Welcome to the 2018-2019 School-Year at Valley Vista Elementary School!
METAS is the Spanish word for GOALS and has been chosen to represent Valley Vista’s focus
on providing a Multicultural Education through Arts and Sciences to every student. We are
a 50:50, Two-Way Dual Language Immersion (DLI) school.
At Valley Vista, everyone is a learner and leader. Love for learning fuels and motivates us.
Through our Viking Principles, we add value our lives, our community, and our world. While
everyone is responsible for their own learning, we work together to make everyone better,
stronger, happier.

**Please be advised that cars may not enter the parking lot in front of the school when school busses are present. Please respect Safety Patrol Officers at work. **The parking lot loop at the back of the school, off of Valley Vista Road, is the best place for drop-off and pick-up purposes. Students who do not get picked there after 10 minutes are walked to the front office and must be picked-up at the front of the school. Please refer to Traffic Safety & Bus Regulations on pages 23 & 24 in this handbook for more detail.**

CVESD Wellness Policy 5030
Chula Vista Elementary School District (CVESD) and Valley Vista School recognize the link between
student health and learning and we are committed to providing a healthy school environment that
promotes student & staff wellness, proper nutrition, nutrition education, and regular physical activity.
The Wellness section under Board Policy on our district’s website consolidates and updates all
district guidelines to reflect changes in federal, state, local and/or district policies.
Below is a Summary of Key Wellness Policy Guidelines that directly impact our School
Community
Nutrition guidelines are implemented for all foods available on campus during the day (includes one hour before and after school), with the objective of promoting student health and reducing childhood obesity.
Food items are prohibited in celebration of a student’s birthday on the school site during the school day. Birthday Lunch Club, lunch with the principal, occurs each month for birthdays of that month. Please be advised that individual food celebrations are not permitted on campus.
No more than two parties/celebrations with food for each class, per school year are allowed and are scheduled after lunch whenever possible. Designated days: last day of quarter 2 (Dec) and last day of quarter 4 (Jun). All food items should be store-bought, pre-packaged, and/or pre-wrapped for food safety and allergies.
The District emphasizes non-food incentives as alternatives to all school staff.
We encourage parents/guardians to support student wellness by considering the nutritional quality and portion-size of items they send for snacks/lunch and complying with new District guidelines for non-food birthday parties, healthier celebrations and special events.
Ways to Celebrate, without food!
Donate a hardcover book to our Library – your child’s name will be placed on
the inside cover of the book commemorating the donation forever!
Pencils, Bookmarks, Erasers, Stickers, etc.
Bring, and lead students in creating a simple craft project – paper airplanes, origami, etc.
Offer to lead students in a kickball game, softball game, jump rope or frisbee tournament.
Come to school to read aloud to the class – your child’s favorite story, fun poems, etc.
**Please, always make arrangements with your child’s classroom teacher before planning any type of celebration.**

Dual Language Immersion Program
Program Goals: Bilingualism Biliteracy Multicultural Competence Languages: English/Spanish Grades: Kindergarten – 6th Grade 50/50 Model: Students in Valley Vista’s DLI program receive 50%
of their daily academic instruction in English and 50% in Spanish.
Two-Way Immersion: The program seeks a balanced enrollment of both English-dominant
and Spanish-dominant students in order to ensure the academic development of both
languages, fostering an additive bilingual education.
Beginning 2018-2019, all students enrolling at Valley Vista for Kindergarten and 1st Grade
will be part of the Dual Language Program. Eventually, the entire school will be DLI.
Separation of Language: Academically challenging, standard-based content in both English
and Spanish is integrated throughout the school day. A “separation of language” by
instructional block is paramount and is established through strategic planning.
Curriculum: DLI program curriculum is aligned to the same California Standards as the
monolingual education program. Curriculum design & instructional strategies are
collaboratively selected based on educational research, curriculum mandates, and student
needs.

