enrolled at Yale where he added asecond M.A., in Afro-American Studies, and a Ph.D. in American Studies. He also wonthe first Edward Alexander Bouchet Prize at Yale, and has since won numerous awardsin poetry, community service and scholarship.

He joined Penn in 1989 as assistant professor of English, winning a W.W. SmithPostdoctoral Fellowship and a Lilly Teaching Fellowship at Penn in 1990, and directingthe Honors Program in English in 1991-92. Dr. Beavers, who was promoted to associateprofessor this year, has also served on numerous University committees including theCommittee on Pluralism.

He is the author of two books, one of them a volume of his own poetry. Work inprogress includes a book on performance and masculinity to be called A Credit to HisRace; a collection of essays to be named In Our Father’s Image, In Our Mother’s Hearts;and several entries for the Encyclopedia of American Culture and History and the OxfordCompanion to African American Literature.

On the departure of Office of Affirmative Action Director Anita Jenious last week, toreturn to Nashville to be near parents in ill health, Dr. Judith Rodin named as interimdirector Professor Howard Arnold, Associate Dean of the School of Social Work and apast chair of the University’s Affirmative Action Council.

Ms. Jenious, who came her from Vanderbilt, has taken a post as affirmative actiondirector of Tennessee State University, Dr. Rodin said. “We are sorry to lose Anita, whohas served the University ably and well over the past year and a half,” Dr. Rodin said.

Professor Arnold, now Emeritus Associate Professor of Social Work, is an alumnusof Penn State who took his masters degree in social work at Penn, then joined the facultyof the School in 1969. Since that time he has also served as a faculty master of the W.E.B.DuBois College House and as a member of the Senate Executive Committee, and heldnumerous committee and task force roles at University and School level.

Continuing in his School role as associate dean, Professor Arnold will be in theAffirmative Action Office two days each week and will “provide invaluable guidance,oversight and support,” the President said.

EDUCOM ‘96:Highlighting Penn People and Resources

As 2500 to 3000 creators and users of today’s computer systems stream into Philadel-phia this week for EDUCOM ’96 at the Philadelphia Convention Center, some of thespeakers are from Penn—and some of the campus will be part of the conference. Amongthe speakers:

Packard Award to Dr. WarnowDr. Tandy Warnow, assistant professor of computer

and information science, has received a $500,000 PackardFellowship in recognition of her research. Dr. Warnow, amember of the Institute for Research in Cognitive Science,also won a National Young Investigators Award two yearsago for her work in computational problems in evolution-ary tree construction. A 1984 alumna of the University ofCalifornia/Berkeley, she took her Ph.D. in math at Berke-ley in 1991 and was a postdoctoral fellow at USC andvisititing research fellow at Princeton before joining Pennin 1993.

Honorary Degree to Dr. GirifalcoDr. Louis A. Girifalco, University Professor of Mate-

rials Science, received the honorary degree Doctor ofScience from Hahnemann University, where he gave the1996 Commencement Address on “Coexisting With theFuture Technological Transitions.” Dr. Girifalco, who hasserved as Director of LRSM, Vice Provost for Researchand Acting Provost, was cited both for his research on howalloys are formed and how materials behave, and for“bringing together scientists and helping us understandthe process of change.” His contributions began at an earlyage when his doctoral thesis on the physical chemistry ofphysics became a standard text in the theory of interfaces.

ElectionsDuring the 10th International Congress of Medieval

Canon Law held at Syracuse University this summer,Provost Stanley Chodorow was elected chair of the boardof directors of the Institute of Medieval Canon Law. TheMunich-based Institute is a research center, with an exten-sive reference collection, and publisher of the principalscholarly works in medieval canon and Roman law as wellas an annual Bulletin of Medieval Canon Law.

Honors in ComputingThe U.S. Post Office this

week is issuing a new 32-cent stamp honoring com-puting—both the date andthe locations of its first twodays’ cancellations chosenbecause of ENIAC’s 50thbirthday.

