Mount Pearl Senior High SystemMotion

• WHEREAS the Newfoundland and Labrador English School Board is committed to providing the best possible educational programs for students; and

• WHEREAS a reorganization of schooling is required to achieve that objective,

• BE IT THEREFORE RESOLVED that Morris Academy be reconfigured from a Kindergarten to Grade 4 school at present to a Kindergarten to Grade 5 school beginning the 2014-2015 school year, and

• that Mount Pearl Intermediate be reconfigured from a Grade 5 to Grade 9 school at present to a Grade 6 to Grade 8 school beginning the 2014-2015 school year and be accommodated in the current Mount Pearl Senior High building, and

• that Mount Pearl Senior High be reconfigured from a Grade 10 to Grade 12 school at present to a Grade 9 to Grade 12 school beginning the 2014-2015 school year and be accommodated in the current Mount Pearl Intermediate building.

• The Paradise School Council supports the motion regarding the establishment of a new junior high/ high school in Paradise as well as the motion regarding the reconfiguration of Mount Pearl Intermediate and Mount Pearl Senior High.

• We have a terrific school model at MPI that is not broke and we wish to not try and fix something that is not broke. We do not trust the numbers that have been used to determine the FRC for each school as many mistakes using this source have been made in the past. The political answer is "no capital investment if there is space regardless of disruption to staff and students". Our position is "How does this promote healthy learning?"

• Although not an ideal solution in itself, a building swap does appear as the least intrusive measure of those options proposed to deal with our current overcrowding concerns and future capacity issues. Our success as a school community is in no small part due to the fact that teachers and administration at MPSH have diversified their teaching and learning strategies to incorporate significant technological resources as per the 21st Century Learning Model. It is these resources in the form of computer labs and LRC space that are continually reduced to accommodate increased student enrolment. If we continue to eliminate such resources the impact will be witnessed in student achievement and student wellness.

• The proposed building swap will bring many challenges to both school communities but will allow all students in our catchments area to continue to receive the same high quality education that the community has been accustomed to receiving. Ultimately, students and staff at MPSH would prefer to remain in their current MPSH facility but that is impossible given the challenges and the restrictions that have been placed upon potential solutions.

• As a school council we are confident in stating that the academic success of our students is more dependent upon what goes on inside the walls of our building rather than where the building is located. The bottom line is that we need something done to alleviate the pressure upon our school. If nothing can be done to increase capacity at MPSH we have no choice but endorse a building exchange between MPI and MPSH.

• that all Early French Immersion students in St. Peter’s Elementary and Newtown Elementary feed to St. Peter’s Junior High beginning the 2014-2015 school year, and

• that the Board request an extension to St. Peter’s Elementary and St. Peter’s Junior High School to meet the programming needs of the school communities.

School Council Position Newtown Elementary

• Our School Council, through input from parents, would like to have the Trustees defeat the motion and propose a new motion.

• They want the realignment of the Catchment area model. However, they want to suggest that the catchment area that was proposed be amended to have Newtown retain the Brookfield Plains (Castlebridge) families.

• As an alternate proposal, if the realignment cannot be amended, the School Council suggests that the families from the Brookfield (Castlebridge) area be "grandfathered in" so that they may remain at Newtown.

• The SPJH School Council support the new proposal that utilizes the principles of the Board Motion but sees the reconfiguration of the catchment for Newtown & St. Peter's Elementary. They prefer the realignment of model B.

• Their second choice would be as per the Board Motion.

• They in no way support the grade configuration for SPJH changing from 7-9 to 5-8.

• They continue to support the proposed extension for SPJH.