School Rules
We have 3 Overarching Rules:
1) Be Safe
2) Be Responsible
3) Be Respectful
Teachers will review specific school & classroom rules that belong under each of these categories
with their individual classroom students within the first week of school. All students will participate
in Welcome Back Assemblies to review school-wide conduct expectations on the first day of
school and at the start of each quarter.
Be Safe:
A) Students may not be on school grounds before 8:05 AM, unless they are eating breakfast in our multi-purpose room (7:45 - 8:05 AM).
B) Walk, do not run to all destinations on campus. Use walkways or blacktop only, not grass areas. C) Play only on playground and on play equipment. Use the equipment properly. Follow the equipment-use rules at all times. D) Freeze and squat when whistle or siren is blown and listen to follow directions. E) No loitering. Students may not congregate in corridors, restrooms, between buildings, parking areas, etc. F) Restrooms & drinking fountains are to be used with permission only. G) Only enter a classroom when a teacher is present. I) Kickballs, basketballs, and soccer balls are to be used only in designated areas. Footballs, baseballs, softballs, tennis balls and baseball bats are not allowed on campus unless under the direct supervision and direction of a teacher during PE instruction. J) Do not play on stairs, stage, and stay off banks and slopes. Take care of our landscaping. K) No TAG or Capture the Flag, or other chasing games are allowed.

Be Respectful:
1) Keep your hands, feet and objects to yourself.
2) Bullying is prohibited. Bullying includes teasing, ignoring, or deliberately excluding someone. 3) Be courteous when games are in process. Walk around game courts when they are in use. 4) Be Considerate and Kind. Wait your turn at games and all school events. 5) Do not disturb other classrooms, walk quietly through corridors and about campus. 6) Be welcoming. This is your school. Say “Good Morning”, “How are you?”, and SMILE. 7) Treat others, and their property, with kindness and respect. Treat others the way you would like to be treated.
Be Responsible:
a) No electronic or digital equipment or toys should be brought to school. Please refer to Telephone Use for cellular phone particulars on page 13.
b) Report problems or dangerous situations to the adult on duty.
c) Report all equipment that goes outside the school fence (in the street or on the roof) to the adult on
duty. Do not retrieve them without permission.
d) Equipment is to be kept marked with room number and placed in proper containers.
e) Do not bounce balls while walking to or from classrooms or the cafeteria. Balls are to be carried to and from designated play areas.
f) No gum, candy, or “junk” food should be brought to school.
g) Nutritious, healthy food is permitted only at designated areas & times. Do not run while eating.
h) Under no circumstances is food permitted in the restrooms or playground.
i) For safety and health considerations, we do not share food with peers.
j) Do not litter. Help keep our school clean at all times. Please pick up papers and wrappers when you see them – even if they are not yours.

Viking Principles
We promote, practice and celebrate specific character traits and principles that we believe will
enhance and positively impact your child’s success in life and our success as a community.
Learn Like a Viking Principles
Respect, Self-Efficacy, Growth Mindset, Civic Responsibility, Kindness, Critical Thinking,
Collaboration & Communication
Ask and talk to your child(ren) about these principles as the months roll on through the school
year. The months for emphasis and student recognition assemblies are listed on the Student
Awards sheet and can be found on the school calendar.
School General Polices
INTERRUPTION OF CLASSROOM INSTRUCTIONAL TIME
Classes are not to be interrupted during instructional time. Messages for your student and/or
classroom teacher will automatically go to voice mail. Urgent telephone messages relating to
transportation and any other unexpected changes for students need to be called in to the office
before 1:00 p.m. Messages left after 1:00 p.m. may not reach your student in time before school is
dismissed.
USE OF TELEPHONE BY STUDENTS
Students are permitted to use the school telephone with permission from
their teacher(s).
Telephone use is FOR SCHOOL BUSINESS ONLY
Cell phones are not necessary at school. If phones are bought to school, they should not be seen
or heard throughout the entire school day. Personal telephones are not to be used between school
hours, i.e. between 8:00 a.m. – 2:40 p.m. Any cell phone that is used between 8 – 2:40 PM or
rings during school hours will be confiscated and taken to the office. The cell phone will need to be
picked up by the parent in person from the principal.
Social arrangements need to be made at home.
We are not responsible for lost or stolen phones or other electronics.