The first-day cancella-tions will be made at a mili-tary site in Kansas, recog-nizing the Department ofArmy’s support of the firstproject at Penn, and a second-day cancellation ceremonytakes place in Philadelphia both as the birthplace of moderncomputing and the site of EDUCOM ’96. Governor Tho-mas J. Ridge and Penn President Judith Rodin will take partin the ceremony.

Via the stamp designed by Nancy Skolas and TomWedellof Charlestown, MA, “The Postal Service not only salutesthe hard work and diligence of all who contributed to theevolution of the computer, it values their contribution, saidthe Service’s Acting Vice President for Area Operations,John A. Rapp. Because of the computer, we can processmail at a staggering 40,000 pieces per hour—on one ma-chine!” He will describe at the ceremony some new elec-tronic communications being tested by the Postal Service,including an electronic postmark and public kiosks.

Penn Printout has been awarded first place in twocategories in the 1996 newsletter competition of the ACM/SIGUCCS (Association of Computing Machinery/ SpecialInterest Group on University and College Comptuing Ser-vices). The awards for best print newsletter of 20 pages ormore, and for best in electronic news, were given inChicago last week. They singled out Judy Smith and EddaKatz as editors, and Randall Couch, Teresa Leo and CelesteStewart as designers.

At the Tenth International Congress on TraditionalMedicine, held recently in Corpus Christi, TimothyTomlinson was elected Vice President of the World Fed-eration of Traditional Medicine. The Morris Arboretum’sassociate director emeritus, was also elected to member-ship in the Mexican Academy of Traditional Medicine.

TransitionsDr. Frederic D. Burg, who held associate and vice

deanships at PennMed for the past 15 years, is now Asso-ciate Dean for the University of Alabama School of Medi-cine/Huntsville Program, an experimental program de-signed to change medical education in the light of healthcare’s increased focus on wellness and health mainte-nance. He is also professor of pediatrics at UAB. At Penn,Dr. Burg was associate dean for academic programs from1980 until 1989, when he became vice dean for education.He was also professor of pediatrics at CHOP, and morerecently a senior fellow with University’s Institute forResearch on Higher Education, as well as faculty associateof the Center for Bioethics at the Medical School. Dr. Kim M. Morrisson, the former Vice Provost forUniversity Life who also co-led the 21st Century Projecthere, has become Senior Vice President of DiversifiedSearch Companies, the Philadelphia-based executive searchfirm that is the largest woman-owned firm of its kind in thenation. Dr. Morrisson, who has also held teaching posts inEnglish and was assistant to the Ombudsman early in herPenn career, will help DSC clients in higher education andnot-for-profit sector on senior level executive searchesand will provide a range of guidance in organization andmanagement. SENATE From the Senate Chairs, A Review of Safety Issues

To: Members of the Faculty Senate October 6, 1996Dear Colleagues:

President Rodin and Provost Chodorow met with the Senate Executive Committee to discuss thevery serious safety situation at the University. They informed SEC that they have taken the followingsteps in an effort to reduce, hopefully to eliminate, the recent “crime wave.”1. Public Safety Interventions—Short-term

• Redeploying officers to peak crime periods• Expand existing police force with addition of 10 new officers• Expand network of blue-light phones by establishing 66 new locations

(30 in area West of campus)• Secure commitment from Philadelphia Police Department to provide an additional 3

foot patrols, 1 additional 24-hour patrol unit and 2 additional patrol units (midnight - 4 a.m.)• Place 10 security guards on city streets• Secure commitment from SEPTA to provide one mobile unit and 6 officers to patrol

subway system• Going after businesses that are breaking the law• Support expansion of Penn Watch

2. Public Safety Interventions—Long-term• Implement technology plan to secure on-campus properties

First year includes installing headquarters computer receiving equipment, intelligent panelsfor 40 buildings, preliminary work for CCTV.

• Consolidate security contracts with one vendor and develop partnership arrangementwith vendor to leverage their expertise

• Relocate Public Safety to 40th Street• Escort Services• Reorganize route system and Escort Service accountability structure to ensure more

frequent, regularized services• Initiate full review of entire Escort Services program• Quality of Life Initiatives• Special Services District• Crackdown on establishments which sell alcoholic beverages• Vending plan• Revitalization of 40 Street retail

Furthermore, the President and Provost announced that they intend to continue to work with thecommunity on the related issues of housing, schools, graffitti, and new business development.

Students, too, have moved beyond the frightened and angry stage. They are counselling oneanother to “be careful,” to walk in groups, and to make sure their doors and windows are closed. Theyare giving out whistles, establishing “safe houses” within the fraternity structure, enlarging thenumbers who participate in “Penn Watch,” and are moving on initiatives like “Safety Week.”

The Office of Public Safety is working steadily on the problems and the Office of University Lifehas been working overtime to respond to the concerns of both parents and students, answering eachinquiry they receive—there have been hundreds!

We believe these community efforts can be enriched by supportive faculty efforts. Briefly, let usmake suggestions in three areas of activity. Some might take a bit of extra time and effort; others verylittle, but can nevertheless be very meaningful. For example:

A. Students1. Take some class time to focus on safety issues.2. Invite concerned students to make appointments.3. Most important, where appropriate teach about the causes and responses to crime.B. Outreach1. Make contacts with influential individuals in the criminal justice system (lawyers,

judges, the mayor, city council persons, agency heads) to let them know the communitydemands more protection.

2. Call on friends who have contact with such individuals and enlist their help for a lobbyingeffort.

3. Write opinion pieces—“op-eds”—bringing scholarly attention to the causes and cures ofcrime.

C. InstitutionalEncourage action-oriented discourse through informal, ongoing forums to increase ongoingawareness of safety issues.

Often, we Faculty Senate Chairs are approached by faculty requesting that we ask for adminis-trative support for a variety of faculty initiatives. At this critical time, the administration, studentsand staff need our support to help them in whatever way we can. As faculty we need to do more thanapplaud their swift actions and their long-term efforts to involve Penn in the West Philadelphiacommunity. We can be a resource and a model to students. We can lobby and pressure representa-tives of the criminal justice system for rapid action against the perpetrators of crime. We can invitediscourse in our classes and support students after class. We urge you to assist in meeting theemergency.

1. Informal discussion with the presi-dent and provost. Regarding safety andsecurity, President Rodin commentedbroadly on steps the University has takenand plans to take. She emphasized that allmembers of the community are respon-sible for taking steps to improve the situ-ation. Provost Chodorow discussed therecent decision by the University of Min-nesota Board of Regents to radicallychange tenure, steps which would renderinoperative the lifetime appointment oftenured faculty. Robert Gorman and Mor-ris Mendelson, Penn faculty active in theNational AAUP, also discussed the Min-nesota tenure situation and presented adraft motion opposing the MinnesotaBoard of Regents’ action for SEC’s con-sideration. It was moved and secondedthat “the Senate Executive Committeeopposes the proposed tenure revisionsmade by the University of MinnesotaBoard of Regents and instructs the Fac-ulty Senate Chair to draft a letter to theregents indicating those concerns.” Themotion was adopted unanimously.

2. Update on just cause revision.Charles Mooney reported on behalf of thesubcommittee appointed at the last meet-ing. A question had been raised by SEC asto whether there was any material adversechange in separating the Policy on Mis-conduct in Research from the ProposedJust Cause Procedure. (The two docu-ments had been combined by the FacultySenate to simplify the procedure and com-bine overlapping rules. They are nowbeing separated once again in collabora-tion with the administration and trustees.See SEC Actions September 4, 1996.)Discussion centered on the definition offaculty and whether all faculty-like cat-egories that were included in the com-bined documents should be retained inthe separated just cause procedure andwhether that question should be sent tothe faculty for a vote. Discussion of thepoints raised by the SEC subcommitteewere carried over to the next SEC meet-ing.

3. Senate Nominating Committee. Thechair stated that he had extended the dead-line for nominees to serve on the commit-tee until October 9.

Research CommitteeReport on the agenda for discussion October 9

The committee met three times during this period and addressed the following items:1. The report of the Ad Hoc Subcommittee on Postdoctoral Fellow Policy, submit-

ted by a subcommittee chaired by Professor John J. Cebra of biology with Dr. NealNathanson serving as vice chair. The committee members became acquainted with thedifferent positions that postdoctoral fellows enjoyed in different schools/cultures. Thecommittee then unanimously and enthusiastically approved the document as setting theminimum standards for postdoctoral fellows at the University of Pennsylvania. Theproposed policy subsequently has been cleared by various University committees andthe last step is the approval of the Faculty Senate Executive Committee.