Safe Dress for Students
Students should wear clothing that does not distract from the learning environment. Valley Vista
school spirit T-shirts with the Viking logo will be on sale in the PTO office and at school events soon.
Clothing should not advertise or advocate the use of alcohol, drugs, tobacco, violence, obscenity, or suggestiveness. Cosmetics are not allowed. Jewelry, if worn at all, should be minimal. Dangling earrings are not safe and not allowed. Blouses and dresses should not show any cleavage and cover the shoulder with a minimum 1-inch width strap. Students may not wear clothes that expose their midriff. Shorts need to be at least mid-thigh long. No sagging, baggy pants are allowed. Sandals or open toe shoes are not safe on the playground or during P. E. so we ask that students not wear them to school. Tennis shoes with built-in wheels are not allowed. Hats and baseball caps are to be worn with the bill facing forward and are allowed on the playground but not inside the buildings. ***Parents will be contacted and asked to provide a change of clothing if apparel worn by their child is inappropriate for school. Books, notebooks and lunch sacks should be free of graffiti.
Valley Vista School is safe, secure and provides a positive environment for your children in which to
learn and work. We urge you to stay involved with your child, know his/her friends, get your child
involved in healthy activities, and talk with, and listen to, your child(ren) every day.

Attendance Board Approved Policies
TARDIES AND EARLY DISMISSALS School hours are from 8:15 a.m. to 2:40 p.m. Children must arrive on campus no later than 8:10 a.m. and be in their classroom lines at 8:15 a.m. When a student arrives late at school, it is necessary to report to the health/attendance office to get an ‘admit slip’ before going to class.
Students are not allowed to leave school grounds during the school day without an authorized adult picking them up. All late arrivals and early dismissals exceeding 30 minutes are deemed unexcused – truant without a valid excuse unless they are justified by a doctor’s note. If you do not have a doctor’s note at the time of the dismissal you may send or bring the note within the next five business days.
Regular on-time school attendance is required by law. Parents/guardians of children between the ages of 6 and 18 are responsible for sending their children to school full time. The importance of daily attendance and arriving at school on time cannot be overemphasized. Please make every attempt to schedule doctor appointments before or after school or during scheduled school breaks (see Important Dates to Remember pages 7-8).
ABSENT STUDENTS Students who are absent more than three days without a legitimate medical excuse will receive a truancy letter. If truancies continue your child will be declared truant and will be referred to the Student Attendance Review Board. You must report your child’s absence by calling 479-7171 extension 5397 or by calling our 24-hour attendance hotline by pushing the #2. If you are unable to call, you must send a written note giving the reason for the absence with your child when he/she returns to school. INDEPENDENT STUDY CONTRACT
If a student will be absent for 5 days or longer, arrangements must be made in advance with the teacher and an Independent Study Contract needs to be signed in the Attendance Office prior to the absence. Contracts do not qualify a student for Perfect Attendance but they do keep your child current on what he/she will be missing during an absence. Please contact our Attendance Clerk in the front office to initiate the process and inform your child’s teacher.

BREAKFAST and LUNCH Protocols
BREAKFAST
Breakfast is served from 7:45 a.m. - 8: 05 a.m. daily. Children who are eating breakfast may arrive no
earlier than 7:45 a.m. and go directly to the cafeteria. Students who ride the bus will be able to purchase
breakfast before going to class.
Full price $1.00
Weekly $5.00
Breakfast may be purchased in the cafeteria and may be prepaid in the morning before school starts in the
cafeteria or anytime online.
LUNCH I.D. CARDS
Preferably lunch should be prepaid for a week or more, but it may also be purchased on a daily basis in the
cafeteria before school starts. Children pick up their picture I.D. cards as they go through the cafeteria line.
They scan their cards and parents are notified when the students owe lunch money.
Full price $2.50 Weekly $12.50 Parents may also pay online at www.schoolcafe.com. Up-to-date meal account balances will be sent home
if there is a balance to pay. If a student forgets lunch or money he/she is to go through the cafeteria line.
He/she will receive a lunch.
PLEASE KEEP YOUR ACCOUNT CURRENT.
Please fill out one application per family for free or reduced breakfast and/or lunch. The application is
provided annually in the parent information packet and/or can be found in the front office. Parents are
notified only if denied in approximately three weeks. Parents are encouraged to fill out a form.
LUNCH TIME BEHAVIOR
Students need to follow the directions of the Noon Duty Supervisors and any other school personnel. While
in the cafeteria, students should speak softly, using their “restaurant voice”, and stand in the cafeteria line
without bothering others. They are NEVER to throw, or play with, food. Students need to clean their area
where they eat and raise their hand to be excused to leave for the playground. Students are not to take food
out of the cafeteria or away from the lunch tables if eating outside.