2. Vice Provost for Research Ralph Amado brought the following new issues to thecommittee.

a) Advice from the Research Committee to the administration on what should bethe proportion of University resources put aside for matching funds.The ResearchCommittee requested some data from peer universities and the discussion will continueafter the data is received.

b) The optimal University policy on authorship and on ownership of data.Themembers of the Research Committee have not yet decided what to recommend as the vehicleto develop a draft University policy that addresses these complex and important problems.

3. The chair of the Research Committee proposed to discuss the evaluation andrenumeration of the faculty for responsibilities: teaching large undergraduate classes,leading large research groups/laboratories, and carrying substantial administrativerepsonsibilities. There exists a point system at Berkeley and other state universities. Thepoint system attempts to ensure an equitable distribution of work with equitablecompensation. The committee concluded that this problem is not acute at Penn andconsequently the idea has been tabled.

SCUE on ‘Six Priorities’The newly declared priorities for aca-

demic excellence (Almanac Supplement Sep-tember 24) reaffirm the often-voiced commit-ment by this administration to an exceedinglysuperior Penn experience.

While the reexamination of academic pri-orities among these newest global trendsrepeatedly mention the integration of thepractical and the theoretical as their philo-sophical foundation, SCUE proposals haveepitomized this ideal since our first publica-tion in 1966.

The priorities of the humanities, demo-cratic issues, scientific research, urban is-sues, management and leadership, and infor-mation technology have all been advocatedextensively prior to, but most specifically in,SCUE’s 1995 White Paper on Undergradu-ate Education.

Upon this fundamental of interdiscipli-nary and holistic learning, our suggestions toprovide each Penn graduate with the requi-site tools for individual and societal utilitymatch exactly with those arriving out of themission of the 21st Century Project and theAcademic Priorities. In our white paper, wesuggest that these academic priorities shouldnot only be a signature of the University buta signature of the University’s education—an original distinction that is sorely lackingin our currently fragmented curriculum. It isSCUE’s opinion that continuing this discus-sion of institutional redefinition without open-ing the discussion on the primary product ofthis institution—the undergraduate degree—would be irresponsible.

Thus, SCUE applauds, not only the stra-tegic conclusions of the deans, the Uni-versity’s Academic Planning and BudgetingCommittee, and the President and Provost,but also the process of development that has,so far, included considerable student input.As Penn continues its reevaluation in posi-tioning, the participation of the student inmaximizing Penn’s capacities as an institu-tion of learning must not be overlooked.SCUE eagerly anticipates its role in the fur-ther shaping, and eventual implementing, ofour mutual goals and encourages all under-graduates to participate in the forthcomingdiscussion on the future of our University.

For ‘Beyond Belief’, a BelieverOn leaving the Institute of Contemporary

Art after viewing “Beyond Belief,” I waspleased to learn that the show will continueon view until October 27. Just one visit is notenough. There is too much of interest andstudious discovery to observe in one visit.

Past ICA exhibits have too often flown inthe face of popularly held concepts of whatconstitutes art. And, I admit, my credulitywas often sorely challenged.

In the case of the “Beyond Belief” show,however, it would be fair to say that we arebeing served up a rich smorgasbord offood-for-thought. The thirteen artists fromEast Central Europe whose work is shown athe ICA are beneficiaries of an importanthistorical happening. Their art is a by-producof the collapse of communism in their re-spective homelands—an event which serveto liberate artistic expression.

Not content with painting pretty picturesand creating classical sculpture, the work othese artists reflects the diverse range ohuman experience, both abstractly and reaistically. But central to the group’s strivingfor artistic expression is the desire to explornew artistic horizons.

The continuing serious crimes on anear the campus, the anger of students their parents and the expensive promisesadministrators to deal with the situatioshould come as no surprise: these are signthe times and Penn is not unique in whahappening.

Signs of the times? When we are told economy is doing well while more than 4million Americans live below the povertline; when our economy depends on a 5.unemployment rate to remain “healthy”; whsuicide rates for teenagers in all populatgroups are soaring; when half of young Afcan American males are in some negarelationship with legal institutions; when onhalf of all African American children live inpoverty.

This is a time for action: to take a holisview of what needs to be done and how can organize ourselves to do it. Penn’s decation to and expertise in research and teing and other knowledge-building enterpriscan all be enhanced through a conceeffort to contribute towards the solution what creates crime and what contributesits prevention and eradication. Securityessential to our continuation as a communa concerted and sustained effort will helpand can contribute to the national and intnational scene.

Some proposals of my own: Instead building prisons to boost the economy American towns, build institutions to reclaim the environment, relevant educatioefforts and rebuild America’s worn-out infrastructure: instead of bombed-out cencities and growing rings of suburbia, plrational continua of urban/suburban/rural lause; instead of NIH research only for tpreservation of the body, NIH research the quality of life for all socioeconomic grouand all ages. (And implementation of goresearch need not always be costly: in UgaI found that more than half a million childreorphaned by the civil war and AIDS habeen absorbed by their extended familsubsidized modestly by their impoverishgovernment, instead of being housed in conew orphanages as our Speaker of the Hoproposed for children of “welfare” familiein America!)

We need help on new issues arising outhe great and potentially exciting and enricing influx of immigrants. Why is attentiogiven only to those perceived as clevetaking advantage of our open society, whalongside them come thousands of

intellegentsia who could offer whole newways of thinking about some of these prob-lems?

A suggestion for immediate action is thatAlmanac provide a forum for University com-munity constituents: faculty, students, ad-ministrators, staff and people among whomwe live in this part of Philadelphia as well asthe city and state. The Forum would serve toidentify what we already know and are doingand to generate ideas for research/teachingaction on attacking the roots of crime, treat-ment of the effects of crime and methods ofprevention as well as immediate contain-ment of crime.

We are all related to crime in many waysas citizens, residents, consumers, frightenedpedestrians. Now I challenge us all to take itseriously as an appropriate and possible society-saving issue for our academic pursuit.

So Many Documents, So Little Time —More Efficient Computer Searching

corporations and research organizations apost more and more information on line,retrieving that information has becomemore and more of a headache for users othe Internet, the World Wide Web and othesources of on-line information.

The biggest headache comes from thesheer volume of material available on lineA search for information about a particularsubject on the Web, for example, can retuthousands of documents in which the subject is mentioned. To compound the head-ache, some of these documents may runthousands of words long, with only one ortwo paragraphs pertaining to the subject. a search in such a document for referenceto the subject may miss relevant material,because the search engine looks only for specific term requested.

About a year ago, a group of computerscience graduate students at Penn’s Institfor Research in the Cognitive Sciencesdecided to try their hand at solving theseand related problems using establishedprinciples of computational linguistics.Their project has evolved into a sophisticaed and powerful text summarizer that couwork with Web browsers and other Interneresearch tools to shrink those mountains oinformation down to a manageable size.

Breck Baldwin, now a researcher, ex-plained that the road to the summarizerbegan when “a bunch of graduate studentgot together and decided to enter this government ‘bake-off’ where teams compete a specific task.” One of the assigned tasksfor this “message understanding competi-tion ” was to create systems that could traand calculate chains of “coreferences” —nouns and pronouns in a text that refer tothe same subject or object in real life, suchas “Bill Clinton,” “the President” and “he”in a news story about the President of theUnited States.

Baldwin and Computer and InformationScience (CIS) graduate student Jeff Reynled a team that developed a workable engine for the competition. “Officially, weplaced in the middle of the pack” in thecompetition, Baldwin said, “but once wefixed a bug in the software — four characters in the source code — we had the be

opment came when Baldwin gave a talk the software to a group of Penn faculty astudents. As he described it, “I was givinthis talk, and [CIS Chair] Mitch Marcussaid, ‘This would be great! You could getautomatic summarization out of this.’”