PARENTS ARE ALWAYS WELCOME AT SCHOOL
In order to protect every child’s safety, please always check in through the office when you first
arrive on campus to visit or volunteer. Please do not come on campus early and wait outside the
classrooms without a pass. Do not go directly to the classroom or playground during school hours.
To Check-in, It’s mandatory to sign in and show your ID if you are not already in the Raptor
system. This insures the safety of our students and the staff by monitoring and authorizing adults
to be on campus.
Once checked in go directly to your destination. Be sure to walk quietly, along with small children,
in the corridors and outside classrooms, so classes that are in session are not disturbed. Please
no cell phone use in classrooms, while walking through the office and while walking
through the hallways.
Early Pick-up
When picking up your child, before dismissal time, you must always sign your child out in the
office.
VOLUNTEERS
A tuberculosis (TB) test and a scan of your photo ID is required for all classroom volunteers. If you
are planning to volunteer more than two days, finger printing will also be required. You may not
start volunteering until tuberculosis test and ID scan is completed. Please check with the office for
information regarding the TB test & finger printing procedures. There will be a Volunteer
Orientation Meeting that will take place in the MPR.

Opportunities For Parent Involvement
Parent-Teacher Organization PTO
Our PTO works tirelessly on behalf of our school community. PTO organizes our school Camp Night, Sock
Hop & Luau, Fall Festival, Movie Nights and our Staff Appreciation Week, among other events. PTO runs
our big School-wide Fundraisers, as well as our eScip account and our Box Tops year-round campaign to
raise money in order to subsidize grade level educational fieldtrips and provide the events and activities that
bring us together and enrich our school experience throughout the school year. PTO provides our teachers
with countless hours of volunteer work and support showing our students that our parents value education
as much as our teachers do.
As a Valley Vista parent, you are automatically a PTO member (no member dues). However, we do need
you to sign up as a general volunteer, room parent candidate, or volunteer for a specific event. We would
like to create an email list (paperless – go green) in order to keep you in the loop for all PTO activities.
Please contact our PTO via email or our front office or the PTO office in room # 300a.
School Site Council SSC * Elections for open seats are held within the first 2 weeks of school.
The school’s steering committee, our SSC, is the first step in a formal process for developing improvement
strategies and for allocating resources to support the school’s Single Site Plan for Student Achievement.
This is a committee that makes decisions that guide our school. It is comprised of equal numbers of parents
and school staff, each voted onto the committee by their respective groups for a 2-year term.
English Learner Advisory Committee ELAC *One school rep. needed for DELAC meetings
The ELAC primarily serves to advice the principal on programs and services for English Language
Learners. The ELAC advices our School Site Council on the annual development of our Site Plan for
Student Achievement. The ELAC also, assists in an annual school needs assessment, reviews the annual
language census, and is charged with continued efforts towards making all parents aware of the importance
of regular school attendance. The committee is comprised of at least, but not limited to, the same percent of
parents of English Learners as there are English Learner students in our school’s population. The ELAC will
meet at least five times a year for training/workshops, planning, and other informational communications.

LOST, DAMAGED OR DESTROYED SCHOOL MATERIAL
School Board Policy #6161.2 states it is the responsibility of the parents or guardians of a child
who loses/damages or destroys district materials/equipment to pay for the replacement of said
materials/equipment at the current replacement cost.
The following procedure is used for library materials:
1. When a book or other material is one week overdue, a notice is given to the teacher to be
sent home with the student. The student loses library privileges.
2. When the item is overdue a second week, a reminder notice is given to the teacher to be
sent home with the student.
3. When the item is overdue for the third week, a bill is given to the teacher to be sent home
with the student.
4. If the book is still not returned, a bill is mailed home after the fourth week for immediate
payment. The student loses library privileges until the book is returned or paid for.
The following procedure is used for textbooks and other materials:
A. A bill is mailed to the parent/guardian as soon as the school material is lost, damaged or destroyed.
B. If there is no response within 15 days, a second billing is mailed to the parent.
C. If there is no response within 15 more days, the principal sends a letter home and the
district office is notified.
Method of Payment
Payment may be made with cash, money order or check. If paying by check, it should be made
payable to the Chula Vista Elementary School District.