The key to how the coreference algorithworks its magic lies in a series of rules thacapture very reliable patterns of coreferenin English. For example, subject pronounoverwhelmingly tend to corefer with thesubject of the priorsentence, as in“Mary called Sue theother day. She wasupset about theevening news.” Insthese instances,grammar is said tomandate a corefer-ence.

Grammar can alsoblock coreference aswell. In the sentence “John gave him aball,” “John” and “him” cannot corefer.Rules like these, along with the rules thatdetermine coreference between “Bill Clin-ton” and “Mr. Clinton,” form the core of thecoreference algorithm. “These simple ruleapplied together to the text, allow us to gegood results,” Baldwin said, “but each ruleby itself doesn’t contribute very much.”

Using the summarizer, which the cre-ators call “entity-based summarization,”the IRCS team has been able to reduce size of documents anywhere from 40 to percent while retaining most relevant infomation. The size reduction is achieved bdiscarding sentences or paragraphs whiccontain no coreferents before deliveringthe text to the user.

Last spring, CIS graduate student AnoSarkar wrote an interface designed to enable the summarizer to work with docu-ments found on Internet and World WideWeb hosts. The resulting application wasdemonstrated on Capitol Hill as an example of National Science Foundation-fundresearch that has commercial potential.The response was enthusiastic. At thedemonstration, Baldwin said, “We receivoffers for collaborative work with other

But there are still a few problems to beworked out before the summarizer is trulyworld-ready. One is a philosophical prob-lem: How should the software handlereferences to the same person or thing indifferent capacities? “Are Richard Nixonthe president and Richard Nixon the home-owner the same person?” Baldwin asked.

Enabling the soft-ware to recognizesemantic distinc-tions of this typecould achieve evenfurther reductions indocument size.

The other, moresignificant problemis speed. “We’retrying to get thecomputer code that

calculates the coreferences to run fast,” hesaid. As of last spring, the coreferencealgorithm took on average 12 minutes toprocess and summarize a document; theteam’s goal is to cut that time to about tenseconds. “To do this, we’re trying tochange the algorithm from an exponentialto a linear or sub-linear calculation,” Bald-win said. To address these problems, theAdvanced Research Projects Agency(ARPA) of the U.S. Department of De-fense has awarded Baldwin’s team a three-year, $600,000 grant for furtherdevelopment of the summarization engine.

Given the high level of interest shown ina fast, effective text filter for the Internet,Baldwin is confident that these problemswill be solved and the engine developedcommercially. He noted that the summariz-er could be used to positively as well asnegatively eliminate text, as in editing ofconfidential documents for outside release.It could also be used to check for ambigu-ous coreferents, aiding writers and studentsin English-composition or English-as-a-second-language classes. With additionalresources, the algorithm could also bemodified to work in languages other thanEnglish in the future.

ist Claire Bretécher and PhiladelphiaDaily News cartoonist Signe Wilkinson atan event sponsored by L’Institut françaisde Culture et de Technologie, otherwiseknown as Penn’s French Institute forCulture and Technology.

The goal of the talk and the Institutewas to bring people at Penn in contactwith things French. That certainly seemedto be the lure for most of the audience,avowed Francophiles, almost one and all

seph Hasara was looking for a bit of acareer change. Hasara had spent the lastyears in the Philadelphia Police Depart-ment, the last 15 of them as a detective.

“It’s not that I disliked what I was doing,just that I needed a new challenge,” saidHasara. He retired from the police depart-ment in May, but he didn’t sit around long.In July, two formerpolice departmentcolleagues — TomSeamon, managingdirector of public safe-ty, and Maureen Rush,chief of police opera-tions — hired Hasaraand three other retiredPhiladelphia detectivesto double the size of thePenn police investiga-tive unit.

And it has worked.In the last several

weeks, working closelywith the Philadelphiapolice Southwest De-tective Division, thePenn investigators’work led to arrests inthe series of robberiesat Penn fraternity hous-es, in a rash of armedrobberies near campus, and in a series oburglaries in Moore and Towne Buildings,in addition to the recapture of a stolen$10,000 piece of artwork.

“Now, none of this could have beendone without the great help of uniformcampus police,” said Bill Danks, anotherof the new University detectives. “But wehope that the four of us coming on willcontinue the spirit of cooperation necessato solve crimes on campus.”