RESIDENCY VERIFICATION
Residency verification for all students is required prior to students’ names being placed on a class
list for the start of a new school year. “Verification of Residency” form A30205 or “Verification of
Residency for Persons Living with Another Family” form A30212 must be filled out and signed by
the parent and the person proving residency. Both families must be present and photo
identification is required.
THESE DOCUMENTS ARE ACCEPTABLE FOR ONE CALENDAR YEAR ONLY.
Students who change their residence during the school year must provide new residency
verification and complete a new “Residency Verification” form.
If the family moves from one school attendance area to another CVESD school, children may
remain in their current school of attendance for the remainder of the current school year if
classroom space is available. Parents should complete a zone transfer application which may be
obtained from the school of current attendance.
If the family moves from one district to another during the school year, children may remain in their
current school of attendance for the remainder of the current school year if classroom space is
available. Parents should complete an application for an Interdistrict Attendance Permit obtained
from their new district of residence.
If the family moves outside the school’s attendance boundaries, parents should fill out an
Interdistrict Attendance Permit or zone transfer request to continue in Valley Vista School for the
remainder of the school year.
Please be sure to let the office know if you change your home telephone or work telephone
number as soon as possible for the safety of your child(ren).

Traffic Safety
Thank you for your continued support and
cooperation in this area. By following the rules
below, our children are safer.
We encourage the children that are eligible to ride the bus to do so as it cuts down on congestion
around the school. Busses pick-up and drop-off students in front of the school.
If you are dropping your child off in the morning or picking him/her up in the afternoon, please use
the drive through drop-off and pick-up area at the back of the school. Please do not make U-
turns on either Valley Vista Road or Valley Vista Way. It is unsafe for the children as well as the
driver.
Please do not cross in the middle of the street from the church parking lot. Walk to the corner of
Valley Vista Road and Valley Vista Way to cross at the corner with the help of our Safety Patrol
Officers. By doing this, you model the correct and safe way to cross streets for all children. We
appreciate your support in this
The entrance for the drop-off pick-up area is off of Valley Vista Road. Students who are not picked
up on time there will be brought to the front of the school where you may pick them up in the office.
Cars may not enter the parking lot in front of the office when busses are parked there. This
is not a drop-off or pick-up area. Passing a bus that is stopped for loading and unloading can result
in an up to $400 ticket.
The Sheriff or the Highway Patrol will cite drivers who park next to a red curb, block a driveway, or
exhibit unsafe driving.
Teachers will dismiss students from the classroom and at the back drop off loop. If you park on the
opposite side of the street from the school, please escort your child(ren) across the street at the
crosswalk located at Valley Vista Road and Valley Vista Way. All Kinder will be handed off to an
authorized adult. To make other arrangements please speak to your students teacher.
Your cooperation and adherence to these rules make the school a safer place for all our children.

Bus Riders
Requesting Transportation for Your Child 1. Visit the District’s transportation website by, a. Visiting

www.cvesd.org, and clicking on Transportation on the left under District Links. 2. Under the
heading Requesting Transportation for Your Child, click on the Transportation Application Form
link and fill in the requested information. 3. You will receive an email with your child’s transportation
services within 3-5 business days.
Please Note - If your student is being overflowed to another school, please contact the School
Secretary for information regarding transportation. - All Kindergarten students are required to wear
a bus tag while riding the bus to and from school, every day. An adult must meet kindergartens at
the bus stop each day. Students that are not met will be returned to school. - Transportation
Services are provided to all eligible students residing beyond the following distances from their
school of residence: o Kindergarten – ¾ mile o 1st Grade – 1 mile o 2nd and 3rd Grade – 1 ¼
miles o 4th, 5th, and 6th Grade – 1 ½ miles.
Bus schedule is subject to change. Scheduled times may vary by a few minutes. Bus route schedule is available in the school office. Bus stops may be deactivated if there are no riders at that stop. While on field trips, classroom behavior rules, as well as those rules given by the bus driver apply. If a student does not follow the bus rules, they may lose their bus riding privileges.