Hasara and Danks, and the two other neUniversity detectives, Frank DeMeo andPatricia Brennan, have a combined total omore than 100 years of Philadelphia policework behind them. They all seem genuineexcited about their mid-life job switches.

“Sure, I retired, but at 53, realistically, Iwasn’t going to stop working,” said De-

Brennan was a homicide detective fothe last nine years and said she neededchange.

“This was just a wonderful opportunity

to move to a different environment and nreally disrupt my career,” said Brennan,who noted that the University police worclosely with the Philadelphia SouthwestDetectives, at 55th and Pine streets, whshe started her police work. “Staying in tcity, we keep our contacts. We get to usewhat we know.”

The four new detectives stress that thwill be doing the same things at Penn asthey were in their former jobs: working wuniformed cops to sort out crimes and toarrest those who commit them.

“All the things you might expect, crimewise and socially, that you find in Philadephia, you will find at Penn,” said Danks.“Because we are part of the inner city, yoare going to have those same city problejust on a smaller scale.”

The new detectiveslike the idea that the chal-lenge seems less daunting. “We see Pennas a microcosm of the city,“ Hasara said.“Rather than focus on the whole of Phila-delphia, we will be dealing with the small-er community. And Penn is a closecommunity, so we expect we will be ableto do our jobs well here.”

The new detectives want to make clearthat they don’t lookupon themselves as asort of Legion of SuperHeroes, some arrogantnew small force ofsaviors that will onceand for all clean allcrime out of the Uni-versity area.

“We do hope ourexperience helps solvemore crimes,” saidDeMeo. “But, really,what we can do is freeup the other investiga-tors and campus policeto do their jobs moreefficiently. If we aregoing to be successful,it will be because wecooperate with allpolice and all parts ofthe University commu-nity.”

For the time being, the detectives willswitch between 7 a.m. to 3 p.m. and 3 p.mto 11 p.m. shifts (“You see different thingsaround campus in the daytime and atnight,” said Hasara), but they may find onshift or another better as time goes on.Their eventual goal is to have enoughstrength to clear cases right on campus,sending cases directly to the city DistrictAttorney’s office rather than burden theSouthwest Detectives with the paperwork

“There have been a lot of cutbacks in thecity police department and our real missionis not to let that affect overall police work,”said Danks. “We are realistic enough toknow that crime may always be with ushere, but our goal is to make everyone atPenn know that every crime will be thor-oughly investigated and, hopefully, solved.

this past week implementing new safetystrategies in response to a series of robbeies in the campus community. At a specia

town meeting Sept. 26 to address safetyconcerns, President Rodin announcedseveral new initiatives to improve campusafety. A number of those were imple-mented last week:

• The Penn Police Department’s SpeciaResponse Team — comprised of five exprienced officers — was deployed as ofSept. 30; the team will patrol in both uni-form and plainclothes, in marked and un-marked cars, from 7 p.m. to 3 a.m., sevendays a week;

• The Philadelphia police assigned threfoot-patrol officers from 4 p.m. to mid-night, as well as one patrol car on duty 24hours a day, and two additional patrol carfrom midnight to 4 a.m. These extra patroalso began Sept. 30;

• SEPTA transit police have assignedone mobile patrol during evening hours,and six foot-patrol officers, to subwaystations around campus;

• Penn’s EscortServices will im-plement short-termenhancements to itsoperations inresponse to stu-dents’ concerns,and will also givethe program a fullreview that couldresult in furtherlong-term changes.

President Rodinalso announced

that the Penn Police Department wouldexpand its police force with the addition of10 new officers. The department is also inthe process of filling nine vacancies, whichwill increase the number of police officersby 19, said Public Safety Managing Direc-tor Thomas Seamon. He added that theprocess of recruiting the 19 new officers isunderway.

Penn Nurse Improves Care for Minorities

is tackling the battle to improve the healand well-being of Latino Americans isAntonia Villarruel, Ph.D, MSN. Shebrings to the classroom and research inatives her concern for minority needs anthe importance of working in partnershipwith the local Hispanic community.

The number of Hispanic children in thUnited States is exceeded only by thenumber of non-Hispanic white children.Most of them — 94 percent of Hispanicchildren — are legal residents of the Uned States.

The majority of Hispanic families (64percent) are headed by two parents. Yean alarming 31 percent of children ofHispanic working adults are uninsuredcompared to only 12 percent of whitechildren. Hispanics are the group leastlikely to see a physician. And Hispanicadolescents are more likely than any othgroup to report fear of attack going to anfrom school.

“Because nurses constitute the largesforce in the delivery of health care, thepotential exists for the profession to de-velop a proactive voice to improve thehealth of minority children and families,”Villarruel said.

For Villarruel, this potential translatesinto a range of scholarly and service ac-tivities aimed at promoting the health andwell-being of Hispanics, increasing thenumbers of Hispanic nurses, and improv-ing community-based models of care toserve the Hispanic population.

When Villarruel joined the Penn Nurs-ing faculty last year as an assistant profe

sor of nursing, she set out to develop linkwith Philadelphia’s Latino communitythat would enhance the community-basedexperiences for Penn Nursing students.For the first time this fall, the School ofNursing is offering a course taught byVillarruel, “Latino Health Issues.” It isone of several case-study courses de-signed to expose students to contempo-rary health issues.

The course includes a community experience through which students work withthe staffs of several local organizationslike the Consortium for Latino Health andthe Association de Puertorriqueños enMarcha to explore solutions to the socio-political problems that affect the ability ofPhiladelphia’s Latino community to ac-cess affordable, good health care.

Villarruel’s knowledge of minorityissues signifcantly enriches her othercourses. “Her expertise in cross-culturalissues and extensive clinical experience inpediatric nursing combine to provide animportant dimension in the undergraduateeducation of nursing students,” said JaneBarnsteiner, Ph.D., FAAN, associate pro-fessor of pediatric nursing at Penn.

In addition to bringing cross-culturalissues to the classroom, Villarruel is in-volved in multiple research projectsaimed at preventing HIV/AIDS amongLatino adolescents, understanding thesexual behavior of young Latinos, andpromoting cancer education and aware-ness among Latino children and adults.

Of particular note are her scholarlyinitiatives devoted to assuring culturalcompetency — the capacity to functioneffectively in cross-cultural situations — innursing research, education and practice.

Her work in this regard has implica-tions for every health care discipline,because by the year 2050, estimates dou-ble the country’s Hispanic population.

Villarruel received her masters degreein nursing from Penn in 1982 and re-turned to the School of Nursing last fallafter completing post doctoral studies atthe University of Michigan and receivingher doctoral degree in nursing fromWayne State University. She practiced forover a decade as a clinical nurse-specialisin pain management in various settingsincluding the Children’s Hospital ofMichigan in Detroit.

Her interest in pain management forchildren launched her research career andfocused her interest on health issues relat-ed to minority populations.

Villarruel’s earliest research involved arevision of the widely used Oucher tool, ameasurement scale used by nurses andphysicians to assess levels of pain in pediatric patients. The tool utilizes a series ofphotographs portraying the facial expres-sions of distressed children. To determine

Last summer Villarruel was awardedprestigious U.S. Health Service PrimaCare Policy Fellowship that each yearbrings together a multidisciplinary grouof primary health care leaders fromaround the world to meet and work wittop government, congressional and prvate sector health care officials. The 1Fellows spent three weeks in Washingaddressing the primary health problemthat affect our country’s under-servedpopulations.

As a prominent nursing leader, Villarel currently is serving a two-year term president of the National Association oHispanic Nurses. Last February, in renition of her outstanding research initiatives, she was named by The MedicalHerald as one of the nation’s top 20 leaers in health care for Latinos.

Penn’s Office of Health Education, a divsion of the Student Health Service, is pleaseannounce that free, anonymous, on-campus testing will once again be available on a weebasis.

A successful on-campus testing servceased operations last March due to inadeqfederal funding. The new service will be prvided by staff from the non-profit agency Phidelphia Community Health Alternative(PCHA). Testing will be conducted every Wednday from 12 to 4 p.m., beginning on October
